Various dimensions of watershed structural/non-structural planning can be applied in comprehensive flood mitigation plan in a river basin. Especially structural counterplans have very broad and diverse nature as flood control facilities. It is not easy to find the optimum alternative to maximize the ability of a basin to reduce flood risk using a combination of structural counterplans. In addition, there is no standard for evaluating the performance of structural counterplans and for selecting optimal combination of them. This study focused on how to select the best alternative of a comprehensive watershed structural plan from various flood defense alternative candidates. By introducing an analytic hierarchy process, we would like to show how we decide the best alternative using standard worksheets developed in this study for economics and policy evaluation, and Expert Choice 11.5, which calculates weights for evaluation items. Based on the results from this study, we would like to suggest the best practice of a standardized watershed plan for flood protection.

전력산업은 기존의 독점적 구조에서, 분할을 통해 경쟁을 도입하는 시장 구조로 변환하려는 움직임이 현재 진행 중이다. 전력산업의 발전설비 투자는 일반적으로 대규모의 자금과 오랜 공사시간을 요구하며, 안정적인 전력 공급을 위해 지속적으로 필요하다. 전력산업 구조개편 이전에는 일반적으로 정부가 장기적인 전력공급의 안정을 위해 전력공급계획을 수립하고, 독점회사인 한국전력공사가 이에 따른 발전설비 투자를 시행하였다. 그러나 전력산업 구조개편 이후에는 전력수급 안정을 위해 새로운 개념의 전력수급기본계획을 수립하였다. 이전과 가장 큰차이는 발전사업자가 발전설비를 투자하는데 있어 자유롭게 사업계획을 세울 수 있게 되었다는 점이다. 본 논문에서는 기존 독점구조에서의 발전투자와 경쟁시장이 도입된 이후의 발전투자의 효율성을 비교할 수 있는 방법론을 제시하고자 한다.

The Urban Planning Information System is the core system in urban planning field which should operate at the national level of network, and requires a close inspection from the initial level of development. Therefore, this study analyzes international standards, domestic laws, preceding plans, as well as the standard system established in 2008, in order to identify the problems and propose directions for the future direction of the Urban Planning Information System. Suggestions from this study can be summarized as follows: (1) to take initiatives to create standards for the development of the Urban Planning Information System, followed by the establishment as international standards, (2) to have the system developed as an open structure, and (3) to comply w ith the preceding plans of related national GIS system to enable integration.

풍수해저감종합계획은 해당 지역의 풍수해 위험요인을 종합적으로 조사 분석하여 피해예방 및 저감을 위한 각종 구조적 대책과 비구조적 대책을 종합적으로 제시하는 방재분야 최상위 종합 계획이다. 풍수해저감종합계획은 자연재해대책법 제16조, 같은 법 시행령 제14조, 같은 법 시행 규칙 제4조의4에 따라 특별시 광역시 특별자치시 특별자치도 및 시 군에서 수립하고 있다. 또한 자연재해대책법 제16조 6항에서는 광역도시계획, 도시 군기본계획 및 도시 군관리계획의 수립 변경권자가 광역도시계획, 도시 군기본계획 및 도시 군관리계획을 수립하거나 변경하는 경우에는 시 군, 시 도 풍수해저감종합계획을 반영하도록하고 있다. 그러나 시설물 위주의 저감대책, 풍수해위험지구 정보의 한계, 풍수해위험지구의 자연재해위험개선지구 지정으로 인한 개별사업에 의한 재해저감 대책 수립 등의 이유로 현실적으로 반영이 잘 되지 못하고 있는 실정이다. 실제 경기도 도시기본계획의 방재 및 안전계획 부분의 풍수해저감종합계획과의 연계를 검토한 결과 대부분의 지자체가 방재대책과 관련하여서는 원론적인 측면에서만 언급하고 있는 것으로 나타났다. 본 연구에서는 풍수해저감종합계획의 도시계획에서의 활용도를 높이고자 하천, 내수, 사면, 바람, 해안재해 등 재해유형별로 풍수해의 직접적 발생과 풍수해 발생에 영향을 주는 공간적 영역, 개발 상태, 개발예정 등 토지이용현황 및 계획 등을 고려하여 풍수해중점관리구역, 풍수해선제관리구역, 풍수해전략관리구역으로 구분하여 설정하는 방법론과 활용방안을 제시하고자 하였다. 또한 도시계획 수립 시 풍수해관리구역을 어떻게 활용할 것인지에 대한 방안을 제시하였다. 향후 풍수해관리구역 지정과 관련한 법제도 및 지침 등이 마련된다면 풍수해관리구역은 풍수해저감을 위한 토지이용 및 기반시설, 건축물 제한 등 도시계획적 대책 마련에 적극적으로 활용될 수 있을 것으로 판단된다.

