A Study on the Estimation of Center of Turning Circle of Anchoring Vessel using Automatic Identification System Data in VTS (VTS에서 AIS데이터를 활용한 정박선의 선회중심 추정에 관한 연구)

  • To ensure the safety for vessels anchored in stormy weather, duty officer and VTS operator have to frequently check whether their anchors are dragging. To judge dragging of the anchored vessel, it is important for VTS operator to recognize the turning circle and its center of the anchored vessel. The judgement for the anchored vessel dragging can be made by using Radar and AIS. If it is available, CCTV or eye-sighting can be used to know the center of turing circle. However, the VTS system collects individual ship's dynamic information from AIS and ARPA radar and monitors of the anchored vessels, it is difficult for VTS operator not only to get the detailed status information of the vessels, but also to know the center of turning circle. In this study, we propose an efficient algorithm to estimate the center of turning circle of anchored vessel by using the ship's heading and position data, which were from AIS. To verify the effectiveness of the proposed algorithm, the experimental study was made for the anchored vessel under real environments.

The Status of North Korean Airspace after Reunification (북한 공역의 통일 후 지위)

  • Considering the development of aerospace, military science and technology since the 20th century, the sky is very important for the nation's existence and prosperity. The proverb "Whosoever commands the space commands the world itself!" emphasizes the need for the command of the air. This essay is the first study on the status of airspace after reunification. First, the territorial airspace is over the territory and territorial sea, and its horizontal extent is determined by the territorial boundary lines. Acceptance of the present order is most reasonable, rather than attempting to reconfigure through historical truths about border issues, and it could be supported by neighboring countries in the reunification period. For peace in Northeast Asia, the reunified Korea needs to respect the existing border agreement between North Korea and China or Russia. However, the North Korean straight baselines established in the East Sea and the Yellow Sea should be discarded because they are not available under United Nations Convention on the Law of the Sea. It is desirable for the reunified Korea to redefine the straight baselines that comply with international law and determine the territorial waters up to and including the 12-nautical mile outside it. Second, the Flight Information Region (hereinafter "FIR") is a region defined by the International Civil Aviation Organization (hereinafter "ICAO") in order to provide information necessary for the safe and efficient flight of aircraft and the search and rescue of aircraft. At present, Korea is divided into Incheon FIR which is under the jurisdiction of South Korea and Pyongyang FIR which is under the jurisdiction of North Korea. If North Korea can not temporarily exercise control of Pyongyang FIR due to a sudden change of circumstances, it is desirable for South Korea to exercise control of Pyongyang FIR, and if it is unavoidable, ICAO should temporarily exercise it. In reunified Korea, it is desirable to abolish Pyongyang FIR and integrate it into Incheon FIR with the approval of ICAO, considering systematic management and control of FIR, establishment of route, and efficiency of management. Third, the Air Defense Identification Zone (hereinafter "ADIZ") is a zone that requires easy identification, positioning, and control of aircraft for national security purposes, and is set up unilaterally by the country concerned. The US unilaterally established the Korea Air Defense Identification Area (KADIZ) by the Declaration of Commitment on March 22, 1951. The Ministry of Defense proclaimed a new KADIZ which extended to the area including IEODO on December 13, 2013. At present, North Korea's military warning zone is set only at maritime boundaries such as the East Sea and the Yellow Sea. But in view of its lack of function as ADIZ in relations with China and Russia, the reunified Korea has no obligation to succeed it. Since the depth of the Korean peninsula is short, it is necessary to set ADIZ boundary on the outskirts of the territorial airspace to achieve the original purpose of ADIZ. Therefore, KADIZ of the reunified Korea should be newly established by the boundary line that coincides with the Incheon FIR of the reunified Korea. However, if there is no buffer zone overlapping with or adjacent to the ADIZs of neighboring countries, military tensions may rise. Therefore, through bilateral negotiations for peace in Northeast Asia, a buffer zone is established between adjacent ADIZs.

