Disaggregate Demand Forecasting and Estimation of the Optimal Price for VTIS (부가교통정보시스템(VTIS) 이용수요예측 및 적정이용료 산정에 관한 연구)

  • VTIS(Value-added Traffic Information System), among the sub-systems of ATIS, is an Advanced Traffic System which innovates efficiency and safety. And this system, having marketability and publicness, is very important. Moreover, This system offers definite traffic information according to the demand of specified users. And it is expected to produce additional spread effects because of high participation rate of private sector. However, the VTIS service media are varied and there are varied optimal Prices and payment methods according to each medium. Because of that, there needs the study on these problems or optimal criteria. But because existing studies were devoted to estimate the optimal route, the study toward the optimal price which was considered part of user and service use demand do not exist. Accordingly, we surveyed under imaginary alternative pricing scenarios and forecasted the use demand of VTIS by using Binary Logit model. Also, for the users who answered that they would use VTIS service in survey, we classified their use's behaviors as four categories and estimated the use ratio to each category by using Ordered Probit model. Last, using sensitivity analysis for results form above, we derived the optimal price that is 2800won in monthly. 145won in payment per call. Then, VTIS service use rate is respectively 65%, 75%.

Satisfaction Factors and Determinants of Visitors in Taeanhaean National Park, Korea (태안해안국립공원 탐방객 만족요인 및 예측모형)

  • This study was carried out to provide basic data for efficient park management by analysing visitors' satisfaction factors and estimated regression model through questionnaire survey method at Taeanhaean National Park in Korea. Performance(satisfaction) variables as 'touting', 'illegal merchant', 'noise', 'indiscreet use' and 'collection of natural plants or animals', and Importance variables as 'littering problem', 'water pollution act', 'careless cooking' and 'exorbitant pay' were relatively high score. It was clarified that the 'souvenir & special product', 'lack of use program' 'lack of public facility', 'lack of information facility', and 'lack of commercial facility' were 'concentrate here' ones by the Importance-Performance analysis. 'Facility management', 'Use management' and 'Resource management' factors were found out by Factor Analysis and the 'Facility management' was the biggest factor accounting for 32.6% of all. In the estimated model by Multiple Regression Analysis, 'lack of employee's guidance or kindness', 'lack of convenience facility', 'noise', 'lack of facilities to stay' and 'charge of user fee, parking fee' were the variables to impact visitors' satisfaction and to need concentrated management. These results were unique characteristics of marine national park and then the different management strategy and policy from mountain national park were necessary.

Research on status and characteristics of wastewater discharger cost in Local Government (국내 기초자치단체 하수도 원인자부담금 현황 및 특성 분석 연구)

  • The sewage system was continuously distributed as a concept of public service and protection for water system such as wet-land, resulting in deterioration of the management of sewage management institutions. Accordingly, under the leadership of the central government, various sewage policies are being promoted to streamline the management of sewage management institutions. The main points were related to costs, and typical characteristics include wastewater cost and wastewater discharger cost. In this research, the current status and characteristics of the wastewater discharger cost of 71 local governments in Korea were analyzed. As a result, 41 places (57%) were found to be less than 1,000,000 won/m3 to 2,000,000 won/m3, with an average was 1,990,653 won/m3 (median was 1,918,000 won/m3). In addition, the rate of wastewater discharger cost was increased when the wastewater discharger cost was higher stage. The influential parameters of local governments, which were relatively correlated with the wastewater discharger cost, were analyzed as the rate of recovering wastewater cost and financial independence rate. The results of this research could be used as basic data for wastewater discharger cost, and future researches are needed on how to calculate the appropriate level of wastewater discharger cost.

Development of Revenue Change Index by New Highway Opening Under the Unified Revenue System (통합채산제하의 신규 고속도로 개통으로 인한 통행료수입 변동지표 개발)

  • When the new highway is opened, the new highway has alternative or linkage relationship with current highway networks. This change will lead to the different traffic patterns which can also lead to the change of toll revenue in other surrounding highways. This study investigates the change of revenue on the current highway networks caused by the new highway opening under the unified revenue system. Moreover, this study calculates the effectiveness of the revenue fluctuation when the highway system is under controlled by the public or private institution and proposes the meaning of the revenue fluctuation to those institutions. This study also proposes an index of revenue change that could be used to reflect the individual project evaluation and set the priority between multiple projects. Some limitations and future research agenda have also been discussed.

A Research on Expansion of Library Service by Using QR Code (QR코드를 활용한 도서관 서비스 확장 방안에 관한 연구)

  • Recently, the expansion of smart phones, wi-fi. and unlimited service changed our life style from personal computer based to mobile device based. With this trend, a lot of companies and government facilities use QR code as an advertising material, and now the QR code is very popular service in our ordinary life. In the meantime, libraries in abroad and university libraries started using QR code in library service about 2 or 3 years ago, and domestic libraries started using it in service due to the increase of establishment of mobile Library websites. In this research, starting with looking into the literature, I analyzed the examples of the use of QR code in libraries. On the base of it, I drew a QR code library service model, and what needs to be considered for the use of it.