This study aims to find out the construction process and planning characteristics of Suwon and Hwa-sung in 18th century from the point of water system. This study has an explanatory approach. The planning intents in the water system was driven out by analyzing various planning elements in relation to water system in the process of constructing Hwa-sung in 18th century. Using Entire Map of Hwa-sung, land registration map made in 1911 and topographic map of 1/10,000 scale made in 1917, water system and interpretation of spatial structure in Hwa-sung were analyzed. The results are as follows(Planning characteristics of the water system in Haw-sung in 18th century are as follows). Firstly, in determining the spatial structure and location of Hwa-sung, water system had an important role. Secondly, integrated drainage system was planned by the organization of natural and artificial water stream. Thirdly, the main street system and land use structure were planned in relation with water system. Fourthly, territoriality of main area was planned with water stream. Fifthly, ponds were constructed for flood control and they had important role as landscape elements. Sixthly, water stream was used as intentional BiBo element. As a result of the study, the weater system of Hwa-sung in 18th century was planned by the organization of natural and artificial water stream in relation with the location of new town and wide area's spatial structure, street system, land use structure, territoriality of main area, terriflood control, water quality protection, landscape, 비보 and urban daily life.

건설공사 프로젝트는 사전 기획 단계, 설계, 계약, 시공, 운영 및 유지관리 등 각 단계의 다양한 참여 주체에 의해 프로젝트가 진행되고 각 분야 간의 원활한 의사소통을 통한 협력 작업으로 일을 진행한다. 그러나 각 단계별 참여주체간의 협업이 어렵고 정보교류가 원활하지 못한 문제점들이 있다. 또한 건설공정은 현장여건의 변화와 불확실성으로 인해 예측이 어렵고, 보다 신뢰성이 있는 계획의 부재로 인하여 각종 세부 공정들 간의 간섭을 유발하고 계획된 일정을 준수하기 어려워 불필요한 비용의 낭비와 공사기간의 증가를 야기한다. 이러한 낭비요인을 최소화하고 건축 프로젝트를 진행하는데 있어서 효율성을 높이기 위해서는 시공계획 단계의 신뢰성을 높여야 한다. 따라서 시공전의 계획 단계에서부터 4D 시뮬레이션을 통하여 이러한 문제점들을 파악하고 개선하는 것이 중요하다. 본 연구에서는 BIM기반의 시뮬레이션 프로그램의 기능분석을 통하여 효율적인 적용과 발전과정을 알아보고자 한다.

이 논문은 Minnesota대학 Paul Campus 도서관 부관장인 존슨(P. Johnson)이 Journal of Academic Libraianship, Vol. 16, No. 4(Sept, 1990), pp.222-229에 게재한 "Matrix Management: An Organizational Alternative for Libraries"을 완역한 것으로, 도서관의 전통적인 조직구조에 대한 대안을 모색하는데 참고할 수 있는 이론적 논문으로 사료됨. 도서관조직구조가 점점 복잡해 짐에 따라 다양한 방안들을 모색하여 왔다. 이 논문은 전통적 계층구조에 대한 대안으로서의 매트릭스구조의 효용에 관하여 논의 한 것이다. 매트릭스관리가 매우 성공적으로 이루어질 경우에는 사서들에게 유연성을 증대시키기 위한 신전략과 고도의 전문적 독립성, 그리고 보다 균형된 의사결정과정을 제공해 준다. 제2차 세계대전까지만 해도 도서관을 포함한 대다수 기관의 조직구조는 몇 가지로 나눌 수 있었다. 비록 이들 조직구조가 바뀌게 되었다 하더라도 그것은 의도적인 계획하에서 진전된 것이 아니라 안정적이고 예측가능한 환경에 매우 적합하도록 자연스럽게 이루어진 것이다. 다만 최근 여러 해 동안 급격한 환경변화로 인하여 보다 새로운 조직구조가 발전하게 되었는데, 이는 자연진화적인 조직변화라기 보다는 오히려 특정적 요구를 충족시키기 위한 자의적인 계획의 결과라고 하겠다. 이와 같은 급격한 변화에 대처하도록 특별히 계획된 매우 혁신적인 조직구조중의 하나가 조직매트릭스이다. 이 논문은 대학도서관에 있어서 조직구조, 조직대안으로서의 매트릭스구조, 매트릭스경영관리의 효용 등 세 가지의 문제에 대하여 고찰하고자 한다.<역자주>

전력시장의 효율적인 운영을 위한 전력산업 구조개편은 전 세계적으로 진행되고 있다. 우리나라의 경우 발전부문의 분할과 부분적인 경쟁의 도입되고 있다. 따라서 발전설비투자에 있어서 정부의 역할이 축소되고 점차 시장 기제 속에서 발전사업자 각각의 투자권한이 강해지고 있는 실정이다. 구조개편 이전에는 일반적으로 정부가 장기적인 전력 공급의 안정을 위해 전력공급계획을 수립하고, 독점회사인 한국전력공사가 이에 따른 발전설비투자를 시행하였다. 그러나 전력산업 구조개편 이후, 새로운 전력수급기본계획을 수립하였다. 이전과 가장 큰 차이는 발전사업자가 발전설비를 투자하는데 있어 자유롭게 사업계획을 세울 수 있게 되었다는 점이다. 본 논문에서는 발전분할 전후의 투자효율성을 비교하는 방법론을 제시하고, 그 프레임을 한국 전력시장에 적용시켜보았다.
