대통령 소속 국가건축정책위원회, 건축정책기본계획, 건축도시공간연구소, 공공건축가. 지금 우리 건축계를 정의하는 중요한 개념들이다. 이 모두 2007년 제정된 건축기본법에 근거한 내용으로서 당시 건설기술 건축문화선진화위원회, 건설교통부, 문화관광부의 '건축문화 선진화전략' 핵심과제였다. 그러나 '건축기본법'이 있어야 한다고 처음 주장한 사람은 김광현 서울대학교 건축학과 명예교수였다. 그가 연구책임자로서 건축기본법의 바탕을 만들었으며, 오늘의 건축계를 정의하는 건축기본법의 틀과 개념 그리고 용어의 설정도 거의 그의 구상에서 나왔다. 대한건축사협회(한명수 명예회장)와 건설기술 건축문화선진화위원회(김진애 위원장)가 이 법 제정을 위해 큰 힘을 기울였다면, 그는 이론적 기틀을 확립한 인물이다. 그는 학계에 있었지만 설계대가 제값 받기에 유독 관심이 많았다. 이유는 학생들이 사회에 나가 전문가로서 좋은 일을 할 수 있는 최대의 근거는 제대로 된 설계대가에 있다는 그의 지론 때문이었다. "학생들을 가르치는 최고의 목표는 그들이 사회에 나가 좋은 대접을 받게 하는 겁니다. 건축계에서 해야 할 가장 중요한 게 뭐냐고 지금 또 묻는다면 단언컨대 나는 제대로 된 '설계대가'라고 말할 겁니다." 김광현 명예교수는 과거 '공공발주사업에 대한 건축사의 업무범위와 대가기준'에서 '친환경건축물, 에너지효율등급' 등 추가업무에 대한 대가를 제대로 받을 수 있게 하자고 주장하고 이를 연구한 책임자이기도 했다. 그는 지금 젊은 건축사 건축교육 저변확대를 위한 '공동건축학교'를 설립해 활발히 운영 중이다. 월간 "건축사"가 국내 건축계 발전을 위해 힘써오다가 작년 2월 정년퇴임한 김광현 서울대학교 건축학과 명예교수를 3월 18일 그의 대학로 연구실에서 만났다. 그는 지난날을 회고하며 건축에 얽힌 이야기와 현재 하고 있는 일, 그리고 구상 중인 향후계획까지 다양한 이야기를 전했다.

This paper investigats the state of the art of the school library media specialist(SLMS)'s certification in the United States. The content includes development of the SLMS certification, certification requirements, titles, preparatory education programs especially accredited by ALA and NCATE, personnel standards and regulations of states. The basic certification requirements are teacher certification and/or MLIS(MLS), but varying from state to state. Personnel standards are regulated by the Education Department of states, otherwise regional associations of colleges and schools. Nineteen states have the standards and three regional associations among six have very specified ones. The paper also analyzes NBPTS for Library Media and discussions on '65% Solution' which is an education reform movement affecting school library seriously.

Minnesota state law requires County Extension Committees (CECs). The County Board of Commissioners appoints committee members. Extension Educators are responsible for using CECs to assure the value of Extension work in the County. This paper will explore underlying values, principles and practices that can effect the utilization of CECs in ways that benefit the work of Extension and make the process a good experience for CEC members and Extension Educator. The paper is based primarily on readings in the Journal of Extension, interviews with two Extension Educator, and information provided by the University of Minnesota Extension Service for CEC members.

중국조혈모세포은행(CMDP)은 1992년 창립 이후 중국 홍십자회의 관리 하에 운영되어지고 있으며 기증희망자들의 모집, HLA(조직적합성항원형) 데이터입력, 예비검색, 이식등의 일을하고있다. 전문병원과 HLA검사연구실의 전문가들로 구성되어진 위원회는 중국조혈모세포은행의 발전에 중요한 역할을 하고 있다. 중국조혈모세포은행의 예산은 주로 국영자선복권의 기금과 사회적인 도움으로 이뤄진다. 중국조혈모세포은행은 경영팀, 기증자업무팀, 과학기술팀, 교육팀 등 총 4개의 팀으로 구성되어있다. 2007년 1월말 기준 전국에 30개의 기증희망자등록지부와 25개의 HLA검사실 및 정도 관리 검사실을 가지고 있고, 50만 명 이상의 기증희망자가 등록되어 있으며, 1996년 국내 최초 비혈연 조혈모세포이식 후 583건의 이식을 하였다.

