  • The cut-slope of a large-sectional tunnel portal is recognized as a potential area of weakness due to unstable stress distribution and possible permanent displacement. This paper presents a case study of a slope failure and remediation for a large-scale cut-slope at a tunnel portal. Extensive rock-slope brittle failure occurred along discontinuities in the rock mass after 46 mm of rainfall, which caused instability of the upper part of the cut-slope. Based on a geological survey and face mapping, the reason for failure is believed to be the presence of thin clay fill in discontinuities in the weathered rock mass and consequent saturationinduced joint weakening. The granite-gneiss rock mass has a high content of alkali-feldspar, indicating a vulnerability to weathering. Immediately before the slope failure, a sharp increase in displacement rate was indicated by settlement-time histories, and this observation can contribute to the safety management criteria for slope stability. In this case study, emergency remediation was performed to prevent further hazard and to facilitate reconstruction, and counterweight fill and concrete filling of voids were successfully applied. For ultimate remediation, the grid anchor-blocks were used for slope stabilization, and additional rock bolts and grouting were applied inside the tunnel. Limit-equilibrium slope stability analysis and analyses of strereographic projections confirmed the instability of the original slope and the effectiveness of reinforcing methods. After the application of reinforcing measures, instrumental monitoring indicated that the slope and the tunnel remained stable. This case study is expected to serve as a valuable reference for similar engineering cases of large-sectional slope stability.

This necessities drove us to analyze national contingency plan for chemicals including national response system against accidents, which is in operation in the US. Main characteristics of the system are well described as an integrated incident command system with a cooperation of responsibilities facilities, manpower, and technical support. In addition, state anψor local authorities tend to have responsibilities on management of disaster with its response activities. Polluters are also charged to pay expenses 3 times expensive provided state or local authorities are conducted. In general, response activities are conducted by private sectors. However, the government will take action with Superfund if the response capacity is over than the polluters can. However, safety are regarded as a primary factor to be considered in the response activities, and try not to recover any pollutants. Personals belonging to USCG and EPA are required to complete specialized courses to promαe professional skills, and are also welcomed to participate in "certification program"

  • Electronic records are generated not only in public sector but also in private sector. Records will be used across the public-private boundary. The Certified e-Document Authorities(CeDAs) may keep electronic documents in private sector for preservation and evidence, like the official Record Management Systems for Public sector. A CeDA is the Trusted Third Party (TTP) as a business to be entrusted and proof interchanging documents between parties. This CeDA system could be sustainable only if the CeDA earn the enough sales through enough uses. And yet, all the eight CeDA companies have not had enough users. How to utilize CeDAs is one of the hot issues in this area. In this paper, We analyze the threat to trustworthiness of CeDA due to payment of only one party among others, and describe the difficulty in use of CeDA for an individual user. These things make CeDAs cannot have enough users. To do address these, We expand the boundary of relevant parties for a document, present a delegate-establishing option under a joint name, show the needs of identifying and notifying minimum relevant parties, and suggest the proxy parties to help the individual users.
