This study examines the status and characteristics of domestic island tourism, analyzes the progress of the island tourism policy that has been promoted to date, and presents the direction of domestic island tourism activation policy by comparing with the case of Japan which is similar to the social and institutional environment. It is necessary to develop a systematic level to integrate and promote the island tourism policy dispersed in many ministries, and to develop the level and scale of policy that can be driven by island residents.

This paper closely examines the relation between ‘how the local residents' involvement in a tourist industry and their perception of tourist development have an influence on tourism' and also 'how the understanding of a tourist effect has an influence on the local residents' participating intention in the tourist policy'. The local residents' involvement in the tourist industry was influenced by economical and socio-cultural factors among the influencing perceptions on local festivals, but, statistically, was not influenced by an environmental factor. The local residents' perception of tourist development has influenced on each local festival, and for the rate of influence, the environmental factor was the highest, and in the next order, the residents' intention to participate in tourist policy, the socio-cultural factor, and the economical factor followed. In the relation between local residents' perception of tourist influence and their participating intention, only the factor of socio-culture had a plus(+) influence on the participating intention in the tourist policy. It is expected that this result will be different from the tourist influence of tourist development. Therefore, a study of the perception on the influence of tourist development will be required in the future.

This study compared and analyzed the trends of wellness-related tourism polices in Japan, which have policy similarities with Korea, through related literature research and online interview surveys amid growing demand for wellness tourism in Korea's wellness tourism policy implications. According to the survey, wellness tourism-related concepts do not differ particularly between Korea and Japan, and the use of health tourism or wellness tourism concepts is more common in Japan than healing tourism. Wellness tourism policy is analyzed to be more systematic in Japan in the areas of policy principal agent's flexibility, policy efficiency, related certification, and human resource development, and Korea in the driving force and institutional maintenance of policy. It was judged that Korea needs to establish a wellness tourism consultative body, such as the case of Japan, and improve efficiency through systematic certification of wellness tourism and qualitative management of related manpower. In order to industrialize wellness tourism, it is necessary to increase the healing effectiveness and product value of wellness tourism by organically linking wellness resources specialized by region, and to conduct in-depth analysis of the direction and strategies of wellness tourism policies in preparation for the post-Corona(COVID-19) Era and an empirical study of tourism sites.

Korea performance tourism is becoming important role as a Korea tourism contents UNWTO emphasize 10 categories alternative tourism Culutural, Urban Tourism. In 2012, Foreign performance tourist surpassed 1.62 million. At this point government policy support is needed for qualitative development. To establish this support policy standard, evaluation scale is imperative. Delphi is designed as a performance expert group communication process which aim to achieve a convergence of opinion on Korea performance evaluation measures The AHP converts these evaluations to numerical values that can be processed and compared over the entire range of the problem. Evaluation Scale for Korea Performance is consist of 4 Main Category Division. This scale can suggest ways to improve Korea performances.

지역 불균형문제 해소를 위하여 각 지자체에서는 다양한 정책을 수립하고 있으며, 그 대표적 사례로 지역관광 활성화전략을 들 수 있다. 다양한 지역관광활성화전략이 대두되고 있으나 대부분 점형관광전략이 지역관광 개발의 주를 이루고 있으며, 이는 통과형 관광을 유발하여 지역소득 증대에 큰 기여를 하지 못한다는 평가를 받고 있다. 이에 본 연구에서는 지역이 가진 자원을 다양하게 연계하여 잠재적 관광자원을 활성화할 수 있는 관광네트워크를 구축하였으며, 이를 바탕으로 체류형 관광을 설계함으로써 관광정책이 지역경제에 기여할 수 있는 기틀을 마련하였다.

본 연구는 사회적 관광과 복지관광에 대한 선행연구 검토를 통해 해양휴양복지에 대한 개념을 정립하는 한편 국외 해양휴양복지사례 및 국내 문화 관광복지 정책 및 산림휴양복지 정책, 국내 해양휴양관광 실태 분석을 통해 국내 해양휴양복지 발전 여건을 파악했다. 우리나라 국민들은 해양을 통한 휴식 및 휴양에 대한 수요가 높으며 만족도 또한 높아 향후 해양휴양복지 서비스에 대한 수요 또한 높을 것으로 전망된다. 다만 해양관광 관련 정책 중 복지와 관련된 사항은 어업인, 연안 어촌에 집중해 추진되어 왔으며, 전 국민이 해양을 통해 보편적으로 누릴 수 있는 복지 서비스 측면에서는 다루어지지 않았다. 향후 우리나라 해양휴양복지 정책은 해양치유 및 해양휴양 자원을 발굴하고 관련 프로그램을 개발하는 한편, 해양치유를 통한 해양휴양복지 서비스를 누릴 수 있는 공간을 조성하고, 전국민이 해양휴양복지 혜택을 받을 수 있는 법제도적인 기반을 마련해야 한다.

The purpose of this study is to propose a Busan tourism industry in which the 2016 OECD Tourism policy and ICT convergence platform are applied. OECD proposed 3 policies to promote the tourism industry: First, to maintain the competitiveness of the tourism industry as well as improve its efficiency and sustainability, second, to establish a seamless traffic system, and third, to build a response to the sharing economy. Centering on the OECD's three policies, we propose the developmental possibilities of tourism in Busan. At the same time, we suggest the necessity to build an ICT convergence platform that will help foster the industry. In building an ICT convergence platform, we especially focus on the necessity of: 1. Sharing and creating experience-based interactive contents on the software side, and 2. Developing high quality user experience (UX) and providing a data analysis-based customized service on the hardware side. In addition, we insist on the establishment of the Tourism Promotion Agency for the continuous performance and management of Busan tourism industry. The study ultimately suggests that the construction of ICT convergence platform based on OECD tourism policy can result in the expected outcomes of high effects with low cost for both consumers and suppliers related to the tourism industry.

최근 평균수명이 증가와 더불어 삶의 질이 중요시하고 건강한 삶을 누리고자하는 인류의 염원은 보건의료라는 보편적 가치에 동반 상승할 수 있는 산업과의 결합이 의료관광이라는 새로운 관광시장을 형성하였다. 의료관광은 시장규모가 1억 달러 이상에 이를 것으로 예상되는 고부가가치 산업이다. 또한 외국인을 상대 의료관광은 체류기간이 길고 지출비용도 일반 관광객의 3배 이상으로 지역경제 활성화에 큰 공헌을 하는 대표적인 신 성장 동력산업으로 보고 있다. 더불어 의료관광 추세가 의료서비스를 받으면서 휴양 레저 문화활동을 함께 즐기는 방향으로 발전될 것으로 예측하고 최근 단순 치료 목적이 아닌 방향으로 선회하고 있다. 그러나 국가 정책적 산업으로서 육성에 박차를 가하고는 있으나 의료 기반시설이 열악하고 관련 규정 및 제도적 미비점이 지금의 의료관광 산업에 발맞추지 못하는 실정이다. 이는 주변 경쟁국에 비해 인식부족과 세계시장에 대한 마케팅 활동 부족 및 의료관광 상품의 다양성 부족 등과 함께 의료관광이 활성화하기 위하여 여러 가지 제약이 되는 정책적 문제점들이 있다. 따라서 본 논문에서는 현행 우리나라의 의료관광에 대한 정책적 과제를 살펴보고 이를 개선하기 위한 제도적 개선방안을 모색하고자 한다.
