Comparative Analysis on Drought Severity Classification of Reservoir Systems (댐 및 저수지 시설의 가뭄단계 판단기준 비교 분석)

  • 댐 및 보, 농업용저수지 등은 저류공간을 활용하여 홍수기 유량을 조절하거나, 가뭄시 용수를 공급하는 등 지표수를 탄력적으로 조절하기 위한 대표적인 저수지 시설이다. 가뭄은 그 원인 및 영향 등에 따라 기상학적, 수문학적 가뭄 및 농업 가뭄 등으로 구분할 수 있으며, 강수 등 기상학적 영향을 가장 먼저 고려할 수 있다. 반면, 기상학적 가뭄이 예상되어도 저수지 시설을 통해 충분한 용수가 확보된 경우 실질적인 물부족은 발생하지 않으며, 따라서 국내에서는 용수 확보 상태를 바탕으로 가뭄을 판단하기 위해 댐 등 저수지 시설의 특성을 고려한 가뭄단계 판단기준을 마련하여 적용하고 있다. 저수지 시설의 가뭄은 기본적으로 과거 기후조건 및 용수 사용량을 반영한 통계적 접근으로 판단할 수 있으나, 유형별 용수이용목적 및 운영기준 등이 상이하여 상세한 가뭄단계 판단기준은 각 저수지 시설의 관리 방안을 반영한 방법론을 통해 수립되고 있다. 본 연구에서는 다목적댐 및 농업용저수지 등 국내 저수지 시설별 가뭄단계 판단기준 적용성을 비교 분석하였으며, 특히 과거 가뭄피해 발생 사례를 바탕으로 각 시설의 가뭄판단 정확도를 평가하였다. 본 연구 결과는 향후 댐 및 저수지 시설을 활용한 효과적인 가뭄대응방안 마련에 기여할 것으로 기대된다.

  • DR. 콩고는 국제원조사업으로 이디오파 지역 내 "안전한 식수 공급 사업"을 요청하였다. 이에 2013년 KOICA에서는 당해 지역내 국제원조사업 실시에 대한 성과를 평가하고자, ODA 사업 추진 전 지역주민의 "삶의 질"을 사전 평가하였다. 본 논고는 KOICA의 DR. 콩고 이디오파지역내 "삶의 질" 평가 결과이다. "삶의 질" 분석을 위한 평가기준으로는 1. 현지 지역주민의 물이용 현황, 위생 및 환경 현황, 취수활동이 교육에 미치는 영향, 취수활동이 가정 경제 활동에 미치는 영향 등을 분석하고, 2. 식수공급사업 추진 시, 지역주민이 바라는 식수개발사업의 유형을 살펴보았다. 분석을 위한 자료 조사 방법으로는 설문 방법을 선택하였으며, 설문은 물 이용 현황, 질병 및 위생 관리 현황, 취수활동이 교육 및 가계 경제에 미치는 영향 그리고 지역주민이 바라는 식수사업의 방향 및 이유 등을 중심으로 구성하였다. 설문지 유형은 현황 관련 계량적 수치를 답하는 질문(계량적 평가)과 함께 지역주민이 현황에 관하여 인식하는 정도를 답하는 질문(비-계량적 평가, 리커트 5점 척도 이용)을 함께 구성하였다. 조사범위는 식수개발사업 범위에 있는 DRC 이디오파 28개 마을, 511 가구, 514 주민을 대상으로 설문조사를 실시하였다.

A Case Study on the Application of Modular System to the Superstructure of Floating Architecture in Europe (플로팅 건축 상부시설에서 모듈러 시스템 적용 유럽 사례 연구)

  • This study is about the case study on the application of modular system to the superstructure of floating architecture in Europe. There are many restraints in the onsite construction of floating architecture. Then, various industrialized construction methods are needed to reduce the portion of the onsite construction in floating architecture. Among the various industrialized construction methods, the modular system can be more suitable for floating architecture. At this background, this study analysed the European cases of the application of modular system and classified the types of applied modular system. As a result, this study could classify the three types of modular system, such as, building unit modular, space unit modular and planning concept modular, and define the characteristics of three types by comparing with each other.

Classification and Analysis of Korea Coastal Flooding Using Machine Learning Algorithm (기계학습 알고리즘에 기반한 국내 해수범람 유형 분류 및 분석)

  • In this study, Information for the case of seawater flooding and observation data over a period of 10 years (2009~2018) was collected. Using machine learning algorithms, the characteristics of the types of seawater flooding and observations by type were classified. Information for the case of seawater flooding was collected from the reports of the Korea Hydrographic and Oceanographic Agency (KHOA) and the Korea Land and Geospatial Informatics Corporation. Observation data for ocean and meteorological were collected from the KHOA and the Korea Meteorological Agency (KMA). The classification of seawater flooding incidence types is largely categorized into four types, and into 5 development types through combination of 4 types. These types were able to distinguish the types of seawater flooding according to the marine weather environment. The main characteristics of each was classified into the following groups: tidal movement, low pressure system, strong wind, and typhoon. Besides, in consideration of the geographical characteristics of the ocean, the thresholds of ocean factors for seawater flooding by region and type were derived.

