Lessons from Data Repository GDR (Geoscience Data Repository) Building Experience (데이터 리포지토리 GDR 구축 경험과 교훈)

  • 100년의 역사를 지닌 한국지질자원연구원(KIGAM)은 국내 유일의 지질자원 전문연구기관으로서 그간 생산한 조사 연구데이터는 우리나라 과학기술의 귀중한 역사적 학술적 가치가 큰 유산으로써 보존 가치가 매우 크다고 할 수 있다. 하지만 현재 KIGAM의 상황은 최종성과물 위주로 자료관리가 이루어지고 있으며, 조사 연구 과정에서 생산된 암석 토양 지하수샘플이나 조사 탐사장비를 통해 얻어지는 자료는 연구자 또는 연구실 팀에서 개별적으로 관리하고 있다. 이러한 자료관리체계는 자료의 공동 활용이 어렵고, 자료를 보유하고 있는 연구자의 퇴직이나, 조직개편으로 인한 팀 실의 분리 과정에서 자료의 손실과 훼손 가능성이 높고, 누가 어디에 어떤 자료를 무슨 형태로 보관하고 있는지 찾기 어려워 자료의 재활용도가 떨어질 뿐만 아니라, 이로 인한 중복 조사 연구 가능성도 배제할 수 없다. KIGAM은 지질자원분야 국가데이터센터 구축을 목표로 연구과정에서 생산되는 연구데이터의 체계적인 관리와 공유, 활용체계 구축을 위해 2015년도에 기획사업을 통해 중장기 로드맵을 포함한 추진전략을 수립하였으며, 한국과학기술정보연구원(KISTI)의 DataNest를 기술이전받아 지질자원 연구데이터 리포지토리 시스템(GDR: Geoscience Data Repository)를 개발하였다. GDR 시스템 개발을 위해 연구데이터 분류코드를 작성하였으며, 2016년부터 데이터관리계획(DMP: Data Management Plan)을 주요사업 연구계획서 양식에 포함시켜 제출하도록 하였다. 과거 KIGAM은 연구데이터를 수집, 관리하기 위해 몇 차례에 걸쳐 시도를 했지만 실패한 경험을 가지고 있다. 실패 요인에는 (1) 관련 정책, 제도, 조직, 인력, 예산 등 데이터 관리 인프라 부재, (2) 연구사업에서 생산된 데이터는 개인소유라는 인식 및 공유 의식 부족, (3) 데이터 관리 활동은 귀찮은 것이고, 시간 낭비라는 인식, (4) 데이터 관리 공개 공유 활동에 대한 보상체계 부재 등을 꼽을 수 있다. 즉, 제도를 포함한 인프라 부족과 경영진과 구성원의 인식부족이 제일 큰 원인으로 판단된다. 성공적인 연구데이터 관리를 위해서는 지속적이고 꾸준한 투자가 이루어져야 하지만 경영진의 의지에 따라 사업이 중단되기도 한다. 이러한 과거의 실패 요인에 대한 해결 없이 지난 1년 6개월 정도의 GDR 운영은 지지부진하였다. 이러한 문제점을 해결하기 위해서는 국가차원의 제도적 뒷받침이 따라야 한다. 즉 국가 R&D 성과물 관리차원에서 연구데이터를 주요 성과물로 관리해야 할 것으로 판단된다. 연구사업계획서에 DMP를 포함시키고, 연구주제 및 분야별로 데이터센터(혹은 데이터 리포지토리)를 지정하고, 국가 R&D에서 생산되는 연구데이터를 의무적으로 제출하도록 하는 것이다. 또한 데이터센터의 안정적이고 지속적인 운영을 위해 연구사업비 항목에 데이터 관리비를 신설하여 데이터센터의 운영비로 사용하도록 하면 예산문제도 어느 정도 해결 될 수 있을 것으로 본다. 또한 데이터 제출 및 인용도에 따라 데이터 생산부서 혹은 생산자에게 평가점수를 부여하는 등 보상체계 마련을 위한 연구도 필요할 것으로 보인다. 국가 R&D 연구데이터의 수집, 관리, 공유, 활용을 제대로 성공시키려면 국가 R&D 최고정책결정자의 지속적인 관심과 지원이 필수적이다.

