An Analysis of Inclusive Higher Education Policies in the UK and Australia (영국 및 호주의 고등교육 포용성 정책 비교 분석)

  • This study aims to provide implications for the realization of the SDG goal for higher education through a comparative analysis of the UK and Australia's inclusive higher education policies. The cases of the UK and Australia were chosen for analysis since both countries have developed various policies to strengthen the inclusiveness of higher education since the early 2000s. The implications for the Korean government are as follows. First, it should approach the concept of underprivileged students by applying various categories such as 'race, region, and etc.,' not just for a category of income level. Second, it should enhance higher education opportunities for underprivileged students not only by expanding admission opportunities for them, but also by assisting them to adapt to college life and develop a student career. Third, it should provide underprivileged students with the customized support in consideration of their characteristics and merits. Finally, it should develop the "Inclusive Higher Education Project" which would help them complete higher education courses through regional partnerships.

  • 교육인적자원부는 2007년 6월 26일 '고등교육의 전략적 발전방안'을 발표하고, 그 일환으로 2009학년도부터 '기회균등할당제'의 도입을 발표하였다. 기회균등할당제는 '사회적 통합을 촉진하는 대학입학제도'로서 소외계층 자녀들에게 사회적 신분상승을 위한 고등교육의 기회를 실질적으로 제공하여 '학력의 대물림', '가난의 대물림' 악순환을 해소하기 위한 것으로 미국 하버드대학을 비롯한 선진국에서는 이미 실시되고 있다. 그러나 사회적 소외계층을 배려하는 대학입시제도의 개선이라는 정책추진방향의 정당성에도 불구하고 대학현장, 특히 지방대학에서는 동 제도의 도입에 따른 부작용에 대한 우려의 목소리가 높다. 이에 따라 "대학교육"에서는 교육부에서 발표한 '기회균등할당제' 도입방안에 대한 지방사립대의 입장과 향후 정책추진시에 고려해야 할 점에 대하여 논의해 보고자 한다.

Analysis of Trends of Researches in Science Education on Underrepresented Students (소외계층학생을 대상으로 한 과학교육 연구의 동향 분석)

  • The purpose of this research is to investigate trends of science educational researches on underrepresented students by scrutinizing Korean science education research literatures. For this particular purpose, literatures on underrepresented students were extracted from both listed and candidate journals for KCI and theses from 1984 to February 2017, and analyzed criteria such as source, year of publication, design, method, and content of research. A total of 125 papers from journals and 147 theses were extracted. In these researches, 61%, 20%, 6% were about students with disability, underachievers, and North Korean defector students respectively. The ratio of the researches on other underrepresented students such as multicultural, low income families, students who are from rural areas, and other underrepresented students were less than 5%. According to the year of publication, it was found that the number of research papers on underrepresented students increased continuously by a single digit from 1984 by focusing on the students with disability and underachievers. After that, from around 2008, it showed a rapid increase and researches on underrepresented students carried out more than 20 times annually. With regards to research design, there were 58% quantitative, 28% qualitative and 14% hybrid research design. Through analysis of research methods, we found that 30% of experimental research, 22% of interpretive research, 20% of correlation analysis, and 14% of survey research. After going through the characteristics of the research contents by visualizing the relationship between the research groups and the keywords that were extracted, it was found that even though the science education researches on underrepresented students have various contents, there were no keywords that were researched continuously and intensively in this area. The structural relationship between the keywords and each research group on underrepresented students showed that 'academic achievement' is the keyword with the highest degree of mediateness and connectedness.

  • Due to COVID-19, the digital transformation centered on unmanned and non-face-to-face is accelerating. Like a digital civilization, it is changing into a digital age, but for those who cannot use digital, the inconveniences in daily life are falling to the level of digital illiteracy. There is a social gap between digital users and non-users, and digital non-users are separated from society. For the digital socialization of the digitally underprivileged, the transition to the digital world is accelerating, and the ability to use digital in everyday life is becoming more important. As the transition to the digital world accelerates, individual social and economic differences are occurring. These problems are hindering the sustainable growth of society. In this study, in order to receive digital education conveniently, we intend to design an education model with excellent accessibility as an education that can be received by all citizens. It is intended to propose a digital education model that can be used universally and solve the inconvenience of life through digital comprehensive competency education that can be received step by step and can be easily received.

