This paper examines the factors affecting financial exclusion, and proposes the strategies for enhancing the role of credit unions as financing source for small business startups. Credit cooperative institutions have played an important role in assisting people and communities who suffer from social and financial exclusion such as small business owners. But many of them have closed and lost their operational grounds by financial restructuring. Accordingly people with low credit scores have faced with increased financial constraints and the government has proposed various measures to assist them. Credit unions should develop strategies more actively to ease their financial constraints, expand and reinforce the operational grounds through relationship banking, enhance competitiveness by community based specialization strategies and developing models.

The purpose of this study was to examine the effect of twitter influenctials on users' willingness on express opinions. Based on the spiral of silence and corrective action hypothesis, the contradictory hypotheses were drawn. The online expeiment was conducted to verify which hypothesis is valid. Participant were assigned to the four experimenatal conditons: a famous influential's twit which agrees with the issue; a famous influential's twit which disagrees with the issue; an ordinary influential's twit to agree with the issue; an ordinary influential's twit to disagree with the issue. Results showed that opinion congruency with a twitter influential did not influence participants' willingness to express opinion online and offline, but the interaction effect with the type of influentials was found. Opinion dissonance with an ordinary tiwtterian increased willingness to express opinion. The findings suggest that twitter influentials, particulary an ordinary influentials with differnet opinions, can motivate users to express their own opinion.

최근 새로운 무역장벽으로 대두되고 있는 유럽시장에서의 CE마크에 대한 적용은 우리나라의 수출업계가 새롭게 해결해야 할 과제로 등장하고 있다. 올해 유예기간을 거쳐서 내년부터 적용되는 CE마크는 EU지역으로 수출하는 전기전자 및 통신기기에 해당된다. 우선 이번호에는 CE마크에 대한 개념과 적용대상 제품의 범위, 대상제품, EMC분야 관련지침 및 국가별 EU공인기관 현황에 대하여 소개하고자 한다.

This study is based on prior research cases on workplace learning, which had a significant impact on corporate research. To improve problem solving and supplementing ability by keeping the opportunity to participate in workplace learning for the weak small business owners and to strengthen opportunities for practical growth, and to propose education, policy and institutional windowing. Therefore, to establish the relationship between small business owners' workplace learning, job satisfaction, and service quality, a research hypothesis was set in the background of prior research and empirical analysis was conducted. The results from 203 questionnaires were analyzed with SPSS 18.0 program. As an analytical result, first, workplace learning had a partial positive (+) impact on job satisfaction. Second, workplace learning had a partial positive (+) impact on service quality. Third, in the relationship between workplace learning and service quality, job satisfaction played a full mediating role. From this, it was found that formal learning, the subfactor of workplace learning did not have an impact on job satisfaction and service quality, as subtitle of educational environment including offsite training and self education, systematization, and structuralization depending on the poor environment of small enterprises. Therefore, it was found that small enterprises' poor environment was revealed from the managerial, economic and social perspectives and to compensate such defect, educational, policy, and institutional strategies to strengthen the opportunity for growth and development of small enterprises can be suggested to the governmental agencies or local governments. Despite the significant results of this study, there may be limitations. Therefore, further studies should be conducted in various fields with various samples in the future, and further studies should be conducted in academic and practical relationships that can improve the service quality and management performance.

