  • Formal Safety Assessment(FSA) was introduced by the IMO as "a rational and systematic process for accessing the risk related to maritime safety and the protection of the marine environment and for evaluating the costs and benefit of IMO's options for reducing these risks". FSA can be used as a tool or a rule making process to help develope new rules and regulations. The purpose of this paper is to conduct a general review of the FSA methodology and to propose ways to use it in rule making process of machinery parts.

  • 새로운 선박을 설계하거나 기존의 규칙, 규정을 따르지 않는 대체설계를 수행할 경우에는 인명, 환경 및 재산 등과 관련한 선박의 안전성을 평가하고 기존 선박 이상의 안전성을 갖고 있음을 반드시 입증해야 한다. 그러나 기존의 IMO 공식안전성평가 등 기존의 위험도 기반 방법론, 절차 및 도구들은 실제 선박의 설계에 적용하는데 있어 여러 가지 문제점들을 나타내고 있다. 따라서 이러한 문제를 해결하고, 선박설계시 구체적으로 적용할 수 있는 세부적인 방법론을 개발하기 위해 동 연구를 수행하였다.

  • This paper examines the applicability of formal safety assessment to the passenger ships. This is followed by an analysis of passenger ship characteristics and a proposed formal safety assessment methodology. Five interlocking steps are described to construct a safety model including novel risk assessment, cost-benefit analysis and decision-making approaches. A case study is carried out in order to demonstrate the proposed methodology. Further development in formal safety assessment in the context of passenger ship safety is finally discussed in detail.

  • The current paper is to review the need to considering cultural and educational aspects rather than technical approaches for the maritime safety. General and rather simple views on culture and education are provided as well as the state-of-the-art of the methodologies on ship safety assessment. Conclusions such as the national role and contributions to the international bodies and the third worlds are drawn in addition to the importance of cultural and educational factors to enhance the safety of ships.

  • A new dynamic pile-driving formula derived by the writer, in which the mechanics of stress waves and the effect of residual stresses were considered for more accurate prediction of the load carrying capacity of piles, was compared with other representative formulas through statistical analysis using the load test results. As the result, the new formula was estimated as highly accurate and reliable, with its safety factor less than 3.

  • 본 논문은, 국적일반화물선 공식안전성평가(Formal Safety Assessment, 이하 FSA) 연구의 1, 2 단계에 해당하는 위험요소 식별(Hazard identification) 및 식별된 사고 시나리오에 대한 위험도 분석(Risk analysis) 결과를 소개한 "국적일반화물선 초기안전성평가 연구(1)"에 이어서 FSA 연구의 3, 4 그리고 5단계의 내용으로, 국적일반화물선의 위험도 수준을 저감할 수 있는 위험도제어방안들(Risk Control Options)을 식별하는 단계(Step 3)와 식별된 위험도제어방안들 중 전문가 의견수렴을 통하여 선별된 위험도제어방안들을 대상으로 한 비용-효과 평가 단계(Step 4: Cost-Benefit Assessment) 그리고 비용-효과 평가의 결과를 정리하여 국적일반화물선의 안전성 제고를 위한 구체적인 방안을 제안하는 단계(Step 5: Recommendation for Decision Making)의 결과를 소개하였다.

  • 해양사고 예방을 위해서는 과학적이고 체계적인 해양사고 분석과 평가 및 예측이 우선 필요하다. 이 논문에서는 기존에 연구 개발된 다양한 해양사고 분석과 평가 방법을 검토하였다. 연구결과, 구체적이고 실행 가능한 연구접근 방법과 다양한 분석과 평가기법이 개발되어 있음을 알았다. 특히, IMO의 공식안전성평가(FSA) 절차가 세계적으로 표준화된 규준으로 자리매김하고 있다. 특히, 미국의 유명한 선급 ABS와 노르웨이의 선급 DNV에서 다양한 분석과 평가기법을 보고하였다. 특히, 불확실성이 배제된 위기허용기준(Risk Acceptance Criteria)의 개발이 가장 중요한 요소임을 확인하였다. 향후 해양사고 예방에 적용할 수 있는 고도의 분석과 평가 기법 실용화를 지속 연구할 예정이다.

An Application of FSA Methodology to Hatchway Watertight Integrity of Bulk Carriers (살물선의 화물창 덮개부 수밀 건전성에 대한 공식안전평가의 적용)

  • This study was a part of FSA study which was initiated by IMO and was applied to hatchway watertight integrity of bulk carriers. Hazards which were involved in high risk level were identified as follows. Ship Operation out of Design Criteria(Hatch Coaming Damage) and Poor Maintenance & Inspection(Securing Arrangement Damage). The potential risk was calculated by risk analysis and risk control option was made to reduce potential risk. The potential risk was about U$60,000/ship-year and could be reduced to about U$30,000/ship-year by applying RCO 1(Advanced system directly related to Hatchway Security). In addition, effectiveness of RCOs was shown by cost benefit assessment.
