It can be said that digital technology is at the center of the change in the modern work environment. In particular, in general public institutions that prove their work with records produced by business management systems and document production systems, the record management system is also the work environment itself. Gimpo City applied for the 2021 public cloud leading project of the National Information Society Agency (NIA) to proactively respond to the 4th industrial revolution technology era and implemented a public cloud-based AI-OCR technology enhancement project with 330 million won in support of 330 million won. Through this, it was converted into data beyond the limitations of non-electronic records limited to search and image viewing that depend on standardized index values. In addition, a 98% recognition rate was realized by applying a new technology called AI-OCR. Since digital technology has been used to improve work efficiency, productivity, development cost, and record management service levels of internal and external users, we would like to share the direction of enhancing expertise in the record management and implementation of work environment innovation.

According to the change in media environment, a support plan for local broadcast has been required. In terms of legal and institutional support for the development of local broadcast, the enactment of special Act for local broadcast has become a breakthrough. In this point of view, we analyzed the performance and the limitation of the special Act. As a literature research, analyzing the literature and related-ordinances, we have sought legal and institutional support plans for the local broadcast. As a result, with the Local Broadcast Development Council being in charge of legislative right and responsibility, a plan to empower them to have legal and institutional authority should be drawn; another plan to secure independence in operating a fund and to promote the capability to produce local broadcast programs and the distribution system should be drawn; the other elaborate plan for the locality index that assesses the locality is required. Local broadcast should be on a way to secure not only public interest and concern but locality and diversity; legal and institutional plans should be sought.

Regarding a long-term strategic plan in the food and agriculture sector, R&D policies and investment trends in major overseas countries are reviewel. The importance of efficient resource management is emphasized along with continuous government support for R&D in the agri-food industry. In response to facing social issues such as climate change, food security, food safety, health, and environment, research and innovation agenda is mainly focused on harmony between economy and environment, human nutrition and health as well as animal and plant health, and an integrated ecosystem approach. Particularly in the food sector, public investment is generally made in food safety, nutrition and health, and private investment for food processing and manufacturing. Public-private collaboration is carried out in order to enhance the efficiency of R&D innovation and development strategies in the agri-food industry.

이상에서 살펴본 것과 같이 과거 몇 년간 미국 내에서의 자기부상열차 기술개발과 노선건설에 있어서 그렇다할 성과는 없었다. 국가적 차원에서의 대규모 기술개발 자금지원도 없었고 단지 기업이나 주정부로부터의 재원조달이 주였다고 할 수 있다. 다행이 일본이 Washington DC와 Baltimore 노선에 일본의 초전도 자기부상열차 기술과 5조 원의 자금을 투자하겠다고 나서 가시적인 결과가 기대된다. 도시형의 경우 Orlando에서 24km 노선건설을 위한 토지임대협상이 진행 중인데 금년 봄에 결론에 도달할 것으로 알려지고 있다. 그 이외에도 몇 개의 다른 지역에서 노선건설이 추진 중이어서 더 두고 볼 일이다. 연구비 확보에 있어서는 연방정부의 지원이 줄자 전통적인 공공자금에서 민간자본으로 눈을 돌리는 것도 최근의 경향이라고 할 수 있다. 마지막으로 저자가 미국의 기술개발 환경에서 배운 점 중의 하나는 독창적인 기술이 미성숙이라고 하도라도 공개적으로 제안하고 평가를 받으며 사회는 그에 대한 연구비를 지원한다는 것이다. 그 결과 새로운 개념의 자기부상기술의 다수는 미국에서 나오고 있다.