본 연구는 현재 사회적으로 은퇴 또는 명퇴가 보편화 되는 관점에서 과거 은퇴예정자들은 은퇴 후 창업계획에 대해 내재된 기술과 노하우가 있어도 상당수 창업성과로 이어지지 못하고 있으며, 창업의지가 있어도 기술창업과 연계되지 못하고 소상공인 위주의 생계형 창업이 보편화 되어왔다. 은퇴자들의 준비되지 못한 자영업창업은 자영업자들의 상황을 갈수록 어려워지게 하고 있다. 경기침체에 따른 내수부진과 대기업의 골목상권 진출확대 등으로 영세자영업부진은 자영업자 가구의 상대적 빈곤율이 갈수록 높아지고 있는 것으로 나타났다. 특히, 노후대책이 미흡한 베이비부머들이 자영업에 나서지만 대부분이 실패를 하고 있으며, 55세 이상 자영업가구 10가구 중 3가구 이상이 빈곤층에 속해 우리 경제의 문제점으로 지적되고 있다. 이처럼, 장기간 내재된 직장, 단체에서의 사회적자본이나 지적자본을 활용하지 못하고 어쩔 수 없는 자영업 소상공인 위주의 창업은 결국 과다출혈경쟁과 차별적 사업전략 없이 또 다른 사회문제점으로 발현되어 사회적문제와 미래에 지불해야할 또 다른 문제요소로 자라잡고 있는 현실이다. 이런 측면에서 은퇴예정자의 창업은 창업자가 잘 할 수 있고 고객니즈의 문제점에서 아이디어를 얻고 해결할 수 있는 기술창업이 대안이라 할 수 있다. 이러한 문제적 접근을 좀 더 면밀히 분석하고자 현재 직장인들 가운데 은퇴예정자들을 대상으로 그들이 그동안 직장생활하면서 얻게 된 시회적자본과 지적자본이 기업가정신을 매개로하여 창업의지에 어떻게 영향을 미치는가를 분석하는데 그 목적이 있다.

본 논문에서는 이동성이 많은 결재자의 업무를 효율적이고 신속하게 처리하기 위해 PDA, 핸드폰과 같은 모바일 장비상에서의 공인인증서를 이용한 결제처리 및 무선 인터넷상의 보안기능을 갖춘 시스템을 개발하였다. 모바일 인터넷의 보안 메커니즘은 정당한 사용자인지를 확인하는 인증, 데이터의 비밀 전송과 변조 여부 확인, 전자서명을 통한 거래 부인 방지 등이 이뤄진다. 이를 위해 RSA 공개키 알고리즘을 사용하여 문서 내용들에 대한 암호화/복호화를 수행하며 SHA-1 해시 알고리즘과 공인 인증서를 사용하여 결제처리를 한다. 일반 데스크 탑뿐만 아니라 모바일 장비간의 데이터 패킷 전송을 위해 XML 인코딩과 SOAP 프로토콜을 이용한다.

정보통신기술이 발달하면서 전자상거래 시장이 성장하였고, 전자상거래 결제수단 및 본인인증 수단으로써 공인인증서 의무화가 도입되었으나, 공인인증서의 호환성, 액티브X. 해킹, 개인정보유출 등의 문제로 인하여 2015년 3월 의무 사용 제도가 폐지되었다. 이에 다양한 전자서명 신기술이 도입될 것으로 예상된다. 따라서 본 논문에서는 전자서명 신기술 도입의 기반을 마련하고자 전자서명 신기술을 분석하고 안전한 전자서명 도입 및 적용방안을 연구하였다.

법률행위로 인한 부동산물권변동의 성립요건인 부동산등기는 부동산이라는 재산의 물권변동관계를 등록하는 매우 중요한 업무이고, 또한 부동산과 관련한 권리관계와 상황이 실체관계와 일치하도록 명확히 공시하는 것을 목적으로 하는 제도이다. 이러한 등기업무가 그동안 종이등기부에 기초한 수작업인 관계로 부동산 거래가 증가할 경우 처리기간의 장기화와 천재지변에 따른 문서훼손 등을 막기 위한 대처방안이 절실히 요구되는 시기에 정보통신기술의 급격한 발전과 함께 사법부의 정보화 추진 노력으로 2002년 전자등기업무 시스템이 구축되면서 종이등기부가 전자등기부로 전환되었다. 그러나 세계적으로도 큰 사업이었고, 공간적 제약의 최소화와 대국민 서비스의 품질의 극대화 차원에서 성공적으로 잘 운영되고 있는 부동산전자등기 업무에 있어서 다양한 정보를 제공받지 못한 관계로 인한 손해, 등기공신력과 전자등기신청 시 공인인증서 보안문제 등이 대두되고 있다. 따라서 본 연구에서는 문제점을 파악하고, 철저한 보안을 통한 위험성을 차단하고 국민들에게 신뢰와 편의성이 제공될 수 있는 효율적인 개선방안을 제시하였다.
