Spatial Structure Change of Triangle-Cities in Gwangyang Bay Region: From Central Place Structure to Network City (광양만권 트라이앵글 도시의 공간구조 변화: 중심지형에서 네트워크형으로)

  • The purpose of this study is to examine the effects of industrialization and urbanization of Gwangyang Bay Region on the change of urban system and spatial structure between triangle-cities located in Gwangyang Bay, Yeosu City, Suncheon City, and Gwangyang City, one of the famous industrial zones in Korea. Large-scale development projects carried out by the central government in the Gwangyang Bay Region such as construction of the Second Oil Refinery in the mid-1960s, completion of the POSCO Gwangyang Steelworks in the mid-1980s, construction of the Gwangyang Port Container Terminal in 1987 and designation of the Gwangyang Bay Area Free Economic Zone in 2003, and EXPO 2012 Yeosu Korea, affected to changes of the urban system and spatial structure between triangle-cities in Gwangyang Bay Region. The above four-development projects transformed the urban and spatial structures between the three cities in the Gwangyang Bay Region from a mononuclear urban system centered on Suncheon to a network city system. Historically, Suncheon has served as an exclusive center in the eastern region of Jeonnam, including the Gwangyang Bay Region. However, the hosting of the 2012 Yeosu Expo Korea is reorganizing the three cities into a network-type spatial structure with the strengthening of connectivity and integration in the region. And this trend is expected to intensify in the future.

A Study on the Marketing Mix for Inducing Investment to the Free Economic Zone in the Gwangyang Bay Area (광양만권 경제자유구역의 투자유치를 위한 마케팅믹스 전략에 관한 연구)

  • This paper is intended to suggest a development device for Gwangyang Free Economic Zone(GFEZ) to strengthen the competitiveness of its maritime port of Gwangyang and promote the regional development in Gwangyang Bay Area. This study will evaluate the background, processes, and targets for foreign investment, I examined historical treatises as they relate to inducing investments to Free Economic Zones. I will explore good operation and inducing investment methods GFEZ within the 4P(product, price, promotion, place) framework. I tried to suggest a new management methodology for the Free Economic Zones as suggested by the central government from the regional view point. The purpose of this paper is to investigate the marketing strategies; compare them to the 4P for deploying an actual more efficient governing structure body for the GFEZ. As proposals to promote and activate GFEZ, I recommended in this paper several benchmarks. First, GFEZ must construct good clusters related to regional strengths as they relate to products. Second; to give more flexible incentives to foreign companies as compared with China, England, Ireland, India, Malasia, Thailand and Vietnam using prices as a guideline. Third, it is required to cultivate expert manpower who can communicate with foreign clients relate to promotion. A proactive public information system is also required in addition to marketing strategies for inducing investment. Lastly, GFEZ needs to became independent and separate from the central government and even from regional province.

Economic Impact of Gwangyang Bay Area Shipping and Port Logistic Industry on the Regional Economy: A Regional Input-Output Analysis (광양만권 해운항만산업의 지역경제 파급효과 분석: 지역산업연관분석 중심)

  • This study analyzes the economic impact of the shipping and port logistics industry in Gwangyang Bay Area on the regional economy. For this purpose, the study constructs an input-output table of 29 sectors for 2010 in the area. The main findings are as follows. In terms of production, value added, and share of employment, the regional shipping and port logistics industry accounts for approximately 10.8 percent, 6.0 percent, and 2.9 percent of the national shipping and port logistics industry, respectively. Moreover, the economic impact of the industry on the regional economy is estimated to be an increase in terms of production of about 6 trillion Korean won), to be an increase in value added of about 2.5 million Korean won, and an increase of about 16,000 in employment. Furthermore, the industry is found to have strong inter-industry linkages with the main manufacturing as well as the main producer service industries.

  • The three cities, Yeosu, Suncheon, and Gwangyang, in located in Gwangyang Bay which functions as a representative coastal industrial area in Korea, form a single functional area of living, municipality, and economy. In this regional context, some local merchants and scholars are promoting a inter-municipal cooperation of three cities. This study analyzes how the group of specialists perceives and evaluates the inter-municipal cooperation of three cities. The group of specialists highly evaluate the potential of future development of Gwangyang Bay region, and the relevance and necessity of feasibility of inter-municipal cooperation of three cities. It is estimated that the inter-municipal cooperation of three cities would need 8.3 years for its full-fledged shape. In order to accomplish the inter-municipal cooperation, the sharing the development vision of Gwangyang Bay region and the understanding and consent of the residents for the inter-municipal cooperation are suggested as the most important factors.