The Relation of Intelligence, Self-esteem, Mathematical Attitudes, and Scientific Attitudes of Gifted Students from Low-income Families (소외계층 영재의 지능과 자아존중감, 수학적 태도 및 과학적 태도의 관계)

  • This study aims to measure intelligence (cognitive characteristics), self-esteem, mathematical attitudes, and scientific attitudes (affective characteristics) of gifted students from low-income families, and to identify the relationship among these variables. 147 students in the lower grades of elementary schools who were enrolled to university-based gifted education centers were participants of the study. The results showed that the percentile scores of each variable were 85% for intelligence, 75.6% for self-esteem, 73.3% for mathematical attitudes, and 71.3% for mathematical attitudes. There was no statistically significant relationship between intelligence and the affective characteristics (i.e., self-esteem, mathematical attitudes, and scientific attitudes), while statistically significant relationships were shown between self-esteem and mathematical attitudes (r=.448, p=.000), between self-esteem and scientific attitudes (r=.522, p=.000), and between mathematical attitudes and scientific attitudes (r=.448, p=.000). The results suggest that although the gifted students from low-income families show lower levels compared to other gifted student groups, their potential level of giftedness is considerably high, which calls for appropriate educational support systems designed for this population.

  • Purpose of this research is to study status of regional informatization of new information alienated women immigrants in concern of uplifting social activities of them under rapidly changing social environment onto the multi-cultural society, which would be used to propose educational courses and concepts aligned to women migrants. Based on the research of informative social activities, the most beloved activities are hobby or leisure related subjects, and places which has utilized information education well and in urban areas are high in social activities. Consequently, supporting fundamental courses of information education are mandatory to encourage social participation activities in area such as regions in Gyeongsangbuk-do and Gwangju, also more intense courses linked with informative tracks are needed in places with lively social participation activities such as in Seoul, Daejeon, and Jeju-do.

  • In this paper, I explored the direction of ICT used learning that can improve the access ability of e-learning to activate a neglected class's lifelong education by e-learning. I had a good grasp of a neglected class's actual condition of the access ability of e-learning and presented the direction of basic ICT used learning for the adults that can improve the access ability for the lifelong education by e-learning. According to the result of this research, it was found that the adult learners had a considerable disparity by age group. Therefore, it is desirable that they had to learn ICT used learning with considering the actual condition by age. Teenagers and 20 years of age need to be learned in order of an Internet club, word processor, moving picture and etc. It needs to be teamed for the $30{\sim}40$ age bracket lil order of a chat, an Internet club, searching engines and etc and for the $30{\sim}40$ age bracket in order of a chat, an Internet club and moving picture and etc. And also it needs to induce a neglected class to develope participation abilities for themselves by activating an internet club activity.

A new paradigm, 'telework' and 'distant education' is a product of the tremendous technological changes driving the disabled vocational rehabilitation. In the computer and information communication technology areas related with web-based telework? distant education, the disabled expect vocational rehabilitation. Therefore nowadays, the disabled effort to adapt to the new information era by web-based telework and distant education. This study attempts to suggest developmental framework of web-based telework -distant education center to vitalize the disabled vocational rehabilitation.

A Study on the Development of Educational Programs Using the Presidential Archives for the Improvement of the Self-Esteem of Children from Multi-Cultural Families (대통령기록물을 활용한 다문화가정 자녀의 자아존중감 향상을 위한 교육 프로그램 개발)

  • This study proposed an educational program using presidential records to develop the self-esteem of children from multi-cultural families in accordance with the vision of the Presidential Archives-including political, economic, historical, and cultural aspects-to activate programs for the underprivileged. To accomplish this, we performed a literature review of self-esteem-enhancing programs for such children, and compared and analyzed the Presidential Archives' educational programs of the United States and Korea. We also conducted a survey and interviewed teachers who have experienced teaching children from multi-cultural families. Through the process, this study proposed an educational program for such children to develop their self-esteem.

Effects of Out-of-school STEAM Programs Based on Social-Emotional Learning (사회정서학습 기반의 학교 밖 STEAM 프로그램의 효과)

  • This study was conducted to develop and apply an out-of-school STEAM program model based on Social-Emotional Learning (SEL) for underprivileged students in the lower grades. To this end, a STEAM program based on SEL was developed, with the following characteristics. First, by integrating traditional STEAM learning elements and SEL elements, a structured program was designed with consistent stages, including mindfulness meditation→present an authentic situation→creative design→emotional experiences→reflection. Second, the program was structured so that elementary school students could develop mathematical thinking and scientific inquiry skills in problem-solving situations in daily life. Third, the detailed themes for each STEAM program involved storytelling-based problem situations, as well as activities centered on play and sympathy to reflect the educational needs of underprivileged students. From these characteristics, a total of five programs were developed and applied to 16 teachers and 354 lower-grade elementary school students in 16 community children centers nationwide. The results were as follows. First, while students' satisfaction with the STEAM program was 4.16, there were no significant differences in STEAM satisfaction according to gender. Second, while all students' interest and self-efficacy, which was one of sub factors of STEAM attitude, were significantly improved, no significant difference was seen in STEAM attitudes according to gender. Third, although students' SEL competencies were not significantly improved, relationship skills, which were among the sub factors of SEL competencies, were significantly improved, and there were no significant differences in SEL competencies according to gender. From these results, a discussion on the effect of the out-of-school STEAM program for underprivileged students and directions for follow-up studies was suggested.
