교통안전특정해역 내 통항선박과 어로에 종사하는 선박간의 충돌 위험성이 높아, 해상교통관제사 및 항해사에게 많은 위험부담이 있으므로, 인명 및 충돌사고를 미연에 방지하기 위하여 해사안전법상 교통안전특정해역 안에서의 항로지정제도를 시행하는 구역에서 지방해양수산청과 지방해경서 간의 어로행위 단속 주체를 관련법령을 통해 명확히 하고자 한다.

Waters that are under surveillance for traffic safety designated area due to increased risk of ship accidents are usually areas in the coastal waters specified by the government. However, there are still some controversies surrounding application of navigation rule in regards to these waters. Such law is especially difficult to apply to VTSO access sea route within Kwangyang bay area. Therefore, as a solution for the issues discussed in this research, the goal is to help establish a unified application method for navigation rule in relation to VTS areas, to improve marine traffic safety by separating and applying specific laws from marine safety law, and to provide a ground on which the VTSO can take a proactive and focused approach in performing monitoring duties.

The maritime safety act defines a large vessel as a vessel of at least 200m in length overall. Since this standard was introduced in 1986, it has not been revised even though the marine traf ic environment has changed significantly. The length overall of 200m is equivalent to the handymax class for a dry bulker; therefore, classifying this as a modern large vessel size is difficult. Meanwhile, according to the maritime safety act, the specific sea area for traffic safety is established where large vessels frequently pass. Accordingly, by reviewing maritime-related laws, this study confirmed that standards for vessels larger than 200m in length overall were already introduced. Furthermore, by examining the statistics of vessels entering Korean ports, the existence of sea areas with a lot of traffic by large vessels, except the current 5 specific areas, was confirmed. Therefore, the following were suggested: the deletion of the term large vessel, a raise in the standard for length of a vessel related to a specific sea area in the maritime safety act.

This study expresses the necessity of recognizing Pyeongtaek Port as a specific traffic safety area to ensure the safety of the vessels that navigate there using quantitative data. The number of foggy days, pilotage distance, the number of large vessels and the number of fishing vessels that traveled between Pyeongtaek Port and 6 ports chosen as comparative study objects were compared and analyzed. The results showed that Pyeongtaek Port was more frequently affected by restricted visibility. With these perverse conditions, Pyeongtaek Port has a longer pilotage distance than Busan, Busan Newport, Ulsan or Pohang Ports by as much as 3.5-6 times. Especially from May to July, when fisheries were most functional, large vessels were required to navigate in an opposite direction to avoid 35 fishing vessels that were observed, creating an increased possibility for collisions among vessels. Therefore, the navigational safety of Pyeongtaek Port should be further secured by defining the approaching waters as specific traffic safety areas, giving large vessels legal priority over fishing vessels.

입출항 선박의 증가와 선박의 대형화로 인하여 두 선박간의 항법규정을 기본으로 하는 해상충돌예방규칙 등 기존의 규정만으로는 연안해역과 항만의 출입항로에서 안전하고 원활한 해상교통을 기대하기 어렵게 되었다. 낚시 유어선과 항내운항선박 등 혼잡요인이 많은 항만의 항로환경을 해상교통공학적인 방법으로 연구하여 출입항 선박들의 혼잡을 감소하고 어선 및 어장의 간섭을 줄일 수 있는 시스템을 마련하여야 한다. 항로와 정박지, 교통안전특정해역, 항행보조시설 등 하드웨어 개선뿐만 아니라 소프트웨어라고 할 수 있는 도선사 승하선 구간의 해도표시, 출입항 선박간의 방향별 집단관리로 등으로 혼잡을 정리하는 개선이 필요하다. 항로의 혼잡과 위해요소의 감소 및 어민 등 항로주변 수역 이해관계의 조율에 기여할 수 있는 이러한 연구가 현실에 부합하기 위해서는 현장에서 항로를 이용하는 전문가의 축적된 경험을 바탕으로 연구함이 효과적이다.

Maritime traffic safety audits (MTSA) were enacted in order to ensure marine traffic safety throughout changes or the construction of water facilities, port facilities, etc. After the introduction of MTSA, the scope of subject vessels was restricted to an LOA of more than 100 m or a maximum speed of more than 60 knots as of 2014. In this study, the scope of subject vessels was re-examined in comparison with specific marine traffic safety areas and tanker prohibited areas identified in the maritime safety act. Furthermore, the state of subject vessels and exception cases for MTSA were also analyzed. As a result of these analyses, MTSA were deemed necessary for dangerous goods carriers of more than 1,000 G/T in specific marine traffic safety areas and dangerous goods carriers of more than 794 G/T in tanker prohibited areas. Finally, the necessity of further review was suggested given the present scope of subject vessels.

This study focused on the investigating of the improving measure of marine traffic system around Pyung-Taek Pilotage area. First, we analyzed the marine traffic environment on the study area based on the expert point of view of pilot and shipmasters. Then suggested the following countermeasures to improve the traffic safety according to the analytic results of the hazardous items on the Jangan-Seo and Ippa pilot embarking/disembarking area. We suggested to establish Mokdeok-do TSS and TSS in Ando area, and to adjust the width of Jangan-seo TSS to improve the congestion on the TSSs. Also suggest to put lightbuoys along the outer limit of the TSS. In addition, recommend to establish traffic safety specific area on the Jangan-seo/Ippa-do water, and to suggest expand the anchorage area of Ippa and Jangan-seo anchorage. It is anticipated to improve the traffic safety on the study area through the marine traffic system improvements.

Gwangyang traffic safety designated area is composed of 3 fairways (Deep water fairway, inbound fairway, and outbound fairway). However, inbound vessels can't use this passage because of Samyeo rock and artificial fishing banks in inbound route. The problem with the rocks and artificial fishing banks has been raised by ship navigators and authorities of the port. This research is about the safety evaluation and management plan of the passage, and we conducted maritime traffic simulation using a model based on a ship operator risks. As a result, assuming that future marine traffic volume is the same as the present, and if the ship operators use 3 fairways and not two, it showed risk reduction of 46.4 % (vessels over 50,000 DWT using DW route) and 57.1 % (vessels over 10,000 DWT using DW route). Also, in a traffic volume condition which is the same as the present, to induce vessels over 50,000 DWT to use DW route is effective in mitigating of risks. Meanwhile, in a condition which increased the traffic volume by 150 %, it is more effective to induce vessels to use DW route. This research is the result of analysis using the model based on ship operator risks, and not cost-effectiveness analysis on the removal of Samyeo rock and artifical fishing banks. This research is expected to be used on setting up the sea route and management plan (particularly, restriction on passing DW route).

Since special sea area for traffic safety has been established in 1988, there has been only deep water line for deep draft vessels and no other ships' routeing measure for special sea area on Yeosu Bay. In this work, we suggest several solutions to secure ship's safety and to eliminate dangerous factors which exists in present ship traffic system. Consequently, this work is to propose improved marine traffic system in future.
There has been only a deep water route for deep draft vessels without any other routeing system in Yosu Bay despite of the rapid change in ship's size and increase in the traffic volume since the specified area for traffic safety was established in 1988. In this work, we suggest several solutions to secure ship's safety and to eliminate dangerous factors which exists in present ship traffic system Consequently, this work is to propose improved marine traffic system in future.
