대통령직속 녹색성장위원회는 미래 국가성장동력인 저탄소 녹색성장 정책을 효율적으로 전파하고 전문인력을 체계적으로 양성하기 위해 전국 공무원훈련기관, 공공교육훈련기관, 민간교육훈련기관을 대상으로 '2012년 녹색교육기관'을 공모했다. 저탄소 녹색성장 기본법(안) 제 2조 2호에 따르면, 녹색성장이라는 의미는 '에너지와 자원을 절약하고 효율적으로 사용하여 기후변화와 환경훼손을 줄이고 청정에너지와 녹색기술의 연구개발을 통하여 새로운 성장 동력을 확보하며 새로운 일자리를 창출해 나가는 등 경제와 환경이 조화를 이루는 성장'이라고 명시되어 있다. 녹색성장기관은 이러한 기본법을 바탕으로 저탄소 녹색성장과 관련한 다양한 에너지관련 정책 및 이슈를 넓은 범위로 전파하여 '저탄소 녹색성장'을 보다 친숙하게 접하게 하자는 취지에서 지난 2010년 교육기관 지정을 시작하였으며, 2010년 48개, 2011년 16개, 2012년 11개 총 75개 기관이 녹색교육기관으로 지정 받아 활발한 교육활동을 벌이고 있다.

우리협회 회관의 노후로 인한 업무환경의 개선과 미래지향적이고 건축사들의 위상과 긍지를 높일 수 있는 회관을 확보함으로써 대외적 이미지를 높이는데 기여함은 물론 협회재정의 자립기반을 조성하는데 기여할 건축사들의 회관을 건립하고자 2003년도 제1회 임시총회(03.6.20)에서 현 부지에 회관을 신축키로 의결하였다. 이에 지난 2003년 10월 21일 현 건축사협회 부지에 건폐율 60%, 용적률 300%이내, 연면적 11,000㎡[허용범위±15%] 조건으로 회관건립을 위한 현상설계공모 공고를 냈다. 총 76개사에서 응모신청을 받아 최종 20개사 작품이 응모된 결과 최종심사를 거쳐 당선작 없이 우수작 1점, 가작 1점, 입선작 5점 등 총 7개 작품이 선정됐다.

National statistical system in Korea has developed along with national economic agenda such as a government oriented high economic growth and has formed to a typical diversified statistical system. While the national statistics have been produced whenever they are needed, they are facing the critics that production of basic statistics were lack of balance. Grasping the statistical demand properly, enhancing the statistical concurrence with international organization, preventing the production of overlapped and similar statistics, and improving the professionalism of manpower in statistical industry are the structural problems that Korean statistical system has to get over. It is important to strengthen the coordination mechanism and the governance structure of the national statistical system to level up the integrity and credibility of statistical program. The length of Chief Statistician's tenure need to be assured.

The objective of this study is to propose a direction for creating a memorial park for the 250 students victims of the Sewol ferry disaster. To this end, this study first attempted to understand the matters discussed at various levels to create a memorial park and find a way that the park can be built by gathering opinions from the bereaved families and the victims themselves, as well as local residents, and experts. Workshops, competitions, special lectures, and websites, etc, were analyzed. A social discourse analysis methodology was used for systematic analysis, and the analyzed discourse was categorized into 4 types for assessment, and the functions and roles were subdivided into 15 types. To assess the priorities and the adequacy of the discourse, an analytic hierarchy process (AHP) was used among 30 activists, public servants, and experts. Then, a survey was conducted to analyze the perception of the residents (467 participants including the bereaved families) about the memorial park. Based on the results of the analysis, two directions were set for the memorial park. First, is a memorial park to remember the victims in everyday life. It must be a park with various cultural contents instead of a conventional memorial park that is solemn and grave sharing anguish and sorrow. The memorial park for the Sewol ferry disaster must become a space where visitors can naturally encounter and remember the victims. Second, is a park that serves as a catalyst that brings change and innovation to the community. It must be able to bring change to the community with direct and indirect influence. It must serve as an impetus to bring change and innovation to the community in the mid-to-long-term. Having many visitors may also lead to an economic effect. These visitors may not just stay in the park, but even contribute to revitalizing the local businesses. The purpose of this study is to apply the research findings to guide the International Design Competition scheduled for 2020 and serve to establish guidelines for a continuous park management system.

