2006년부터 시행 중인 「교통약자의 이동편의 증진법(교통약자법)」 제6조에 따라 교통약자의 이동편의증진을 위한 5년 단위 국가계획인 제4차 교통약자 이동편의 증진계획(2022~2026)이 수립 중에 있다. 2021년에 조사된 여객선의 기준적합 설치현황을 보면, '19~'20년 기준 여객선의 기준적합 설치율이 34.9%로 타 교통수단에 비해서 매우 낮은 설치율을 보이고 있다. 해양수산부에서는 2000년부터 연안여객선의 교통약자 이동편의시설 설치를 통한 장애인 노약자 등 교통약자의 이동편의 증진을 위해, 연안여객선 교통약자 이동편의시설 설치 지원 사업을 진행 중에 있으나, 여객선의 구조적 특성으로 인한 이동편의 개선의 한계로 인해 획기적 개선은 이루어지지 않고 있다. 본 발표에서는 제4차 교통약자 이동편의 증진계획 수립을 위해 해양 교통수단의 특성, 이용 만족도 및 선박의 안전성 등을 고려한 여객선 교통약자 이동편의 증진 대책을 소개하고자 한다.

The guarantee of transportation for elderly and handicapped people is increasingly necessary owing to their growing social and economic activity. In March of 2013, a partial amendment to the law for transportation of the vulnerable was made by the government, to make more convenient transport a legal requirement. The amendment describes standards for the installation of transport facilities, and its support available. However, the adjustment of low-floor bus routes is not included. Therefore, low-floor buses are operating without consideration for the handicapped. This study evaluates the current low-floor bus system user experience by considering the residential distribution of vulnerable customers and analyzing their reasons for using public transport. As a result of this work, adjustments to current bus routes are proposed. The residential distribution of vulnerable people has been assessed using the supporting materials of the urban renewal project in Busan City, and their reasons for using public transport have been collected by a survey of the target user groups. The results show that group A, which has good accessibility, was in high demand, but provided the most limited service. Whereas group C, which also has good accessibility but was in low demand, provided its service most frequently. The data show the supply and demand inconsistencies of low-floor buses, and the inefficiency of bus route allocation. Therefore, this study proposes improvements to current methods for the effective operation of low-floor buses.

Since the enactment of "Mobility Promotion Law for Transportation Vulnerable", each municipality has been various efforts to improve the transportation vulnerable's the right of movement. However, the effectiveness of mobility promotion policy for the transportation vulnerable is awfully inadequate because circumstances which associated with operation of transportation of the handicapped such as local conditions and transport characteristics have not been considered. Thus, in this study investigated traffic characteristics of the transportation vulnerable through the data of regional slope, non-step buses and handicap vehicles operating conditions and so on in Busan Metropolitan. Also, we proposed to introduction of the 'mobility index' which is based on local condition analysis of Busan. And we suggested that how to improve the convenience of transportation vulnerable's movement.
Ago the passenger who using a wheelchair was denied boarding from the airline. The ACT ON THE PROHIBITION OF DISCRIMINATION AGAINST DISABLED PERSONS prohibits discriminatory treatment of persons with disabilities in transportation. But there are situations that limits the movement on persons with reduced mobility. The international community promote to protect disabled persons and persons with reduced mobility against discrimination and to provide them with assistance when travelling by air. According to news report, the governing Council of the International Civil Aviation Organization (ICAO) has established new global core principles on air transport consumer protection. The principles cover three phases of a customer's experience: before, during and after travel, and will now be considered by ICAO's 191 Member States when they develop or review their applicable national regimes. The international community are recognizing that passengers can benefit from a competitive air transport sector, which offers more choice in fare-service trade-offs and which may encourage carriers to improve their offerings, passengers, including those with disabilities, can also benefit from consumer protection regimes. In accordance with these we will also be provided to regulations that can prevent and protect the air passenger. In this paper analyze the regulations of the international air passenger rights, point out the lack of policy.

Dial-a-ride is the most widely available transit service for disabled persons or seniors in the United States and Europe. This paper studies a static dial-a-ride problem considering multiple depots, heterogeneous vehicles, and soft time windows. In this paper, we apply a heuristic based on clustering first-routing second(HCR) to a real-world large dial-a-ride problem from Maryland Transit Administration(MTA). MTA's real operation is compared with the results of developed heuristic for 24 cases. The objective function of the proposed model is to minimize the total cost composed of the service provider's cost and the customers' inconvenience cost. For the comparison, the objective function values of HCR do not include waiting cost, delay cost, and excess ride cost. The objective function values from HCR are better than those from MTA's operation for all cases. This result shows that our heuristic method can make the real operation better and more efficient.

