이슈 & 이슈 - 공동주택 하자 판정, 신속.공정한 조정

  • 하자 여부를 판정할 정부의 매뉴얼이 신설되고 분쟁조정 실무를 전담처리할 사무국도 출범하여, 진단기관별로 제각각인 공동주택의 하자 판정이 공정해지고 분쟁조정 속도도 빨라질 전망이다. 국토해양부는 지난 10월 18일 정창수 제1차관과 하자심사분쟁조정위원, 사무국 관계자 등이 참석한 가운데 하자분쟁조정위원회 사무국 개소식을 개최하고 본격적인 분쟁조정 업무 추진에 들어갔다. 국토부는 또 객관적이고 실효성 있는 하자분쟁조정을 위해 하자판정 기준 매뉴얼을 마련하고 각계의 의견수렴을 위해 지난 10월 18일 한국과학기술회관에서 전문가와 주택업계, 입주자 등이 참여한 가운데 공청회를 개최했다.

현상설계경기 - 대구 신천 지구 공동주택

  • 대한주택공사에서는 대구 신천1주거환경 개선지구 주민의 쾌적한 주거환경 조성을 위해 공동주택 기본설계경기를 일반공개경기로 실시, 총 8개 사무소에서 응모한 결과 종합건축 토문건설턴트(최두호)안을 최우수작으로 선정, 지난 3월 25일 발표했다. 우수작은 종합건축 한국조형(나영찬), 가작은 종합건축 이공(나한진)안이 각각 선정됐다. 이번 설계경기의 심사위원은 다음과 같다. 윤도근(홍익대 교수), 양동양(고려대 교수), 여홍구(한양대 교수), 박영기(연세대 교수), 이주영(한양대 교수), 조희태(대구시 도시정비과장), 김창익(주공기술본부장), 구왕현(주공사업본부장).

  • 최근 공동주택의 에너지저감을 위한 노력들이 추진되고 있다. 그러나 제로에너지 공동주택과 같이 다양하고 복잡한 기술적용이 필수적이고, 비용 상승을 수반하는 프로젝트의 경우 효율적인 프로젝트 수행프로세스 및 접근방식이 필요하며, 특히 경제성을 고려한 요소기술의 적용은 저에너지 건축물 활성화에 가장 큰 장애요인으로 작용하고 있다. 이러한 관점에서 본 고에서는 저에너지 친환경 건축물의 효율적인 구축을 위한 방안으로서 'IPD프로세스'를 고찰하고, 그린홈플러스 실험주택 건설사례를 통해 활용가능성을 고찰하고자 하였다.

A Study of the Price Determinants for Public Residential Land Investment - From the Perspective of Land and Market Factors - (택지지구 공동주택용지의 투자가격 결정요인에 관한 연구 - 토지특성 및 시장요인 관점에서 -)

  • The price determinant for land investment depends on the internal information process and subjective decision making by management in general. Accordingly, the systematic frame to determine the feasibility of investment price to the public residential land for multi-housing development by private sector has not been proposed. The purpose of this study is to explore the frame to determine the investment price for public residential land from the perspectives of land attribute and apartment market factor. Multiple regression has been implemented to confirm the eligibility of proposed model. Research findings indicate that the land area, floor area ratio, coverage ratio, location have been identified as the total land cost determinant, and for the determinants for floor area land cost, the ratio of apartment, sale price, rent price, etc, have been identified. This research intends to provide the basis for land providers to predict the land value as a raw material in market and present the indicators for land buyers to review the price adequacy for the investment.

Characteristics of Planting Design according to Parking Lots Type in Multi-family Housing Complex (공동주택단지의 주차장 유형에 따른 식재특성)

  • The number of registered vehicles increased to one million in 1985 and ten million in 1997, and the parking lots in multi-family housing complex that had been mainly constructed on the ground level began to be constructed in underground levels. Therefore, planting design in such complex were greatly changed. This study classifies the parking lots in multi-family housing complexes located in Cheongju into three categories: above-ground, mixture of above-ground and underground, and underground. The characteristics of planting design in each were then analyzed. The rate of parking per family increased by two or more in the type of mixture when compared to in the type of above-ground. As underground parking lots became dominant, the rate of parking per family increased to one car or more. The green area ratio did not change considerably when above-ground parking was combined with underground parking, but the green area per total floor space was reduced, which indicates the quality of green area became lower. Most of the parking lots in multi-family housing complexes since 2000 have been constructed underground, and the green area became larger. As for the species of trees used in planting design, trees that are vulnerable to damage by blight and harmful insects and may be repugnant have been reduced and replaced by trees whose shapes are beautiful and whose flowers and fruits can be appreciated, such as Chionanthus retusa, Malus floribunda, Styrax japonicus, Prunus mume, Lagerstroemia indica. Pine trees are variously planted with diversified standards, and, in particular, tall pine trees are being utilized as focal points. Herbaceous flowers began to be planted in underground parking lots constructed since 2000, and they are expected to be planted even more due to the appreciation of their flowers and their splendid appearance.