In this paper, we propose an efficient and secure sealed-bid auction protocol with two servers, a seller S and a third party A . The proposed scheme uses the idea of the conditional oblivious transfer protocol proposed by Crescenzo-Ostrovskey-Rajagopalan. A server A is not a trusted third party, but is assumed not to collude with a server S. In the proposed auction protocol, barring collusion between A and S, neither party gains any information about the bids, and moreover, the outcome of the auction will be correct. And the computational complexity of our auction protocol is considerably efficient and the communication overhead is similar to that of Naor-Pinkas-Sumner's scheme.

P2P 환경에서 사용자들이 직접 자료를 평가하여 악의적인 자료들을 탐지하는 평판도 방법들이 많이 연구되었다. 하지만 기존의 평판도 방법들은 자료 또는 파일 단위의 평판도를 적용하기 때문에 자료의 일부분에 대한 미세한 평가를 할 수 없으며, 특정 부분 때문에 평판도가 낮아서 자료 전체가 사용되지 못한다는 문제점을 가진다. 따라서 본 연구에서는 자료 일부분에 대한 평판도를 적용하는 새로운 평판도 방법을 제안한다. 제안하는 블록 기반의 평판도 방법은 자료의 부분에 대한 개별 평가를 하고 악의적인 블록을 배제함으로써 자료의 유익한 부분들만 사용할 수 있게 해 준다. 본 논문에서는 자료의 개별 블록 평판도와 피어의 신용도를 기반으로 하여 평판도 업데이트 방법과 개별 블록과 자료의 평가 방법을 제시한다. 또한 성능 평가를 통하여 제안하는 방법이 기존의 평판도 방법보다 자료에서 유익한 블록들만 추출하여 사용함을 보여주고 있으며, P2P 에서 발생하는 일인다역, 공모와 같은 공격에 안전함을 보이고 있다.

This study investigates the certification role by the types of venture capitalists in KOSDAQ IPOs. The sample covers 88 venture companies listed on KOSDAQ from January, 1997 to December, 2001. The major results are as follows. Firstly, IPOs of firms backed by New Technology Business Investment Companies are less underpriced than those of firms backed by Small Business Investment Companies. The underpricing difference between two groups is statistically significant. This sheds light on the evidence of the certification role of venture capitalist in KOSDAQ IPOs market. Secondly, our result also attests the certification role by the types of venture capitalists among Small Business Investment Company. IPOs backed by yen拉re capitalists of financial institutions are less underpriced than those backed by venture capitalists of individual wealthy investors. The underpricing difference between two groups is statistically significant. Finally, underpricing of New Technology Business Investment Company-backed IPOs is less than that of Small Business Investment Company-backed IPOs. In addition, we found that the size of underpricing is affected by business history, sub-scription ratio, and total assets prior to registration.

The sizes and structure of micelles and vesicles formed in ammonium dodecyl sulfate (ADS)/octadecyl trimethyl ammonium chloride (OTAC) mixed aqueous solutions were analyzed by small-angle neutron scattering. In micellar regions of pure ADS and OTAC aqueous solution, the spherical micelles were formed at given concentrations and their sizes were 40 and $61{\AA}$, respectively. The structure transition of pure micelles occurred above 300 mM due to the constancy of the intermicellar distance above 250 mM. The coexisting region of mixed micelles and vesicles in phase diagram of mixed system was also assured. It was investigated that vesicle formed spontaneously took a bilayer structure. The lamellar thickness of vesicles decreased with increasing concentration of vesicle samples. However, the size could not be determined for mixed micelle and vesicle above 100 nm due to limitation of low q ranges. Finally, The 9 mM solution of ADS mole fraction 0.9 (${\alpha}$=0.9) showed bilayer structure compared to phase diagram classified into mixed micelle.