Plans for Improvement of the Airspace Structure (공역체제 개선계획)

  • Our nation have several procedures and law for national airspace management, however those procedures and law not enough to manage airspace. Therefore, I have studied this paper for improving flight safety and for providing economics flight of civcil aircraft and military aircraft, also, for increasing efficiency of airspace through systematic airspace management, additionally, for improving nation defense ability and for preventation our nation damage when occuring airspace problem. Nowaday. in using airspace. two theory which freely use theory and use theory under jurisdiction is opposed by every nation in worldwide. Consequently. we can realize every nation endeavour to increase their jurisdiction airspace. However. our nation is not still prepared to cope with other nation when occuring airspace trouble. because airspace definition is not prescribed on our aviation law. Therefore. several problems which are improved in our airspace management are presented on this paper. The presented matters are as follows. First, The airspace definition is not prescribed on aviation law and responsibility limit of airspace management is ambugious. Second. problem on structure of approach control area and special airspace, Third. problem on airway system. Fourth. civil agency and military agency apply respectively different regulation in establishment of aircraft flight route, To grasp these problems, considered the airspace conception, airspace classfication. legal character of airspace. our nation airspace state and management together with other nation airspace state and management. also compared our nation airspace management with other nation airspace management. And. improvement methods to solve problems which was appeared by comparing and analysis are presented on this paper.

  • 최근 국내우주개발 중장기계획에 따라 지구관측위성, 통신위성, 기상위성 등 다양한 위성개발이 추진되고 있으나, 선진국들이 첨단 위성의 기술이전을 기피함에 따라 국내주도의 독자적인 차세대위성의 개발 필요성이 대두되고 있다. 그러나 새로운 위성의 설계, 제작, 조립 및 시험, 검증에는 많은 시설 및 장비가 필요하며 오랜 기간과 많은 예산이 소요된다. 이를 해결하기 위해 새로운 위성의 개발 시 선진국에서는 범용위성 개발 테스트베드(Flight System Testbed)를 제작하여 사전에 위성시스템을 모델링 및 검증함으로서 개발기간의 최적화, 개발예산의 최소화, 신기술의 적용 등에 활용하고 있는 추세이다. 국내의 경우, 위성의 지상관제와 운용요원의 교육을 위해 위성시뮬레이터를 제작하여 확용하는 단계이나, 새로운 위성 개발을 위한 위성전자전산시스템 개발검증장비 및 활용기술은 전무한 상태이다. 향후 다양한 위성임무에 대응한 위성의 개발기간 단축 및 비용절감과 첨단 위성전자시스템 및 부품기술의 사전 검증을 위해 위성 전자전산시스템 개발검증장비에 대한 연구가 필수적이다. 본 논문에서는 해외 위성선진국에서의 위성전자전산시스템에 대한 기술에 대해 살펴보고 현재까지 진행된 차세대 위성개발을 위한 위성시스템 개발검증 장비의 설계에 대해 알아보고자 한다.

  • The purpose of study is to investigate the current user interface level of air traffic control system with the usability analysis and satisfaction survey questionnaire on user satisfaction. Think aloud protocol is used to identify not only task analysis, but also the level of user-friendliness of the FIMS and ASDE system, and the user interface questionnaires was conducted by QUIS. We collected data from 6 controllers for Think aloud protocol and 15 controllers for QUIS in Incheon airport. The results showed that the system was the valuable tool for ensuring human performance with the support of memory and the facilitation of decision-making tasks. It helps air traffic controllers perform better and minimize errors in a congested time. The human-computer interface system design, however, was not applied, which led to the increase of workload. Air traffic controller participation in software development provided excellent examples for applications in terms of software in FIMS. Based on these results, the study provided that the usability of system interface was necessary to take into account human factors.   • The purpose of this research was to identify expertise in ait traffic control by using cognitive skill analysis for novices and experts in routine and non-routine situations. The result of study was to understand expertise in air traffic control tasks in terms of what cognitive processes are responsible for the expert's high performance levels. The problem solving task was difficult for novices, but performed relatively automatically by experts in a routine situation. The difficulty could indicate the presence of controlled processing. Rather than rules and strategies, novices focused more on environmental factors, which merely increase cognitive load. In a non-routine situation, novices showed that they did not categorize the information consistently and alternative resources were not available for them. Experts, however, performed automatically a task by arranging and organizing information related to problem solving components in contexts without regard to a routine and non-routine situation. Especially experts developed a stable representation and directed alternative resources for air traffic flow and efficiency. Based on the results, cognitive processes of experts could be useful to understand expert performance and analyze the learning process, which imply the necessity of developing expertise systematically.

