A Study on the Policy Proposal for the Expansion of Design Utilization in the Public Sector : Focused on the Case of the National Design Group (공공분야 디자인 활용 확대를 위한 정책제안 연구: 국민디자인단 사례를 중심으로)

  • The importance of design utilization as a method for establishing policies and services in the public sector is increasing. Accordingly, Korea has introduced a public service design development method and has implemented and operated a national design group for consumer-centered policy development since 2014. This study analyzes the cases of the National Design Group to expand the use of design in the public sector and propose sustainable public service design strategies. The time range of this study is from 2014 to 2021, when the National Design Group was implemented, and the content is limited to tasks that can be found on the Gwanghwamun 1st Street website and the National Design Group casebook. This study was conducted as follows. First, we looked for implications for how to use and identify the role of design in the public policy development stage by referring to the literature on design policy and public service design, and second, based on major implications, we analyzed the task name and contents. Based on literature studies and case studies, we found implications that design can be used in various public fields, and the policy implications proposed to expand the use of sustainable design in the public sector are as follows. First, by raising awareness of service design in public policies and services, it continues to provide opportunities for the use of design to expand as a role that leads to voluntary behavioral changes of citizens beyond civic participation. Second, more active publicity is needed for the successful cases of the National Design Group, a product of the active use of public service design. Third, a more specific evaluation system should be introduced to verify the effectiveness and effectiveness of public service design. Through this, it is expected that it will greatly contribute to reducing the error in policy delivery and realizing citizen-centered public services by utilizing design for various problems facing our society.

Socialization of Care Work and Women's Rights for Paid Work (돌봄노동의 사회화 유형과 여성노동권)

  • The public interventions to care work affect women's labor participation as well as quality of care jobs in the market. We identify five different patterns of ways in which care work has been socialized. Some ways of intervention tend to reinforce the commodification of care work through producing it in the market area. Other ways of intervention has a lot of hazard to return care work to women in the families, after all. We can call it re-familization. Whether care work is re-familized or not largely depends on the ways of public supports for care: cash benefit vs. in-kind benefit. Cash benefits for women's care work negatively affect on their labor market participation. The effects vary across family income levels. In other words, you may expect that cash benefits for care work may reduce female labor supply in lower income classes. The marketization of care service provision may worsen the quality of care jobs while the public provision tends to increase the wage level of care jobs.

  • Child policy has focused on needy children with special emphasis on residual services but youth policy has implemented to promote capabilities of general adolescents by various activities. The fragmented implementation of child-youth policy by several ministries resulted in possible redundancy of target groups and insufficient service delivery system. Thus, the Ministry of Health, Welfare, and Family Affairs has pushed forward to integrate service delivery systems in child-youth policy after the former Ministry of Health and Welfare and the Government Youth Commission were integrated as part of a government reorganization plan. The purpose of this study is to review limitations of Lee Myung-bak government's plan to integrate child-youth policy and to make important suggestions for effective integration. Lee Myung-bak government's plan seeks to help children and adolescents prepare for the future and move forward with dreams and hope. However, this plan has fatal problems of overemphasizing the efficiency of finance without expansion of budget for children and adolescents. To achieve well-being tailored to one's life cycle, the full-scale expansion of budget is indispensible through the induction of the special fund or the special tax for children and adolescents. Fortunately, Lee Myung-bak government recognized child-youth policy as the social investment that would heighten national competitiveness in the long term, but there was insufficient child-youth policy infrastructure for new implementation. Therefore, Lee Myung-bak government needs a new design for integrated and universal child-youth policy that should take into account national human resource development plan and its economic development policy. The public responsibility for children and adolescents should be strengthened and, in addition, the network function in service delivery system should be complemented.

  • Citizens' demand, which has been previously focused on welfare, is now expanding to include elements for higher quality of life such as employment, housing, culture, and sports. Accordingly, the government, with an aim of effectively delivering resident services that satisfy various demands, is committed to transforming the central government-oriented service system into the integrated service system based on public-private partnership. The government is also dedicated to expanding services to 8 areas including not only welfare but also healthcare, employment, housing, education, sports, culture, and tourism, which are directly related to everyday lives of residents. This project is designed to support such reforms in the citizen service delivery system in order to enhance quality of life of local residents. This study is to draw implications from analysis for implementing the citizen service integrated information system in order to reform the citizen service delivery system effectively through examinations and analyses of citizen services provided by the central government. Especially focus on public utility charges depreciation simplification citizen service. Its implications are expected to offer a real contribution for central and local Governments that want to increase the productivity of implementing eGovernment service.