IFLA(국제도서관협회연맹)의 어린이/청소년 도서관분과(Libraries for Children and Young Adults Section)는 전세계의 어린이 및 청소년을 위한 도서관 발전에 초점을 맞추고 있다. 뿐만 아니라 평생학습의 중요성, 어린이의 독서, 그들의 정보를 제공받을 권리에 대한 인식을 고양시키고 있다. IFLA의 어린이/청소년 분과에서는 『어린이 도서관봉사를 위한 가이드라인』과 『청소년을 위한 도서관봉사의 지침』을 마련하여 각 국의 언어로 번역되기를 원하고 있다. 이에 우리 협회는 어린이를 위한 도서관봉사에 도움이 되기를 바라며, 우리 협회 송영숙 어린이ㆍ청소년 봉사위원회 위원장(IFLA 어린이ㆍ청소년 도서관분과 상임위원, 서울독서교육연구회 회장)의 번역문을 수록한다. 본 번역문의 원문은 http://www.ifla.org/Vll/s10/pubs/ChildrensGuidelines.pdf을 참조하기 바라며, 『청소년을 위한 도서관봉사의 지침』의 한국어 번역문은 본지 2003년 7ㆍ8월호 96쪽~102쪽에 게재된 바 있다.

The purpose of this study is to introduce formation 'International framework curriculum for a Master Degree for TVET teachers and lectures' to present implications about fostering Chinese vocational teachers and to analyze the contents related to it. In 2004, UNFSCO composed formation International framework curriculum for a Master Degree for TVET teachers and lectures ("framework curriculum") to improve the ability of professionals in the vocational education and training fields including teachers and training leaders as well as to promote international academic exchange. Universities which introduce the framework curriculum should form specialized committee and carry out education considering the specific situation including other universities' situation, students' ability, educational certification system, etc. The framework curriculum should include the latest trends of the development of international vocational education science and carry out united educational learning between several internal or external high schools. UNFSCO tries to promote the development of educational learning and study of basic departments of vocational education such as vocational educational learning theory, vocational science, etc through the framework curriculum and to improve knowledge of vocational educational teachers and realize specialization of them. The number of universities that established the master's degree of vocational education in China is approx. 20 and the number of students that they collect every year. As for the plans of the master's degree of vocational teachers in each university, the courses about the practical problems like educational courses and educational learning are insufficient. But the framework curriculum thinks that educational learning of application theory is more important and emphasizes practice about the specific area and educational learning much more. Utilization of preceding experiences of advanced countries has the important meaning in search of models that foster Chinese vocational teachers and departmental system. The framework curriculum implies several useful points in installment of majors and educational process of the process that fosters Chinese vocational teachers.

