A Study on Positioning Strategy for Korean Animation Industry in the Chinese Market (한국 애니메이션 산업의 중국시장 진출전략 : 포지셔닝(Positioning)전략 및 실행방안)

  • Entering the Chinese animation market is a requirement for the survival and growth of Korean animation industry. While the size of Korean domestic animation market is not big enough to explain the investment for the production of animation project, the rapidly growing Chinese market provides a great potential for Korean animation. However, in recent few years, a high entrance barrier has been raised by Chinese government who aggressively enforce the strong policy to protect and develop the Chinese animation industry, by blocking the foreign animations out of Chinese domestic TV broadcasting. As a result, Chinese animation industry has witnessed a rapid growth enough to satisfy the domestic TV programming needs, and there seems no room for Korean animation to be exposed to Chinese animation consumers, whether through export of the program or co-production with Chinese companies. Through the study on Chinese government's policies and recent development of Chinese animation industry, this article is suggesting a new strategy for Korean animation industry to effectively exploit the Chinese market. In order to overcome the entrance barrier, Korean animation industry should satisfy the needs of Chinese government and industry for mutual benefit of both countries, and it can be accomplished by positioning Korean animation industry as a partner for Chinese industry, helping China in its way to the No.1 position in the global animation market. By providing the creative development capability, business knowhow and global marketing network for the co-production project, Korean animation industry can make a win-win situation for both countries, and at this point of stage, it would be the most effective way to make a meaningful presence of Korean animation industry in Chinese market.

A Cross-Cultural Investigation on the Effects of Physical Environment at University Dormitory on Social Interaction among Students (문화적 배경에 따른 대학기숙사 물리적 환경이 학생들간 사회적 교류에 미치는 영향 비교연구)

  • University dormitories play an important role in both the campus experience and academic achievement, as well as providing the students with their basic necessities. Further, there is a high demand to increase the capacity in order to raise the retention rate and to invite more foreign students. Students' social interaction and sense of community (SOC) also play an important role in reducing the stress associated with studying and home sickness and, consequently,the campus is a place that provides positive opportunities for their personal growth and adaptation into their peer group social culture. The purpose of this study is to investigate the effects of the physical environment of the dormitory facilities on the students' sense of community and social interaction in across-cultural background.The ${\chi}^2$ analysis indicated that individual characteristics exist regarding SOC, however, there were no statistically significant differences between the two cultural groups. The factors of SOC and physical environment were higher in the Korean student group than in the U.S. group. The regression analysis indicated that the U.S. students considered a physically comfortable environment as the primary issue for social interaction, while the Korean group placed more emphasis on a family-oriented home environment. The linear analysis confirmed that satisfaction with the physical environment influenced the social interaction and SOC level. Finally, this study suggests that creating a homely environment is more important than the functioning of the institution in university dormitory planning.

Standards of Protection in Investment Arbitration for Upcoming Climate Change Cases (기후변화 관련 사건에 적용되는 국제투자중재의 투자자 보호 기준)

  • Although climate change is a global scale question, some concerns have been raised that principles of investment arbitration may not adequately address the domestic implementation of climate change measures. A recent ICSID investment arbitration of Vattenfall v. Germany with regard to the investor's alleged damages from the phase-out of nuclear plants is a salient climate change case. The 2005 Kyoto Protocol was made to reduce greenhouse gas emissions and it provides a number of flexible mechanisms such as Joint Implementation (JI) and Clean Development Mechanism (CDM). Implementation of the Kyoto Protocol allows dispute settlement through investor-state arbitration. Any initiation of stricter emission standards can violate the prohibition on expropriations in investment agreements, regardless of the measures created to reduce greenhouse gas emissions. The effect-based expropriation doctrine can charge changes to existing emission standards as interference with the use of property that goes against the legitimate expectation of a foreign investor. In regulatory chill, threat of investor claims against the host state may preclude the strengthening of climate change measures. Stabilization clauses also have a freezing effect on the hosting state's regulation and a new law applicable to the investment. In the fair and equitable standard, basic expectations of investors when entering into earlier carbon-intensive operations can be affected by a regulation seeking to change into a low-carbon approach. As seen in the Methanex tribunal, a non-discriminatory and public purpose of environmental protection measures should be considered as non-expropriation in the arbitral tribunal unless its decision would intentionally impede a foreign investor's investment.

  • As the next generation of global satellite navigation system, the Galileo project is about to witness an initial orbit validation stage as the successful test of navigation message transmission from Giove-A in 2007. The Space Geodesy division ana the Radio Astronomy division of the Korea Astronomy & Space Science Institute had collaborated on the field survey for the Galileo Sensor Station (GSS) RF environment of the proposed site near Jeju Tamla University from August 3rd to August 5th, 2006. The power spectrums were measured in full-band $(800{\sim}2000MHz)$ and in-band (E5, E6 and L1 band) in frequency domain for 24 hours respectively. Finally, we performed a time domain analysis to characterize strong in-band interference source based on the result of the previous step.

