요즘 인터넷을 이용한 무료 전화가 각광을 받고 있고, 이와 같은 무료 인터넷폰 서비스를 실현 가능하게 한 것이 바로 VoIP 기술이다. 예전에는 웹에서 웹으로의 통화 방식만을 지원했으나, 지금은 일반전화로의 통화뿐만 아니라 지능망 서비스, 이동 전화 통화까지 지원하는 등 VoIP를 이용한 음성 통화가 제공하는 서비스의 폭이 커지고 있다. 따라서 본 고는 인터넷폰 서비스 제공을 위한 인터넷과 공중전화망의 연동 개념을 확립하고 해당 통신망 연동에 있어서의 기술 요구 조건을 도출함으로써, 인터넷폰 서비스 이용자의 보호를 위한 적정 수준의 서비스 품질 확보 방안을 제시하고자 한다.

Data communication has historically evolved from leased lines, to use of the public telephone network, and eventually to dedicated(exclusive) data networks. It requires an enormous amount of money for establishing a separate and independent data network at the beginning stage. No country has ever adopted this method In the Republic of Korea too the age of leased circuits is passing and it is scheduled to open the public telephone network to the data transmission and to install packet mode processor in the last half of 1983. This paper presents a survey on characteristics of the public telephone network in Seoul and a future development of the data communication of Korea.

본 논문은 기존에 이미 구현된 ARS 기능을 적용하여 새로운 TeleCommunication에서의 부가기능 모델을 제시하였다. 이미 CTI분야에서는 ARS기능을 사용한지 오래다. 그들은 기존의 일반공중전화망(PSTN)망을 대체하는 인터넷망을 활용한 인터넷 텔레포니로의 전환을 서두르고 있다. 현재의 통신기술의 발달은 일반사용자들보다 너무 앞선 나머지 User들의 인식을 받지 못하고 있다. 그래서 본 논문은 User들에게 가장 친숙한 일반공중전화망(PSTN)을 통신환경으로 설정하여 컴퓨터에서의 부가기능 모델을 제시한다. 제시하는 모델은 인터넷텔레포니 및 공중전화망을 사용하는 일반전화단말기에 영향을 받지 않기 때문에 환경의 변화에 쉽게 적용할 수 있다.

This paper presents the measurements and analyses of transmission qualities of the existing urban and toll public switching telephone network (PSTN) for the purllose of opening it to data transmission. In the tests, random noise and impulsive noise occuring on the telephone network are investigated and bit error rate and block error rate representing the transmission qualities on the existing telephone network are measured. We recommend the fastest practical data transmission speed on the network and investigate a possibility of opening the public switching telephone network (PSIN) to the data transmission based on the above measurements.

본 고는 공중 전화망을 이용한 팩시밀리 통신에서 화상 품질에 영향을 주는 여러가지 품질 파라미터와 관련된 데이터를 측정하기 위한 팩시밀리 품질 파라미터 측정 시스템에 관하여 기술하였다. 적정 수준의 팩시밀리 화상을 송수신하기 위해서는 통신망 성능을 적정 수준으로 유지시키고 팩시밀리 단말기의 성능을 향상시켜야 한다. 본 측정 시스템은 실제의 팩시밀리 서비스 환경과 유사한 팩시밀리 통신 환경으로 구축되며, 팩시밀리에 영향을 주는 각종 파라미터를 가변시키고 이로부터 얻어진 데이터를 분석하여 파라미터가 팩시밀리 품질에 주는 영향을 파악하고, 적정의 서비스가 유지되기 위한 파라미터값을 정함으로써, 팩시밀리 사용자가 안정적으로 만족할 만한 팩시밀리 서비스를 이용할 수 있게 된다.

Group delay distortion (phase distortion) is a characteristic which is of no account from a standpoint of voice transmission. But this distortion becomes the major source of distortion in wave form transmission such as data, FAX and others over the public switching telephone network (voice band transmission) so that it must be drastically studied. This paper makes analysis of group deray distortion of the telephone network, describs experimental and measuring results and refers also to the improvement of distortion for the purpose of opening the public switching telephone network to data transmission.

현재 육상과 해상간의 통신은 Inmarsat 단말기를 이용하여 전화, 텔렉스, 팩스, 전자메일(E-mail) 및 데이터 통신을 한다. 기존 전자메일 프로그램은 비싼 통신요금과 저속의 위성통신 환경에서 최대한 통신비용을 줄이기 위한 목적으로 개발되었다. 그리고 팩스를 이용하는 경우는 관련문서를 출력 후, 송신하기 때문에 시간과 비용이 낭비된다. 이에 현재 많은 나라에서 Inmarsat을 이용한 육상과 선박간의 서로 다른 네트워크 상의 정보를 공유할 수 있는 방법을 모색하고 있다. 따라서 본 논문에서는 기존의 육상과 해상간의 전자메일 시스템과 팩스 기능을 통합한 육상과 해상을 모두 지원하는 인터넷 기반의 팩스 서비스 시스템에 관한 연구이다. 이를 위하여 기존 전자메일 시스템과 공중전화망(PSTN : Public Switched Telephone Network)을 연결하는 하드웨어적인 모듈을 설계하였다.

본고에서는 전용회선서비스 규제완화의 일부인 공전접속의 개방이 가져올 영향에 대해 분석하였다. 분석결과는 다음의 세가지로 대별된다. 첫째, 공전접속 개방으로 인한 공중망 부문의 영향으로, 공중전화망의 통화량의 유출과 통화료 수익의 감소를 추정하였다. 둘째, 전용망 부문의 영향으로, 신규가입에 의한 전용요금 수익의 증가를 추정하였고 마지막으로 공중망 부문의 통화료 감소를 보전하기 위해 설정하게 될 접속부가료에 대해 적정 접속부가료 수준과 규모를 추정하였다.