  • Recently, apartment-remodeling project is booming since various reconstruction controls are tightened. However, the project has difficulties because management systems used for apartment-remodeling projects are not available. Identifying and analyzing risk factors that are required for risk management, this paper suggests the risk level through paired comparison performed by AHP method and probability assessment for risk level analysis. It is expected that this research will be utilized to minimize the risk of apartment remodeling project and for basic materials to perform the project and helpful to change newly build-oriented construction into sustainable industries. Hereafter using the risk factor analysis data of this paper for this research project, risk management model is considered to be constructed.

  • 최근 도시 및 단지 개발시 자연적인 물순환체계 구축에 대한 관심과 수요가 증가하고 있는 추세이다. 서울시를 비롯한 각 지자체에서도 빗물관리시설 적용과 관련된 조례를 제시하고 있으며, 건교부나 환경부에서도 수자원의 확보와 복원을 위한 빗물관련 법규 제정의 움직임을 보이고 있다. 또한 일부 지자체들은 도시 및 단지 개발시 빗물관리시설의 적용을 전제로 사업승인을 하는 등 수자원확보와 수순환복원을 위해 빗물관리에 대한 관심이 높아지고 있다. 특히 최근 문제시되는 물부족 현상에 대비해 대체수자원으로써 빗물의 저류와 침투를 통한 직 간접적인 활용은 수자원 확보에 있어 하나의 대안이 될 수 있다. 이에 본 연구에서는 공동주택단지를 대상으로 하여 빗물관리시설중 침투정과 침투트렌치 적용에 따른 유출저감효과를 분석하였다. 본 연구에서는 대상지점으로 표준이 될 수 있는 공동주택단지를 선정하고, 대상지점 내 적용이 가능한 곳에 기존 집수정과 우수관을 대신하여 침투정과 침투 트렌치를 가상으로 적용하였다. 침투정과 침투트렌치는 표준의 것을 적용하는 것으로 하고, '빗물 저류침투기술협회(일(日))'의 시설별 설계침투량 계산을 통해 침투정과 침투트렌치 적용에 따른 대상지점에 우수유출량을 합리식으로 계산하였다. 그리고 대상지점의 개발전 유출량과 개발후 유출량(집수정, 우수관적용), 개발후 유출량(침투정, 침투트렌치적용)의 비교를 통해 빗물관리시설의 적용에 따른 유출저감효과를 분석하였다.

  • In these days the floor vibration is beginning to make its appearance of the environmental dispute in dwelling building. Standard floor system are suggested for the settlement of this issue by government. The sound of floor impact sound is needed to secure comfortable quality in housing. Also, it is required an accurate analysis and a proper evaluation for floor vibration. Refine model is necessary for the floor system of housing to analyze accurately the floor vibration. But this refine model is not efficient because it is required so much running time for vibration analysis and it is difficult of modeling of standard floor slab. In this paper, new modeling methods of standard floor slab are proposed for the accurate rigidity evaluation. By using the new modeling method, the accurate vibration response can be obtained and can accurately evaluate the rigidity of standard floor system with resilient materials. Therefore the proposed modeling method is of practical use for vibration analysis of floor system of housing.

  • It has been recognized that the evacuation planning is very important for effective evacuation of occupants on fire event. However the present evacuation planning and regulation for fire safety usually tend to meet the minimum requirements based on the existing laws and regulations. The ultimate goal of the evacuation planning is evacuate occupants rapidly from building fires to the safe areas. In this study, First, analyzed occupants load density and occupants characteristics in high-rise apartment buildings, Second, A evacuation safety performance of high-rise apartment buildings was analyzed with various typical floor plans. The purpose of this study is to figure out the evacuation characteristics in high-rise apartment buildings and improve countermeasure through comparative study on the Evacuation regulation and floor plans for High-rise Apartment buildings.

  • Apartment buildings have teen increasing it's height since first appearance in the late 1970 in Korea. Likewise, fire risk and the fire damage of this new dwelling type have become a serious problems. However the applying fire safety design method and regulations are minimum level of requirements based on the current fire codes. The purpose of this study is to figure out the evacuation characteristics in high-rise apartment buildings and improve countermeasure by comparison egress codes between Korea, Japan and U. S. A. The result shows that means of egress of this dwelling should be reviewed by the fire code as well as expected evacuation safety performance by a fire protection engineer to minimize fire 1osses including life safety.
