2014 달라지는 제도 - 건설.중소기업 관련 분야별 제도, 올해부터 이렇게 달라진다

  • 올해부터, 수직증축 리모델링이 허용돼 15층 이상의 공동주택은 최대 3개층 14층 이하의 공동주택은 최대 2개층까지 증축이 가능해지며, 건축 설비 환경 에너지 등의 업체가 참여해 에너지 성능 향상 리모델링 공사에 참여하는 그린리모델링 사업이 본격 추진된다. 또한 선도지역 8곳에서 도시재생사업이 본격화되어 정부 예산 243억원이 집중 지원될 예정이다. 한편, 하도급법 개정으로 하도급 부당특약이 금지되며 지급보증금 미지급 문제로부터 하도급업체가 보호받게 된다. 본지는 올해부터 달라지는 건설 중소기업 관련 각종 제도 개편을 게재한다.

A Study on the Profitability According to the Different Sales Timing in Apartment Housing Development Projects (공동주택 개발 사업의 분양시기 변동에 따른 수익성 비교.분석에 관한 연구)

  • The purpose of this study is to analyze of profitability accordance to the different sales timing in apartment housing development projects. The adapted research method about public apartment hosing development projects by a private construction company is concentrated on the middle and large scale housing. The methodology for analysis of profitability through the change of timing for sales is analysed. According to this methodology, the difference of profitability by different timing of first sales is compared and analyzed. The results of this study are as followed 1)The major factors to affect the profitability for apartment housing development project consist of the timing of sales, the method of payment and the rate of sales. 2) The case study was carried out and then the profitability is analyzed the profitability for the three of cases is got worse when the sale after construction especially on the time of construction progress rate 80% is carried out.

A Study on Preference of Apartments Remodeling Items for Reducing Construction Waste (건설폐기물 발생저감을 위한 공동주택 리모델링 항목의 선호도에 대한 연구)

  • Since the Enforcement Decree of the Housing Act was changed in 2007, remodeling demands have increased. For this reason, many research studies are actively discussed for vitalizing remodeling, but countermeasure plan for generated construction waste is not enough. This study aims to provide basic data for the reduction plan of construction waste caused by the remodeling project through the investigation of apartments residents' priorities about remodeling elements for reducing construction waste. In this study, remodeling elements have been drawn through the literature investigation. As a result, subordinates were classified into 21 elements and superordinate were classified into 6 elements. Expert interviews were conducted to check the reliability about subordinate and superordinate elements of remodeling and the questionnaire survey were conducted to determine the residents preference of apartments remodeling elements. As a result of the questionnaire survey, we found out the characteristic of preference for apartments remodeling elements such as the period of apartment, the location and the financial condition respectively. This study presents a basic data for considering the remodeling as well as the apartment plans for the resident's preference. Further, many studies about the reduction plan of construction waste caused by the remodeling project will have to be discussed.

  • After the late 70's, the apartment housing have been constructed numerously, but the apartment housing has been deteriorated and the maintenance cost has been increasingly upward as time goes by. Because of that, the reconstruction of the apartment housing is widespread in the late 90's. But as the owner, the congregation, is not an expert, there are many problems in the reconstruction projects. Thus, the necessity of the CM in the reconstruction project is getting higher, but the appropriate method for the application of the CM is not established yet. In this study, the CM work scope that is applicable in the reconstruction project is developed through the inquiry and interview to the experts. Especially, The work scope developed in this study is established to be adapted easily in the practical use for each project phase.

욕실 층상 이중배관 시스템 개발-(주)청완산업

  • 내년 1월부터 2,000세대 이상 공동주택을 건설하는 사업주는 입주자 모집공고안에 주택에 대한 성능등급(주택의 소음, 구조, 환경, 생활환경 등급, 평가 항목에 따라 1-5등급으로 구분)을 미리 표시해야 한다. 이에 따라 건설업체는 성능등급을 받은 자재를 선호할 것으로 보여져 성능등급을 받은 자재에 대한 관심이 높아질 전망이다. (주)청완산업이 새로 개발한 Double Up System은 화장실 소음 1등급과 구조부문 수리용이성 1등급을 획득, 건설업계의 러브콜이 예상된다. 또한 욕실 배관을 층상배관으로 시공 함으로써 시공의 용이성과 함께 소음걱정 해소, 쾌적한 환경 및 다양한 인테리어가 기대된다.

이슈 & 이슈 - 공동주택 하자 판정, 신속.공정한 조정

  • 하자 여부를 판정할 정부의 매뉴얼이 신설되고 분쟁조정 실무를 전담처리할 사무국도 출범하여, 진단기관별로 제각각인 공동주택의 하자 판정이 공정해지고 분쟁조정 속도도 빨라질 전망이다. 국토해양부는 지난 10월 18일 정창수 제1차관과 하자심사분쟁조정위원, 사무국 관계자 등이 참석한 가운데 하자분쟁조정위원회 사무국 개소식을 개최하고 본격적인 분쟁조정 업무 추진에 들어갔다. 국토부는 또 객관적이고 실효성 있는 하자분쟁조정을 위해 하자판정 기준 매뉴얼을 마련하고 각계의 의견수렴을 위해 지난 10월 18일 한국과학기술회관에서 전문가와 주택업계, 입주자 등이 참여한 가운데 공청회를 개최했다.

  • Seoul, although having a housing stock as huge as that of world metropolitan cities, have implemented growth-oriented policies by constructing new housing units rather than using or rehabilitating existing ones. There were, therefore, few political efforts to preserve and rehabilitate multiple dwellings. Today, substantial time has passed since multiple dwellings in Seoul and the first-stage new cities such as Bundang and Ilsan were constructed. What is required to maintain the quality of the existing housing and use it with safety is loan, subsidy and tax incentive programs which are able to promote the maintenance of existing multiple dwellings. The objective of this study is to compare and analyze the maintenance systems of financial assistance(the loan, subsidy and tax incentive programs)of the world's largest cities with various housing types, I e New York and Tokyo, and then to propose to Seoul a framework for the maintenance systems.