IT기술의 발전으로 인하여 스마트 폰, 테블릿 PC, 노트북 등의 고사양을 가진 모바일 단말의 보급률이 증가하고 있으며, 모바일 단말이 사용하는 IEEE 802.11 표준 기술 또한 지속적인 보완작업과 개정작업을 통해 지원하는 주파수 대역 확장 되었으며, 데이터 전송속도도 빨라지고 있다. 하지만 기술이 발전하고 있음에도 불구하고, Management Frame의 무결성 확인 과정의 부재로 인한 보안 취약성이 아직 남아 있으며, 이를 악용하는 악성행위자의 ARP Spoofing 공격, AP DoS(Denial of Service) 공격, Mac Spoofing 을 기반한 Rouge AP 공격 등에 취약하다. 공공기관, 회사에서는 위 같은 취약점으로부터 무선네트워크를 보호하기 위해 WIPS 시스템을 도입하였지만, 이 또한 Management Frame의 취약성을 근본적으로 해결 할 수 없었다. 때문에 IEEE 802.11 워킹그룹은 Management Frame 보안성을 향상시킨 IEEE 802.11w-2009 표준 기술이 제안 하였으며, 이로 인해 Management Frame의 무결성을 확인하지 않아 발생하는 취약성으로 인한 보안 위협을 근본적으로 방지 할 수 있게 되었다. 하지만 IEEE 802.11w 표준 환경을 적용함으로써 새로운 유형의 보안 위협이 발생되었다. 따라서 본고에서는 IEEE 802.11w 표준에 대하여 살펴보며, IEEE 802.11w 표준 환경에서의 보안 기술에 대한 동향 알아본다.

지식정보화 시대에 국가의 분야별 정보화 사업이 확대됨에 따라 정보기술 자산 및 예산에 대한 효율적 관리의 필요성이 대두되고, 1999년 한국전산원에서 '정보기술아키텍처 수립 및 표준 적용에 관한 연구'를 발표하여 국내에서도 정보기술아키텍처의 중요성이 부각되기 시작하였다. 이후 공공부문에서 실제 적용하는 사례가 나타나고 있으며, 해양수산부도 선도적으로 사업 계획에 참여하여 시범적인 수립을 하게 되었다. 본 연구에서는 정보기술아키텍처에 대한 기본적인 사안을 확인하고, 국내 공공기관에 도입 적용되고 있는 상황에서 해양수산부가 정보기술아키텍처 사업을 어떤 배경과 목적을 가지고 추진하고자 하는지 확인하고, 사업의 범위가 어떻게 되는지 검토해보며, 추진의 상세 내용으로 비전 및 원칙 수립, 환경 분석, 분야별 아키텍처 수립 방안, 참조 모텔 및 지원 도구, 이행을 위한 계획 수립, 마지막으로 해양수산부가 정보기술아키텍처를 어떻게 발전시켜 나아가려는지 확인하고, 정보기술아키텍처를 통해 얻고자 하는 기대 효과를 정리한다.

Governance is valued as a new concept and principle of social operation and public policy management, and its influence is gradually expanding. Among the various governance theories being put into practice and in case analysis studies, collaborative governance embracing various governance concepts has been found to increase interdependence and responsibility beyond participation and compromise, and create new public values by integrating and utilizing optimal social coordination forms. In the field of cultural assets, governance-related research is also being conducted for the efficiency, sustainability, and scalability of public policy enforcement. This study explored the government's role (promotion, arbitration, and condition creation) in collaborative governance, focusing on the "Cultural Heritage Guardians" to understand how collaborative governance operates in the cultural heritage sector. Regarding governance policies in the cultural asset sector, the cultural asset guardians highlighted the status, role, and characteristics of policies by examining their introduction, development, and implementation. The results of the analysis revealed that private-led, horizontal public-private cooperation, collaborative governance, policy introduction, solidarity, professionalism, resource/knowledge imbalance, cooperation precedence, etc., facilitate increased participation. The government has accordingly proposed measures to establish comprehensive legal stability centered on cooperation; strategic reorganization of dedicated organizations; strengthened, supportive intermediate organizations; and individual and multi-party consultative bodies.

