International Ocean Issues and Policy Regime (국제 해양환경안전 이슈와 정책레짐 변화)

  • The policy regime of ocean is changed from ocean liberty paradigm to ocean management paradigm. Ocean resources have the characteristics of weak excludability and strong rivalry. Therefore, they need rational ocean management so as to curb the tragedy of commons. The important ocean issues and policy regimes today is ocean pollution, coastal management, sea-level rise, fishery, whaling, ocean jurisdictions, deep seabed resources, military security, piracy, ecological environmental security and so on. This paper aims at reviewing these major international ocean issues, the policy regimes for them, and the desirable tasks of ocean policy regimes in the future from the macro perspective of international ocean politics or policy-making.

Changes of Internal Labor Market in Firms and Incentives for Investment in Human Resource Developments (기업 내부노동시장 변화와 인적자원개발 투자 유인)

  • In this study, with the data of Human Capital Corporate Panel(HCCP) we find that the explaining power of the new hiring rate of experienced regular workers is very strong and statistically significant as a main causal factor to the decreasing trend of investment on education and training for workers in corporates, which means a sign of weakening of the internal labor market. Possibility of wage penalty from switching jobs has been weakened considerably too. The effective alternative policy measures to the weakening or laxity of the internal labor markets and whereby followed reduction in investment on education and training for workers in corporates are construction of social system outside of individual corporates to upbring field-tailored manpower of high quality for young generations and small and medium sized enterprises.

An Exploratory Factor Analysis on the Collaborative Information Behaviors of an Online Community Responding to the MV Sewol Tragedy (세월호 비극에 대한 온라인 커뮤니티의 협력적 정보행동에 관한 탐색적 요인 분석 연구)

  • This research attempts to identify how members of an online community collaboratively engaged with particular social information behaviors and accomplished a defined collective action. While responding to the Sewol Ferry tragedy, MissyUSA members quickly communicated and mobilized a collective action, a full-page ad campaign in The New York Times. As a follow up study, this secondary analysis quantitatively analyzes the primary data from a previous study to explore potential relationships or underlying factors among the various identified information behaviors. In this study, nineteen of the previously identified information behaviors were analyzed using exploratory factor analysis, yielding a total of eight factors. The two major factors of shared representation/collective identification and mobilizing resources verified the findings of the previous study and are in line with the findings typical of political science. The three factors of collaborative decision-making, reaction to tension, and brainstorming were factors that maximized communication and mobilization online, without any face-to-face communication or physical organization. Three emergent factors of outburst of dissent, boycott, and planning explained how members used negative emotions of anger, referential information for boycott, and incubated next collective actions. Through exploratory factor analysis, this study verifies and expands on the findings of the previous study by identifying several emergent factors that relate to the collaborative information behaviors of an online community engaged in a collective action.

Incentive Design Considerations for Free-riding Prevention in Cooperative Distributed Systems (협조적 분산시스템 환경에서 무임승차 방지를 위한 인센티브 디자인 고려사항 도출에 관한 연구)

  • Different from the traditional client-server model, it is possible for participants in a cooperative distributed system to get quality services regardless of the number of participants in the system since they voluntarily pool or share their resources in order to achieve their common goal. However, some selfish participants try to avoid providing their resources while still enjoying the benefits offered by the system, which is termed free-riding. The results of free-riding in cooperative distributed systems lead to system collapse because the system capacity (per participant) decreases as the number of free-riders increases, widely known as the tragedy of commons. As a consequence, designing an efficient incentive mechanism to prevent free-riding is mandatory for a successful cooperative distributed system. Because of the importance of incentive mechanisms in cooperative distributed system, a myriad of incentives mechanisms have been proposed without a standard for performance evaluation. This paper draws general incentive design considerations which can be used as performance metrics through an extensive survey on this literature, providing future researchers with guidelines for the effective incentive design in cooperative distributed systems.
