본 논문에서는 발전공기업 재난관리담당자의 사업연속성관리 역량 내재화 방안을 연구하였다. 발전공기업은 2001년 전력산업구조개편특별법에 따라 한국전력공사에서 6개 회사로 분사되었다. 국가핵심기반시설인 발전공기업은 핵심업무 중단으로 인한 국민생활과 산업시설 기능 정지를 예방하기 위해 2014년 이후 사업연속성관리체계를 적용하고 있으며, ISO 22301 및 재해경감 우수기업 인증을 취득하였다. 그러나 사회적인 이슈와 국가정책 등으로 발전공기업의 강도 높은 재난관리가 요구되고 있어, 재난으로 인한 핵심업무 중단 발생의 예방, 대비, 대응 및 복구관리를 통한 사업연속성 확보를 위해 재난관리당당자의 역량 내재화가 필요하며, 내재화의 구체적인 추진방안은 사업연속성관리요소 업무반영, 사업연속성관리를 반영한 리더 육성 및 인사제도와 연계 등이다.

The aim of this article is to examine the role of Gyeonggi Province in the industrial development in the Republic of Korea by taking a case study of the program of the national innovative cluster (NIC). In such program which has been for the purpose of the regional industrial development for non-Seoul metropolitan regions (N-SMRs) since 2018, the total firms' transactions were highly focused upon Gyeonggi Province and other Seoul metropolitan regions (SMRs). Especially, firms' transactions in 5 clusters of the total 14 clusters concentrated on Gyeonggi Province. Within this context, the future direction of this policy program for the regional industrial development and the national balanced development is more focused upon a win-win strategy between the SMR and N-SMRs rather than the dichotomy between them.

South Korea started to actively participate in the ODA project across Asia, Africa, the Middle East, CIS countries, and Latin America as it transitioned from a country receiving developmental aid to a donor country. As more and more recipient countries are looking into the e-government model of South Korea, a new approach to the Korean model is being investigated. Various promotions were made, ranging from the implementation of the e-government ODA project, review of its feasibility to evaluation of the results. In order to improve and maximize performance management OD projects, it is necessary to look into the analysis of its follow-up results. In this study, practical performance management and policy implications were explored, focusing on the e-government ODA project. In particular, a case study analysis was attempted with focus on the Nigerian e-government project promoted as part of the project. It focused on Korea's e-government linkage process, implementation procedures and strategies applied when establishing the e-government master plan and suggested the necessity of an approach suitable for new environmental changes. In terms of sustainability of the ODA project, it is necessary to build a Korean e-government model that reflects the new intelligence information technology.

2단계 BK21 사업이 성공적으로 진행되기 위해서는 1단계의 한계점을 보완하는 것이 무엇보다 전제되어야 한다. 우선 국가 차원의 연구지원 사업들과 BK21 사업을 연계하여 2차 BK21 사업의 재원을 더욱 효율적으로 집행하는 것이 필요하고, 대학 내부에서는 과감한 정원 감축과 국제화를 위한 영어 강좌, 외국 학생 유치 및 유학생 파견 사업 등이 필요할 것이다.

이제 ESCO 사업은 비단 기업의 문제가 아니라 에너지 절약의 가치를 극명하게 드러내는 국가적 차원의 사업이라고 할 수 있다. 이에 2012년을 발판으로 삼고 다시 한 번 도약할 2013년이 열렸다. 지난 몇 년 동안 ESCO 사업은 정책적으로 시장의 측면에서 볼 때 그 존재가치는 많이 중요해졌다. ESCO사업의 중심에서 바라보는 2012년 ESCO사업의 정리와 2013년 ESCO사업의 전망에 대해 기업과 전문가들의 의견을 들어본다.

정부과천청사는 에너지 사용량이 많고 절약효과가 클 것으로 기대되어 지난 97년 정부의 국가에너지절약추진 대책의 일환인 ESCO사업 시범 대상기관으로 지정되었다. 사업추진기관인 행정자치부 과천청사관리소는 기존의 사업과는 다른 ESCO사업의 성격으로 인해 시행 이전 많은 논란과 애로사항을 겪기도 했으나, 공공기관 최초로 조명기기 교체를 통한 ESCO사업을 실시해 정부시책에 적극적으로 동참하고 에너지절약에도 앞장서고 있다는 평가를 받고 있다.

This paper proposes various policies for improving the process of performance analysis on R&D expenditure of the public funds in the Korean ICT industry. In order to do so, this paper figures out the present issues relating to performance indicators, methodologies for performance evaluation, release and comparison of evaluation results, follow-up study, integrated management system for performance analysis in ICT industry. In this paper, we suggest some new policies such as consulting an expert for improving performance indicators, maintaining the pre-determined performance indicators, introducing the qualitative performance indicators for measuring effectiveness, adopting the new methodologies reflecting R&D characteristics, introducing the new performance index for comparing annual performance, requiring follow-up study for major ICT R&D, introducing the independent and temporary organization for R&D performance analysis in ICT industry. In conclusion, these new policies will raise effectiveness and efficiency of the government R&D expenditure in ICT industry as well as strengthen the industry competitiveness.

골판지포장공업협동조합(이시장 오진수)은 지난 5월 30일부터 한국산업인력공단이 추진하는 임산물 생산 기공분야(임산물생산, 목재가공, 펄프 종이제조) 국가직무능력표준(이하 NCS) 개발사업에 착수하여 세 차례의 워크숍과 두 차례의 검토회의, 신업현장검증 등을 거쳐 지난 10월 30일 최종보고회를 성공리에 마쳤습니다. 이와 관련하여 '골판지포장물류지'에서는 국가직무능력표준의 도입배경, 정의와 활용범위 등에 대해 자세히 알려드리고자 합니다.

용수 공급의 편익에 대한 개념적인 접근을 시도하였다. 실제 용수공급과 관련된 많은 국가 사업이 진행되고 있고 이에 대한 타당성검토가 KDI등을 통해 수행되고 있다. 물론 일반적이고 공통적인 잣대를 가지고 국가사업을 평가해야 겠지만 수자원에 대한 특수성을 반영하지 못한 다면 자칫 사회적인 혼란이 야기될 것이다. 수자원의 공급을 통해 발생하는 편익은 유형의 효과만이 아니라 무형의 효과가 더 크고 이를 반드시 반영해야 할 것이다. 편익이란 기본적으로 소비자가 느끼는 효용(utility)의 합이며 생산활동 과정에서 파급되는 부가가치를 의미한다. 따라서 이것들이 타당성분석과정에 반영되어야 할 것이다.

정보산업분야는 자본주의 시장경제의 발전이 고도화될수록 전체 산업에서 차지하는 비중이 커지고 있는 한편 기술 및 산업의 전략적 중요성으로 인하여 국가 이기주의에 바탕을 둔 기술보호 장벽은 높아만 가고 있다. 또한 정보화의 진전에 비례하여 세계 정보기술 시장에서의 우위를 확보하기 위한 국가간 기술경쟁과 아울러 국가를 초월한 전략적 동맹도 빠른 템포로 진행되고 있다. 이러한 변화에 대응하기 위하여 정부가 최근 추진중에 있는 G-7 프로젝트 사업추진현황을 설명하고 '92년도 과학기술처에서 추진할 예정으로 있는 정보산업분야의 기술개발 계획을 소개하고자 한다.
