Factors that Influence the Technological Performance of National R&D Programs: in the Case of the Machinery and Chemical Technology R&D (국가연구개발사업의 기술적 성과창출 영향요인에 관한 연구: 기계 및 화학 산업 기술개발사례를 중심으로)

  • This study aims to analyze the factors that influence the technological performance of national R&D programs, and to compare these factors with those that affect R&D in the machinery and chemical industry. This study also seeks to explore policy implications for the national R&D programs to meet the characteristics of each industrial technology. The results of this study are as follows: First, big enterprises create more Korean patents than small- and medium-sized enterprises (SME) in the machinery R&D. Moreover, government-funded research institutes produce more SCI articles than enterprises in the chemical technology R&D. Second, there is no significant difference in the number of institutions that participate in the machinery technology R&D. Third, the production of Korean patents and Science Citation Index (SCI) articles on all samples in the machinery industry are influenced by government grants. For instance, in the samples, which consist of enterprises, the creation of overseas patents is influenced by the amount of government grants. Fourth, there is no significant difference in the magnitude of private investment, regardless of the sample and industry. In conclusion, different factors influence the technological performances of the national R&D programs in the chemical and machinery technology R&D. This shows that it is necessary to consider the characteristics of industry-specific technology when making science and technology policies for the national R&D programs.

  • Recently diversity of research field is emphasized all over the world. Nations with advanced programs in research field keep developing new R&D programs for interdisciplinary studies. These new research atmospheres need objective validity in evaluation process. Peer review is recognized as a best evaluation method for national research and development programs. However, peer review system has restrictive boundary because of its subjectivity of the reviewer. Scientometrics has been developed as an alternative system to peer review. But the effectiveness of quantitative indicators which also has qualitative aspect is rarely analyzed in real program evaluation. In this study, we suggest distribution of marks of peer review and newly developed quantitative review through analyzing deviations between two different reviews in real national R&D program evaluation. Moreover, we could have significant correlation between two review systems in the same case study.

An Analysis of Distributed Lag Effects of Expenditure by Type of R&D on Scientific Production: Focusing on the National Research Development Program (연구개발단계별 연구개발투자와 논문 성과 간의 시차효과 분석: 국가연구개발사업을 중심으로)

  • This study aims to empirically estimate distributed lag effects of expenditure by type of R&D on scientific publication in the national R&D program. To analyze the lag structure between them, we used a dataset comprised of panel data from 104 technologies categorized by 6T (IT, BT, NT, ST, ET, CT) from 2007 to 2014, and employed multiple regression analysis based on the polynomial distributed lag model. This is because it is highly likely to emerge multicollinearity, if a distributed lag model without special restrictions is applied to multiple regression analysis. The main results are as follows. In the case of basic research, its lag effects are relatively evenly distributed during four years. On the other hand, the applied research and experimental development have distributed lag effects for three years and two years respectively. Therefore, when it comes to analyzing performance of scientific publication, it is necessary to be performed with characteristics of the time lag by type of R&D.

Empirical analysis of conversion of marginal companies in manufacturing to normal companies : Focusing on company's R&D activities and government's support effect (제조업 한계기업의 정상기업 전환에 대한 실증분석 : 기업의 R&D 활동과 정부 지원효과를 중심으로)

  • This study aims to examine whether the characteristics such as a start-up company, possessing a research organization, and benefiting from government R&D programs significantly contributed to the conversion of marginal companies to normal companies, from the viewpoint of technological innovation. The result shows supporting government R&D programs to start-up companies that have become a marginal company positively contributes to the transition to a normal company, centering on the high-tech industry. In addition, it was confirmed that the research organization of marginal companies positively contributed to the transition to a normal company. These results imply that a paradigm shift from the existing industrial policy focusing on restructuring of marginal companies to a selective support policy for marginal companies with a high possibility of transition to normal companies is strongly needed. It is also necessary to strengthen the strategic use of government R&D programs to support the transition of a marginal company to a normal company.

A Study on Implementing a National Academic Resources Management System in Korea (국가학술자원관리시스템구축 계획에 관한 연구)

  • National competence is based on the quality of university education, which is determined by the competitiveness of academia, research and information, IMD reported that Singapore, #2 country in national competence index, topped in quality of university education. Meanwhile Korea's current national knowledge infrastructure project lacks comprehensive coordination at a governmental level and has been conducted in a rather sporadic manner, without any consideration on the overall analysis of knowledge information resources. Consequently, a disproportionate amount of attention was devoted to collecting general information resources, while neglecting rare, hard-to-collect sources with historic, academic, and/or cultural values. This study proposes to build an academic resource management system to fully supervise academic resources at least, among national knowledge information resources which is a national asset, and also to allocate budget and cultivate new information building projects based on overall analysis on academic resources. In other words, there is a need for a management system to implement efficient linkage, distribution and utilization of academic resources and, to that end, we need to build an academic resource management system at a national level, maximizing the benefits from the knowledge society that we live in.
