Erratum : A Study on the Demand Zone of Housing for New Town: Focused on Seoul Metropolitan Area (Erratum : 택지개발지구의 주택 수요권역 실증 연구: 수도권을 중심으로)

  • 최근 국내 주택시장에서의 관심은 수요와 공급의 불일치 해소이다. 이를 위해서는 정확한 수요권역 설정에 의한 사업지구별 수요예측이 필수적이다. 본 연구에서는 주택시장권역 설정 시 선행연구에서 사용하는 가구이동자료 기준의 수요권역과 청약자 주소지에 의한 실제 수요권역의 차이를 비교분석 하였다. 수도권 3개 택지개발지구를 대상으로 한 실증분석 결과, 청약자료에 의한 실제 수요권역은 가구이동자료 기준의 수요권역에 비해 확대되는 것으로 나타나 기존의 가구이동자료 기준에 의한 수요권역 설정의 보완이 필요한 것으로 판단된다. 특히 사업지구와 서울 도심과의 거리, 핵심 수요권과 배후수요권의 수요구성비와 같은 입지경쟁력, 개발규모(신도시급 여부) 등의 변수가 정확한 수요권역의 설정을 위해 우선적으로 보완되어야 할 변수로 나타났다. 또한 동일 사업지구에 있어서도 임대/분양과 같은 주택유형, 주택의 규모에 따라 수요권역의 차이를 보였다. 아울러 부동산경기 역시 수요권역의 범위형성에 영향을 미치고 있으며 정확한 수요권역 분석을 위해서는 주택가격, 사업지구 입지경쟁력 등이 함께 복합적으로 고려되어야 할 필요성이 확인되었다.

A Spatial Analysis Based on the Amendments in Seoul's 2030 Youth Housing Policy Using Propositional Logic (명제논리 기반 서울시 역세권 2030청년주택 운영기준의 개정효과 분석)

  • The Seoul's 2030 Youth-Housing has been regarded as the only option to procure rental housing sites in downtown Seoul. But its supply did not catch up with the initial expectation, and the criticism that it may disrupt the current zoning system of the city has persisted. Consequently, the 2030 Youth-Housing policy has undergone amendments for six times within the last three years, and the significant changes in its guideline also have been made within the last one year. The study, in this context, tries to figure out the tendencies of those changes made in the guidelines so far by analyzing the aspects of the parcels allowable for Youth-Housing as well as the areas allowable for up-zoning. In the process, the propositional logic is to be adopted to draw the scope of the buildable areas for Youth-Housing. For this, the study refines the raw GIS data, inputs the values for each proposition, and proceeds the logical operation to judge every parcel of the city to discern whether it is eligible for a buildable site and/or for up-zoning for Youth-Housing. It is seen that: 1) the buildable sites rather evenly distribute around the peripheral subway-station areas while more concentrating on the quasi-residential and commercial areas; and 2) the areas eligible for up-zoning have the tendency to concentrate more on quasi-residential areas than others.

Analysing the Relationship between the Preference on Shared Transport Service and the features of Rental Apartments (임대아파트 특성과 공유교통서비스 선호간의 관계 분석)

  • MaaS, which provides all-in-one service for comfort mobility for customers, has been popularly researched and developed mainly in Europe. Even in Korea, the research on MaaS is also carried out which is fit to the mobility environment and needs of Korea. Korea Land & Housing Corporation(LH) also carries out research on MaaS called 'Integrated Mobility' for the residents living in LH public apartments. This study categorised the around 800 public apartments into 12 groups based on 3 key characteristics, then analysed the preference on shared-transport services by the residents of representing apartments for the each group using C&RT method. The results show that the preference on shared-transport services such as car-sharing and ride-sharing (carpool) were higher in the apartments which are located in medium or small cities or lived by the more handicapped resident groups in mobility such as the elderly. The study suggests the method to analysis the relationship between residents' preference on shared transport services and bounded ertain areas such as apartments or districts and then to introduce shared transport service fit to target areas.

