Rousseau's Philosophy of Education and Christian Public Education (루소의 교육철학과 기독교 공공교육론)

  • Korean churches and theology of today are experiencing a decline in reliability and a lack of communication from the Korean society due to the absence of proper reflection. Moreover, with the COVID-19 Pandemic, the church is led to a situation where the problem of survival has become a concern. In addition, churches and theology failed to restore the public nature of faith from civil society, and how these beliefs could be developed in terms of Christian education has become an important theological task. The restoration of the public nature of the church brings interest in public theology, and if education is an important area of the public forum, we pay attention to educational philosophers who provided the basis for publicness and civil democracy education philosophy in Christian education. Rousseau, as an educationalist who opened the modern philosophy of education is opening up the civil society through discovering the existence of children with the proposition "Return to Nature" in the 18th century. This study aims to use Rousseau's educational philosophy in his books Emil, The Theory of Inequality Origins, and Social Contract Theory as the basis of educational theory that opened the foundation of the public domain and civil society.

The Publicity of the Museum under the Untact Situation (비대면 상황에서 미술관의 공공성에 대한 논의)

  • Under quarantine policies related to the Coronavirus, museums have closed or started limited operations. Currently, museums are trying to adapt to the untact situation, while maintaining the museum's original function and communicating with visitors through online platforms. This paper first analyzes the operation status of domestic and foreign museums under untact situations and the operation status of online platforms. In order to reconsider the publicity of the museum, the definition of the museum by ICOM and Hannah Arendt's concept of publicity should be examined. Through this, the importance of the function of public art museums in forming democratic discourse and awakening community could be developed. To this end, first, public forum to discuss the quarantine policy of museums should be developed. Second, local and central governments should support museums financially. Finally, the online platforms of the museum should be more activated. Despite the untact situation of the museum, the publicity of art museums must be addressed in order to discuss the community's difficulties democratically.

  • As the remarkable achievements of generative artificial intelligence technology become increasingly visible, the issue of 'controllability' in artificial intelligence is emerging as a prominent global keyword. This comes at a time when existential threats, such as the possibility of machines dominating humans, are being raised. Accordingly, this study aims to establish the groundwork for shaping a social public sphere by closely examining the concept of control, the current status, and the global landscape of artificial intelligence. It seeks to address the innovative changes anticipated in future society, with artificial intelligence technology at its core. The study aims to derive implications for preparing countermeasures against social problems and unpredictable variables that may arise from the evolution of artificial intelligence technology. It also aims to present guidelines and strategic insights for the establishment of government regulations. Furthermore, the study seeks to uncover implications for the formation of social public discourse.

Extreme Job, How Will We Survive Since "Candlelight Protest"? -A Revival of Comic Mode and a Comedy Film in the Age of Self-Management (<극한직업>, '촛불혁명' 이후 어떻게 버티며 살아남을 것인가? -코믹 모드의 부활과 자기경영 시대의 코미디영화)

  • This paper finds a solution in the social context which cannot be explained thoroughly by well-timed release date, revival of comedy films, and the attraction of Lee Byeong-heon's comedy etc. while it throws question of how the film, Extreme Job captivated 16 million audience. The incredible hits of Extreme Job cannot be explained by analyzing the text alone. After this essay investigates a function and a role of comedy as a public sphere, it examines people's desires and wishes in the comedy and other genres since 2008 when the conservative government has seized power. Since 2008 a series of dark tone's action thriller, social problem film, and disaster film have emerged, these genres showed absence of public security, crisis of democracy and criticism against rulling class. On the other hand, hit comedy films have showed escapism such as weepie, nostalgia, and fantasy at the same time, generally. Although Veteran (2015) is not full-blown comedy, after this film's big success, "comic mode" has gradually revived. A light tone's films which are truer to genre rules has started representing the wishes of people toward social reforms and changes. Meanwhile, "Candlelight Protest" served as a momentum to recover the democracy which has been in crisis, but it could not lead changes in economic and daily lives. Exreme Job can be read as a question how we will survive since "Candlight Protest." The lives of detectives as self-employed workers who has taken over a fried chicken restaurant for going undercover are appearances of ordinary persons who must survive in the edless conpetition. Furthermore, this film shows a dream of a "great success myth" which becomes well-known as a famous restaurant and a self-management such as brand-naming and an exapansion of franchise business. We can read ganster's chicken franchises as a huge distribution industry which disturbs market system by delivering drugs secretly. While applauses that we give to the police having identities of self-employed workers which sweeps the ganster are giving support to oridinary neighborhood like us, they are also wishes of people who long for the restoration of publicness of police in the market which is becoming increasingly privatized today. A significance of this essay is to examine Extreme Job in terms of the geography of film genres and the revival of comic mode sicne 2008 at the macro level, and is to read the film in the perspective of the problems of economic and daily lives which has been still unsolved since "Candlelight Protest" at the micro level.