The Value Chain of Cultural Industry in Gyeongbuk (경북 문화산업의 가치사슬 특성)

  • The value chain is analytically useful for the cultural industry that has the characteristics of both manufacture and service industry, as the focus of value chain analysis moves from manufacturing only to the other stages of activity involved in supplying goods and services to consumers. The aim of paper is to analyse the value chain of the cultural industry in Gyeongbuk, find out the strengths and weaknesses of it, and suggest the ways to enhance the innovation capabilities of cultural industry in Gyeongbuk. First, the firms in advertisement & marketing, and circulation & distribution have low percent in cultural industry and need the low level of human resource, but produce high value-added in value chain; so, we should facilitate the make-up of the firms in advertisement & marketing, and circulation & distribution. Second, we should strengthen inter-firm networks to facilitate the ex-change of the equipment, human resource, information and technology between them. Third, we should construct the system to development human resource with two levels and spread the open atmosphere of firms.

  • 1970년대 이후 도시 중심의 급속한 공업화 정책을 추진한 결과, 농촌의 저발전 문제에 직면하고 있다. 1980년대 중반부터 이에 대한 대응전략으로서 농공단지 개발을 통한 산업유치, 농산물 가공산업 개발 및 유통체계 개선, 관광농업 개발 등이 논의되어 왔다. 오늘날에 와서는 WTO 체제 하에서 농산물 무역자유화가 보편적인 규범으로 자리잡아 가면서 이러한 변화를 더욱 재촉하고 있다. 이 글의 목적은 농공단지와 관광농원을 중심으로 우리 나라 농산업 발전과정을 고찰하고, 향후 발전 방향을 제시하는 데 있다. 농공단지와 관광농원 육성사업의 특성과 성패요인을 분석하는 데 있어서 이용된 자료는 주로 2차자료이다. 농공단지조성사업의 성과에 대한 많은 논란에도 불구하고, 개량적인 지표는 그것이 농촌지역경제 활성화에 직간접적으로 공헌하였음을 보여준다. 농촌노동력의 66.1%를 고용하고, 이들에게 1인당 월 평균 70만원 이상의 소득을 제공해 주었으며, 서비스업 등 관련산업의 성장에도 영향을 미쳤기 때문이다. 그러나 농공단지조성사업은 많은 문제점도 안고 있다. 농촌지역에 숙련 노동자가 부족하며 직업훈련 기회 및 창업지원 프로그램이 도시지역에 집중되어 있다. 또한 입주 기업이 농산물이나 골재 등 현지 자원을 활용하는 경우가 매우 적은 것으로 나타나고 있다. 이에 대한 대응책으로서 농촌 주민들이 손쉽게 참여할 수 있는 직업훈련 프로그램을 개발하여 제공해야 하며, 경영과 시장정보 분석 등을 기술적으로 지원할 수 있는 효과적인 지도체계를 구축해야 한다. 관광농업은 새롭게 떠오르는 산업이다. 아직 기반이 취약하지만 국가 경제성장과 도시화 진행 추이에 비추어 볼 때 관광농원은 점차 증가할 것으로 전망된다. 하지만 이 산업의 지속적인 발전을 위해서는 정책의 유연성을 확보해야 하고, 농원운영자의 경영능력이 향상되어야 하며, 수요의 계절성을 극복해야 하는 등의 과제를 안고 있다. 또한 공동운영 형태의 농원에 있어서는 참여자들을 효과적으로 조직하고, 토지소유권 분쟁을 해소해야 하는 문제가 있다. 무엇보다도 아직 이 산업의 기반이 취약하다는 전제 위에 점진적이고 지속적인 재정과 기술지원이 요청되고 있다. 다양한 운영 프로그램의 개발과 지역내 네트웍 형태의 연계개발 방식의 채택이 필요하며, 관광농원이나 농어촌휴양지 개발지역에서는 산업개발 및 주거지 개발계획이 관광여건 조성과 총체적으로 연계되어야 할 것이다.