Developing Standard Transmission System for Radiology Reporting Including Key Images (Key Image를 포함한 방사선과 판독결과지 표준전송시스템 개발)

  • Development of hospital information system and Picture Archiving Communication System is not new in the medical field, and the development of internet and information technology are also universal. In the course of such development, however, it is hard to share medical information without a refined standard format. Especially in the department of radiology, the role of PACS has become very important in interchanging information with other disparate hospital information systems. A specific system needs to be developed that radiological reports are archived into a database efficiently. This includes sharing of medical images. A model is suggested in this study in which an internal system is developed where radiologists store necessary images and transmit them in the standard international clinical format, Clinical Document Architecture, and share the information with hospitals. CDA document generator was made to generate a new file format and separate the existing storage system from the new system. This was to ensure the access to required data in XML documents. The model presented in this study added a process where crucial images in reading are inserted in the CDA radiological report generator. Therefore, this study suggests a storage and transmission model for CDA documents, which is different from the existing DICOM SR. Radiological reports could be better shared, when the application function for inserting images and the analysis of standard clinical terms are completed.

  • This study proposes a new paradigm hospital information system through the nursing classification system and design of the HL7 clinical document architecture (Health Level Seven CDA) for information-sharing among various healthcare institutions. Nursing information CDA are included coding systems of nursing diagnosis, nursing intervention, nursing activity and outcomes. And, we have developed CDA generator for active generation of XML document. This study aims to facilitate the optimum care by providing health information required for individuals to nursing specialists in real-time, to help improvements in health, to improve the quality of productive life. This study has the following significance. First, an expansion and redefining process conducted, founded on the HL7 clinical document architecture and reference information model, to apply international standards to Korean contexts. Second, we propose a next-generation web based hospital information system that is based on the clinical document architecture. In conclusion, the study of the clinical document architecture will include an electronic health record (EHR) and a clinical data repository (CDR), and also make possible healthcare information-sharing among various healthcare institutions.

Competition Policy and Open Access to Essential Facilities in Natural Gas Market (천연가스시장 경쟁도입과 필수설비 공유의 효과 분석)

  • We introduce a simple theoretical model to analyze the welfare impact of a competition policy in the natural gas market in South Korea. An incumbent monopolistic firm currently owns essential facilities, but the competition policy mandates that the firm provide open access to any entrant firm, charging an access fee. When no regulation is imposed on the fee pricing, this policy increases social welfare as well as the profit of the incumbent firm. When the pricing is regulated, however, social welfare depends on whether there is information asymmetry between the government and the firm regarding the operating cost of the facilities. If the government has complete information, social welfare can be maximized by choosing the optimal prices. Otherwise, the government has to set the prices based on the information that the firm delivers. We formulate a Bayesian game to analyze this case and identify a set of perfect Bayesian equilibria to compare social welfare.

Enhancing Information Sharing in the Public Sector: An Empirical Study (행정정보공동이용제도의 개선방안에 관한 연구)

  • Information sharing is one of the key factors enhancing government efficiency and public convenience. However, critics argue that Korean government is now facing various kinds of barriers such as insufficient collaboration among agencies, inappropriate statutes, and technical problems. Thus, this study aims to develop policy alternatives that help resolve the existing problems suggested above. In order to achieve research objectives, this study employs both quantitative and qualitative methods as ways to investigate different dimensions of information sharing in government. Both survey and interview include six dimensions such as organization, technology, culture, management, policy and law. The results show that Korean government needs to implement following alternatives; developing its own database that helps support government decision making, changing organizational culture, continuous extension in terms of the number of object information and affiliated agency, and developing a statute dealing with government information sharing.

  • Recently, medical IT solutions are being provided on a distributed environment basis. In Korea, the necessity of developing a clinical decision support system that can share medical information in a distributed environment has been recognized and studied. The existing clinical decision support system is being built using only medical information of its own within the hospital. This makes it difficult for existing systems to achieve good results in terms of efficiency and accuracy of decision support. In order to solve these limitations, this paper proposes a design and implementation method of clinical decision support system based on common data model in medical field. To explain the application process of the proposed model, we describe the development scenario of the clinical decision support system for the diagnosis of colorectal cancer. We also propose the essential requirements for the development of successful clinical decision support systems. Through this, it is expected that it will be possible to develop clinical decision support system that can be used in various hospitals and improve the efficiency and accuracy of the system.

