An Empirical Analysis on the Presumption of Public Apartment's Construction Cost in Housing Land Development Project (택지개발사업의 공공주택건설공사비 추정의 실증적 분석)

  • Providers haven't recently had a flexible construction cost estimation system to meet various needs of consumers about public housing. So the subject of this study is to estimate construction cost reasonably in early project stage of public housing and then develop reliable means which is able to support construction cost management and establish a adequate funding investment plan as a provider. In this study, Regression analysis was performed by the case on 20 public apartment complex which were designed from the first half of 2007 to the first half of 2008. A total construction cost of construction, civil engineering, machinery, elevator, land scape, electricity and communication work was used as one sample for increasing explanation and representativeness of the case. In addition, The total construction cost which is devided into design, contract and completion cost was variously analysed for increasing relevance of model and actual utilization. The result of estimation model based on a total construction cost set up completion and design cost showed that error rate is within 2%, which is a excellent result. The estimation model of the construction cost developed by this study is expected to estimate approximate construction cost which is adjacent real construction cost in early stage of the project by using some data.

  • A preliminary study was conducted to introduce the concept of asset management in developing maintenance strategies for public facilities. A survey was carried out to analyze public institutions' maintenance status, thereby leading to an asset management system. The survey identified the maintenance priorities for the asset management system, evaluated the weight factor in selecting facilities, and analyzed the current maintenance system. The purpose of the study is to assess the system transitioning to asset management systems considering the life cycle of the facilities from safety management-oriented maintenance policies. As a consequence of the survey results, the study presents data for establishing an asset management system.

  • Since 1980 the Korea Land Development Coporation has played a major role in land development by means of a Public Initiated Land Development Scheme. This strategy has attempted to correct the market failure of the generation of large sum of windfall profits. In accordance with reimplementation of the local autonomous ruling system since 1991, the demend for local government initiated land development have increased rapidly as local governments attempt to math the influence of national local development policy. In this regards, it is very useful for urban planners to analyze the merits and dismerits of the local government initiated land development schemes in view of national agency's development. This paper recommends several mitigation measures to improve the settlement of the local government initiated land development scheme.

A Study on the Characteristics Analysis of Clusters by Tenants of Public Rental Housing (공공임대주택 입주가구의 군집별 특성분석에 대한 연구)

  • This study classified and analyzed characteristics of residents in public rental housing based on data from the 2018 Housing Survey. First, in order to classify the type of public rental housing resident, the criteria were derived through factor analysis based on the satisfaction evaluation index. Next, based on the factor value, the group was classified by type through cluster analysis, and the satisfaction, characteristics of residential households, and characteristics of rental housing types were analyzed for each cluster. As a result of factor analysis, evaluation of housing facilities, accessibility, and residential comfort was selected as the cluster classification criteria, and a total of four clusters were derived through cluster analysis. As a result of analyzing the characteristics of each cluster, it was found that there was a statistically significant difference in the level of residential satisfaction, characteristics of residents, and detailed types of rental housing. The results of this analysis are expected to be used to improve existing public rental housing or develop new types of rental housing to match the characteristics of residential housing for public rental housing. In addition, in the type integration of rental housing currently being promoted, it is necessary to develop a method of providing differentiated services in consideration of the characteristics of tenants as well as the integration of physical housing types.

Analysis on the Satisfaction Factors of Housing Performance and Residential Environment of Public Housing in Seoul (서울시 공공임대주택 주택성능과 주거환경 만족도에 미치는 영향요인)

  • In order to balance with supply policy, public housing management and operation policies have been implemented in terms of housing welfare, but citizens have not yet achieved the results that the citizens are experiencing. The purpose of this study is to analysis the residential satisfaction of the including the housing performance through the characteristics of the public housing residents in Seoul. The data used in this study is based on the survey data of public housing panel survey in Seoul (2016). The study method used ordered logistic regression analysis based on the fact that dependent variables appeared as ordered responses. Major research results are as follows. Firstly, housing performance and residential satisfaction may not match. Even though the satisfaction of housing area, type, and management fee is high, satisfaction with residential environment is low if commuting distance, the number of small libraries, and hospitals are small. Secondly, it showed different characteristics of residential environment factors among types of public housing. Rather than focusing on supply, customized supply is needed considering characteristics of public housing types. Thirdly, the policy for public housing needs to be realized by a fair policy on the residential environment. It is necessary to contribute to better housing stability as a customized policy considering the local residential environment.

  • The purpose of this study is to analyze Compass Residences Development, also known as West Farms Development, in Bronx. NYC as a case study focusing on the characteristics of business structure and financing methodologies for affordable housing development. The case, costing total of $350M, is considered as the most notable long-term phased development of affordable housings in NYC by utilizing abandoned post-industrial site and multi-layered financing from various governmental subsidies, which is mainly LIHTC in conjunction with Tax-Exempt Bond with various other financing programs. The study may provide suggestive implications possibly related to the new Public Rental Housing Provision Plan that Seoul Metropolitan City announced recently. Moreover, will contribute to diversifying methodologies applied at domestic public rental housing development.

A Study on Assimilation and Transplantation of Public Housing at the Tiong Bahru Estate in Singapore from the 1930s to the 1950s (1930년대에서 1950년대까지 싱가포르 티옹 바루 단지에서 공공주택의 동화와 이식에 관한 연구)

  • Early 20th century Singapore was faced with the problem of overcrowding. The attendant problems of a rapid increase in population density, namely the lack of proper housing and sanitation, resulted in the issue of an appropriate residential environment emerging as an important task in urban planning. It was necessary to construct housing estates in order to solve this issue. At that time, the British colonial government attempted to transplant modern technology into the construction process of a residential complex system. However, Singapore's climate and traditional lifestyle made it impossible to apply the British modern system in a straightforward manner, and in the process, a number of transformations emerged. With a specific focus on the Tiong Bahru estate, one of Singapore's representative public housing projects, from the 1930s through the 1950s, this study intends to look at the way in which such residential estates were assimilated into local surroundings, and the effect of the transplantation of British concepts of modern housing theory. Therefore, the study is divided into an examination of the estate both before and after the turning point of World War II. This study confirms that the difference between the pre-war and post-war planning strategies for the Tiong Bahru estate were made according to the concept of 'open space.'

Estimation of Economic Value of Public Housing Parking Lot : Focusing on the Hedonic Price Approach in the Case of Hanam City (공공주택 주차장의 경제적 가치 추정 연구 : 하남시 사례의 헤도닉가격접근법 중심으로)

  • This study uses the hedonic price approach to estimate the economic value of a parking lot in an apartment building. In this study, a logarithmic function was applied to estimate the price elasticity of parking spaces. Variables were composed of an independent variable (apartment house characteristics) and a dummy variable (external characteristics). Detailed variables include exclusive area, number of floors, waterproofing, number of bathrooms, and number of parking spaces per household. Based on the results of the analysis for the entire year, the increase in the number of parking spaces affects a price increase of approximately 25.97 million won to 59.68 million won, which can be interpreted as the economic value of the parking space. However, since Hanam City was specified in this study, there is a limit to generalizing the current results and using them for project evaluation.
