An Analysis of the Economic Effects of the Project which Constructs the Platfonn for Broadcasting and Communications Convergence Public Service (방통융합 공공서비스 플랫폼 구축사업의 경제적 파급효과 분석)

  • This paper is to analyze the economic effects of the broadcasting & communications convergence public service platform build-up. For the economic effect analysis, we reclassified the Broadcasting & Communications Convergence Industry Classification System and re-drew up 2009 Inter-industry Relations Table by using the 2003 Inter-industry Relations Table issued by the Bank of Korea and the RAS techniques. And we analyzed the economic effects that can be drawn from the broadcasting & communications convergence public service platform establishment. As a result, the gross production inductive effect which appears with the economic effect of the broadcasting & communications convergence public service platform establishment project from 2009 to 2014 came out to be about 3trillion 325.1 billion KW, added value inductive effect of 2trillion 976.5billion KW and the employment inductive effect of the job creation of about 13,806 people. Afterward, it is anticipated that the broadcasting & communications convergence public service platform build-up project to contribute to the improvement of Koreans' daily life. Moreover, this research will be used as a valued basic material in the pursuit of the future broadcasting & communications convergence projects.

  • 최근 유비쿼터스를 비롯한 정보기술의 급격한 발전에 따라 GIS를 통하여 누구나 일상 속에서 직접 지리정보를 활용할 수 있게 되면서 공공분야 및 연관 산업분야에 큰 파급효과를 가져오고 있다. 특히, 지리정보의 유통 방식이 기존의 공급자가 제공하는 지리정보에 대해 조회 위주에서 벗어나 현장에서 실시간으로 지리정보를 가공하고 직접 갱신할 수 있는 양방향 서비스로 진화하면서, GIS는 u-City 구현에 필수적인 위치기반 공공서비스 인프라 구현을 통해 민간의 내비게이션, 텔레매틱스 등 관련분야 시장규모가 해마다 급속히 성장하고 있다. 하지만 이러한 상승세에도 불구하고 여전히 기관마다 서로 유사한 서비스를 제공하는 경우가 빈번하고, 민간의 대다수 유관업체들 역시 아직 지속적인 수익모델을 찾지 못해 단말기 제조 등 특정 분야에만 머무르고 있는 실정이다. 따라서 업종특성에 맞는 보다 구체적이고 유망한 신규 사업모델의 개발이 시급하다. 본 연구는 GIS 특성에 근거하여 사업모델 개발에 필요한 성공요인을 도출하고 그 타당성을 분석함으로서, 이를 통해 다양한 성공적인 지리정보 활용 비즈니스 모델의 구현과 평가에 기여하고자 한다.

  • As digitalization accelerates, the use of digital information is increasing in public institutions such as schools and libraries, and the demand for print services is also increasing. Among many services, printing service on public PCs should charge fee to printer users, but it is a very difficult task for administrators. Print management solutions have been developed and are now widely used to automate these demanding tasks. In this paper, we analyze the vulnerability of printer management solutions used in public institutions. However, the security awareness of public PC administrators and printer management solution developers seem to be lacking.

  • Web service Technology has been developing rapidly as it provides a flexible application-to-application interaction mechanism. Several ongoing research efforts focus on various aspects of Web service technology, including the modeling, specification, discovery, composition and verification of Web services. The approaches advocated are often conflicting-based as they are differing expectations on the current status of Web services as well as differing models of their future evolution. One way of deciding the relative relevance of the various research directions is to look at their applicability to the currently available Web services. To this end, we conducted a survey on currently publicly available Web service repositories. Our aim is to get an idea of the number, complexity and composability of these Web services and see if this analysis provides useful information about the near-term fruitful research directions.

Current State and Improvements of the Search Services in Public Libraries: Focused on the Public Library in Busan (공공도서관의 자료검색서비스 현황과 개선방안에 관한 연구 - 부산지역 공공도서관을 중심으로 -)

  • The basis of library services is to support users' efficient access to materials, and to this end high-quality search services using bibliographic data (bibliographic MARC) must be premised. However, in Korea, discussions on search services based on library catalogs are still in the early 2010s, so it is necessary to understand the current status and examine user needs. In this context, this study aims to provide a solution for public library searching services to become an efficient search tool based on user needs. For this purpose, first, this study analyzed cataloging services of 49 public libraries in Busan by focusing on 'data search method' and 'method of providing information', second, identified user needs by conducting a survey of 322 users visiting public libraries, and finally, proposed improvement directions based on best practices.

