  • The purpose of this study is to evaluate the supply plan of public rental housing under the Lee Myung-bak government. According to the supply plan, the government will supply public rental housings by 80,000 unit every year from 2009 to 2018, and achieve 12% as stock ratio in 2018. To evaluate the supply plan, this study analyzed housing needs of tenants in private rental housing by using the raw data of Korea Welfare Panel Survey (2008). The results are as follows: (1) It is difficult for the supply plan to meet the housing needs of tenants in private rental housing. (2) The link between supply plan and stock ratio target is weak. (3) To meet the housing needs, it is necessary to supply public rental housings by 107,000 unit every year for 10 years, and, in this case, the stock ratio will be 10% in 2018. In conclusion, this study proposed that the supply plan of public rental housing should be redesigned.

  • In recent years, there has been a demand for a residential supply model that can actively and flexibly cope with various housing demands in the changing paradigm of public rental housing. This study focuses on the two-step supply system that has been studied in Japan. It was used to examine and analyze cases to recommend a supply plan that can be used for domestic public rental housing. In more detail, the literature review of the two-step supply system discloses that four types by supply methods (A-1, A-2, B-2, and C-2) and four types of relationship (construction and management combine entities type, management entity type, construction entity type, a separated entity type) can be categorized. In addition, from the actual case study, it revealed that the way of linking and supplying activities among the entity can have a great influence on "ease of supply (supply)", "diversity of housing demand (diversity)," and "quality of construction (construction)". "Ease of supply (supply)" refers to whether the construction entity is separated, and the owner is a manager. "Diversity" refers to whether the management subject is separated, and if the owner is also the constructor or the manager. "Construction" is whether the management entity is connected and managed by the management entity and can be evaluated in "Good", "Middle", and "Bad" level. As a summary, even if the existing public rental housing in Korea can be separated into a skeleton and infill system, the result suggested that it has a limitation on response to residential demand. In addition, the paper was able to propose an improved plan to make the infill as a secondary operator.

  • The young generation in life cycle that social position is rapidly changing is play an important role in a regional development because they can increase social and natural population in the region. This study analyzed the relationship between the movement of young generation and the regional characteristics including housing market characteristics in Seoul. As the results, the movement of young generation was influenced by commuting distance and location of jobs as the gravity model has suggested. In addition, housing supply and housing price (or Jeonse price) is an important factor for the movement of young generation. It can be inferred that the more price gap such as Jeonse price and housing supply gap are increased, the more out-migration of young generation in Seoul is increased. However, the housing demand of young generation in employment centers will be increased because jobs contribute to increasing the inflow of young people. Therefore, the policies of central and Seoul government that supply housing in job rich and high accessibility areas are needed for young generation. In addition, if public housing and affordable housing are supplied in the other areas, it can contribute to reduce the out-migration of young people in Seoul.

The frequency analysis, mean analysis, and cross-table analysis was utilized for this study, and a survey for 2,000 rental market participants was accomplished. The survey result of tenants and land-owners regarding the Chonsei market stability indicates the expansion of public housing supply is needed together with lowering of mortgage related restrictions. • The policy introduced recently in order to promote small-size reconstruction housing projects for rehabilitating downtown area consists of aged multi houses has been little practiced, as preferential provisions for such projects are more likely applicable for large projects. Several expert interviews and surveys were conducted to find efficient clauses to overcome the problems and their relative weights. As the results, it is revealed that 'relation of floor area ratio' and 'relaxation of building height limit criteria' are the most effective whereas 'purchasing and operating of residents' common facilities with public fund' is little. The study results would be a great interests for public institutions to rebuild aged housing area without destroying local communities and to provide socially disadvantaged class with rental housing at the same time.

  • SHIFT is public rental housing policy introduced by Seoul Metropolitan in 2007, which works as Chonsei(korean unique deposit rental system). This paper examines the effect of SHIFT on Chonsei prices of neighborhood apartments. To estimate the change in prices of Chonsei after the provision of SHIFT, I collect data on Chonsei prices of apartments within a 5km radius from the SHIFT housings. Summary of main results are following. Chonsei prices of the apartments within a 2-3km radius decreased by 4.4% after the provision of SHIFT housings. In contrast, when it comes to apartments within a 1-2km radius, I can't find the stochastic relationship between the provision of SHIFT hosing and price changes. This results can be explained by "Offset effects" caused by real estate development. Provision of SHIFT can sequentially induce nearby area's development, which plays a factor in the effect of price increases. And this offset effects varies in each apartment complex depending on demand for Chonsei and supply of the SHIFT.

For housing market normalization government announced policies but Korean housing market didn't recover from stagnation. So, to understand why Korean housing market couldn't overcome the recession and why the policies didn't be effective, this research analyzed housing market participants (home owner, housing demand) based on the law of supply and demand and the psychological effect on their transaction intention based on behavioral economics(behavioral finance). Based on the analysis this research tested the effectiveness of announced policies using System Dynamics. The result showed that the amount of transaction and mortgage loan was influenced by the length of time to draft policies.

  • Within twenty years, Permanent Affordable Housing provided for people's security of housing in late 1980's yields the principles of equity with tenant's in new one supplied, thus being confronted by the requirements that existing welfare service for tenants should be improved. Reflecting on these, this study means to prepare the basic data for the welfare policy as applying welfare service types on basis of housing locational characteristics, tenants tier compared with welfare service needs of permanent affordable housing tenants. For achieving this aim, the range and mixed use mechanism of welfare service are investigated as reviewing the related research and findings. Based on this investigation, 7 types of welfare service(Independence, Half-support, Child care, Juvenile, Self-support, Social-mix, and Single household) are established. On the analysis of survey, the welfare service needs are investigated as grouping with locational characteristics and survey target. In addition, the welfare service types are reorganized by analysis of tenant's demographic and locational characteristic on each housing and are compared with tenants needs. Although, the demographic of permanent affordable housing generally shows that the tenants are constituted with aged people, the housing with high ratio of children and juvenile can be applied with Child Care type and Juvenile type. As a result of comparison, the ratio of independence type, juvenile type, and single household type are more on the large housing and housing on metropolitan area, and the ratio of half-support type and child care type are more on the small housing and housing on small city area.
