본 논문에서는 디지털헬스케어의 정의와 핵심기술, 그리고 정보보호 방안을 제안하고자 한다. 디지털 헬스케어 기기·서비스를 대상으로 하여 다양한 취약점에 대하여 사이버공격이 가능하다. 본제안의 경우 인프라공격에 대한 대응뿐만아니라 관리적인 정보보호체계수립을 통하여 보다 효과적이며, 지속적으로 대응할 수 있을 것으로 전망된다.

미국, 영국, 호주, 뉴질랜드 등 나라들은 최소의 비용으로 도로시설의 기능을 유지하기 위해 사회기반 시설의 유지관리에 자산관리체계를 도입하고 있다. 자산관리체계를 도입하기 위해서는 기존의 사후 대응적 (fix-on-failure) 유지관리 방식에서 사전 예방적(preventive) 방식으로 전환이 필요하다. 본 연구는 해외에서 활용되고 있는 자산관리용 소프트웨어의 특성을 분석하여 사전 예방적의 유지 관리하기 위해 필요한 자산관리시스템 개발 방안을 제시하였다.

본 논문에서는 최근의 가장 대표적인 해킹 방법인 DDoS 공격도구들을 분석하고, DDoS 공격에 대한 기존에 제시된 대응방안들을 검토하여 보다 적절한 대응을 할 수 있는 DDoS 공격 탐지 및 대응 시스템을 설계한다. 제안된 시스템은 탐지 모듈에서 탐지된 공격에 대해 관리자에게 보고하여 적절한 대응을 하고 침입으로 판정되는 패킷들에 대해서는 필터링을 실시하여 네트워크 레벨에서 필터링하고 차단할 수 있는 장점을 살릴 수 있다.

According as acceptance an order results of plant industry increases, ability of plant project management is required and necessity about information technology is augmented. For required information technology, developing information present conditions that consist of partial or unit system of domestic plant companies by synthetic system, development of systematic plant information system that supply standard direction presentation, tools and know-how about information technology need. This study achieved basic research that set information strategy and target by reflect trend of such plant industry, analyze future IT technology trend, international information environment, policy trend etc. and execute SWOT analysis of plant information system through this and present confrontation ways. It is presented confrontation ways by SWOT analysis through this research; (1) Development of education contents that can come forth competent person of plant industry, (2) Practical use of communication means that can offer by real time about informations connected with plant, (3) Offer of knowledge contents that supply various and useful inside and outside of the country's plant knowledge

최근 현실 공간에서의 물리적 공격(Hard Attack)이 가상공간을 통한 사회 공학적 공격 및 정보기반통신망 공격(Soft Attack)으로 변화하고 있다. 이에 따라 군사(방위산업) 및 국가 주요정책정보에 대해 정보통신망을 통한 각종 정보의 해킹등 전자정부 사회간접시설 및 공공서비스의 기능에 대한 침해가 빈발하고 있다. 사이버공간에서의 국가안전보장을 위한 활동은 사후방어보다는 사전예방이 중요하며, 이를 위해서는 사이버공격 징후의 포착과 종국적인 책임기관에 의한 통합적 대비가 필요하다. 이러한 업무를 효율적으로 수행하기 위해서는 대통령실을 정점으로 국가안전보장을 종국적으로 책임지는 기관이 국가 사이버위기의 예방 및 방어 전략을 체계적 통합적 관리할 수 있도록 입법적 대응방안을 마련하는 것이 매우 시급한 과제이다.