  • HACCP is a scientific and systematic program that identifies specific hazards and gives measurements in order to control them and ensure the safety of foods. Transportation of livestock and its products is one of the vulnerable sectors regarding food safety in Korea, as meats are transported by truck in the form of a carcass or packaged meat in a box. HACCP application and its acceleration of distribution, in particular transportation, are regarded as important to providing consumers with ultimately safe livestock products. To achieve this goal, practical tools for HACCP application should be developed. Supply chain management (SCM) is a holistic and strategic approach to demand, operations, procurement, and logistics process management. SCM has been beneficially applied to several industries, notably in vehicle manufacture and the retail trade. HACCP-based real-time visibility system using wireless application (WAP) of the livestock distribution is centralized management system that enables control of temperature and HACCP management in real-time for livestock transportation. Therefore, the application of HACCP to livestock distribution (transportation, storage, and sale) can be activated. Using this system, HACCP management can be made easier, and distribution of safe livestock products can be achieved.

A Study on the Improvement of Airspace Legislation in Korea (우리나라 공역 법제의 개선방안)

  • Recently airspace became a hot issue considering today's international relations. However, there was no data that could be fully explained about a legal system of korean airspace, so I looked at law and practice about korean airspace together. The nation's aviation law sector is comletely separate from those related to civil and military aircraft, at least in legal terms. The Minister of Land, Infrastructure and Transport shall carry out his/her duties with various authority granted by the "Aviation Safety Act". The nation's aviation-related content is being regulated too much by the Ministry of Land, Infrastructure and Transport's notice or regulation, and there are many things that are not well known about which clauses of the upper law are associated with. The notice should be clearly described only in detail on delegated matters. As for the airspace system, the airspace system is too complex for the public to understand, and there seems to be a gap between law and practice. Therefore, I think it would be good to reestablish a simple and practical airspace system. Airspace and aviation related tasks in the military need to be clearly understood by distinguishing between those entrusted by the Minister of Land, Infrastructure and Transport and those inherent in the military. Regarding matters entrusted by the Minister of Land, Infrastructure and Transpor, it is necessary to work closely with the Minister of Land, Infrastructure and Transport when preparing related work guidelines, and to clarify who should prepare the guidelines. Regarding airspace control as a military operation, policies or guidelines that are faithful to military doctrine on airspace control are needed.

A Study on the Safety Measures for Typhoon Shelter in Jinhae Bay Based on AHP Assessment (AHP 기법 기반 진해만 태풍 피항지 내 안전대책에 관한 연구)

  • Jinhae Bay is used as a major typhoon shelter in the southeastern region of Korea. However, when a typhoon strikes, the Jinhae Bay is facing the possibility of marine accidents caused by dragging anchors and the increased number of ships. This paper suggested ways to safely and efficiently manage the port of Jinhae Bay when a typhoon strikes from Vessel traffic service operators in the sea, derived relative importance by conducting an Analytic Hierarchy Process assessment to ship operators, and suggested safety measures reflecting manager and user opinions. In order to select safety measures factors for the AHP survey, VTS operators analyzed the evaluation of measures when a typhoon strikes in Jinhae Bay. As a result of conducting a survey based on the selected safety measure factors, it was found that ship operators consider the safety of ships more than twice as important as efficient management, and comprehensively consider them in the order of management of evacuated ships, management of anchorage area, management of evacuation information, preparation regulations and guidelines, improvement of system equipment, education, publicity, and notification activities. Through the measures and relative importance identified in this paper, it is believed that Jinhae Bay can serve as the basis for safely and efficiently managing typhoon shelters.

  • The Haenyeo of Jeju exists as a unique human resource only in Korea and Japan in the world. Especially, the anti-Japan opposition movement of the Haenyeo of Jeju, which had started to get the right to live on their own in 1931, had developed as the national liberation movement by struggling against a colonial of Japan and the official regulation association that was a plundering organization of Japan. Accordingly, there is making an effort to register Jeju's women divers as The National Treasure in UNESCO's Memory of the world. In this research, we are going to make stuff like a digital storytelling, characters, animation movies, games, and hompage to let our children understand and succeed the spirit and culture of the Haenyeo. We'll also use these contents for the education. We examine ways to recreate the culture resources related to the Haenyeo who gradually vanishes.
