This article aims to analyse the overview and issues of current disaster management training and exercise program for local government officials who is currently in charge of the disaster management tasks by surveying and interviewing. Main issues that raised in the survey and interview are that current disaster management training and exercise program is not practically related with the current work tasks. Furthermore, the organizational issues including lack of awareness in disaster management from upper and middle management are derived. In order to solve such issues, this article suggests to establish regulations to force local government officials completing certain hours of training and exercise programmes and integrated system that can manages local government officials' training records and to improve awareness of senior officials towards importance of training and exercise in disaster management.

As social anxiety is increasing due to the spread of the COVID-19 epidemic, the responses at the level of local governments are also changing depending on the characteristics. We analyzed the factors influencing perceptions of social safety as they relate to the trustworthiness of local governments. Based on a 2020 social survey of 16 cities, counties, and districts in Busan Metropolitan City, the effects of householder characteristics, economic characteristics, local attachment characteristics, and social safety perception characteristics on the reliability of the local government were analyzed through an ordinal logistic regression analysis. It was found that the more vulnerable the class was and the safer the region was, the higher the trust was in the basic local government. In order to respond and preemptively recover damage in natural and social disaster situations, continuous efforts are needed to strengthen the capabilities of basic local governments.

After M. Porter proposed the concept of industrial cluster, a lot of academic papers and industry surveys have suggested that industrial cluster is the key factor to competitive edge and long-term economic growth. Industrial cluster is often defined as geographical concentrations of interconnected entities in a particular industrial field. And the agglomeration economy is regarded the key factor of developing the industrial clusters. The industrial clusters often have been growing over the territory of local governments. Therefor, the institutes supporting the industrial clusters and the companies in great-sphere level is required. The purpose of this paper is for comparing and analysing the institutes supporting the industrial clusters and the companies in great-sphere level including various local governments. As the result of this research, four types of the cooperative industrial supporting systems among various local governments are divided: 1. inducing foreign direct investment into domestic area by regional development agency, 2. co-developing research parks or industrial parks by some local governments, 3. taking regional industrial statistics and writing development strategies over the boundary of the local governments, 4. constructing internet portal sites networking the local companies, universities, research centers of the same industrial cluster.

Since 2006, local governments in Korea have been providing premiums for social insurance, such as the National Health Insurance System, for the health care of local residents. The purpose of this study is to analyze the content of self-governing legislation that defines these policies. The method of conducting the research was based on the articles of the ordinance related to the 'public health insurance premium' of the self-governing statutes published on the website of the National Law Information Center. As of May 2019, 201 municipalities have enacted ordinances to support public health insurance premiums. In the case of state local governments, 8 out of 17 were found, and in the case of basic local governments, 193 out of 226. The constitution of the ordinance consisted of purpose, time of enactment, type of social insurance premium, object of social insurance premium, amount of social insurance premium support, method and process of social insurance premium support, time of social insurance premium support. This study analyzed contents of these articles. Finally, this study presented issues that could be controversial from the policy and legal viewpoints and suggestions for improvement.

Regional comparative analysis for the variability of young man's employment indexes is important to unemployment or employment policy data of central and local government. Through the result of comparative analysis, central and local government can use differentiated policies for the regions and keep the efficiency for the application of detailed policy. In this study, based on economically active population survey data which consider economically active population rate, employment population rate and unemployment rate as typical employment indexes of young man, we analyzed the variability of these indexes by metropolitan cities and province regions using coefficient of variation. Also we proposed the largest index in variability of three employment indexes, and proposed the city and province region with the largest variability for each employment index.

Recently public institutions' debt is growing therefore it became an important issue to the level that the government concerns about the possibility of financial burden to reduce the debt. Especially debt of public enterprises in metropolitan areas was in a serious state where debt in late 2013 was 43.2 trillion, which takes approx. 58.4% of 73.9 trillion of debt of all local public enterprises. Sound financial state of local public enterprises is important to public enterprises in metropolitan areas and it may affect seriously financial stability of local governments when public enterprises have financial problems. However, land supply business to form local industrial complexes or local demand for development of public rental housing business always exist; and vitalizing local economy and creating jobs through these businesses are very necessary to develop the areas. However, for local economic development, industirial land business and public rental housing business are needed. In this study, Gwangju Metropolitan City Corporation Ltd is used as a case study to evaluate the local public financial soundness via debt management assessment i.e.(using) the feasibility analysis in the urban development and housing development. As an improvement measure following the result of analysis, for the enhancement of financial soundness of urban innovation corporation, the government and local government shall evaluate and differentiate market demand, price competitiveness, and infrastructure of new town land development project to improve accuracy of project feasibility analysis. Another important insight is that there should be local government-centered management of liabilities of the local government and local public enterprises with the integrated liability management system to reduce the liability of the corporation and solve the issue of debts for local government. This study is significant in that it has analyzed cases from the theoretical aspect to secure financial soundness of national and local public enterprises.