우리나라는 홍수기(6~9월)에 집중되는 기상패턴과 하천 중하류부에 발달된 도시의 개발특성으로 인하여 가장 중요한 자연재해 중 하나로 홍수 및 도시침수가 거론되고 있다. 과거 집중호우로 침수 피해가 발생한 사례를 살펴보면, 피해가 발생하는 지역은 지방하천 및 소하천을 중심으로 형성된 도시지역이다. 중앙 지방 정부는 수차례 침수 피해를 겪으며 사후관리가 아닌 재난예방 및 사전관리 등의 방안 마련을 강조하고 있다. 하지만 기후변화에 의한 기상의 불확실성으로 치수 중심의 물관리 및 중 소하천의 하천 특성으로 여전히 홍수 발생에 대비할 수 있는 골든타임 확보 등에 어려움을 겪고 있다. 이러한 어려움을 극복하기 위해 사전 예방적 차원에서의 홍수대응 방안으로 중 소하천을 담당하는 지자체 중심의 홍수피해 저감 방안이 필요하다. 본 연구에서는 A 지자체를 대상으로 모니터링 대상 경계를 설정하여 우량 알람 기준을 예비알람, 주요 관측지점에 대해 강우에 따른 수위 상승 정도를 홍수대응 기준인 직접알람과 연계함으로써 예방적 재난대응 체계를 구축하였다. 모니터링 대상 지역은 해당 지자체를 포함하면서 유역 개념을 적용하여 만경강유역 전체로 설정하였다. 만경강 유역 내 유관기관(지자체, 환경부, K-water, 기상청 등)이 관할하는 우량국(41개소) 및 수위국(28개소), 저수용량이 30만톤 이상이 되는 농어촌공사 저수지(7개소)를 고려하여 홍수분석 모형(COSFIM)을 구축하였다. 해당 모형은 2018년 8월 호우사상에 대해 주요 수위관측 지점에서 $R^2$가 0.8 이상의 우수한 검증 결과를 보였다. 구축된 모형을 통해 예상강우량별 하천 내 수위지점별 최고수위, 최대유량, 도달시간 등 예상 조견표를 제시하여 호우 발생시 지자체 담당자가 참고할 수 있도록 제시하였다. 또한 수위지점별 홍수대응 기준은 평시, 관심, 주의, 경계, 심각 단계로 구분하여 담당자가 수위별 위험 정도를 인지할 수 있도록 지점별 도달되는 수위의 위험 정보를 알람기준으로 제시하였다. 홍수분석 모형은 상류에 위치한 주요시설물의 운영현황을 연계하고 있어 실제 강우 발생 시 기상예보를 고려하여 하천 내 수위관측 지점별 수위 상승 정도를 예상함으로써 사전에 홍수에 대비할 수 있는 단계별 시간 확보에 활용 가능하다. 향후 홍수대응기준은 하천 환경 변화를 반영하여 지속적인 보완이 필요하며 유관기관과의 수문자료 공유체계 확대로 예방적 차원의 홍수 대응 체계가 구축되어야 할 것이다.

국가 재난관리 시스템(National Disaster Management System: NDMS)은 개발 및 운용상의 여러 이유로 인해 개인정보의 수집을 필요로 한다. 그러나 이렇게 수집된 개인정보는 수집단계에서부터 소멸단계까지 인가/비인가 관리자에 의한 악용 또는 침해우려가 높다. 본 논문에서는 이러한 개인정보들의 관리 및 보호를 위해 재난관리시스템을 대상으로 보호대상 개인정보를 분석하고, 도출된 개인정보에 대하여 재난관리 업무상의 보호/통제를 평가하며, 개인정보 Life Cycle 별 위협 요소 및 잠재 위험 분석을 통한 영향평가를 수행하여 개인정보보호를 위한 관리적, 기술적, 물리적 대응방안을 제시하고자 한다.

Terrorist organizations that take advantage of the occasion of international events are changing from targeting specified people to attacking general public, raising the anxiety of the audience and participating countries. Therefore, the host country intends to improve its status as the host by ensuring safety and crisis management at any cost. As a country with a wealth of experience of hosting international events, Korea takes the burden of the security at Pyeongchang Winter Olympics. Consequently, to successfully host this winter Olympics, the organizing committee should bear in mind that Korea is no longer a safe country regarding terrorist attacks and take countermeasures against various crimes and terrorism that may arise during the Winter Olympic Games. This study overviews various measures as follows. First, the change of counter-terrorism strategy is necessary. Second, the safety entity and safety measures for Pyeongchang Olympic Games should be established. Third, private security companies should be actively utilized. Fourth, the safety management training for private security and safety personnel should be strengthened. Lastly, it is necessary to establish a rapid and organic preemptive safety management system to cope with safety and crisis effectively at Pyeongchang Winter Olympics and other international events that will be held in the future.

The Small and Medium Business Administration specified 123 construction materials mandatory to purchase directly and forced the public owners to provide the contractors with materials as required by related law. This study extensively reviewed various characteristics and management factors of the owner-providing materials consumed in the public apartment housing under Direct Buying System(DBS) from the public owner's perspective. Subsequently, the major managed materials were identified, and the proper response plan was developed along the material procurement process. The Procurement Management Load Indices (PMLI) of 43 materials were evaluated according to rating criteria with procurement path, project-specified level, user requirement level, supplier's responsibility, on-site work requirement, additional parts, and inspection standards. The tile and aluminum windows were classified in the group needing high-level procurement efforts to reduce the errors and ensure the efficiency. The accurate quantity estimation method, definite purchase details, management activity definition before and after production, additional quantity for rework, interference coordination were defined as the essential activities for effectively responding to DBS.