1975년 우라늄협회로 출발한 세계원자력협회(WNA)는 원자력을 평화적으로 이용하는 것을 적극 지원하고, 원자력 발전과 핵연료주기 전반에 걸친 원자력 산업 발전을 위하고자 설립한 세계적 민간 기구로, 우라늄 채광부터 변환, 농축, 핵연료 제조, 원자력발전 운영, 기자재(설비) 제작 및 사용후핵연료 처분에 이르기까지 원자력발전의 전 주기 산업을 촉진하고 관련 정보를 지원하고 있다. 2001년 지금의 명칭으로 변경한 WNA는 전 세계 원자력산업체와 원자력 관련 기관, 대학 등 175개 회원사를 두고 상호 협력과 전문 인력 교육 기반 강화, 국제화에 적극 나서고 있으며, 원자력산업 정보 제공과 교환을 위해 관련 보고서와 자료도 수시로 발행하고 있다. 2013년부터 WNA를 이끌고 있는 아그네타 라이징 사무총장은 지난 11월 영국 런던 소재 WNA를 방문한 <원자력신문>과의 인터뷰를 통해, 원전과 주변지역 주민의 갑상선암 발병에 대한 인과 관계에 대하여 "갑상선암 발병이 원전과 연관성 있다는 주장은 과학적 근거가 없다"고 단호히 말하고, "한국과 유사한 사례가 해외 원자력계(과학계)와 의학계에 보고된 적이 있냐"는 질문에 "해외에서 정상 운영되고 있는 원전 시설은 국제방사선방호위원회(ICRP)의 엄격한 기준(ICRP-60)이 적용하고 있으며, 방사선 방호와 관련된 연구보고서(논문)를 꾸준히 내고 있지만 원전 주변 주민에 대한 여러 역학 조사에서도 갑상선암이 증가했다는 사례는 보고된 바 없다"고 말했다. 또한 "실제로 일본 원폭 생존자 연구와 체르노빌 원전 주변 주민 연구에 의하면 20세 이상의 성인에서 방사선 노출에 의해 갑상선암이 증가한다는 증거는 없었다."면서 "체르노빌 사고와 후쿠시마 원전 사고 이후 방사선 누출로 인해 방사선이 갑상선암의 발생률을 증가시키는 것으로 알려졌지만 실제로 원전에서 발생하는 방사능은 갑상선암을 유발시킬 수 있는 양에 비해 아주 적다. 그럼에도 원전 시설에서 나오는 방사능 수치에 대해 제대로 밝히는 기관이 없기 때문에 원전 주변에 살아도 영향을 받는 것으로 오해할 수 있다."고 덧붙였다. 아그네타 라이징 사무총장은 스웨덴 출신의 방사선 방호 전문가로, 스웨덴 국영기업 Vattenfall AB 그룹에서 원자력 에너지 환경 분야 최고 전문가로 활동했으며, 스웨덴원자력학회, 유럽원자력학회, 세계여성원자력전문인회(WiN-Global) 회장 등을 역임했다. 인터뷰 전문을 게재한다.

The International Congress of Mathematicians (ICM) will next be held in Seoul, Korea from August 13th to 21st 2014. The ICM, currently hosted by the International Mathematical Union, has a history spanning a period of one hundred years and is traditionally held every four years. Felix Klein has often been credited with formulating the concept of the ICM, however George Cantor not only initially propagated the idea of forming a mathematical society in Germany, but also proposed organizing an international mathematical union. This study has endeavored to investigate the early period of development of the ICM. Specifically, this paper has studied the development of early 20th century mathematics through changes in the formulaic language of the ICM, the number of participants, the number of presentations, the nationality of plenary speakers, and the changes in sessions.

In this paper, as a new educational cooperation model, seeking the problems and the directions of progress on GPOE(Gyeonggi Provincial Office of Education)'s innovational education district project, recognizing the various points of issue of SVHS(specialized vocational high schools) faced now, suggesting the contents and standards of the program as measures of enhancing competitiveness of SVHS, analyzing the strengths and weaknesses of project of innovational education district and finding the plans for progress. According to the result of the advanced study and analysis, it shows that the aid as well as the supporting object of helping the SVHS's students find a job don't reach a certain level. As the aid supports across the general elementary and secondary schools, it tends to show much more emotional software-based support required by elementary school, middle school and general high school as universal education welfare rather than hardware-based support required by SVHS. Despite the competent evaluation on the survey about the supporting method from SVHS's parents teachers and students, the survey includes that teachers who ask the balancing support are increasing, some students suspect its effect of education and some parents as a residential position ask the regional growth rather than education So there are a lot of confusions among the teachers, students and parents yet. To overcome these problems, we ensure the internal stability of local education community and GPOE and local government get out large scale constructions with trust and belief to make a revolution of public education in supporting the administrative task and finance and to accomplish the program that best suits our SVHS's state to be supported without dividing educational software and hardware, should reflect the demand of field by for expert group being built and attended when build the local revolution community. Also plan to make full use of local human and property infrastructure should be added. To this end, as programs to build a pool of guest lecturers are provided to teachers who carry out innovative education programs, we seek the reformations to give students opportunities to widen participation in other school programs.