A Study on the Development of Research Data Management Service in a Domestic University Library: Focused on the Analysis on the Needs of Researchers Affiliated in Seoul National University (국내 대학도서관의 연구데이터관리서비스 개발 방안에 관한 연구: 서울대학교 소속 연구자들의 요구 분석을 중심으로)

  • This study aimed to develop Research Data Management (RDM) Services in a domestic university library of Korea. In this study, elements and levels of RDM services are examined and in-depth interview was conducted with university researchers affiliated in Seoul National University, which has the largest amount of research fund among universities in Korea. Interview was conducted to analyze their data management practices and needs of RDM services. Interview results show researchers' lack of awareness toward Data Management Policy and data sharing obligations of funding agencies and academic journal publishers. Also, they had trouble managing research data systematically. However, many of the researchers understand the necessary of research data management and education of data management. Based on the interview result, service elements and contents are suggested for RDM services which is consisted of education services, professional consulting services, curation technical services. This study result will help to guide for the planning the future RDM service in university library of Korea.

  • The U.S. military has been developing support policies for the soldiers dispatched overseas and their families since WWI. It is classified by the period nowadyas as follows. Prior to the dispatch, support for money and housing issues is mainly provided. During the dispatch, the DOD level community is formed to strengthen relations between the soldiers and their families, check their children's academic achievements, etc. After returning to the military, the mental and physical health care for not only the soldiers but also their families is provided. Based on these facts, this research proposes that the ROK MND's overseas dispatch instruction upgrade to law in order to provide housing support, even if the families don't live in military houses. Simultaneously, an online community is needed to be open for sharing information between them, their children's educational achievements, etc. More importantly, the mental health care for both the sodiers and their families is provided for a certain period.

  • Sharing both locations and positions of ships makes it possible to utilize critical item for their safe and efficient navigation in such diversifying meantime environments. AIS is the representative technology for the sharing solutions. The AIS is even used in airspace and ground stations, so that AIS could facilitate the ships' safety navigation and their prevention/rescue from endangers. Due to AIS's many advantages, IMO(International Maritime Organization) made adapting the AIS mandatory for international passenger ships and the ships that are over than 300 tons. AIS uses VHF band areas for transmitting information and the information can be propagated to several hundreds km in range. Due to the large range, AIS monitoring system can acquire huge number of ships, which makes system performance lower and busier. In this paper, we propose the strategy of AIS information extraction for efficient monitoring system. Thus, the monitoring system has higher processing performance and lower network usage. As well as, the proposal affects the monitoring system has more capacity to include other systems' targets, in result.

Analysis of a Cross-cutting Issue, 'Access to Genetic Resources and Benefit-sharing' of the Conference of the Parties to the Convention on Biological Diversity (생물다양성협약 당사국회의의 핵심논제인 '유전자원에 대한 접근과 이익의 공유'에 관한 고찰)

  • Attempts were made to define the elements of debates, impact of decisions of the Access to Genetic Resources and Benefit-sharing(ABS) of the Conference of the Parties(COP) to the Convention on Biological Diversity(CBD) In Korea. Providing policy suggestions to cope with ABS, a cross-cutting issue of the meetings of the COP, was also undertaken. Meetings concerning ABS deal with several key matters such as an international regime, which is a legally binding implementation tool of the Bonn Guidelines, an international certificate of genetic resources' origin/source/legal provenance, and disclosure of origin of genetic resources, compliance measures with prior informed consent of the Contracting Parties providing such resources and with mutually agreed terms on which access was granted. Developing countries, rich in biodiversity and genetic resources, use the CBD as a major tool to maximize their national profits. They demand for national sovereign rights for the genetic resources and indigenous communities providing associated traditional knowledge. At the meetings of the COP, in addition, they requested that developed countries should transfer technologies and provide a financial mechanism for resource conservation to them. On the contrary, the developed countries argue that facilitating access to genetic resources is essential for scientific research and development, and that both Intellectual Property Rights and biotechnology using genetic resources should be protected to maximize their national benefits. Decisions of the COP concerning the Bonn Guidelines and compliance measures with ABS will affect on various socioeconomic fields of Korea, a country which is short of genetic resources. Especially, the importation of genetic resources and land development which might damage genetic resources will be limited seriously. Consequently, overall expenses will increase for the securing genetic resources from the foreign countries and developing biotechnology for conservation and sustainable uses of genetic resources. To minimize the adverse impacts, we endeavor to establish our clear standpoint and to lead the international trends, which are favorable for us. In order to achieve these objectives, government needs i) to proceed researches to lead the international ABS debates actively and to prepare the expected decisions of the future meetings of the COP, ii) to establish a national implementation plan to cope with the ABS and its related decisions, iii) to examine and improve the efficiencies of the national implementation plan with a proper monitoring system, and iv) cope with the other international meetings including the meetings of Trade Related Intellectual Properly Rights and International Treaty on Plant Genetic Resources for Food and Agriculture actively.