  • Various problems are occurring as teachers and student's parents communicate directly through mobile phones. In this study, a service model was proposed that allows teachers and student's parents to communicate through SNS platforms without knowing each other's mobile phone numbers. In the civil complaint communication service model proposed in this study provides, communication key sets are provided as public data, and a commonly used SNS platform uses the relevant relationship information to implement communication. This model also has expandability that can be applied not only to teachers, but also to ① officers who need to communicate with the parents of soldiers, ② nursing, health and nursing care personnel who frequently contact patient caregivers, and ③ welfare officials.

A Study on the Provision of Welfare Service Information in Public Libraries (공공도서관의 복지서비스정보 제공에 관한 연구)

  • This study aims to discuss the necessity of providing welfare service information in public libraries, and to seek methods to efficiently collect, select, and provide welfare information. To conduct the research, literature review, case study, survey, and interview were conducted. It was revealed that 86.7% of the research participants agreed with the provision of welfare information in public libraries. Welfare information can be divided into four types according to the subject of production. The collection and selection of welfare information differs according to the four types of the information. Libraries provide welfare information with different components of the information depending on the types of the information and libraries. Welfare information is provided through the library homepage, and in this case, welfare information is posted on the homepage using the form of a web page and a bulletin board.

Analysis of User Satisfaction and Perception on Public Libraries in Complex Facilities in Seoul (서울소재 복합시설 공공도서관에 대한 이용자 만족도 및 인식 분석)

  • Recently, attention has been drawn to a new form of a public library, that is, a public library in a complex facility constructed in the same building or site with another facility. To get active users' or local governments' supports in the public library in a complex facility, it is necessary to build library strategic plans based on the analysis of users' evaluation and demands. Thus, this study analyzed the user satisfaction and perception of the 28 public libraries in complex facilities in Seoul. As a result, it was found that most users overall satisfied with public libraries in complex facilities in terms of human resources, information resources, and the links among services and positively perceived their environments and services. In order to provide more satisfaction to the users in public libraries in complex facilities first, it is necessary to improve the accessibility of libraries, to secure the sufficient library space, to prevent the outside noise, to link the facilities which bring mutual synergistic effect, and to develop a program and service accompanying other facilities.

  • 2006년 초반부터 한국의 IT 경쟁력을 기반하여 도시 계획 및 공공 단지에 USP(Ubiquitous Strategy Planning)의 접근 방법을 적용하여 각 지역 지방자치단계 및 공공 주택 사업 단지 조성에 활용하고 있다. 그러나 그 결과물을 보면 초고속 인터넷을 이용한 생활에 필요 할 것이라 생각이 되는 정보화 사업 방향으로 결말이 되고 있다. 물론 약간의 차이는 있지만 실제 서비스 중심의 사고 에서 본다면 USP를 통하여 얻을 수 있는 것은 매우 현실적으로 공감을 가지기가 어렵다. 그러나 녹색 경영을 중심의 USP 접근 방법은 서비스와 이익을 동시에 제공 한다는 점에서 그 공감대 형성 및 새로운 Vision을 보인다는 것에서 새로운 시도가 될 것이다.

Activating Public Service Delivery Platforms: A Case of Social Service e-Voucher (공공서비스 전달 플랫폼의 활성화 요건: 사회서비스 전자바우처 사례연구)

  • This study aims to explore the characteristics of platform for social service delivery and the electronic voucher system as an instrument for the delivery. The paper discusses the concept and characteristics of platform and reviews the factors by which firms migrate to platform. Social service e-vouchers are an example of a government platform that pays e-vouchers to consumers and gives them the choice of services. Then it analyzes the case of platform establishment to deliver social services. The demand on welfare services has changed with demographic structure. The change in demand requires innovation in the social service delivery system and adoption of strategies to move to the platform. Factors that enabled the social service delivery platform to build both demand and supply sides include access to employment policies, industrial connection, workforce training, and requirements for social service eligibilities.