  • 광양만권역은 석유화학산업과 제철공업등 대규모 공단에서 배출되는 질소산화물, 탄화수소류에 의한 오존 농도가 증가되고 있으며, 산성비 등의 2차 오염생성물질에 의한 광역지역의 대기오염 현상도 이들의 물질들이 깊이 관여하고 있다. 따라서, 광양만권의 대기질 개선을 위해서는 대기오염물질의 배출원 및 배출량 분포를 정확하고 세밀한 파악이 무엇보다도 중요하다. 따라서, 본 연구에서는 광양만권의 광화학 옥시단트(Ox) 예측모델의 개발에 사용될 오염물질 배출량을 고정발생량 및 이동발생량으로 구분하 산출하였다. (중략)

  • 정부는 최근 인천, 부산, 광양 등 3개 지역 경제자유구역청을 조직$\cdot$인사$\cdot$재정 등에서 자율성과 독립적인$\cdot$허가권을 행사하는 특별지방자치단체로 격상키로 하였다. 외자유치를 통한 원스톱 행정서비스를 제공하기 위해서다. 현재는 외자유치시 각 상급 지자체를 돌아다니며 인허가를 받아야 하기 때문이다. 하지만 특별지자체는 통상의 지자체와 구별되기 때문에 상위 단체의 규제를 받지 않고, 외자유치 등의 특수 목적을 위해서는 최대한의 자율적 권한을 갖게 된다. 이렇듯 정부에서도 경제자유구역청에 많은 관심과 힘을 쏟고 있다고 할 수 있다. 3개 지역의 경제자유구역청 중 가장 왕성한 활동을 펼치면서 외자유치에 모범이 되는 곳이 있다. 바로 광양만권경제자유구역청. 지난해 3월에 개청되어 타 경제자유구역청보다 늦게 출발하였지만 그 결과는 정 반대다. 광양만권경제자유구역청의 초대 청장으로 부임한 백옥인 청장은 포스코터미널 등 8개 업체로부터 9034만달러의 투자를 유치하고 국내외 15개 업체와 2조 720억원에 달하는 투자의향서를 교환하는 등 광양만권을 발전시키기 위해 노력하고 있다. 나아가, 광양에 대한 국제 인지도를 높이고 도로 등 SOC를 확충해 기본적인 투자환경을 조성해 가면서, 동북아 경제 및 물류 거점도시로 발돋움하기 위한 구체적인 계획을 하나하나 펼쳐 나가고 있다.

A Study on the Effect of EXPO 2012 Yeosu on the Economy of Gwangyang Bay Area (여수세계박람회의 경제적 효과 제고방안: 광양만권을 중심으로)

  • This paper attempts to examine the effect of EXPO 2012 Yeosu on the economy of Gwangyang bay area. Based on previous successful EXPOs, We identified four major positive effects (direct economic impact, regional infrastructure developments, redevelopment of slum areas and industrial complex, and internationalization of Gwangyang bay area). Especially, EXPO 2012 Yeosu will contribute to make the job creation of 97,842 employees and promote tourism industry. To maximize the above positive effects of EXPO 2012 Yeosu, we suggest several strategic alternatives in this paper. First of all, we need to make several plans for realizing the specialized theme of EXPO 2012 Yeosu. Second, local governments should create a more favorable business environment for foreign investors. Third, we have to make the strategic tourism programs to attract foreign tourists. Finally, local governments need to make the several communication strategies of utilizing mass media and non-mass media.

광양만권 대기오염물질 배출량 산정에 관한 연구

  • 본 연구에서는 광양만권 지역을 대상으로 대기 오염물질 발생량을 산정해 보았다. 오염물질의 발생량을 알아보기 위해서는 고정 발생원인 공장지대와 가정의 난방과 취사에 의한 오염물질 배출량을 산정하였고, 이동 배출원에서는 자동차 및 기차 등에서 대기 중으로 배출되는 황산화물, 질소산화물 및 탄화수소류의 양을 산출하였다. VOCs 배출원에서는 비 연소과정에서 배출되어 주로 인간의 일상생활과 밀접한 관계를 갖는 배출원에서 산정하였다.

  • The purpose of this study is to find out subjective perception types and needs of interested group on the Field Placement on Demand of Gwangyang Bay Area Industry by Q methodology, then to search for political measures to improve Field Placement in the implication of the sorted subjective perception types. The result of the study showed that there are three major sorts of subjectivities on the Field Placement Activation Plan on Demand of Gwangyang Bay Area Industry: emphasizes indusrty-college cooperation(Type1), emphasizes industry demand analysis(Type2), emphasizes field-centered education(Type3). And a new study showed that results can improve Field Placement on Demand of Gwangyang Bay Area Industry: positive industry-college partnership building, manpower training total support system building by manpower demand analysis and the situation of local industry, building the infrastructure for the training on demand of local industry on-the-job, trasition into field-centered education system by national competency standards(NCS).
