해상예인구난체제 개선방안 연구 논문

  • 충돌, 좌초, 화재 등 실질적인 해양사고는 조금씩 감소하고 있지만 기관고장, 타기고장 등 단순사고는 매년 증가하고 있으며, 우리나라는 구난업체의 영세성으로 대부분의 예인구난을 해경 경비정에서 수행하고 있으나 선박예인은 사고선박의 크기, 선박고장 또는 파손상태, 기상개황에 따라서 고도의 예인기술을 필요하고 예인 중 타선박과 충돌이나 좌초, 침몰 등이 발생할 확률이 높아, 사고시 이의 인한 인적, 물적, 환경적 피해에 대한 손해배상문제 등이 대두 될 수 있어, 예인구난에 대한 관련법령 및 제도를 재검토하여 해상 예인구난체제 개선방안을 제시하였다.

  • 2007년 허베이 스피리트호 사고와 2010년 천안함 사고에서와 같이 사고시 초기대응과 구조체계의 미흡으로 인한 심각한 해양오염사고와 인명피해를 초래하였다. 해양사고 발생시 현장의 비상대응체계의 부족, 혼란 등으로 인한 구난활동의 지연으로 피해규모가 확산될 수 있으며, 구난장비를 포함한 예선의 신속한 지원이 구난의 핵심으로 판단된다. 선진국에서는 장기간의 연구개발을 통한 수준 높은 기술과 첨단장비를 통해 전세계 대형 해양사고에 참여하고 있으나, 국내 민간 선박구난업체는 자체적으로 기술력을 확보할 수 있는 기술적, 재정적 기반이 취약한 상황이다. 따라서 최근에 실시된 국내의 대표적 구난활동 사례를 분석하여 문제점과 향후 개선방향을 제시하였다.

The Current Status of Domestic Marine Salvage Industry and Measures for its Promotion (국내 해양 구난산업의 현황과 육성방안에 관한 연구)

  • Since marine accidents cause large-scale damage to human lives and the marine environment, prompt response measures are crucial including salvage operations for ships and cargoes along with lifesaving operations. In Korea, marine salvage operations are mainly dependent on global salvage companies in case of large-scale marine accidents due to lack of national capacity for marine salvage. The purpose of this study was to suggest public measures for the promotion of the private salvage industry by identifying the current situation and problems in the domestic marine salvage industry. As a result of the study, the measures of setting up a dedicated agency to support the domestic salvage industry and the function of the dedicated agency were identified and presented. In addition, the main points of the bill of "Law on the Promotion of the Domestic Salvage Industry" were presented to support and promote the salvage industry. To prepare the draft bill of law, relevant domestic laws and international conventions were examined to define the terms and regulations. Based on the legislation enacted as a result of this study, relevant ministries should focus on the legislative process. Legislation can be pursued by competent ministries in cooperation with the private sector and academia. It is expected that this study will help in the development of the domestic marine salvage industry and enhance the national response capacity for marine accidents in Korea.

  • There has been increasing the possibility of occurring the marine accident and become bigger the extent of damage with the growing number and high speed of ships. Also, there were tremendous loss of lives and properties in accidents of Hebei spirit in 2007 and Cheon Ahan war ship in 2010 with the insufficient salvage response and the lack of emergency response systems. When a ship has suffered an incident, the best way of preventing damage or pollution from its progressive deterioration would be to providing a place of refuge and to repair the damage rapidly. Therefore, it was examined the recent collision accident broken out near the Nam-Hae, and then suggested that it was necessary to be improved of the domestic salvage systems. It requires the procedures of providing a place of refuge, and the towing support system which make the damaged ship moved to the safe area, and joining of the ISU.

  • This paper reviewed the general definition and role of salvage duty, and performed competency analysis based on the present state of ROK Navy's and Korean civilian's salvage operation. Also, to enhance the national salvage ability, the salvage system of advanced maritime nations such as America, Great Britain were studied. Putting these information together, it is concluded that for the expansion and development of Korean salvage system, the nationally combined salvage assets must be utilized for civilian salvage operations and internationally recognized diving certification system should be introduced and joint organization of civilian-government-Navy should be established to enable the execution of such plans.

  • Recently, as technology for obtaining locational awareness and wireless telecommunications improve, technologies and services involving Telematics has grown rapidly. However, the services are currently available on certain terminals selected by the telematics service provider (TSP). This means in order to access services provided by other TSPs, it is necessary to purchase related terminals. To solve this problem, it is essential to achieve service interoperability between TSPs, or between TSPs and the contents provider (CP). Under this backdrop, the aim of this paper is to design and implement a telematics service framework for openning services in a heterogeneous network environment. Futhermore, the paper presents open telematics protocols required for communication in the telematics service framework, and develop technologies to deal with this in different network environments.

Assessment Module Formulation for the Trapped-Oil Recovery Operations from Sunken Vessels (침몰선 잔존유 회수작업 평가모듈 개발에 관한 연구)

  • When oil tankers, large passenger ships and cargo ships sink under the sea owing to various maritime accidents, the residual cargo oil or fuel oil in the such vessels could pose direct risk to factor for the marine environment and it require safe and rapid removal. Although domestic and foreign salvage companies are adopting various recovery methods and technologies with customizations according to each site during recovery operations studies on reasonable assessment modules for the operation process are relatively insufficient. In this study, the data from trapped-oil recovery operations performed at different site conditions were collected and analyzed in order to designed an operation assessment module, define the operational process steps in terms of preparation, implementation and completion, and derive key factors for each detailed process. Subsequently, the module was designed in such a way as to construct performance indicators to assess these key factors. In order to exclude subjective opinions from the assessment as much as possible, the assessment each item was constructed with indicators based on data that could be evaluated quantitatively and its usefulness was verified by applying the module to the trapped-oil recovery operation cases. We expect this the method and the technology assessment module for the trapped-oil recovery operation on sunken vessels will help to verify the adequacy of the trapped-oil recovery such operation before or after. Furthermore, it is expected that the continuous accumulation of assessment data and feedback from past or future operation cases will contribute toward enhancing the overall safety, efficiency and field applicability of trapped-oil recovery operation.