Study on Development of Technology Standards for Batch Conversion of CI between Private and Personal Identity Proofing Organizations for Safe Mobile Electronic Notification Service (모바일전자고지서비스를 위한 민간기관과 공인전자문서중계사업자 간 연계정보 활용방안에 관련 연구)

  • Due to the spread of mobile devices, the use of mobile electronic notification services is increasing. For the mobile electronic notification service, the connecting information is required to identify the owner of the mobile device and the recipient of the notification. The connecting information is an online resident registration number, and safe management is essential. Therefore, in this paper, the processing flow, interconnecting standard, and management plan are proposed when a mobile electronic notification requesting agency requests the identity verification agency to convert the resident registration number of the recipient of the electronic notification to connecting information. In the proposed method, it is suggested that a safe mobile electronic notification service is possible by defining the process of collective conversion of connecting information between private organizations and personal identity proofing agency, information transmission and reception methods, and interworking standards.

A study on the Institutionalization of Speech-to-text Services for the Deaf People (난청인을 위한 문자통역서비스 제도화 연구)

  • The purpose of this study is to look at the way that speech-to-text (STT) services are used at present, and to explore measures to institutionalize such services for ease of communication for the hearing impaired. The results of this study show the following: 1) 17.8% of those surveyed had experience of using STT services, with younger individuals showing a higher rate of use; and 2) In terms of organizations providing STT services, social welfare organizations followed by civic groups (18.3%) and public organizations (18.3%). The following institutional measures are needed for STT services. First, STT services should be actively promoted as one of the reasonable conveniences defined in the 'Act on the Prohibition of Discrimination Against Disabled Persons, Remedy Against Infringement of Their Rights, etc.' Second, STT services should be additionally listed as one of the clauses of the 'Act on Welfare of Persons with Disabilities'. In particular, establishing a communication system for those with hearing impairments should serve as a catalyst for integration with sign language interpretation and welfare services. If STT services for face-to-face contacts can be improved or further enhanced using ICT, it will not only open the way for a new influx of disabled workers to join vocational rehabilitation, but also help to improve quality of life for the hearing impaired.

Value Chain Analysis of Geospatial Web Service for VGI Application (사용자 참여형 공간정보 웹서비스의 가치사슬분석)

  • The fact that the limits of information recency, diversity, and usability are mainly caused by the supply oriented geospatial data and service development is commonly recognized. It is recently tried to overcome the limits by facilitating user experience and VGI(Volunteered Geographic Information) in several geospatial web services. This study suggests 10C framework of geospatial web service for VGI through review and examination of previous research. Based on the 10C framework, the value chain system of 23 use cases relevant to the geospatial web service involving the creation of user's VGI is investigated. The result of the value chain analysis is applied to examine and formulate the strategies to generate value addition from public spatial information with respect to creation, aggregation, delivery, and consumption process of VGI.