특집2 - 산학협력 업그레이드를 위한 글로벌 산학협력의 필요성 및 성공사례

  • 최근 들어 미국, 유럽, 인도 등과의 FTA체결 등을 통해서 대한민국의 경제시장이 날로 증가해가고 있으며, 이제 해외와의 협력은 우리에게 선택이 아닌 필수가 되어가고 있다. 얼마 전 한 신문에 국내기업과 일본기업의 경쟁력을 비교하는 흥미로운 기사가 소개되었다. 이 신문에서는 국내기업들이 한정된 내수시장을 극복하기 위해 해외로 적극적으로 진출하였기 때문에 우수한 경쟁력을 확보하였으며, 반면 일본기업의 경우 안정된 내수시장이 오히려 해외로 진출할 기회를 가로막아 스스로와 경쟁력을 감퇴시켰다고 분석하였다. 이러한 사례는 우리 대학들에 시사하는 바가 크다. 우리 대학들의 주요한 연구성과라 할 수 있는 논문의 경우 이공계를 보면 대다수의 논문이 이미 해외의 각종 유명 학술지에 게재되고 있다. 특히 우수한 연구성과의 산물이라 할 수 있는 SCI논문의 경우 2008년기준으로 경제규모에 걸맞은 세계 12위에 랭크되어 있다. 또한 특허의 경우 이미 세계 4위의 출원대국이다. 이러한 성과로 인하여 국제공개어에 한글이 채택되는 성과까지 거두고 있는 상황이다. 또한 MB정부가 들어서면서 매년 R&D연구비를 10%이상 증가시킬 계획에 있으며, 이러한 노력을 통해 연구성과물의 수준도 향상되어 SCIENCE, CELL, NATURE등의 저명학술지 게재가 늘고 있는 등 연구성과가 세계적인 수준으로 접근해가고 있다. 반면에 이러한 성과에도 불구하고 아직 대다수 대학들의 글로벌 산학협력은 미비한 수준이다. 교육분야에 대한 글로벌화는 최근 들어 많은 변화가 이루어지고 있지만, 산학협력부분에 대한 글로벌화는 활성화 되지 못한 것이 현실이다. 그러나 앞으로 해외와의 산학협력은 대학과 연구자에게 선택이 아닌 필수가 될 전망이다. 정부에서는 현재 국제협력 분야의 R&D연구비를 급증시키고 있으며, 우리나라의 기업이 해외로 활발하게 진출하는 상황에서 이제 연구수준도 국내가 아닌 해외에서도 인정받을 수 있는 수준을 요구 받고 있다. 이와 같이 급변하는 상황에서 이제 해외와의 산학협력은 대학과 연구자들에게 새로운 도전이며, 경쟁력을 업그레이드 할 수 있는 기회로 다가오고 있다. 이에 최근 한양대학교의 해외와 기술이전, 사업화, 공동연구, R&D센터유치와 관련된 산학협력 사례 소개를 통해 우리나라 대학의 산학협력을 업그레이드하는 방향을 모색해 보고자 한다.

A Study on Busan Port's Marketing Target for Attracting Transshipment Cargo from Japan (일본 환적화물 유치를 위한 부산항 마케팅 타겟 선정 연구 - 일본 서안 항만을 중심으로 -)

  • The growth of T/S cargoes maintained a highly upward trend by an increase of throughputs of North Chinese ports in the early 2000s. Recently, however, it has fallen dramatically due to large developmental projects of infrastructures for North Chinese ports. Despite this situation, an increase rate of T/S cargoes between Korean and Japanese ports is showing relatively high by 8 to 9 percent. Therefore this study pursues to choose objectives for marketing target of a total of 23 ports in the west of Japan by analyzing factors like a trade characteristics with Busan ports, an increase rate, a market share and a fluctuation rate of throughputs. The result of this study shows that Moji, Niigata, Naha, Shimonoseki and Kanazawa port are selected as the objectives for core marketing and Hakata, Akita, Tokuyama, Imari, Ishikari and Sakata port are chosen as ports for continuous marketing.

A Study on Economic Evaluation of Small KSO Field in Indonesia (인도네시아 소규모 KSO 광구의 경제성 평가 연구)

  • Indonesia has become a net crude oil importer because of the reduction of a new oil field discovery, and Indonesia is attempting to raise investment funds through the Kerja Sama Operasi (KSO) contract to develop a small-scale field. However, the KSO has a high-risk and low-return contract system for investors, necessitating an economic evaluation to examine the feasibility of the project. This study performed economic evaluation on the development of an Indonesian small-scale field by applying the KSO contract conditions, and identified the major economic parameters through a sensitivity analysis. As a result, the oil price, CAPEX and OPEX were identified as influential factors for economic evaluation. The results also indicate that commercial production in small-scale fields is difficult. In the future, this study can be used as a reference resource for investment in oil and gas development projects in Indonesia.

The Characteristics of Migration in Gangwon Innovation City and Wonju Company Town (강원혁신도시와 원주기업도시의 인구이동 특성 분석)

  • The purpose of this study was to compare and analyze characteristics of Gangwon Innovation City and Wonju Company Town. Both were created with similar purpose, place, time, and scale. However, they were created with different approaches: relocating public institutions and attracting private institutions. For research data, population microdata provided by the National Statistical Office were used. As a result of the analysis, the Gangwon Innovation City and the Wonju Company Town greatly influenced the population growth of Wonju and the movement of the population within Wonju. The influx of population into the study area brought positive changes in both demographic structure and population indices. Excluding relocation to Wonju-si, Innovation Cities and Company Town accounted for more than 50% of those who migrated from the metropolitan area (Seoul, Gyeonggi and Incheon). The supply of apartment houses (apartments) in the Innovation City and the Company Town stimulated the transfer from the inside of Wonju to this area. For households that moved to Gangwon Innovation City and Wonju Company Town, the most common reasons for moving in were housing, occupation, and family.
