SNA Pattern Analysis on the Public Software Industry based on Open API Big Data from Korea Public Procurement Service (조달청 OPEN API 빅데이터를 활용한 공공 소프트웨어 산업의 SNA 패턴 분석)

  • This study investigated the ecological change of public software industry, comparing the pre and post structure of industry network based on the application of the regulation restricting large company participation in public software market. For this purpose, we used big data of the software market from Korea Public Procurement Service and used the SNA(Social Network Analysis) methodology which is being actively used in the area of social science recently. Finally, we highlighted the contribution of open public data. By analyzing order and contract data of the public software industry for 3 years - from 2013 to 2015 - we found out two main things. First, we observed that Power Law distribution had been going on in the public software industry, regardless of the external impact of regulation. Second, despite the existence of such Power Law distribution, we also observed the ecological change of industry structure from year to year. We presented the implication of such findings and discussed the advantage of open public data as the original motivator of this study.

Improving the Quality of Bibliographic Data in Public Libraries: Focusing on Public Libraries in Busan Metropolitan City (공공도서관 서지데이터의 품질 제고 방안)

  • In 2020, the Busan metropolitan library took the lead in establishing an integrated library system (ILS) that integrates bibliographic data from 49 public libraries and 103 small public libraries. However, each library still builds bibliographic data individually and repeatedly, and the bibliographic data built by each library is only physically stored in an integrated DB. Therefore the improvement in work efficiency or data quality has not been achieved. This study aimed to analyze the construction processes and quality of bibliographic data in Busan public libraries and to suggest a new implementation strategy for an integrated environment. To this end, (1) the construction process of bibliographic data was investigated, (2) the quality of the constructed bibliographic data was objectively analyzed, and (3) four implementation strategies were suggested based on critical problems. The implementation strategy aims not only to improve the quality of bibliographic data, but also to increase work efficiency and build an infrastructure for data sharing.

  • 본 연구는 코로나19 발생 전·후 공공의료를 둘러싼 사회적 인식변화를 뉴스빅데이터를 통해 파악하고자 시도되었다. 뉴스빅데이터는 코로나19 확진자가 처음 발생한 2020년 1월을 기준으로 나누었으며, 코로나19 발생 이전(2018년 1월~2019년 12월, 총 24개월) 40,834건과 코로나19가 발병 이후(2020년 1월~2021년 12월, 총 21개월) 61,761건이었다. 수집된 빅데이터는 R 4.1.1 for Windows를 활용하여 단어 빈도 분석, 연관규칙분석을 실시하였다. 연구결과, 코로나19 발생 전후 뉴스기사에서 공공의료를 둘러싼 핵심어를 비교할 때 코로나19 발생 후에 발생 전보다 큰 폭으로 상승한 단어는 '확산'(664%), '대응'(658%), '의사'(518%), '상황'(504%), '공공병원'(486%), '의료진'(455%), '확충'(324%), '인력'(305%), '어려움'(272%), '정부'(247%)순으로 나타났다. 코로나19 발생 전후 공공의료를 둘러싼 키워드의 연관규칙 분석을 통해서 의료의 패러다임이 일자리 산업에서 감염증 대응을 위한 보건의료로 전환되는 것을 알수 있었다.

  • The value of Big-Data which is a main factor of the fourth Industrial Revolution enhances industrial productivity in private sector and provides administrative services for nations and corporates in public sector. ICT-developed countries are coming up with Big-Data application in public sector rapidly. Especially, when it comes to social crisis management, they are equipped with pre-forcasting system. Korean Government also emphasizes Big-Data application in public sector for the social crisis management. But the reality where the overall infrastructure vulnerability reveals requires preparation and operation of measurement for social problems. Accordingly, we need to analyze Big-Data application problem and benchmark the precedented cases, thereby, direct policy diversity. Hence, this paper proposes the roles and rules of E-government analyzing problems from Big-Data application. The following policy proposes open Information and legal&institutional improvement, Big-Data service considerations threatening privacy issues in Big-Data ecosystem, necessity of operational and analytical technology for Big-Data and related technology in technical implication of Big-Data.