우리 헌법은 인간의 존엄과 가치 그리고 행복을 추구할 권리를 보장하고 있으며, 편의증진법과 교통약자법을 통해 장애인등이 교통수단, 여객시설 및 도로 등을 비장애인들과 차별 없이 이용하여 이동하고, 도로와 대중교통수단, 공공 건축물과 주거 등 생활 필수시설에 자유롭게 접근하기 위한 접근권을 보장하고 있다. 우리나라는 이동권의 보장을 편의시설 제도라는 독자적인 체계를 통해 이루어지고 있으며, 이를 실질적으로 보장하기 위하여 장애물 없는 환경 인증 제도(BF 인증제도)를 도입하였다. 시행 15년을 맞은 BF 인증제도는 양적으로는 많은 발전을 가져왔지만, 질적으로 특정 건축물 등 일부에 대한 인증 편중 현상이 있으며 안전취약계층에 대한 재해 안전확보에 대한 고려가 포함되지 않아 부진정한 이동성과 접근성의 보장이라는 한계를 가지고 있다. 이동권 보장이 얼마나 잘 이루어지느냐는 그 나라의 사회 안전망이 얼마나 잘 갖추어져 있는지 판단하는 척도라 할 것이며, 따라서 이러한 이동권 보장은 위험상태에서의 안전한 피난을 함축하고 있으며 중첩적으로 국가의 기본권 보호 의무의 이행과 관련된다. 이에 따라 이동권과 접근권의 증진을 위한 BF 인증 규정을 안전 규범으로 보완하여 장애인과 비장애인이 사회의 일원으로서 평등한 인격적 주체로 공동체에 기여하는 안전한 사회적 환경의 조성이 긴절히 요청된다고 할 수 있다.
Recently, due to THE MOBILITY ENHANCEMENT FOR THE MOBILITY IMPAIRED ACT, local governments have tired to make various efforts on special transport services(STS), low-flow bus, and installing elevator in subway stations for handicapped people. But in case of STS, insufficient numbers of taxi are raised against the increasing demand of hadicapped people due to the limited budget. This study investigated actual use condition of STS and characteristics of selection of handicapped people on Duribal. In addition, an ordered-logistic model was employed for developing taxi use prediction model considering taxi fare discounts for diverting Duribal demands to taxies. The results can be a significant basic data for transportation policies to improve travel efficiency of the handicapped.

The Act on the Promotion of Mobility for the Transportation Vulnerable stipulates that the transportation vulnerable should be able to enjoy convenience when using public transportation. However, this law is not being implemented properly enough to bring up a petition saying, "Please allow the visually impaired to take a bus." Even if you try to use a call taxi for the disabled instead of public transportation, you have to apply and wait two to three hours. Therefore, this paper aims to design and implement systems for the vulnerable and their guardians, such as increasing the opening time of the ticket gate more than usual if the cane rings a notification on the bus and subway station designated using Bluetooth. Accordingly, it is expected to bring about effects such as the availability of public transportation, economic savings, safety guarantees, and prevention of missing children for the vulnerable.

This article analyzes the obtained data on consciousness survey of disabled and non-disabled pedestrians, and proposes fundamental data for public strategy in order to enhance facilities in subway stations in advance. This paper conduct literature review, new listing survey related to 'The Code for Improvement of Convenience for Moving Vulnerable Pedestrians', and Modified-Importance-Performance Analysis (M-IPA). The results show that disabled pedestrians want enhancement in information facilities as a whole. In addition, the results show that several improvements needs to be applied to accessible sidewalk, to informative notification, to alarm and evacuation system and to toilet for disabled pedestrians. This indicates that disabled pedestrians heavily concentrate on accessibility to subway station and provided information compared with disabled pedestrians.
As the aged and physically disabled people are expected to increase in the next several years, traffic demand especially for the 'mobility handicapped people' will be stronger. According to this trend, our society needs the improvement of social overhead capital for the aged and the disabled. First of all, Barrier-free of public transport facilities is urgent case. The purpose of this study is to estimate value of the Barrier-free facilities at subway stations by using Contingent Valuation Method(CVM) with Double Bounded Dichotomous Choice Question and to analyze the factor which affects the WTP(Willingness To Pay) of subway users by using Survival Analysis. As a result of this study, 'Elevators' and 'Escalators' are higher than 'Handicapped Gate Machines' and 'Ramps for Wheelchair' in the aspect of the average willingness to pay. Therefore the government is recommended to install the Barrier-free facilities for going up and down such as 'Elevators' and 'Escalators', and then supply others for just using subway, and passing such as 'Handicapped Gate Machines' and 'Ramps for Wheelchair'. Also, the average willingness to pay of 'mobility handicapped people' is higher than that of 'normal people'. It indicates that 'mobility handicapped people' value each Barrier-free facility high compared to 'normal people'.
