Dispute is construction itself. Serious difficulties ore occurred between contract parties when These disputes have occurred. Authority may fear the defective work if the requirement of contractor is fully reflected in the adjustment of contract. On the other hand the contractor may have fears that no payment or some payment of the extra work or the additional work done will be required. Therefore these problems must be resolved before these result in an enlarged riffle effect. To reduce the fear of the contract parties, ADR(Alternative Dispute Resolution) process were suggested.

도시재생종합정보시스템{참고문헌1,2]에서는 도시의 쇠퇴정도를 파악하고 그에 따른 도시재생사업을 수행하는데 있어 의사결정 지원과 관련정보 등을 제공해주고 있다. 본 연구에서는 도시재생 사업이나 정책을 진행시키고자 했을 때, 기개발되어진 쇠퇴/잠재력 시스템의 연계/활용을 통해 효율적인 도시재생 사업의 의사결정을 지원해줄 수 있는 우선순위 선정프로세스를 연구하였다. 또한, 시스템간의 연계/진단을 위한 정보 프로세스 및 구현방안을 제시하였다. 제시된 우선순위 선정방안으로 보다 객관적, 직관적인 도시의 현황 및 DB 제공할 수 있으며 이를 통해 도시재생 사업 및 정책의 의사결정을 위한 근거자료로 활용 할 수 있다.

The change in environment of construction industry and the advancement of information technology require the improvement of construction project efficiency. However, construction industry still lacks performance-measuring tools that are the requirements of efficient project management system. In case of the schedule management system, schedule is usually being managed by result-oriented measurements such as completion time, spent cost, and progress rate, which are not good enough to control the overall continuity of work-flow. This research aimed to systemize the overall construction process and to develop the indicators for measuring performance of TACT activities during finishing work period that can contribute to the systemization of TACT management.

교통사고가 중요한 사회 문제로 대두되어 정부는 교통안전대책의 실질적인 추진 방안으로 "교통사고 잦은 곳"과 "위험도로" 개선사업을 제시·시행하고 있다. 이에 "교통사고 잦은 곳" 개선사업은 추진현황에 따라 각 년도별 기본 개선계획의 평가 및 경제적 타당성에 대한 효과분석이 이루어지고 있다. "위험도로"'의 경우 모든 사업을 건설교통부 산하 국도유지사무소에서 진행을 하고 있으나, 광범위한 사업으로 인한 업무과중 및 개선사업비 조달 등의 문제로 개선된 현황의 체계적인 효과분석이 이루어지지 못하고 있는 실정이다. 이에 따라 본 연구에서는 "위험도로" 개선사업에 대한 효과분석을 수행하여 보다 비용-효율적인 개선사업이 될 수 있는 기반을 마련하고자 한다. 이를 위해 전체 위험도로 구간 중에서 '광주국도유지사무소' 및 '순천국도유지사무소' 관할 구역 내의 "위험도로"로 선정(1995년)된 도로구간 중 1999년 이전에 도로개선공사가 완료된 후 현재 교통소통이 원활하게 진행되는 18개 도로구간을 연구 대상으로 선택하였다. 선택되어진 18개 구간에 대한 도로개선공사 전후의 교통사고건수 및 교통사고율을 효과척도로 삼고 각 사고에 대한 소요비용을 기준으로 경제성 평가를 실시하였다. 이를 근거로 "위험도로" 개선사업에 대한 타당성조사 및 효과분석을 실시한 결과 "위험도로" 개선사업의 타당성이 입증되었다. 연구 분석결과가 전라도 권역의 사업을 중심으로 진행되어져 전국적인 개선사업에 대한 대표성을 가지고 있다고 볼 수는 없으나, 체계적인 분석을 통한 개선사업의 효과를 구체화 할 수 있는 대안을 제시할 수 있을 것으로 사료된다. 더불어 공사 완료된 도로구간에 대한 상세한 공사비 내역과 다수의 개선방안별 자료가 갖추어지면 위험도로의 사고율과 개선방안별 상관관계를 관련 비용을 중심으로 도출함으로서 비용-효율적인 개선 방안을 제시할 수 있을 것이다. 또한 비용-효율적인 개선 방안을 기반으로 한 각각의 사업 투자우선 순위 결정방안에 관한 지속적 인 연구가 요망된다.