Discourse and an Agenda for Religious Publicness: Faith, Sacred Objects, and Holy Sites (종교 공공성의 담론과 의제 - 신앙, 성물과 성지 -)

  • In Korea, the concept of publicness, although conceptually unclear, is being used as a medium between religious groups and other areas of society. In this situation, it is necessary to discuss the concept and agenda of publicness related to religions. For this purpose, we reviewed the relationship and agenda between publicness and faith, and then analyzed the cases of creating sacred objects and holy sites in connection with the concept of publicness. Specifically, according to Chapter II, Publicness and Faith, theologians and sociologists interested in publicness generally presuppose or aim for social participation and change. In this context, the agenda related to religious publicness can include the ground of non-Christian publicness, interreligious equality in the public spheres, the status of religious bodies, and the participation of researchers in the public spheres. In Chapter III, Sacred Objects and Publicness, we divided religious publicness into 'publicness within religion' and 'publicness outside of religion.' According to this classification, rituals are a key factor in creating publicness within religion. Publicness outside of religion is not intrinsic, but is constructed through various external debates. In Chapter IV, Sacred Holy Sites and Publicness, we reviewed cases of the construction of Catholic holy sites and analyzed oppositional logic provided by other religious groups in relation to the publicness outside of religion. Those cases internally created publicness within religion but lead to evaluation and debate about publicness outside of religion in public spheres in which various religions participate. Those who opposed the creation of Catholic holy sites used the logic that Catholicism was eliminating the heritage and values of other religions, and responded by expanding this to include the logic that the Catholics were weakening publicness or creating religious bias.

The Impact of Changes in Social Information Processing Mechanism on Social Consensus Making in the Information Society (정보화사회에 있어서 사회적 정보처리 메커니즘의 변화가 사회적 컨센서스 형성에 미치는 영향에 대한 연구)

  • The advancement of information technologies including the Internet has affected the way of social information processing as well as brought about the paradigm shift to the information society. Accordingly, it is very important to study the process of social information processing over the digital media through which social information is generated, distributed, and led to social consensus. In this study, we analyze the mechanism of social information processing, identify a process model of social consensus and institutionalization of the results, and finally propose a set of information processing characteristics on the internet media. We deploy the ethnographic approach to analyze the meaning of group behavior in the context of society to analyze two major events which happened in Korean society. The formation process of social consensus is found to consist of 5 steps: suggestion of social issues, selective reflection on public opinion, acceptance of the issues and diffusion, social consensus, and institutionalization and feedback. The key characteristics of information processing in the Internet is grouped into proactive response to an event, the changes in the role of opinion leader, the flexibility of proposal and analysis, greater scalability, relevance to consensus making, institutionalization and interaction. This study contributes to the literature by proposing a process model of social information processing which can be used as the basis for analyzing the social consensus making process from the social network perspective. In addition, this study suggests a new perspective where the utility of the Internet media can be understood from the social information processing so that other disciplines including politics, communications, and management can improve the decision making performance in utilizing the Internet media.

