Study on the Relationship among Airport Safety Management System, Safety Knowledgy, and Safety Behaviour - Case of Incheon International Airport Airside Workers - (공항안전관리시스템(SMS)과 안전지식 및 안전행동의 관계에 대한 연구 - 인천공항 이동지역종사자를 중심으로 -)

  • 안전관리시스템(Safety Management system, SMS)은 국제민간항공기구(ICAO)에서 정의된 서비스제공자의 의무사항으로 우리나라의 공항 분야는 2005년 부터 구축되어 현재까지 운영되고 있다. 항공교통량 증가에 따른 사고의 발생가능성 증가에 대응하기 위해 채택된 새로운 체계가 SMS라는 점을 고려할 때, 공항 SMS는 항공사와 조업사 등 관련 업체와 연계되며 이동지역에서 근무하는 종사자의 행동에도 긍정적인 영향을 미칠 수 있어야 할 것이다. 본 연구는 인천공항이 실행하고 있는 외부지향적인 SMS활동이 항공사, 조업사 등에 소속된 이동지역 종사자의 지식과 행동에 미치는 영향에 대해 연구하고자 하였다. 총 593명의 종사자가 조사에 참여하였으며, 공항SMS는 안전지식을 통해 안전행동에 영향을 미치는 것으로 나타났다. 이 연구 결과는 공항이 조업사 등 별개의 업체 종사자에 대한 안전정책 설정을 위한 기초자료로 활용될 수 있을 것으로 기대된다.

  • 본 논문에서는 미래의 공항에서 일어날 위험인 테러에 대한 위험과 그에 따른 대비 방안을 제시하였다. 현재 세계 곳곳에서, 테러와 관련된 범죄가 발생하고 있는 만큼 그 위험도는 높아지고 있으나, 인천공항을 비롯한 한국 공항에서 출입국 관리 시스템은 감사 결과 허술함이 드러났다. 따라서 이에 대한 대책방안을 출입국 관리 시스템을 비롯한 행정적 대책, 공항 보안법 관련 법적 대책, 기술적 대책, 사회적 대책으로 제시하였다.

  • This paper introduces Korea Airport Corporation's own research and development contents and plans for navigation aids check using drone which is actively research and developed mainly in advanced countries. The hardware, algorithm, operating program of the drone system, the drone flight trajectory setting, and real-time measurement results were analyzed and verified. By securing domestic technology for the latest technology utilizing drone, we plan to promote more thorough aviation safety and advanced technology in related field and commercialized it in domestic and overseas.

  • This research is a byproduct of a project initiated by a major airport in Korea. The airport aimed to enhance airside safety and weighed a few IT options that may strengthen its current safety practices. In order to satisfy requirements unique to the airport and to inherit existing legacy systems, a PCS-based mobile database system was proposed. We first discuss technical aspects of the system as well as design issues in mobile systems before we compare two specific alternatives for transactional service handoff. A simulation study comparing two types of coordination follows before we present a scheme that manages transaction processing and locating service in mobile environments. Finally, we discuss the limitations of the scheme from the perspectives of the airport in question along with other research issues.

  • This paper proposes automatic precision approach radar (PAR) control system using digital signal to increase the safety of aircraft, and discrete event systems specification (DEVS) methodology is utilized to verify the proposed system. Traditionally, a landing aircraft is controlled by the human voice of a final approach controller. However, the voice information can be missed during transmission, and pilots may also act improperly because of incorrectness of auditory signals. The proposed system enables the stable operation of the aircraft, regardless of the pilot's capability. Communicating DEVS (C-DEVS) is used to analyze and verify the behavior of the proposed system. A composed C-DEVS atomic model has overall composed discrete state sets of models, and the state sequence acquired through full state search is utilized to verify the safeness and the liveness of a system behavior. The C-DEVS model of the proposed system shows the same behavior with the traditional PAR control system.

  • 코로나 19(Covid-19)사태의 장기화로 비접촉 시스템이 선호됨에 따라 서비스 로봇 시장이 발전하고 있다. 그 중 공항은 특히 접촉에 대한 우려가 큰 장소로 공항 이용객의 안전과 편의를 위한 로봇 시장의 발전이 필요하다. 따라서 영상인식 기반 Haar Cascade 알고리즘을 이용한 트래킹 및 자율주행 기술의 로봇을 개발하였다.

  • AeroMACS spectrum is a national resource internationally allocated by ITU at WRC-07. AeroMACS is an airport broadband mobile communication infrastructure based on WiMAX-based IEEE 802.16e that enables real-time video, graphics, voice, and high-speed data transmission. With the approval of ICAO's development technology standards in 2008, 50 airports in 11 countries have already completed the testing of D-TAXI or A-SMGCS technology using the AeroMACS infrastructure in 2019, starting in the United States in 2009. With many advantages in safety and convenience in terrestrial telecommunications operations, the system is becoming an area of performance improvement for airport operations in accordance with ICAO's ASBU plan. This paper examines the current status of domestic development of AeroMACS and lists service areas applicable to airlines and operators. It also seeks to promote safe and efficient next-generation airport mobile communication system services by presenting feasible partners management in the mobile area and use of aircraft communication systems for active technology development.

  • Smart Airport which applies the new ICT technologies to the airport is a future airport to provide convenient and safe services for passengers who are airport users, and promote the efficient management of the airport system in point of airport operator's view. The ranges of smart airport include the overall area of the airport like land side, terminal, and air side. In this paper, we propose a technical solution for airport process of terminal providing passenger convenience in various ranges for smart airport realization. Self-service such as web or mobile check-in, self check-in/tagging/back drop/boarding etc. should be strengthened to smartize the airport process and technologies such as automatic immigration, smart security search and automatic AI-based baggage search should be applied. In this paper, we explain the concept of smart airport and smart process, and then propose technical considerations.

  • 바람은 기상, 기후, 농림, 교통, 산업, 재난, 생활안전, 신재생 에너지 등 다양한 분야에서 널리 활용되는 요소 중 하나이다. 특히, 항공기 이착륙에서는 측풍의 형태가 항공기 안전에 큰 영향을 미친다. 본 연구에서는 연구지역의 기 구축된 자동기상관측장비(AWS)의 정보를 연계 구축하여, 풍향과 풍속을 1분 단위의 변화량을 반영한 실시간 바람정보 표출시스템을 개발하였다. 이를 통해 기존 문자 및 이미지 형태의 정보에서 시각화된 실시간 바람지도 제공을 통해 공항 이착륙시 항공기 안전운항에 도움이 될 것으로 기대된다.

  • This study is safety assessment standard for advanced surface movement guidance control system (A-SMGCS) and case study of the past research project. A-SMGCS providing routing, guidance and surveillance for the control of aircraft and vehicles in order to maintain the declared surface movement rate under all weather conditions within the aerodrome visibility operational level while maintaining the required level of safety. Recently, in korea and europe are developing A-SMGCS system for the safety control of the airport movement area. In safety oriented industry such as aviation that it is necessary to verify and ensure for operating system. In this case study, analysis of safety assessment standard for verified A-SMGCS target level of safety (TLS) and previous developed A-SMGCS research project.