  • The purpose of this paper is to explore ways in the construction of Apartment-type factories in the public sector. Recently the markets of Apartment-type factories are driven by the private sector as high quality, high price and supply of in the form of office, these construction trends are different from the original aim of introduce policy of Apartment-type factories which supply production spaces in the city to small capital enterprises. We analyzed the architectural characteristics of Apartment-type factories in Korea, the prospect of their future construction trends and the survey results targeted to small enterprises. In the results of this survey, we grope for the direction for construct Apartment-type factories in the public sector. The Apartment-type factories constructed by the public sector are appropriate supply for manufacturing plants and sale rather than lease form to complement the private market. To optimize economically and functionally for manufacturing activities, the design space in the internal and external spaces is required in order to supply more affordable. Route design, especially considering parking, unloading and warehousing of merchandise, and logistics should be differentiated from the Apartment-type Factories constructed by private sector.

Volatility Analysis of Housing Prices as the Housing Size (주택 규모에 따른 가격 변동성 분석)

  • In this study, we evaluate the volatility of housing prices by using literature review and empirical analysis and furthermore we suggest how to improve. In order to diagnose housing market, the KB Bank's House Price Index, Real estate 114;s materials were compared. In addition, to examine the volatility, GARCH (Generalized Autoregressive Conditional Heteroskedasticity) and EGARCH (Exponential GARCH) model are used. By analysis of this research, we found the volatility of housing price also was reduced in the medium and the large houses since 1998, while the volatility of small housing price relatively was large. We proved that the price change rate of small housing was higher than the medium's. On the order hand, the supply of small apartments fell down sharply. The short-term oriented policy should be avoided, and the efficiency and credibility of policy should be increased. Furthermore, the long-term policy system should be established. and rental market's improvement is necessary for stabilization of housing market.

The Study on Evaluating the Policy Value of Public Projects for Housing Welfare - Focused on the Remodeling Projects for Long Term Rental Housing - (장기공공임대주택의 리모델링을 통한 주거복지 정책사업의 가치평가에 관한 연구)

  • Long Term rental housing, which is supplied for performing housing welfare, has been aging from permanent rental housing. Therefore, variety housing welfare projects are planing and performing for improving aged facilities. However, although every welfare policy are necessary, we have to efficiently allocate and commit the funds, because the fund and resources is limited. And there is required the feasibility study before performing public project for housing welfare, because it needs large amount of financial supports by government. Meanwhile, because most of existed studies are focused on guide development, it has limitation to apply the result of existed studies in this study, which considers public remodeling project for housing welfare. But in reality, public project is been decided by willing of policy decision-maker. Therefore, in this study, we suggest the evaluation method of policy value for two alternatives(remodeling and maintain) of a aged long term rental housing. To extract the attributes of policy value, we considered categorized items of preliminary feasibility study. Through extracting attribute factors of policy value for aged long term rental housing, we can calculate the policy value of remodeling and maintain alternatives by using MAUT. As a result of analysis, we can find that the utility value of remodeling is 0.6161 and the utility value of maintain is 0.2461 and also the utility of remodeling is higher than utility of maintain. Therefore, when we plan the public projects for performing housing welfare, we can choose remodeling alternative rather than maintain alternative using quantitive data.

A Study on the Characteristics of One-Person Household in Local Small and Medium Cities (지방 중소도시 유형별 1인 가구 특성연구)

  • In modern society, the number of one-person households is increasing significantly. In particular, one-person households have rapidly increased around local small and medium-sized cities. This study examines the characteristics of local small and medium-sized cities by factor and cluster analysis. Analysis of variance are applied to the characteristics of one-person household in different local cities to find the relationship between different types of cities and the characteristics of one-person households. As a result of the study, local small and medium-sized cities are classified into growth stagnation cities, industrial leading cities, regional base cities, and population outflow cities. It is also found that there are several different types of local cities based on the characteristics of one-person households. The growth stagnation city is a city where the regional economy is revitalized due to the development of regional industries in the past. One-person households have a small age group in their 30s and 40s, which are the basis of industrial activities. They have a high proportion of older generation living in more than three rooms in their homes. It is necessary to supply long-term public rental housing and share houses for older generation. The leading city of the industry is a city where the local economy is revitalized as workers are concentrated. One-person households are evenly distributed among all age groups, and the apartment occupancy rate is the highest compared to other types. It is necessary to provide happy housing for youth generation and reconstruction or renovation housing of manhood generation. The regional base city leads the regional base function and the regional economy, but it has reduced workers. Many of one-person households are younger than 30 years old and college educated. They are also high rate of unmarried and live at one room as rental houses. It is needed to expand the supply of small houses such as apartments, officetels and rented houses for youth generation. The population outflow city has a slow local economy and a rural residential environment. It is found that the households of one-person households have high rate of bereavement and the age. They live more than four rooms in single-family homes. It is necessary not only to provide welfare housing but also to create a sound residential environment where cultural exchange is possible.

