This study recognized public social welfare delivery system will be more important in the future according to the developing trend of social welfare that and intended to find overcome factors by analyzing actual status of operating organization. The study results showed that characteristics of delivery system, ineffectiveness of task, delivery system and inconcinnity of personnel are the overcome factors of social welfare. Consequently, this study revealed that public social welfare delivery system will go on smoothly at last when the problems of the overcome factors get solved.

우리나라에서는 벤처생태계의 구성이 태생적으로 정부 주도로 법제화된 정부자금의 지원이 기초가 되어 이루어지면서 공적 자금의 정책적 목적에 따라 운영되어왔다. 따라서 벤처투자기구에 대해서 이해상충 가능성 배제, 고도의 윤리성, 공정성 및 투명성 등을 요구하는 등 강한 규제가 반영되게 되었다. 이러한 공적규제가 일면 타당성이 있을 수 있으나, 공적규제 위주의 관리감독 체계는 규제의 영향을 크게 받는 한국 벤처투자 시장의 성격상 민간자금의 유입을 제한할 수 있다. 민간 중심의 벤처투자 시장으로 전환하기 위해서는 공적규제를 강화하기보다는 자율규제 영역을 확대하여 업계의 전문성과 효율성에 친화적인 규제 환경을 조성할 필요가 있다. 따라서 본 연구에서는 벤처투자 시장의 자율규제 가능 영역을 살펴보고, 벤처투자기구의 운용사 관점에서의 자율규제 방안을 제시하였다. 구체적 방안 중 하나로는 출자자 사이의 자치적 규범이라고 할 수 있는 규약의 표준이 참여자의 전문적인 식견을 최대한 반영하여 마련된 것이므로, 펀드 결성 이후 출자자 사이의 규약을 둘러싼 분쟁이 발생하는 경우 이를 자율적으로 해결할 수 있는 1차적인 분쟁 조정 절차를 마련해 볼 수 있다.

불란서인 ‘모리스 · 쿠우랑’(Maurice Courant 1865-1925)은 이조 말 주한 불란서 공사관 서기로 근무하면서 당시 우리 나라 사람으로서도 생각하지 못하였던 한국의 서지에 대하여 많은 관심과 흥미를 가지고 다년간 여러 가지 어려움을 극복하면서도 경범하게 또한 세밀하게 조사 연구하여, 3,821종의 한국서적을 해제 수록한 ‘한국서지’(Bibliographie Coreenne) 전 4권을 1894-1899년에 발간하였고, 이책 이외에도 한국의 문화와 서지에 관한 저작과 논문을 많이 발표하였다. 특히 전기한 ‘한국서지’는 우리나라 고전을 대외적으로 소개한 시초의 것이라고 할 수 있다. 이에 대하여 1896년 그의 본국의 불란서에서도 그의 공적을 인정하여 문예 아카데미로부터 ‘스타니슬라 · 쥘리앙 상’(Stanisla Julien)을 받게까지 되었던 것이다. 우리는 이와 같은 그의 한국의 문화와 서지연구에 대한 공적을 때 늦은 감이 없지 않으나 우리 나라로서는 그의 유족이라도 찾아서 그의 공적을 치하하여야 마땅할 것이며, 이렇게 함으로써 한불 양국간의 우호와 세대 증진에 기여할 것으로 사료되기에 그의 업적에 관한 자료를 게재하는 것이다.

Welfare-to-work으로 표현되는 근년의 미국 복지 환경의 급속한 변화는 공적 부문 사회복지인력의 역할 변화를 요구하고 있다. 강력한 민간 사회복지의 전통에 밀려 역할과 기능이 상대적으로 미약했던 미국의 공공복지부문은 지난 100여 년간 상당한 정체성 혼란을 겪어왔고 공공복지에서의 사회복지사의 역할과 기능은 해결되지 않는 논점이었다. 이 글에서는 뉴딜에서부터 미국사회복지의 일대 변혁이라고 일컬어지는 1996년의 복지개혁입법 Personal Responsibility and Work Opportunity Reconciliation Act 까지, 미국 공적부조(public assistance)의 변화와 이 부문 실천가들의 역할 변화에 주목하고자 한다. 신연방주의, 복지다원주의 등으로 대표되는 복지환경의 변화에 대해 공공부문 사회복지의 변혁과 발전방향, 그리고 미국 공공부문 사회복지사들의 정체성에 관한 고단한 탐색 작업은 국민기초생활보장법의 통과로 예상되는 우리나라 공공복지의 변화와 직업적 정체성 고민을 거듭하고 있는 공공복지 인력인 사회복지전문요원들의 역할에 대한 시사점들을 읽어내는데 도움이 될 것이다.

This study investigated how the ageism of geriatric care helpers influenced on elder abuse during their long-term care service for elderly, and analyzed the mediating effects of counselling from public organizations on the causal relationship between ageism and elder abuse. The data used in this study was collected from 627 of care helpers working at elderly long-term care institutions in Gyeongsangnam-do Province, using structured survey(or questionnaire), and analyzed by Baron and Kenny(1986)'s multiple regression method. Ageism has a meaningful influence on elder abuse and counselling from public organizations has meaningful mediating effect on the relationship between ageism and elder abuse. These results show that elder abuse according to ageism can be improved by counselling from public organizations and It presents some practical implications for ageism and counselling from public organizations.

Since 2010, politicians and netizens have been frequently talking about "The Standard of a Nation". Specification/Standard contains "de facto standard" and "de jure standard". "The Standard of a Nation", the level of a state's quality, is prescribed by the constitution. Though the constitution, which is equal to a state's official standard, has been well established, it would be undervalued without civil obedience. The state standard can never be improved by a couple of successful projects or some national policies. The time is that the people who would like to level up of the state standard also should consider technology and science as important.

The study aims to analyse whether Korea and Taiwan have reduced the elderly poverty effectively through income transfer system in a comparative perspective. It covers 12 Western welfare states and 2 East Asian welfare states(korea and Taiwan). Utilising Luxembourg Income Study(LIS) datasets, empirical analyses focus on old-age income mix and poverty reduction effects of income transfer. Major findings are as follows. Frist, whilst public transfer income takes a major part in old-age income mix in Western welfare states, Korea and Taiwan reveal genuine mixed states - i.e., the relative proportion of private transfers and market income are high. Secondly, public transfers have effectively reduced the old-age poverty in Western welfare state. However, thirdly, those effects are still limited in Korea and Taiwan. Rather, the poverty reduction effects of private transfers are relatively high. Based on the empirical findings, the study suggests future research agendas and policy implications.
