This paper introduces an appearance-based facial expression recognition method using ASM landmarks which is used to acquire a detailed face region. In particular, EHMM-based algorithm and SVM classifier with histogram feature are employed to appearance-based facial expression recognition, and performance evaluation of proposed method was performed with CK and JAFFE facial expression database. In addition, performance comparison was achieved through comparison with distance-based face normalization method and a geometric feature-based facial expression approach which employed geometrical features of ASM landmarks and SVM algorithm. As a result, the proposed method using ASM-based face normalization showed performance improvements of 6.39% and 7.98% compared to previous distance-based face normalization method for CK database and JAFFE database, respectively. Also, the proposed method showed higher performance compared to geometric feature-based facial expression approach, and we confirmed an effectiveness of proposed method.

To remove dissolved $NH_{4}$$^{+}$ in the aquaculture system, one ammonia oxidizing bacterium, Nitrsomonas sp. PK1, was isolated from samples collected in many aquacultural place and sludges of waste water. The stationary phase of this atrain was reached after 9 days, and the maximum $NO_{2}$ production was shown from 3 days to 9 days. In the selective medium, 0.1% of glucose was the good carbon source for growth. However, the $NO_{2}$productivity was repressed by the addition of glucose to the medium. When $Zn^{++}$ ion was supplemented to the medium, growth and the $NO_{2}$ productivity was increased, 10mM of $ZnCl_{2}$ was the optimal concentration for growth and 1 mM of $ZnCl_{2}$ was the optimal concentration for the production of $NO_{2}$, respectively.
The objective of this article is to inform and document the contemporary development of the private security industry in Queensland Australia, a premier holiday destination that provide entertainment for the larger region. The purpose of this review is to examine the comtemporary development of mandated licensing regimes regulating the industry, and the necessary reform agenda. The overall aim is threefold: first, to chart the main outcomes of the two-wave of reforms since the mid-'90s; second, to examine the effectiveness of changes in modes of regulation; and third, to identify the criteria that can be considered a best practice based on Button(2012) and Prenzler and Sarre's(2014) criteria. The survey of the Queensland regulatory regime has demonstrated that, despite the federal-guided reforms, there remain key areas where further initiatives remain pending, markedly case-by-case utilisation of more proactive strategies such as on-site alcohol/drug testing, psychological evaluations, and checks on close associates; lack of binding training arrangement for technical services providers; and targeted auditing of licensed premises and the vicinity of venues by the Office of Fair Trading, a licensing authority. The study has highlighted the need for more determined responses and active engagements in these priority areas. This study of the development of the licensing regimes in Queensland Australia provides useful insights for other jurisdictions including South Korea on how to better manage licensing system, including the measures required to assure an adequate level of professional competence in the industry. It should be noted that implementing a consistency in delivery mode and assessment in training was the strategic imperative for the Australian authority to intervene in the industry as part of stimulating police-private partnerships. Of particular note, competency elements have conventionally been given a low priority in South Korea, as exemplified through the lack of government-sponsored certificate; this is an area South Korean policymakers must assume an active role in implementing accredited scheme, via consulting transnational templates, including Australian qualifications framework.
The satellite navigation system is widely used for identifying a user's position regardless of weather or geographic conditions and also make effect on new technology of marine LBS(Location Based Service). which has the technology of geographic information such as the ENC. Generally, there are conceivable systems of marine LBS such as ECDIS, or ECS that use the ENC itself with powerful processor in installed type on ships bridge. Since the ENC is relatively heavy structure with dummy format for data transfer between different systems, we should reduce the ENC to small and compact size in order to use it in mobile platform. In this paper, we assumed that the mobile system like PDA, or Webpad can be used for small navigation or information system in marine field. We considered the reduction of the ENC size to make them fit well to small capability of mobile platform. However, the ENC should be updated periodically by update profile data produced by HO. If we would reduce the ENC without a consideration of update, we could not get newly updated data furthermore. As summary, we studied considerations for ENC reduction with update capability. It will make the ENC be useful in many low performance platforms for various applications.

This article is to provide reasonably accurate vehicle emission estimates for the four sampled fuels which are commercially available across the nation. Emission quantities are obtained by testing a vehicle on a chassis dynamometer and capturing a sample of the emissions from the tailpipe in vehicle. The vehicle is driven following a particular pattern of idle, acceleration, cruise, and deceleration. Shown here is the trace of the test cycle known as the CVS-75 Mode which is used to certify the emission performance standards. The mode of CVS-75 consists of a cold start cycle, a hot stabilized cycle, and a hot start cycle. Emissions for the pollutants are measured in vehicle testing. These are carbon monoxide (CO), oxides of nitrogen (NOx), and total hydrocarbon (THC). The test results summarized in this report indicate that the differences for the amount of emission are quantitatively minimal.

현재 국내 중전기 시장은 시장규모에 비해 다수의 기업이 참여하고 있기 때문에, 국내 중전기 업체간 정쟁은 더욱 심화되고 있다. 따라서 국내 중전기 업체가 더욱 발전해 나아가기 위해서는 해외시장 진출 확대를 위한 수출용 전적기기의 개발이 시급하고, WTO 체제하의 시장 개방화 정책에 따른 국내외시장에서의 User의 요구에 부응하는 전력기기 개발이 절실히 요구되어 당사에서는 국책과제로써 IT 기술을 기반으로 하는 245kV Motor-drive형 초고압 GIS를 개발하게 되었다. 금번에 개발된 절연개폐장치는 변전소 자동화라는 세계적 추세에 맞추어 Bay Controller 및 전자식 변성기(NCIT)를 적용하였고, 자체 참고시험을 통해 확보된 피시품을 가지고 국제공인인증기관인 한국전기연구원(KERI)에서 IEC 국제규격에 준하여 그 성능을 검증하였다.

The technology of anaerobic digestion of organic wastes has been researched for the production of biogas in various purposes. Biogas comes from anaerobic digestion and landfill in which that of main components are methane and carbon dioxide containing small amount of hydrogen sulfide and ammonia. Biogas can either be used directly on the site where it is generated after proper upgrading or distributed to external customer via separate pipelines like natural gas. There are four basic ways biogas can be utilized such as production of heat and steam, electricity production, vehicle fuel and production of chemicals. There is no international technical standard for biogas use but some countries have developed national standards and procedures for biogas use. In this paper, technical standards of biogas depending on purpose have reviewed for the several countries.

In this paper, authors try to assess the marine traffic environment from the viewpoint of the degree of congestion. First, the marine traffic flow simulation is carried out to get the information related to the assessment. The simulation is performed based on the wide investigation of marine traffic environment and some statistical methods. Then the degree of congestion is reasoned by using the reasoning methods of the degree of collision risk made to develop collision avoidance system. The quantified degree of congestion reasoned by this method provides much information needed to the design and the evaluation of marine traffic environment.
Korea Laboratory Accreditation Scheme (KOLAS) introduces a new standard for test and calibration laboratories to operate management system and to produce valid results in accordance with the requirements of KS Q ISO/IEC 17025. The standard is based on the national standard law for the accreditation of test, inspection and calibration laboratories. International Laboratory Accreditation Cooperation (ILAC) has recently established its new criteria. The accredited test and calibration laboratories should complete the transition of their management system by November 2020 following KS Q ISO/IEC 17025:2017. A total of 899 of test, inspection and calibration laboratories in Korea are influenced by the transition policy. This paper summarized general requirements for a competence of laboratory management system.
