Analysis of Relative Importance and Priority of Civil Servant's Education Training Policy: Using Analytic Hierarchy Process (AHP) Method (공무원교육훈련정책의 상대적 중요도와 우선순위 분석: 계층의사결정방법(AHP)을 활용하여)

  • In an attempt to analyze the policy priority on civil servant's education training policy as human resource management in this study, a positive analysis with the experts using AHP method was conducted. Summarizing the outcome of the study; First, in terms of relative priority of the evaluation elements by sector, the education training operation system, among education training program, education training evaluation, and education infrastructure, was analyzed as the most important element. Second, as a result of analyzing the priority of detail sectors of civil servant's education training, Action learning education program was proved to be the top priority project education training program aspect and education training operation system was also evaluated as the top priority project in education training agency budget expansion aspect, education training and personnel administration link was evaluated as the top priority project education training evaluation, and trainer secure was proved to be the top priority education infrastructure. Such outcome of the project is expected to make commitment for evaluating the civil servant's education training policy.

Development of Cyber Training Content for Newly Employed Public Services Librarians (신임사서공무원을 위한 기본소양 사이버 연수용 콘텐츠 개발)

  • This study sets out to examine training courses for newly government-employed librarian for developing training contents to learn their basic knowledge, and suggests development model about training contents' planning, designing and making-process. In addition, in order to evaluate cyber training contents it devises self-evaluating tool, conducts a reviewing of questionnaire and measure by Delphi method. The final content made under the cyber contents development model proposes the six areas and 28th trials. Feasibility assessment for the purpose of evaluating educational contents, based on 17 questions to measure the factor analysis results, it yields, it yields 4 factors having more than .40 variance. Though differences in perception depending on factors did not show statistical significance, the difference in the adequacy of questions results significantly lower in some of them.

  • This study aims to review the reality of local educational officials in technical post, to investigate their needs and awareness for newly changing social environment, and to inspire them with alternatives and strategies for reforming and restructuring their organization. It examines and analyses the strong points and weak points of the organization, the methods for improving the operation systems and organizational structures and the problems in the personnel management in officialdom, especially unfairness between the executive and the technical officials through a questionnaire and interview. This study ascertains that most of the technical officials consider expert knowledge and experience as their strong point and think the negative image against its group as their weak point for the organizational development. Specially this article indicates that they are not satisfied with the job conditions and want to shift to the official in executive post.

A Study on Developing Education and Training System for Informationalization in Governmental Organization (정부조직의 정보화교육훈련 체계구축에 관한 연구)

  • The effective use of IT(information technology) will increasingly become one of the key determinants for successful informationalization in govermental organization And the ability of the public officials in using IT or operating information system is essential to the effective use of IT. This study focuses on constructing a theoretical base of developing the education and training system for enhancing the IT ability of the public officials. In order to achieve this research goal, first this study suggests four categories of IT education and training for (1) the basic capability of IT use (2) the skills of operating information system (3) the management competence of performing strategic use of IT, (4) the expert skills for specific IT, and then derives concrete items for each category. With respect to these items, we empirically investigate the degree of necessity and the effective way of education and training according to tasks, positions and ability of the public officials. The data analyses are based on questionnaires responded by 300 public officials who attend the education and training programs held by the Training Institute of Ministry of Information and Communication. The results of this study can provide the theoretical basis for constructing the IT education and training system which is applicable to most of Korean organizations. Also they can be used as a practical guideline in developing and promoting specific IT education and training programs.

  • The Information society is accelerating it's speed of change with the IT technology at the center of it and the society as a whole is in the process of transition. The purpose of study is to reveal the information gap among the public servants of Chungbuk Province. For that reason this study on the information gap of the officers is considering the effectiveness of IT. First, A theoretical approach has been made about Information Divide. Second, the analysis of questionaire on the information divide use frequency analysis, means analysis, factor analysis, and t-test.

  • This study aims to devise reasonable future-oriented librarian training program development plan for satisfying on-site demands of librarians nationwide by examining and finding out the operation of managing the nation's only one librarian training program of National Library of Korea. Based on a survey targeting 2,044 people participating in training program, meeting of interested persons, doing self-operation rating, it tries to find problems of training programs, examine ways to improve them and suggests solutions such as reforming of exclusively designed organization for educating, training of lectures, increasing training budget, promoting cyber training and balancing the testing systems. In addition, as part of improving librarian training programs, it considers Sejong National Library(currently being constructed) to be responsible for sharing its work and management.

  • This study was approached from the perspective of leadership as a study on innovation, a concept that can develop and maintain a continuous competitive advantage in the rapidly changing environment of management and public service organizations. the purpose of this study is as follows. first, it defines the concept of creative leadership and tests the relationship with innovation behavior through various variables. second, the relationship between conceptually defined creative leadership and job enthusiasm and organizational trust is tested in the organization of public officials in the educational administration. third, it examines the relationship between job enthusiasm and organizational trust, which are parameters, innovation behaviors of public officials in the educational administration. the finddings are as follows. job enthusiasm, organizational trust, and creative leadership were suggested as prerequisites that directly influence the innovation behavior of the organizational members of the educational administration office.
