Character Recognition System using Fast Preprocessing Method (전처리의 고속화에 기반한 문자 인식 시스템)

  • A character recognition system, where a large amount of character images arrive continuously in real time, must preprocess character images very quickly. Moreover, information loss due to image trans-formations such as geometric normalization and thinning needs to be minimized especially when character images are small and noisy. Therefore, we suggest a prompt and effective feature extraction method without transforming original images. For this, boundary pixels are defined in terms of the degree in classification, and those boundary pixels are considered selectively in extracting features. The proposed method is tested by a handwritten character recognition and a car plate number recognition. The experiments show that the proposed method is effective in recognition compared to conventional methods. And an overall reduction of execution time is achieved by completing all the required processing by a single image scan.

  • 정보통신 표준은 기술기준과 권고표준으로 분류된다. 기술기준은 강제표준으로서 정부가 이의 준수를 의무화하는 표준을 말하며, 권고표준은 국가 또는 표준화 단체가 표준을 제정하여 이를 권고하는 것으로서 이에 대한 준수의 강제성은 없다. 기술기준은 공통된 판단과 평가근거가 되는 조건, 수준, 한계 등을 규정함으로써 엄격히 준수되어야 할 규칙으로 정의된다. 본 연구원은 기술기준의 제.개정과 관련된 업무의 생산성을 높이고, 기술기준 정보의 대국민 서비스를 지원하기 위하여 법규의 제.개정과 관련된 정보의 데이터 베이스화를 통한 정보의 연속성 및 공용성을 확보하고, 법규 제정과 관련된 국내외 웹사이트의 최신정보를 분류하여 제공할 수 있는 정보시스템의 2 단계 개발을 완료하였다. 본 논문은 정보시스템에 대한 금년도 개발 내역과 향후 분야별 추진 방향을 기능 중심으로 기술하였다.

  • The management of existing airfield pavement information has currently become difficult and the maintenance cost has increased over time due to the long-term performance. It is needed to develop the method for effective budget allocation and systematic airfield pavement management services. The objectives of this paper are to introduce Micro PAVER, one of the popular pavement management systems, into our management system and customize Micro PAVER based on our environment and pavement management level. This study focused on the analysis on logics and structures of Micro PAVER and customization of important parts in the program using the existing pavement evaluation data and survey method. Customized items selected in this study included the pavement deterioration prediction models, critical PCI, maintenance cost by PCI, maintenance or rehabilitation method and unit cost, and PCI rank.