다국가 시나리오를 포함하는 사용후 핵연료 관리(저장, 재처리, 처분)의 전략

  • 지속가능 에너지원인 원자력은 또한 글로벌 에너지원의 특성을 갖추고 있다 핵연료는 원자로에 장전되는 신규 핵연료를 구성하고 있는 우라늄 채광 단계에서부터 연소 후에 발생하는 사용후 핵연료 (SNF 또는 SF) 관리 단계에 이르는 전과정에 걸쳐 핵연료 사이클로 파악되고 있다. 이러한 전과정 관점에서 볼 때, 핵연료 사이클에 관여하는 이해관계자는 자국뿐만 아니라 다국가 (multination)를 포함하고 있다. 특히, 후행 핵연료 사이클인 사용후 핵연료의 저장, 처리, 처분 단계에서는 다국가 시나리오를 배제하지 않는 사용후 핵연료 관리 전략의 도입이 고려될 수 있다. 여기서 다국가는 접경 국가, 인접 국가, 핵연료 공급 국가, 재처리 제공 국가, 재처리 위탁 국가, SNF 통과 허용 국가, SNF 저장 부지 제공 국가, SNF 향후 이용 국가 등이 될 수 있다 [김성호 2006]. 현재 우리나라에서는 여러 국가로부터 수입되고 있는 신규 핵연료 물질을 연소시켜 나온 사용후 핵연료를 부지내에 임시 저장하고 있다. 사용후 핵연료 발생량의 추산에 따르면, 2016년쯤에 현재 임시저장 용량이 포화될 예정이다 이러한 상황에서 다국가 시나리오를 포함한 관리 전략은 다국가 시나리오를 배제한 관리 전략과 다각적인 측면 에서 비교 검토될 필요성이 있다. 사용후 핵연료의 영구 처분장 부지 확보를 해결하기 위한 선행 단계로 공론화 단계가 지금 준비되고 있다. 예컨대, 단기 공론화 관리 방안의 하나로 비록 소극적인 입장이지만 타국 위탁 재처리 방식이 고려되고 있다 [KRS 2009] 이 연구에서는 단기적인 사용후 핵연료 관리 전략으로 여러 가지 다국가 수준의 저장, 처리, 처분 방식으로 바탕으로 다국가 시나리오들을 제안하려고 한다. 이들 다국가 시나리오를 포함한 관리 전략은 현재 다국가 시나리오를 배제한 국내 사용후 핵연료 처분장 부지 선정이 정치적/사회적 수용성 문제로 어려운 상황에 처할 경우에 해결책을 찾는 데에 기여하리라 본다. 또한, 부지 선정 단계에서 바라지 않는 난항이 나타나는 경우에 국가 차원의 한 대비책으로 다음을 제안한다: 한편으로는 자국 저장 시설이 추진되면서, 다른 편으로는 타국 저장 부지를 확보하는 전략이 검토되어야 한다. 이러한 이중 노선 (dual track) 전략은 여러 유럽 국가에서 이미 고려되고 있는 방안이다 [Greenpeace 2005] 다양한 다국성 정도 (a degree of multinationality) 의 저장, 처리, 처분 방식을 연결하는 가능한 다국가 시나리오 구조가 Fig.1에 제시되어 있다. 다국가 시나리오를 구성하는 기본 요소는 다음과 같다’ 1) 자국 임시 저장; 2) 자국 재처리; 3) 자국 중간 저장; 4) 자국 영구 처분; 5) 다국가 중간 저장; 6) 다국가 재처리; 7 ) 다국가 영구 처분. 이들 기본 요소들을 다국성 정도에 따라 결합하면 다양한 다국가 시나리오들이 얻어진다. 이들을 포함한 SNF 관리 전략은 크게는 1) 다국가 재처리 전략, 2) 다국가 저장 및 재처리 전략, 또는 3) 다국가 처분 전략 등으로 분류될 수 있다.

An Analysis of the Policy Making Process of a Back-In Phenomenon Appeared in Contracting out of Public Library: Based on the Advocacy Coalition Framework (A도서관 직영전환의 정책형성과정 분석: 정책옹호연합모형을 중심으로)

  • This study analyzed the policy making process by finding factors of a back-in phenomenon appeared in contracting out of public library using advocacy coalition framework. The coalitions were divided into 'agreement of direct management', 'opposition of direct management' and 'keep the contract out'. Considering their belief and activity, to share core belief could make a change of secondary belief. It suggests that activating public sphere is necessary for enforcement of their strategies throughout the library policy.

Factors Causing Information Gap and Policy Principles to Bridge the Gap (정보격차의 요인과 정보격차 해고를 위한 정책적 원칙)

  • Information gap widens as the information society matures. This paper delineates the factors causing information gap as socioeconomic gap, commercialization of information privation of information means and information explosion. Due to these factors information gap between the information poor and the information rich inevitably widens. To bridge the information gap requires policy efforts that are based on democratic principles. This paper asserts that the public domain of information should be secured to ensure the fair and equal access to information and use of information. It is also argued that the function and role of the public information systems such as public libraries, public schools should be expanded and fortified to ensure the minimum level of fairness and equality in an information society. It is suggested that a public site in a cyber-space might be needed to form public opinions and exchange basic information.

A Preliminary Study on the Current Condition of the Transfer of Public Digital Records (공공 전자기록의 이관 현황에 관한 기초 연구)

  • This study aims to expose the current status of the transfer of public digital records. Based on the PAIMAS transfer methodology, it identified the domains of transfer in the Korean public sector. Through the result of the interviews with experts in the field, this study examined what the records centers and the National Archive of Korea had prepared using the domains. Through the examination, the expected problems and subject to be discussed were thus presented, which are expected to provide a forum for further discussions.
