A Case Study of National Food Safety Control System Assessment in the U.S. (미국의 국가식품안전관리체계 평가 사례연구)

  • For more efficient and proactive safety control of imported food, new trend in U.S. is emerging, which assesses the food safety control systems of exporting countries using Systems Recognition Assessment Tool and helps ensure safety of imported foods. This study examines trends in development and application of assessmemnt tool and country assessment reports in U.S. where an active discussion on this issue is in progress. The expert interviews were also conducted. U.S. Systems Recognition Assessment Tool was developed by FDA to recognize the potential value in leveraging the expertise of foreign food safety systems and help ensure safety of imported food. The tool is comprised of ten standards and provides an objective framework for determining the robustness of trading partners' overall food safety systems. Using its own tool, the U.S. FDA conducted a preliminary assessment of the food safety control systems of New Zealand and Canada. According to the U.S.-New Zealand and the U.S.-Canada assessment reports, the overall structure of the systems was similar between the countries. In summarizing the opinions of experts, such a trend in National Food Safety Control System Assessment may be utilized in the sanitary assessment and the control of imported food border inspection frequency before importing food. It would contribute to more effective distribution of national budget and increased public trust. Additionally, international collaboration as well as securing of qualified experts and sufficient budget appear to be crucial to further increase the utility of National Food Safety Control Systems Assessment. In conclusion, firstly, it is critically important for the competent authority of South Korea to proactively respond to international trend in National Food Safety Control System Assessment by identifying the details of its background, assessment purpose, core assessment elements, and assessment procedures. Secondly, it is necessary to identify and complement the weaknesses of Korea's food safety control system by reviewing it with U.S. Systems Recognition Assessment Tool. Thirdly, by adapting the assessment results from imported countries' food safety control systems to the imported food inspection intensity, the resources previously used in inspecting the imported food from accredited countries can be redistributed to inspecting the imported food from unaccredited countries, and it would contribute to more efficient imported food safety control. Fourthly, the competent authority of South Korea should also consider developing its own assessment tool designed to reflect the unique characteristics of its food safety control system and international guidelines.

Public Attitudes toward Development of National Program for Cancer Survivorship (암 생존자를 위한 국가 프로그램 개발에 대한 일반 국민들의 태도)

  • Purpose: This study aimed to explore the public attitude toward the development of national health program for cancer survivorship. Based on the results of this survey suggest the necessity of national health program for cancer survivorship. Methods: We surveyed 1,015 adults who were over 20 years of age from the sixteen cities and local districts of Korea. We conducted a telephone survey with a structured questionnaire on the post-treatment care at the nation and on the permission as the handicapped for cancer. Results: Fifty-six percent of respondents answered that post-treatment program at the national level is very necessary and twenty-seven percent replied that it is necessary. Respondents emphasized 'Expanding insurance coverage for post-treatment care' (29.8%) and 'Systematic education and rehabilitation programs after treatment' (25.6%). This study found that a lower educational level [adjusted odds ratio (aOR)=1.36; 95% confidence interval (CI)=1.04~1.77], earning under 300 per month [aOR=1.36; 95% CI=1.04~1.77], being married (60.2%) [aOR=1.79; 95% CI=1.34~2.37] and thought higher level of cancer treatment in Korea than the advanced (64.4%) [aOR=1.56; 95% CI=1.15~2.12] influenced the positive attitude toward a national health program. Sixty-eight percent of respondents answered 'Strongly agree' or 'agree' to permission for cancer survivors as the handicapped. People who have been married (72.4%) [aOR=1.89; 95% CI=1.41~2.53] and who have had a lower educational level [aOR=1.35; 95% CI=1.03~1.78] responded that they agree more to permission for cancer survivors as the handicapped. Conclusion: This study shows the positive public attitude of the public toward the national health program for the cancer survivors.

Analysis on the Open Access Policies, Publishing, and Archiving in the Field of Medicine (의학 분야 오픈 액세스 현황 분석을 통한 국내 의학 정보 활성화 방안)

  • This paper analyzes the current status of open access policies, publishing, and archiving in the field of medicine. Journals indexed in SCI are published by open access publishers such as BMC Ltd. and PLoS and then the research articles in those journals are archived in PMC and BMC. Also, funding institutions participate in developing open access as a new scholarly communication model and governments or independent funding institutions outside the country make policies for open access. But scholary communities in Korea do not develop their services in the level of a new scholarly communication model even though they open their journal articles on the homepages. This paper suggests several plans for the open access scholarly communication in the field of medicine in Korea.