ta-C 후막코팅을 이용한 비철금속가공용 절삭 공구류의 수명향상에 관한 연구

  • 기계 가공품의 정밀화, 경량화 요구로 난색재로 분류되는 비철분야 및 복합재 가공용 공구개발에 대한 수요가 급증하고 있으나, 기존 난삭재 가공 시 절삭공구의 마모가 빠르고, 상대재의 융착 불량 등이 공구 수명 감소의 주요 영향으로 보고된다. 상기문제를 해결하기 위해 절삭가공 공정 중 과다한 절삭유의 사용에 따른 가공비용, 에너지소모 증가, 환경오염 등으로 절삭유의 최소화 또는 절삭유를 사용하지 않는 표면처리기술등의 친환경 가공기술의 개발이 필요하다. 내융착 및 내마모 특성 향상을 위한 표면코팅 방법으로 수소가 포함되지 않은 고경도 비정질 카본 (ta-C)이 있으나, ta-C 코팅 막은 경도 30 - 80 GPa, 잔류응력 3 - 10 GPa 범위로 일반 경질 코팅 막 (AlTiN, TiSiCrN : 평균 3 GPa)에 비해 높고 산업적 활용이 가능한 0.5 - 1.5 um 두께 수준의 후막화가 힘들어 매우 우수한 절삭공구용 코팅 막 특성에도 불구하고 적용사례가 매우 적다. 따라서, 본 연구에서는 아크플라즈마 방식 (Filtered Cathode Vacuum Arc Plasma, FCVA)을 활용한 고경도/무수소 카본 코팅 막을 후막형태로 증착하여 비철금속가공용 절삭 공구류의 수명향상 기법을 제시하고자 한다. ta-C 코팅 막의 기초 공정개발 단계에서는 바이어스 전압, 공정시간을 달리하여 ta-C 코팅 막의 기계적 물성(경도: $50{\pm}3GPa$, 잔류응력: $6{\pm}1GPa$, 밀착력: 30N 이상 및 트라이볼로지 특성: 마찰계수 0.1 이하, 마멸량: $1.85{\times}10-14mm^3$)을 확보하여 절삭공구로의 공정실용화 적용검토를 실시하였다. ta-C 코팅 막은 (1) WC 공구 및 기존 상용품인 (2) TiAlN/TiN/WC 구조에 대해 증착을 실시하였으며 코팅 막의 두께 변화에 따른 실제 절삭환경에서의 내수명 관측을 진행하였다. 시험결과, ta-C/WC의 단일막 구조인 절삭공구의 경우, 실제 절삭환경에서 쉽게 박리가 발생하여 코팅 막으로서의 효과를 나타내지 못하였다. 이는, 기초 공정개발 단계에서의 밀착력 기준이 실제 환경과 부합하지 않는 것을 의미하며 추후 공정개선을 통해 극복하고자 한다. 반면에, 상용품인 (2) TiAlN/TiN/WC 구조의 절삭공구 대비 ta-C/TiAlN/TiN/WC 구조에서 내수명 증가는 약 2.5배 (기존 300회, 코팅 후 800회)로 증가하였으며 ta-C 코팅 막의 두께가 $0.6-0.8{\mu}m$일 때 최대치를 취한 후 감소하였다. 이를 통해, 절삭공구로의 ta-C 코팅 막 효과는 최외각 층의 두께 범위와 모재 강도보강을 할 수 있는 적절한 중간층 막 (TiN/TiAlN 층)이 혼합되어 나타난 것으로 사료되며 현재 산업계로의 적용을 위한 대량생산용 코팅장비의 개발 및 비용절감을 위한 공정개발이 진행 중이다.

  • Telecommunications standards have two different types of regulations: one is a law. enacted by government which all telecommunications related industries must observe. The other is a recommendatory standards. formulated by either government agency or some standardization organizations. Observation of these standards is not obligatory. However, technical standards are strict laws and ordinances based on common judgement and various conditions for evaluation of levels and limits. This paper deals with enhancing productivity of enactment and revision of technical standards. Through database of above related information we secure information continuity and public property of cyber space for the public. In this paper. we also classify recent data within the website in and out of the country offering four different methods of information retrieval and management system. The four retrieval methods suggested in this paper are itemized keyword retrieval. hierarchical retrieval, regulatory keyword retrieval and chronological keyword retrieval. These various retrieval methods provide the public with information of enactment and amendment of laws and regulations in the cyber space. thereby guarantees the sharing of information. Finally the important feature of the information retrieval system implemented in this paper is the online updating capability of law and regulations through the internet.

Calculation of the Eco-Design Index for Components of the Multi-function Printer (공용 복합기 출력 기능 소모품들의 Eco Design Index 산정)

  • Conventional eco-design has been implemented based only on the environmental aspects of a product. Key components of a product identified from the analysis of the environmental aspects have been the target for improvement in the conventional eco-design. The use of eco-design index (EDI) considering both the environmental and economic aspects, and utility value (UV) of a product can be envisaged as an alternative way of implementing and assessing the eco-design. The objective of this study was to propose the logic of the EDI and apply it to the components for performing printing function of the multi-function printer. The EDI was formulated by quantifying the UV, life cycle environmental impact (LCE) and life cycle cost (LCC) of the components of a product, here components of the printer. Of the eight components investigated, roller was identified as the best performing consumable in both the environmental and economic aspects. However, its UV was the lowest among the eight. The EDI of the roller was mere $4^{th}$ in ranking out of the eight. Transfer belt ranked $8^{th}$ and $5^{th}$ in the environmental and economic aspects, respectively, while $2^{nd}$ in the utility value with its EDI ranked $3^{rd}$. This indicates that not only the environmental aspects but also economic and utility value aspects should be considered when identifying the key components for improvement in the eco-design.