소상공인 창업자들이 자금조달의 대부분을 은행 대출에 의존하고 있는 가운데 소규모 자금 조달을 필요로 하는 이들을 위해 핀테크 기반의 새로운 금융서비스를 통해 소상공인 창업자의 금융 공급을 확산할 필요가 있다. 이러한 환경 변화 패러다임에서 본 연구는 빅데이터와 핀테크 솔루션의 활용이 소상공인의 매출과 금융지원에 미치는 영향을 살펴보기 위해 실제로 공공과 민간의 상권빅데이터자료를 수집하여 분석을 수행하였다. 이를 통해 소상공인에 대한 금융혜택 증대를 위한 사업장의 매출증대 등 소상공인 창업자의 사업성 평가에 필요한 주요변수들을 상권빅데이터를 실증적으로 분석하여 효과성을 검증하는 것이 본 연구의 목적이다. 특히 자금의 대부분을 정책자금을 통해 조달하는 소상공인들이 일반 은행에서도 중소기업 대출의 하나로 비중 있게 이루어질 수 있도록 기존에 활용되지 못한 빅데이터 변수들을 탐색하여 소상공인의 경쟁력 향상을 위한 효율적인 금융지원이 가능함을 확인하고자 하였다. 본 연구에서는 소상공인 창업자의 대출 등 금융지원 확대를 위한 사업성 평가에 상권빅데이터의 활용 가능성이 있는지를 중심으로 문헌적 연구방법 연구와 실증적 분석을 병행하였다. 본 연구는 핀테크와 빅데이터의 활용이 향후 소상공인 자금 조달의 발전 방향이 어떻게 되어야하는지를 모색해야하며, 소상공인을 포함하는 중소기업 신용평가방식의 발전 방향을 구체적으로 모색되어야 할 시점임을 의미하고 있다.

Innopolis start-up has become a representative model and path for commercialization of public technology. Along with the quantitative growth of innopolis start-up, the importance of innopolis start-up in national policies and institutional strategies related to public technology commercialization has also increased. However, over the past 16 years, innopolis start-up's establishment and growth have taken place in different ways at different times. This study aims to compare and analyze changes in innopolis start-up over the past 16 years, focusing on comparisons before and after 2014, when the establishment of innopolis start-up began to increase rapidly. Main findings are as follows. First, in the early stage of the quantitative expansion period, policy changes related to innopolis start-up were the main factors for the increase in innopolis start-ups. In addition, the rapid increase in the establishment of innopolis start-up after 2016 was largely influenced by changes in the start-up environment and institutional changes related to innopolis start-up. Second, the time of registration and size of the capital of innopolis start-up had a statistically significant effect on the sales for 3 years after registration. This result shows that with the rapid increase in innopolis start-ups, the need to build a customized support system for innopolis start-ups by size or growth stage has increased.

시간과 장소에 제한 없이 편리하게 근무함으로써 업무 효율성을 향상시키기 위한 "스마트워크 활성화" 계획이 수립되어 추진중에 있다. 스마트워크 유형으로는 모바일 오피스, 홈 오피스, 스마트워크 센터 그리고 스마트 오피스로 구분될 수 있다. 이러한 스마트 근무 환경을 구축하기 위해서는 제약없는 정보 공유와 상호 협력이 가능하도록 원격 협업 시스템이 도입되어야 한다. 원격 협업에 가장 많이 활용되고 있는 영상회의 경우, 이미 상용화 제품이 널리 사용되고 있으나, 이기종 제품간 상호연동이 되지 않고 있어 이를 해결하고자 하는 표준화가 진행되고 있다. 또한, 영상회의 시스템은 실제 참가자들이 동일한 장소에 모여 회의를 하는 것처럼 실감적인 환경을 지원하기 위해 텔레프레즌스 시스템으로 발전하고 있는 추세다. ITU-T, IETF, IMTC 국제 표준화 단체에서는 여러 유형의 영상회의 또는 텔레프레즌스 시스템간 상호 연동성을 보장하기 위해 요구되는 연동 기술 표준을 개발하고 있다. 본 고에서는 ITU-T SG16 Q5, IETF CLUE 워킹그룹에서 진행중인 최신 표준화 동향을 소개한다. 또한, 공공 및 민간기관에 스마트워크 확산을 위해 이기종 영상회의 시스템간 연동이 가능한 국내 표준 개발이 진행되고 있는데, 주요 기술 이슈에 대한 동향을 소개하고자 한다.