  • ITS를 구성하는 서비스나 기능이 대부분 동적인 특성을 지니고 있어, 앞으로는 이를 효율적으로 뒷받침할 수 있는 공간데이터(Spatial Data)가 필요하다. 특히, 대부분의 ITS서비스와 기능이 정보의 신속한 전달을 위해서 유무선통신을 사용할 것이다. 또한, 최정 사용자서비스와 응용분야가 공간데이터라는 기본적인 정보를 공유하므로써 위치에 대한 정적·동적교통정보를 제공받게 된다. 정보사용자가 사용하는 공간데이터가 상이하다면, 정보의 공유가 이루어지지 않거나 정확하게 제공되지 않는 것은 자명한 사실이다. 이러한 이유는 정보사용자가 자신들의 정보수집, 정보전달, 정보분석 등의 목적에 적합한 공간데이터를 제작하여 유지하기 때문이다. 결과적으로 정보의 공유를 위해서는 상이한 공간데이터들 간에 동일한 교통정보를 공유하도록 하는 조작이나 방법이 필요하다. 서로 다른 원본으로 구성된 데이터를 통합하고 이를 ITS서비스와 기능을 위한 각 시스템에 적용하기 위해서는 서로 다른 수준을 가지고 있는 공간데이터(수치지도 데이터)의 해상도, 위치정확도, 속성정확도, 정밀도, 범위 등과 같은 문제들이 최종 응용시스템에 적용되어져야 하고, 이를 통해 공간적인 위치와 수치지도를 구성하는 각종 엔터티가 참조되어야 할 것이다. 이뿐 아니라, 향후 데이터 공유의 방법에 있어서도, 각종 무선통신의 발달과 인터넷과 같은 정보전달매체의 대중화가 이루어짐에 따라, 정보의 공유가 동시적으로 이루어질 것이다. 본 연구에서는 공공기관주도로 제작된 전국범위의 수치지도를 하여, ITS용 네트워크데이터구성을 위한 기능분석과 사양을 제시를 함으로써, 이에 대한 프로파일 개발한다. 정보공유를 위한 위치참조모델(LRM)과 프로파일을 ITS데이터에 적용함으로써, 위치참조모델의 기능과 적용성을 평가한다.키기 위한 향후의 연구과제를 제시한다.Si결정의 크기를 비교하였을 때 45$\mu\textrm{m}$ 이하의 분말을 섞어 압출하였을 때 가장 작은 초정 Si입자 크기를 얻음 을 볼 수 있었다. 주의 Fairfax County에 소재한 주간 고속도로 66번(I-66)과 인접 교통망의 교통자료를 사용하여 각종 돌발교통 혼잡 상황을 전제로 한 Traffic Simulation과 정보제공시나\리오를 INTEGRATION Model을 이용해 실행하였다. 그 결과 적응형 알고리즘이 개개인의 최단시간 경로를 제공하는 사용자 평형 경로안내전략에 비해 교통혼잡도와 정체시간의 체류정도에 따라 3%에서 10%까지 전체통행시간을 절약할 수 있다는 결론을 얻었다.출발참, 구성대외개방선면축심, 실현국제항선적함접화국내항반적전항, 형성다축심복사식항선망; 가강기장건설, 개피포동제이국제기장건설, 괄응포동개발경제발전적수요. 부화개시일은 각 5월 26일과 5월 22일이었다. 11. 6월 중순에 애벌레를 대상으로 처리한 Phenthoate EC가 96.38%의 방제가로 약효가 가장 우수하였고 3월중순 및 4월중순 월동후 암컷을 대상으로 처리한 Machine oil, Phenthoate EC 및 Trichlorfon WP는 비교적 약효가 낮았다.>$^{\circ}$E/$\leq$30$^{\circ}$NW 단열군이 연구지역 내에서 지하수 유동성이 가장 높은 단열군으로 추정된다. 이러한 사실은 3개 시추공을 대상으로 실시한 시추공 내 물리검층과 정압주입시험에서도 확인된다..   • The Knowledge and information are rapidly built through networks; and, through this, epochal changes and developments are reoccurring in diverse societal economic cultural ways. Especially, digital-education emerging together with educational environment changes is taking its place as an educational system which will be able to replace traditional education methods by overcoming the limitations of time and space held by present education methods. The role of GUI(Graphic User Interface) design, which adds user cognitive power and convenience as a method of purveying innumerous information, is growing. Consequently in this research, through the analysis of educational contents utilized in public organizations, research is performed regarding an educational content design for a more effective education of learners.

  • Seoul city provided u-tourism services for inbound tourists' convenience. These services began in April, 2010 and were completed in advanced way by the end of 2011. Seoul city developed a brand fit to the new services simultaneously for communicating it. Recently, there are so many cities in the world that steadily try to give favorable impression and images to people. In the study, we analyze the process of brand building to present a guideline for city brand and tourism service brand building. The study includes a series of brand making process such as environment of brand, customer analysis, design of brand platform, brand hierarchy, visualization of various brand factors, strategies of operation and performances of brand awareness and draw a conclusion and suggest an advice. As for implication, the study shows the necessity of service brand launching plus Seoul official brand(Hi, Seoul), the service brand including ubiquitous concept, development of brand factors with complementarity and observation of systematical methodology.