통합물관리를 위한 농촌용수 이 치수 관련 거버넌스를 체계화하고 기반을 마련하고자 지역 내 거버넌스 및 통합물관리에 대한 사례조사, 의견 수렴, 토론 및 소통 등의 과정을 거쳐 사회적으로 수용성이 높은 '농촌용수 통합물관리 거버넌스의 운영 방안' 모델 개발을 중심으로 수행하였다. 우리나라의 물관련 거버넌스는 해당 유역과 단체의 물문제를 중심으로 활동하고 있으며, 국가적 차원의 통합물관리 체계에 발맞춰 나가기 위해서는 농업인 거버넌스 활성화가 필요하다. 또한 농업인 거버넌스는 농업용수 등 물관련 문제 해결에 적극 참여하여 협력과 소통을 기반으로 농업용수부문의 주도권을 확보하여야 할 것이다. 지역 물관리 현황 분석 및 현안 과제를 도출하기 위해 최근 농업용수와 관련한 민감한 이슈가 있는 금강유역 내 위치한 지구를 시범지구로 선정하였다. 논 시범지구는 현북 양수장으로 선정하였으며, 비교지구는 정암 양수장으로 선정하였다. 시범지구인 현북 양수장은 충남 부여군에 위치하고 있어 농업인 단체의 지역본부나 지회가 참여 할 수 있도록 하였다. 또한 통합물관리를 위한 현장의 주체인 수감원과 시설관리기관인 한국농어촌공사 부여지사가 참여하도록 하였다. 농촌용수 통합물관리 거버넌스는 협의의 거버넌스와 광의의 거버넌스로 구분하였다. 협의의 거버넌스 구성은 해당지구의 농업인, 기초지방자치단체, 한국농어촌공사 지사 등으로 구성한다. 광의의 거버넌스 구성은 해당지구의 광역 및 기초지방자치단체, 한국농어촌공사 지사, 지역의 농업인 사회단체 등 10개 이내의 기관과 단체로 구성한다. 거버넌스의 주된 활동은 해당 지역·지구의 농업용수 관리 개선 및 농업인의 적극적 참여를 위한 광역지방자치단체, 기초지방자치단체 및 한국농어촌공사와의 소통과 협력, 갈등을 조정한다. 이와 더불어 농업용수관리 개선을 위한 정책개발, 기존 제도의 개선, 효율적인 물관리를 위한 실천사업 관련된 다양한 연구조사사업 수행, 지역 농업인 영농 활동의 질 향상을 위한 욕구 조사, 중복규제 등 현안 사안에 대한 법 및 정책 개선, 대안 발굴 등 정책과 제도운영 및 개선방안 연구·조사 사업에 전력투구하는 조직체로서 기능을 수행한다. 따라서, 농업인들이 자발적으로 국가적 차원에서 제시하는 농업용수 관련 정책을 따르기 위해 농촌용수 통합물관리 거버넌스를 통한 정책 제안이 반드시 필요하다.

범국가적으로 추진되고 있는 정보화 사업은 행정 분야에서도 활발히 추진되고 있다. 본 고에서는 정보시스템의 재해복구를 위한 대체처리시설의 확보전략과 데이터의 백업 방법에 대하여 살펴보고, 대민업무에 직접적으로 활용되고 있는 광역지방자치단체의 행정전산망을 대상으로 각종 재해에 대비한 정보시스템 비상계획의 현황을 살펴보고 가용성을 확보하기 위한 효과적인 방안을 제시하였다.

This study suggests, based on analysis of current status, improvement plans for the local government's public mobile applications. Fist of all, this study selected analysis elements and established an analysis framework for public mobile applications. Then the study analyzed the applications developed by all local government and application management practices in Seoul-City. The status of public applications shows that there are no institutional guidelines and the practical use of the public application is low in relation to the invested costs. Additional problems are the imprudent development, non-reflection of demand, absence of systemic management. For the improvement plans, the study suggests understanding of exact demand, detailed examination of validity, offering of effective information and the utilization of double-way interaction application. The management side of the improvement plans addresses the preparing for public application ordinance, building proper management system, regular check, education and active promotion.

본 연구의 목적은 우리나라 17개 광역자치단체의 주요 관광지와 축제의 입장객 데이터를 관련 예산과 관광지 수와의 효율성 평가를 위해 DEA분석을 실시하였다. 이를 통해 각 지역별 문화시설과 관련한 효율성을 지역별로 비교할 수 있다.