  • 최근 들어 하천의 치수와 이수 그리고 환경적 측면을 고려한 "자연형 하천정비공사"가 활발히 이루어지고 있다. 그러나 개별적 특성이 뚜렷한 각각의 하천에서 그 하천을 기반으로 생활하는 생물들의 서식조건을 충분히 고려하였다고 보기는 어려운 상황이며, 제한된 공법의 사용으로 획일화된 인공하천 조성 및 관행적 하도정비에 그쳐 하도서식처가 빈번하게 교란되고 있는 것이 현실이다. 특히, 하천에서의 하도서식처는 하천을 서식기반으로 살아가는 생물들에게 생활사의 각 단계(먹이섭취, 휴식, 피난, 산란, 우화, 번데기)에서 이용하는 특정 장소로서 중요한 의미를 가지며 하천을 복원하는 하나의 목표이기도 하다. 본 연구는 대전에 위치한 갑천을 대상으로 하천을 서식기반으로 살아가는 생물들의 하도서식공간의 유형을 구분하고 각각의 서식처의 물리 화학 생태적 특성을 규명하고, 그 입지에 적응하며 서식하는 생물 상호간 생태적 연관성에 대하여 검토하였다.

  • Today, the curtain wall is used in many construction projects because of excellent economical efficiency and constructability. The life-cycle process of curtain wall construction consists of the architectural design, curtain wall design, manufacturing, const겨ction, and maintenance phase which has become one of the most important objects that have to be managed. Since the general management method focused on each separated phase, it has accompanied many problems such as increases of the cost and duration, and loss of productivity. To solve these problems, it is necessa교 to have a new management method based on supply chain management. Thus this research analysed the processes of stick system, semi-unit system, unit system, and panel system classified by the type of the curtain wall, and suggested proper methods of application of SCM concept to each type of curtain wall construction.

Design of the reinforced concrete lining in bakun diversion tunnels (말레이지아 바쿤 가배수로 터널의 철근콘크리트 라이닝 설계)

  • The completion of the Bakun Diversion Tunnel is subsequently to the Main Dam construction. Therefore, the completion date is very important for the Bakun Hydroelectric Project. Generally, the tunnel lining work as a finishing phase of the tunnelling project occupies a important portion as well as an excavation and a support work of the tunnels in respect to the construction cost and period. Internal section of Bakun Diversion Tunnel is designed circular shape to reduce the roughness of the water flow with 12 meters in diameter of total length 4314.6 meters of 3 tunnels. The lining thickness is varied between 500 mm and 700 mm depending on the structural condition. From the original Tender design of the Bakun tunnels, the required quantity of steel bars was 5,985 ton designed by Reinforced Concrete (RC) through the entire tunnel linings. During the detail design stage by the consideration of the rock conditions and various load conditions, we could suggest five kinds of RC lining type including plain concrete lining type. Through the detail design modification, we could reduce the required amount of steel bars to 2,178 ton, as a half of original Bill of Quantity. Finally, this design modification give us the time and cost saving effect to catch up the construction progress in time.

  • Traffic safety in freeway work zones is of keen interest since both crash frequency and severity are much higher than those in general freeway sections. The lane closure in work zones results in greater work load of drivers due to compulsory lane changes and speed reduction. Therefore, traffic merging control is an effective countermeasure for enhancing work zone safety. This study proposed an integrated framework based on driving and traffic simulations to evaluate traffic merging control methods in terms of traffic safety. In addition to the conventional merging method using the taper, joint merge and chicane-type merge were evaluated by the proposed methodology. Chicane-type merge outperformed other methods under level of service (LOS) A and B. On the other hand, it was identified that joint merge showed the best safety performance under LOS C traffic conditions.

Determining Decision-making Factors for the Selection of Contract Methods in Public Construction (공공공사의 발주방식선정을 위한 의사결정요인 연구)

  • The procurement of public construction, which has been selected mainly on the basis of the work experience of a department of public agencies that award construction contracts or those in charge of ordering, has not been executed through an objective selection process considering the construction types or characteristics. Thus, as a preliminary study on developing a model for the selection of contract methods, this study intends to analyze and present the key factors affecting the selection of procurement methods in public construction. Through a literature review on the existing methods, foundational factors were first presented, based on the analysis of these factors, the final influence factors were proposed. As a result, 6 factors contractor's characteristics, the environment of the construction market, relevant organization, the characteristics of a project, costs, and responsibility factors were determined, and 14 sub-factors were selected. The factors presented in this study will be used as base data for developing a decision making support model for the selection of contract methods in public construction.

The Process of Identifying the Responsibility Party of Caused Delay Claim by Ambiguity of the Conditions of the Contract (계약 조항의 애매모호성에 의해서 발생되는 공기지연 클레임의 책임 당사자 확인 프로세스)

  • This study analyzed main causes of claims in EPC/Turnkey projects. For this purpose, this study referred to the FIDIC silver book, which lists the international standard contract conditions for EPC/Turnkey projects. The most frequent cause of claim was delay. A process was then proposed to determine whether the owner or contractor was the responsible party when the delay claim occurred. The proposed process was for damages for delay which is the conditions of contract for indemnities against delay claim. The process was based on conditions of the contract of two previous EPC/Turnkey projects that were constructed in 2010, the FIDIC silver book, as well as the obligations of owner and contactors. The proposed process is applicable depending on the conditions of the contract and the owner's meaning. Furthermore, by identifying the responsible party, this study will contribute in identifying the possible claim types before concluding a contract and writing the specific contract.