we classified major changes into changes based on design deficiency, changes based on the different conditions between job site and contract documents, and changes based on the Owner's need. Then we compare and analyzed applicable regulations for supervision and work performance status at the site, and elicit problems of supervision performance based on mutual contradiction in regulations, bringing up a similar example. Based on the above, we brought up a way of improvement for the elicited problem, comparing and analyzing the laws/contract provisions/instructions related with the changes and the work performance at the jobsite, and verified through interviews with professionals of various fields for the improvement. Finally this study could elicit a way of improvement in the supervision work in conjunction with changes in civil works.

최근들어 우루과이 협상의 진전이 가사화됨에 따라 서비스업의 개방이 현실적인 사항으로 인식되고 있고, 서비스업으로 분류되는 건설업도 개방압력에 직면해 있다. 건설시장의 개방에 따라 가장 크게 우려되는 부분은 국내업체의 설계 및 엔지니어링 분야를 들 수 있으며 선진외국 건설업체와 비교했을 때 매우취약한 실정이다. 이에 대처하기 위해 설계 및 엔지니어링 기술을 육성시킬 수 있는 기술경쟁입찰 풍토를 조성할 필요성이 있으며 설계 및 시공단계의 상호조정을 통하여 공사수행을 보다 효율적으로 수행할 수 있는 일괄입찰제도의 확대운용은 필수적이라 하겠다. 따라서 본 연구는 국내 일괄입찰공사의 확대시행을 위한 현행 일괄입찰제도의 개선방향을 설정하고 일괄입찰제도 절차의 개선안을 제안하여 설계입찰자의 평가 및 낙찰자 선정에 대한 구체적인 개선안을 도출하고자 하였다. 이와 같은 개선방안의 마련을 위해 설문 및 면담조사가 실시되었으며 최종적으로 실무자들과의 총의회를 통하여 최종안을 제안하였다. 본 연구의 주된 내용은 일괄입찰공사유형의 제시, 사전자격심사, 입찰서류 및 입찰기간, 입찰자평가시 발주처참여, 낙찰자선정, 실시설계판정, 건축$\cdot$토목$\cdot$기계$\cdot$설비에 대한 새로운 평가체계 제시 등으로 요약할 수 있다.

현재 전화국 통신 시설물에 대한 상면 배치 및 배선의 설계와 공사 업무의 관리는 2차원 도면 설계 툴과 별도의 물자 산출 툴에 의해 수행되고 있다. 사용자 편의를 고려한 3차원 도면 설계 툴이 있기는 하지만 통신 시설물 공사에 최적화된 툴은 없으며 주로 기계 설계나 금형 설계 작업에서 부분적으로 사용되고 있는 실정이다. 본 논문에서는 실제 환경에 가까운 3차원 그래픽 사용자 인터페이스에 의한 도면 설계 기능, 설계된 도면 DB와 물자 단가 DB의 연동을 통한 소요 물자의 자동 산출 기능 등을 수행하는 시스템 모델의 개념을 제시하고 개발 현황을 소개하고자 한다. 본 논문에서 소개된 시스템을 통해 전화국 통신 시설물에 대한 설계와 공사 업무의 편리화, 자동화, 일원화를 이룰 수 있을 것이다.

The insufficient management o( the risk of preconstruction phase causes the risk of construction phase so it makes bad effects such as the extension of construction time and raising of cost. Therefore, the management of the risk of preconstruction phase is being considered as an important element of success of project and the competitive power of construction companies. This study Is to suggest solution methods for each progress after examining reasons of the risk for the management of the risk of preconstruction phase 1'he progress is limited as earth work, RC work, steel work and curtain wall work. Through the introduction of Knowledge Management system, work flow is made by specialist of each part. The reasons of the risk of progress are chosen through the analysis of work flow and I suggest detailed solutions such as person in charge, the starting point of progress and the information of requirements according to the grade of importance about elements of the risk