건축학교육인증제도 및 행정문제 고찰 - 건축제도개선과 협회의 역할

  • 세계화의 진전으로 사실상 국가간 장벽이 없어짐에 따라, 전문직 자격에 있어서도 각국이 공통으로 적용할 수 있는 국제적 기준이 필요하게 되었고, 이에 따라 UIA는 건축사자격에 대한 국제 기준이랄 수 있는 '건축실무에 있어서의 전문성에 관한 국제기준 권장안(UIA Accord on Recommended International Standards for Professionalism in Architectural Practice, 1999)'을 발표하였다. 때마침 WTO에 의한 전문서비스분야의 시장개방문화와 함께 우리나라의 건축사제도에도 일대 변혁이 불가피하게 된 것이다. 이에 우리 협회에서는 현안에 대한 신속한 대처를 위하여 UIA와의 관계정립이 필요하다는 판단하에 UIA 회원단체로서의 가입을 추진하는 한편, 구체적인 대안마련을 위한 연구를 진행하여 '건축사자격 상호인정에 따른 대응방안(1999.9)'을 발표하였고, '한중일 건축사협의회'를 설립, 3국의 공동대처방안을 모색하는 등 지속적인 노력을 기울여 왔다. 협회 뿐만 아니라 학회를 중심으로 한 건축학교과과정의 모델연구, 건교부와 건축3단체가 참여한 '건축사자격제도 개선방안에 대한 대응방안연구(2002.12)'등을 통하여 이미 5년이상의 건축학 교육과정이 신설되었고, 건축교육인증을 위한 인증원 설립준비가 진행되고 있다. 이러한 변화는 비단 세계화 혹은 무역자유화라는 현안에 대한 대응의 필요성 뿐 아니라 궁극적으로는 우리나라 건축교육의 질을 높이고 국제기준과 동등한 건축사제도를 갖춤으로써 건축사의 자질을 향상시켜 국제경쟁력을 강화하고자 하는데 목적이 있다 하겠다. 나라마다 건축사제도의 성립 과정과 배경이 다르지만, 대부분의 나라에서 건축사제도는 건축사단체에 의하여 운영되고 있다. 우리 협회도 최근에 진행되고 있는 인증원 설립을 위한 연구에 적극적으로 참여하여 주도적 역할을 담당하고 있기에, 관련 내용을 소개하여 회원여러분의 이해를 돕고자 한다.

GIS-Based Water Resources Management Information System (WAMIS) in Korea (GIS 기반의 수자원관리정보시스템 (WAMIS))

  • This paper briefly describes the classification of GIS- based model, and introduces some practical grid- based models such as TOPMODEL (Beven of al., 1979, 1984), AGNPS (Young of al., 1989), KIMSTORM (Kim, 1998; Kim of al,, 1998), and GRISMORM (Kim of al.,20110). Current status of GIS data construction promoted by Ministry of Construction and Transportation (MOCT) and system development of water resources information by Korea Water Resources Corporation (KOWACO) is briefly described. Further research needs for GIS-based modeling will be emphasized with some recommendations on GIS data preparation and proper field observation data collection.

  • Government's R & D Subsidy system is difference to the agency of R & D performance. Ministry of Science and Technology(MOST), Ministry of Information and Communication(MIC) have a similarity rules to grants programs by the President's order. Name is 'The Rules of the National R & D Program Management'. But this rules established for the national institute, university and big enterprise., Then, This Rules difference for the Snail and Medium Enterprise(SME's). Some article is not allowed for the SME's. So, Suggestion for this question should improvement.

  • In this study, we proposed that Military Qualification System(MQS) should be reshaped for enhancement of the professional and efficient management of human resource in the military sector. It should be also prepared that Military Qualification Law and Organization to operate the MQS. By doing that, we can expect several benefits. Firstly, military professionalism is systemically managed and enhanced, secondly military qualification for military personnel will be innovatively developed, thirdly supplement of skilled personnel are secured with stabilities in the military sectors, and finally outplacement of retired personnel are also qualified with military career and training.

  • IPTV는 IP를 기반으로 한 초고속인터넷을 기반으로 제공되는 미디어 서비스로서, 국내에 널리 확산된 초고속인터넷을 기반하여 급속도로 확산되고 있는 추세에 있다. 특히, 국내에 IPTV서비스가 본격적으로 상용서비스를 제공한지 3년이라는 시간이 경과하면서, 2012년 8월 500만 가입자를 돌파하여 국내의 주요 방송미디어 매체로 등극하였다. 하지만 IPTV는 도입초기부터 많은 법규제 논란이 제기되어 기존의 방송법이 아닌 인터넷멀티미디어방송사업법(이하 IPTV법)을 별도로 제정하여 IPTV를 규제하고 있다. 이는 IPTV가 기존의 방송과는 달리 VOD 및 양방향서비스 등과 같은 비선형 서비스 및 부가서비스 제공이 가능하기 때문에 기존법으로는 규제가 어렵기 때문이다. 해외의 경우에는 IPTV에 대해서 정도의 차이는 있지만 기존 방송의 규제틀안에서 차별화를 하는 방향으로 규제가 이루어지고 있다. 유럽은 EU의 '국경없는 TV지침(TWFD)이 확대 개정된 시청각 미디어지침(AVMSD)을 근간으로 규제를 하고 있는데, 이 지침에 따라 EU 역내국가들은 방송미디어서비스를 선형서비스와 비선형서비스로 구분하고 있다. 기존 방송이 해당되는 선형서비스에 대해서는 강한 규제를, VOD와 같은 비선형 서비스에 대해서는 약한 규제를 적용하고 있다. 미국은 IPTV를 다채널 유료방송시장(MVPD)의 일종으로 구분하고 케이블방송과는 별개의 서비스로 구분하고 있으며, 주 단위의 IPTV 면허를 필요로 한다. 따라서 IPTV는 위성방송이나 케이블방송과 같이 콘텐츠 규제를 받게된다. 캐나다는 규제당국인 CTRC가 공공방송, 사적방송, 공동체 섹터로 구분하여 면호규제를 시행하며, 콘텐츠 규제는 CTRC와 업계의 자율규제를 통해 시행하고 있는데, IPTV와 같은 뉴미디어에 대해서는 규제의 예외를 인정하고 있다.

  • The Korean Government is promoting Korean Land Spatialization Program(KLSP) to commercialize and practice of the technology from 2006 to 2012. It is preparing for field test to make research achievements verified in Sejong City by selecting a test-bed area. It creates the conditions to be satisfied standards that can be recognized at internal and external. This paper proposes to design a test bed considering site conditions and various requirements for performance verification of Surveying Equipments in KLSP.
