Urban Community as a Contested Practice: A Gap between Ordinary Practices and Civic Advocacy Discourse (경합적 실천으로서 도시 공동체: 일상 실천과 시민사회 옹호 담론 간의 간극)

  • This article problematizes and interrogates the idea of 'community' which is increasingly important in Korean urban policy-making. For the purpose, this article scrutinizes, and compares, how ordinary citizen participants and civil society activist organizations in a 'community garden' program of Seoul make sense of, utilize, and practice the policy concept. The neo-Faucauldian perspective of 'governmentality' is employed to understand the association between the community-focused policy program and neoliberalism, but Barnett's( 2005) call for 'bottom-up governmentality' is taken seriously in order to avoid any deterministic interpretation. On the basis of this eclectic perspective on governmentality, this article presents empirical findings that may suggest a contestation over community between ordinary citizens and civil society activists. More specifically, ordinary citizen participants prioritize place-based, on-the-ground community experiences that are built on common cultivation practices, whereas civil society activists tend to consider community garden as a teleological governmental technology generative of particular citizen subjects. Civic community garden advocacy as such aims to address social, economic, and spatial problems that neoliberalsim has produced, but it also appears to be in a close association with neoliberal urban policy. Thus, the community activism's meaningfulness lies in its active intervention to neoliberal urban policy, but a gap between ordinary practical achievements and civic activism can be a potential danger to urban community policy. On the basis of this discussion, this article asks more detailed investigations about the taken-for-granted positivity of urban community (re)vitalization programs, and also examinations on whether and how such projects generates emergent tensions between ordinary achievements and policy prescriptions.

The Study on Methodology and Flow of Discourses of Community Media Focusing on the Meta-analysis of Topics, Methods, and Issues of Academic Journals (공동체 미디어의 담론 흐름과 연구경향 학술논문의 주제, 방법, 쟁점에 대한 메타분석을 중심으로)

  • Online communities have become playgrounds for enjoyment and political public spheres as well as have been vitalized by participation of diverse users, which shows that users of online communities experience participatory democracy and new subjects who project the politic of everyday life eventually. The purpose of the study is to examine that how phenomenon from above have been revealed in the academic discourses and seek the ways for development of the theory and methodology of community media research. To do this, I analyze that features and tendencies of academic discourses which have historically been accumulated through applying method of meta-analysis into topics, methods, and issues in the precedence studies. Data is centered on Journals of the Korean Society for Journalism and communication Studies, Korean Association for Broadcasting and Telecommunication studies, Korean Association for Communication and Information studies, and the Cybercommunication Academic Society. The reason why I choose these journals is that they have a long history of the publication compared to other journals, thus, I can collect various related articles. Total of 53 Samples are selected after input keywords '공동체' and 'Community'. This study makes a contribution by offering the preliminary data in order to seek the ways for revitalization of local communities and for the future theories and methodologies of community media through researching on precedence studies having piled from 2001 when the first article about community media was published to November 2016.

  • The goal of Catholic Religious web-site is to activate communion and evangelization which is the ultimate purpose of communication in the Catholic Church. Thus, the purpose of this paper is to present the type of on-line community which promotes active evangelical communication within the Religious community and between the Religious and the lay. In designing the web-site, the importance of CMC factors will be stressed.

The purpose of this study is to analyze the present condition of the program of public facilities and residents' need of program in Yanglim-Dong, Gwangju. In this study, Field survey and questionnaire survey are used for data collection. The results of this study are showed as follows: First, most of the public facilities' programs are composed of educational and welfare program and program for teenager, young people and middle-age. The purpose of this study is to analyze the present condition of the program of public facilities and the residents' need of the program in Yanglim-Dong, Gwangju. In this study, a field survey and questionnaire survey are used for data collection. The results of this study are shown as follows: first, most of the public facilities' programs are composed of educational and welfare programs and programs for teenagers, young people and middle-aged people. Second, most of the residents prefer to have a program for culture and sport. Third, age according to program preference and in terms of educational relation program and cultural relation demand difference approaches. Fourth, most of the residents want to join one or two programs every weeks and prefer to participate during the afternoon and evening.

Main Function, Management Difficulties and Activating Conditions of the Cooperative Child Care Sharing Center Based on Field Cases (현장 사례로 본 공동육아나눔터의 주요 기능과 운영상 문제 및 활성화 조건)

  • This qualitative study focused on the activation of cooperative child care sharing centers'. Eight centers nationwide were selected as example cases in accordance with region (large city, small and medium-sized city, county unit), opening time, operating institution, location, full-time care for dual-income children, and participation in the 2020 care community pilot project. Co-researchers visited each center together to observe the site and conducted in-depth interviews with the head of the center or dedicated staff using semi-structured questionnaires. Interview data were analyzed using triangle verification and transcribed : the data were then grouped into 12 categories and 34 subcategories. From this, the following three topics were derived: the main functions, operational difficulties, and activation conditions. In conclusion, four suggestions are made: 1. proper relationship with the Family center, the cooperative childcare sharing center, and the local care communities 2. activation plan through "solution of operational difficulties" 3. "extension" of the cooperative child care sharing center 4. the role of the Ministry of Gender Equality and Family, the Korea Institute for Healthy Family, local governments, and Family Centers.

An Ethnographic Research on the Practice of Maeul Community Media (마을공동체미디어 실천에 대한 민속지학적 연구)

  • This study examines the practice of maeul community media as follows; Who, why, and how the role of participants is related to the operation of maeul community media, and the participation requirements. For this purpose, the maeul newspaper published in rural areas was approached by ethnographic Research, and participation observation, in-depth interview, and content analysis were performed. In conclusion, it was confirmed that harmonious participation of residents is the core condition of maeul community media practice. Residents' participation is based on the requirements of spontaneity, openness, talent donation, and local relationship. Spontaneity is a desire and effort for the activation of the community as a member of the local community. Openness is related to the operation structure of maeul community media where anyone can freely participate. Talent donation is based on their experience, knowledge, and expertise as a concrete practice of resident participation. Local relationship is the network of community that connects spontaneity and practice, and the operating structure of maeul community media. These requirements should be operated positively to ensure the function of maeul community media and sustainability.