A Case Study of Basic Data Science Education using Public Big Data Collection and Spreadsheets for Teacher Education (교사교육을 위한 공공 빅데이터 수집 및 스프레드시트 활용 기초 데이터과학 교육 사례 연구)

  • In this paper, a case study of basic data science practice education for field teachers and pre-service teachers was studied. In this paper, for basic data science education, spreadsheet software was used as a data collection and analysis tool. After that, we trained on statistics for data processing, predictive hypothesis, and predictive model verification. In addition, an educational case for collecting and processing thousands of public big data and verifying the population prediction hypothesis and prediction model was proposed. A 34-hour, 17-week curriculum using a spreadsheet tool was presented with the contents of such basic education in data science. As a tool for data collection, processing, and analysis, unlike Python, spreadsheets do not have the burden of learning program- ming languages and data structures, and have the advantage of visually learning theories of processing and anal- ysis of qualitative and quantitative data. As a result of this educational case study, three predictive hypothesis test cases were presented and analyzed. First, quantitative public data were collected to verify the hypothesis of predicting the difference in the mean value for each group of the population. Second, by collecting qualitative public data, the hypothesis of predicting the association within the qualitative data of the population was verified. Third, by collecting quantitative public data, the regression prediction model was verified according to the hypothesis of correlation prediction within the quantitative data of the population. And through the satisfaction analysis of pre-service and field teachers, the effectiveness of this education case in data science education was analyzed.

  • The Korean government developed an organizational maturity model for public data quality management based on international standards to evaluate the data quality management level of public organizations, However, as the model has too many indicators to apply on the site, a new model with reduced number of indicators is proposed in this paper. First, the number of processes is reduced by integrating and modifying the processes of the previous model. Second, a new maturity evaluation method is proposed based on capability levels focused on the activity, not on the process. Third, the maturity level of public data quality management is represented by five discrete levels or real values of 1 through 5. Finally, characteristics of the proposed model are compared with those of the previous model.

  • This study designed an artificial intelligence education program using localized public data as an educational method for improving computational thinking in elementary school students. Program design and development was carried out based on the results of pre-requisite analysis on elementary school students according to the ADDIE model. Based on localized public data, the program was organized to learn the principles of artificial intelligence by utilizing "Machine Learning for Kids" and "Scratch" and to solve problems and improve computational thinking skills through abstracting public data for purpose.Through subsequent research, it is necessary to put this education program into the field and verify the change in students' computational thinking as a result.

  • Recently, the rate of openness of public data has increased and related development is also increasing. As recent government policies have also focused on opening public data, the Public Data Index among OECD member nations has been ranked first for two consecutive years. However, despite the government's interest and active support, the post-start-up survival rate was the lowest among the OECD countries. The lowest survival rate was found to be the biggest failure factor for consumers to exhibit unwanted products. In this study, we analyze the desired parts of the consumers that are lacking in the start-up and propose the service of location analysis. In this process, we utilize data related to entrepreneurship among various public data supported by the government.

  • In current society, the digital era that makes enormous amount of data, and the diversified city, the smart space, which has characteristics of creating, collecting and representing data, is appeared. After 2012, in the social media environment called hyper-connected society with wide-spread smart phone, people started to get interested in public data and big data by generalized mobile device and SNS. At first, development of forming platform of data was focused, but now, many different idea from diverse area have been suggested about data analysis and usage to visualize the space intellectualization service. To focus on the visualization process to increase the usage of this public data for ordinary people more than specialized people, this research grasps the present condition of open data and public data service from the current public data portal and considers the applicability of them. As the result of research, the analysis and application of data to ordinary people decrease the use of paper documents, and this research will help to develop the application which is fast and accurate about individual behavior and demand to utilize public data service in intellectual space.

An Exploratory Study of Professionalism on Data Management Jobs in the Public Sector: From the Perspective of Library and Information Science (공공부문 데이터 관리직무의 전문성에 대한 탐색적 연구 - 문헌정보학 관점에서 -)

  • Public reforms based on New Public Management have made the public sector specialized, and accordingly the role of public administration has expanded as well as the demand on professional jobs has increased. On the other hand, with the rapid development of information and communication technology, the data produced by public sector organizations has also significantly increased. This environmental changes made data management and a data management job in the public sector critical. However, there have been very few studies of conceptualizations and systematic investigations on data management jobs. Moreover, specific definitions, types or qualifications of/for a data management job or a person who do this job are rarely reflected in relevant laws and regulations. Based on the systematic literature review, this study conceptualized professionalism, identified its multiple dimensions, and draw a conceptual research framework. Focusing on the professional control on personnel management which is one of the dimensions of professionalism, relevant laws, work guidelines and job descriptions included in job openings were analyzed with regard to a data management job in the public sector. The findings are as follows. First, an assigned role and responsibility associated with a data management job have vague boundaries. Second, work guidelines and manuals only focus on the post quality control stage rather than equally addressing all the eight stages of the data lifecycle. Third, neither a data management job in the public sector nor a person who take care of this job is not appropriately defined. Therefore, a role and responsibility of/for the job and a person in charge should be reflected in the relevant laws and guidelines in a tailored way. More importantly, job analyses and evaluations should be thoroughly conducted to enhance professionalism on data management jobs in the long term.