Structural Changes in Rental Housing Markets and a Mismatch between Quartile Income and Rent (월세 임차시장의 구조적 변화에 따른 분위별 소득과 임대료 간의 부정합 분석)

  • The rental housing market in South Korea, specifically monthly rent with deposit, has been expanding over the last three decades (8.2% in 1990 to 21.0% in 2020), partly replacing the traditional Jeonse market. The distribution of rent has changed due to public rental subsidies and the emergence of luxury rental housing, while the distribution of rental household income has been polarized because of the emergence of rich renters. This study attempts to measure the structural changes in the rental market by developing a new indicator of income-rent mismatch. Using the seven series of the Korea Housing Survey, this study analyzed the changes in rent (reflecting the conversion rate) and income levels of rental households in 2006 (base year) and 10-15 years later (the analysis year) at the national level and at the spatial unit of 16 metropolitan cities and provinces (excluding Sejong), respectively, by dividing them into quartile data. The result reveals that rental housing was undersupplied in middle- and high-income rental housing due to the decline in the highest quartile (25%→18%) and the third quartile groups (25%→20%), while the supply of public rental housing expanded for the second quartile (25%→28%) and the lowest quartile (25%→35) groups. On the demand side, the highest income quartile shrank (25%→21%), while the lowest income quartile grew (25%→31%). Comparing the 16 metropolitan cities and provinces, there were significant regional differences in the direction and intensity of changes in rent and renter household income. In particular, the rental market in Seoul was characterized by supply polarization, which led to an imbalance in the income distribution of rental households. The structural changes in the apartment rental market were different from those in the non-apartment rental market. The findings of this study can be used as a basis for future regional rental housing markets. The findings can support securing affordable rental housing stock for each income quartile group on monthly rent and developing housing stability measures for a balance between income and rent distribution in each region.

Effects on the Housing Market by Supplying "New Stay" Apartments: Focused on the Two Areas, Michuhol-Gu, Incheon and Gwonseon-Gu, Suwon (뉴스테이 공급에 따른 주택시장 반응과 효과: 인천 미추홀구와 수원 권선구 지역에 관한 연구)

  • This study analyzed the housing market before and after the New Stay movement which was introduced in 2015. In this study, the territories having a New Stay Project and non-involved territories were analyzed based on the apartment price changes according to supply for 12 months before and after the movement date. This study used the difference-in-differences statistical technique. A comparison was carried out in Michuhol-gu, Incheon between Dowha-dong where a New Stay Project was executed, and Sungeui-dong where no project was executed, based on the movement date. It was seen that the price level in the former territory was higher than the latter demonstrating that the introduction of the New Stay Project in Dowha-dong lowered the apartment prices nearby (Sungeui-dong). A comparison in Gwonseon-gu, Suwon between Omogcheon-dong where a New Stay Project was executed and Gosaek-dong where there was no such project, based on the movement date showed that the introduction of the New Stay Project in Omogcheon-dong seemed to lower or stabilize the apartment prices nearby (Gosaek-dong). These results imply that the apartment prices in nearby areas can be stabilized if the supply volume of company-type rental houses is increased.

  • Paradigm for supporting housing for low-middle income class has been changing from public rental housing to Housing Voucher. Housing Voucher started first in Seoul since 2010, and it has been expended to other areas in 2014. Given the dearth of previous research data, this study aims to analyze options determinants that the beneficiaries could consider in choosing their residential area. In this study, the researcher used for the research methods, a quantitative analysis by Geographically Weighted Regression (GWR) and Ordinary Least Square (OLS) has been conducted. As a result, the accessibility to social welfare centers, public transportation and job opportunities emerged main factors to for the Housing Voucher recipients in Seoul to choose their residential area. This is different results from previous research, which has two implications. First, reexamination of Housing Voucher is necessary. Second, Housing Voucher beneficiaries should include not only the housing but also support for family and welfare system access.