Monitoring of Pesticide Residues in Commonly Consumed Medicinal Agricultural Products (다소비 식·약공용농산물의 잔류농약 실태조사)

  • We assessed the pesticide residues in the medicinal agricultural products distributed in Korea. Pesticide residues in 72 samples were analyzed using the QuECheRS method for 339 pesticides, using GC-MS/MS and LC-MS/MS. The pesticide residues were below the maximum residues limit (MRL) in 42 samples (58.3%); however, they exceeded the MRL in 5 samples (6.9%). These included 43 types of pesticides; 20 fungicides and 23 insecticides were detected 75 times and 58 times, respectively. Tebuconazole and carbendazim were the most detected fungicides, each 11 times. The levels of acetamiprid, cadusafos, chlorpyrifos, flubendiamide, fluopyram, and triazophos exceeded the MRL in Gogi berry, Omija, and Reishi mushroom. All of them were positive list system (PLS) items that lacked pesticide residue standards. Therefore, authorities should monitor the distributed medicinal agricultural products.

Modelling on the Carbonation Rate Prediction of Non-Transport Underground Infrastructures Using Deep Neural Network (심층신경망을 이용한 비운송 지중구조물의 탄산화속도 예측 모델링)

  • PCT (Power Cable Tunnel) and UT (Utility Tunnel), which are non-transport underground infrastructures, are mostly RC (Reinforced Concrete) structures, and their durability decreases due to the deterioration caused by carbonation over time. In particular, since the rate of carbonation varies by use and region, a predictive model based on actual carbonation data is required for individual maintenance. In this study, a carbonation prediction model was developed for non-transport underground infrastructures, such as PCT and UT. A carbonation prediction model was developed using multiple regression analysis and deep neural network techniques based on the actual data obtained from a safety inspection. The structures, region, measurement location, construction method, measurement member, and concrete strength were selected as independent variables to determine the dependent variable carbonation rate coefficient in multiple regression analysis. The adjusted coefficient of determination (Ra2) of the multiple regression model was found to be 0.67. The coefficient of determination (R2) of the model for predicting the carbonation of non-transport underground infrastructures using a deep neural network was 0.82, which was superior to the comparative prediction model. These results are expected to help determine the optimal timing for repair on carbonation and preventive maintenance methodology for PCT and UT.

  • Mobile contents service providers have some difficulties to timely and proper service deployment due to rapid development cycle of diverse portable devices with different capabilities. A way to resolve the problem is to introduce a mobile contents service paltform that can adapt original mobile contents to diverse devices dynamically and automatically. In this paper, we propose a mobile contents service platform based on active network mechanisms, called Mobile Content Adaptation Network(MobiCAN). The MobiCAN node provides effective service deployment, execution, and maintenance features and accommodates service layering and service customization capabilities for easy deployment. The basic functional units of the MobiCAN node are micro services with well-defined service interfaces and service layering features. For reliable services among the MobiCAN nodes, we design new distributed and robust Overlay Management Protocols(OMPs). As an example of practical MobiCAN applications, we finally describe Dynamic Contents Customization Proxy(DCCP) service.

  • This paper attempts to evaluate driving stability by the vibration of human body. The purpose of this research is to establish an evaluation methodology for controling the quality of road surface. The study was conducted to investigate the relationship between road surface profiles (IRI, International Roughness Index) and the fatigue caused by the vibration of human body. Furthermore, 3-axis acceleration in driving vehicles was examined based on sampling sections under various road conditions. The acceleration value of frequency bands were analyzed by the characteristics of road surface, and realized the range of human influence by conditions and type of road surface with ISO-2631 standards. In general, more human fatigue by vehicle vibration was appeared in concrete pavements with high IRIs based on the analysis from given test data. Whereas, The SMA asphalt pavement and the diamond grinded concrete pavement reduce the human fatigue.
