법령과 공고-2007년 하반기 건설공사 실적공사비 적용 단가

  • 건설교통부는 공사비 산정의 기본이 되는 실적공사비 단가를 총 공종의 58%로 확대, 공고했다. 이번 실적공사비는 1,857개 대상공종 중 1,069개를 공고하여 상반기의 1,000개(54%)보다 69개가 늘어났다. 건설교통부는 보다 정확한 시장가격 반영을 위해 공사현장에서 실제 계약한 단가를 평균한 실적공사비 단가를 지난 '04년 도입한 이후 매년 상·하반기 두차례씩 공고하고 있다.

  • 가뭄 취약성은 다양한 평가 요소가 반영되는 다기준 구성으로 개념화될 수 있으며 관련하여 수반되는 영향을 집계하여 측정해야 하므로 여러 변수가 제공하는 정보를 통합해야 한다. 따라서 가뭄 취약성 평가의 일반적인 절차에는 (1) 고려할 변수 선택, (2) 가중치 체계 정의 및 (3) 변수 집계가 포함된다. 여기서 가중치 산정은 평가결과에 막대한 영향을 미칠 수 있는 중요한 과정이다. 각 평가 요소는 내재된 의미가 다르기 때문에 모두 동일한 가중치를 가지고 있다고 가정 할 수 없다. 따라서 각 평가 요소별로 영향력을 가늠하는 가중치를 찾는 것이 다기준 평가에서 주요한 연구 분야이다. 본 연구에서는 밭 가뭄 취약성 평가를 위한 평가 요소의 자료로부터 각 요소를 통계적 기법으로 분석하여 평가 결과에 반영함으로써 주관적인 가중치를 적용하는 평가기법에 따른 편향 가능성을 해소하고자 한다. 객관적 가중치 산정기법인 Entropy, PCA 기법을 적용하였다. 평가 결과는 가중치 산정기법에 따라 차이가 발생하였으며 특히 Entropy 가중치의 경우, 다른 방법에 비하여 차이가 많이 나타났으며 이 같은 차이는 Entropy 가중치 산정기법상 정보의 변화량이 많은 평가인자에 과도한 가중치가 반영된 결과로 판단된다. 본 연구에서 제시한 밭 가뭄과 연관되는 지표를 적용하여 가뭄취약성을 평가하는 방안은 각 지역에 내재된 밭 가뭄취약정도를 파악하여 사전에 대응하기 위한 정책 수립 등에 기여할 수 있다.

Development of an Activity-Based Conceptual Cost Estimating Model for P.S.CBox Girder Bridge (대표공종 기반의 P.S.C 박스 거더교 개략공사비 산정모델 개발 -상부공사 중심으로-)

  • Conceptual cost estimates for domestic highway projects have generally been conducted using governmental unit-price references. Inaccuracies in governmental unit-price data has repeatedly addressed in the Korean construction industry which often lead to poor decision making and cost management practices. Thus, needs for developing a better way of conceptual cost estimating has been widely recognized. This research is considered as the first step in developing such model using real-world cost data based on actual construction activities. The data analyzed in this paper includes 41 P.S.C (Prestressed Concrete) Box bridges which broke into 4 categories based on construction methods such as I.L.M(Incremental Launching Method), M.S.S(Movable Scaffolding System), F.S.M(Full Staging Method), and F.C.M(Free Cantilever Method). Actual design documents; including actual cost estimating documents, drawings and specifications were carefully reviewed to effectively break down cost structures for PSC girder bridges. Among more than 40 cost categories for each P.S.C girder bridge type, 7 of them were identified which accounted for more than 95% of total construction cost (ILM: 99.47%, MSS: 99.22%, FSM: 98.18%, and FCM: 98.12%). In order to validate the clustering of cost categories, the variation of each cost category has been investigated which resulted in between -1.16 % and 0.59%.

  • This research is a preliminary one to investigate transitional problems of actual-cost-date-based contract cost estimation method and suggestions for counteracting them. As parts of it, in this paper, the brief background and methods of the new method and contract costs estimated by introducing it are presented. The results of five projects' contract costs are compared to those estimated by the conventional quantity-based method. Comparison of the both is conducted in terms of total contract costs and contract costs according to type of sub-contracts. Finally, the propositional differences of the later to the former are analysed.

  • Cost of construction project have to be estimated based on drawing before execution. Cost estimate and check would be performed numerously for preparing general outline of requirements and determining the budget at conceptual planning stage, for obtaining decision on every matter related to design, specification, construction and cost at design stage, and for predicting bidding cost. Thus, importance of cost estimation cannot emphasize too much in construction. However, there are lack of standard estimation method, process, and cost analysis method, that square foot estimation method is as used as eyer, in Korea. Thus, This research present the direction for improving cost estimation and management in construction; It is demanded that establishing standard data base methodology, multi-level database model CUBE, and standard cost planning process, choosing cost estimation methodology according to objectives and cost planning process, and making more experts.

  • Cost Estimating allows each entity in a construction project to plan, distribute, and control its required construction cost for the project. However, existing 2D design based estimating has problems, such as inaccuracy and inefficiency caused by missing, duplicated, or erroneous calculations. In this situation, current estimations for school facilities have more difficulties in forecasting construction costs due to an inadequate work breakdown structure for BOQ (Bill of Quantity) and insufficient guidelines for Basis of Estimate. In this study, therefore, an effort was made to increase the efficiency of estimating for school facilities by applying a 3D modeling based BIM tool to quantity and cost estimates. In addition, this study suggested a reasonable work breakdown structure for BOQ that was appropriate when 3D modeling was applied, and verified it through a case study. The authors tried to provide a BIM-based estimating method for school facilities to obtain greater accuracy and efficiency by having more information in an earlier stage.

  • 최근 해안종합개발 및 항만시설의 확장에 따라 해안 및 항만구조물의 건설공사가 날로 증대되고 있다. 이러한 구조물의 건설에 있어서 합리적인 시공계획을 수립하기 위해서는 기상, 해상 및 공사의 종류에 따른 작업가능일수의 추정이 중요하다. 이 작업일수는 공법의 결정, 공사비의 적산, 공사기간의 산정 등에 있어서 중요한 요소임에도 불구하고 지금까지도 육상의 토목공사 등에서 사용하고 있는 월간작업일수 20일을 해역별 (외항, 내항), 공종별 구분없이 해상작업에도 적용하도록 규정해 놓고 있는 실정이다.(중략)

  • It is very important to examine and compare initial plan with earned value repeatedly in construction. For this purpose, progress measurement, which reflects the actual progress correctly, is required and it is necessary that accurate field data should be offered. To measure the progress, the entire project mutt be divided into unit works that have an accurate scope of work, and required information must be distributed to the all parties. Under the circumstances of domestic construction industry which focus on the specifications, progress measurement needs to reflect the information of schedule as well as cost that includes the quantity of unit work and construction expenses. Therefore this research proposes weighted method of progress measurement based on the information of cost and schedule.