  • 전기기술은 기술의 특성상 민간에 대한 유인이 적은 공유성 기술이나 대학 또는 기업이 감당하기 어려운 대형복합기술의 비중이 높으며, 최근 들어 전력산업의 구조개편 등에 따라 국가적 기술개발수요가 확대됨과 동시에 전기기술의 이용분야 확대와 타 기술과의 융합화 및 대형화로 신기술수요가 늘어나고 있다. 현재 우리 나라의 전기기술 R&D체제에서는 공공기술에 대한 사각지대가 발생하고 있음에도 불구하고 국가차원의 R&D 공급이 미약하여, 거대한 시험설비와 첨단고가장비를 필요로 하는 시스템기술로 일부 기기나 시스템운용을 제외하고는 개별기업이나 전력회사에 대한 기술개발 유인이 크지 않으며, 따라서 전기기술분야의 R&D 실태 파악과 역할에 대한 검토를 통해 R&D 주체별 기관특성에 맞는 국가 R&D체계의 정립이 필요한 실정이다. 따라서, 앞으로는 전기기술분야의 국가 R&D 목표 및 기본전략에 따라 국가 R&D 자원의 규모, R&D 주체간의 역할분담 등 전반적인 R&D 체계의 구축이 선행되어야 하며, 이를 통해 기관별 Mission 및 고유기능을 토대로 전문성 제고와 특성화를 유도할 수 있는 연구여건의 조성이 시급하다 하겠다. 특히, 장기대형연구, 원천기술연구, 기초기반연구, 연구기반구축, 인력양성 등 필수적 국가기능에 대해서는 기관별 특성에 따라 안정적인 역할수행이 가능하도록 역할분담 및 정책적 지원을 하되, 그 밖의 영역이나, 민간 및 전력회사의 독자적인 R&D에 대해서는 경쟁 및 협력을 통한 연구효율성 향상을 유도하는 방향으로 나가는 것이 바람직할 것이다. 국가적 전력기술 R&D의 효과적인 수행과 실효성 확보를 위해서는 재원확보가 선행되어야 하며, 이를 위한 방안으로는 기존의 전력사업자에게는 기술개발충당금 또는 전기요금 중 일정비율을 국가적 R&D 재원으로 설정할 수 있을 것이며. 신규 사업자에게도 규제비용의 차원에서 일정 부담금을 부과하는 방법이 가능할 것이다. 이러한 재원을 가지고 사업성격 및 R&D 유형에 따라 역할분담에 따른 지원, 정책적 사업, 경쟁적 사업공모 등을 통해 지원분야 및 규모, 대상기관 등에 대한 선별적인 지원이 이루어져야할 것이다.

A Review on the IPTV Regulatory Regime and Market Performance (IPTV 시장성과와 관련 규제제도의 검토)

  • IPTV는 기술적으로 TV에 PC적 기능이 더해지고 인터넷 프로토콜(IP)을 통해 인터넷과 연결되는 서비스로, 국내 초고속인터넷의 속도가 VDSL, 광랜과 같은 서비스의 등장으로 최대 100Mbps에 이르러 동영상 콘텐츠의 실시간 스트리밍 서비스가 가능한 환경이 구현되었다. IPTV 도입을 통해 산사건 방송, VOD 등의 기본적인 서비스뿐만 아니라, 양방향 광고, IPTV 민원발급 및 IPTV 공공서비스 제공 등 다양한 응용서비스의 개발 및 활성화를 기대하였다. 또한 IPTV를 통해 유료방송의 경쟁을 촉진시키고 케이블TV의 디지털 전환을 촉진시킴으로써 시청자들의 복지를 향상시킨다는 취지도 함께 있었다. 정량적으로는 IPTV가입자가 2012년에 이르러 보수적으로 290만가구, 낙관적으로는 450만 가구에 이를 것으로 예상하였으며, 관련 시장규모도 동년도에 약 7,515억원에 이를 것으로 전망하였다. 하지만, 2011년 말이 이미 450만 가입자를 돌파하고 2012년 8월 500만 가입자를 유치하면서 IPTV 서비스는 본격적인 mass market을 형성해 나가고 있다. IPTV 시장이 확대해 나가면서 유료방송 가입가구 수도 증가하였는데, 도입당시인 2008년 말 1,740만 가구가 유료방송에 가입하여 104%의 보급률을 보였으나 2011년 6월말 현재 가구수 대비 유료방송 가입자구수는 127%로 증가하였다. 이렇게 IPTV서비스 시장이 확대되고는 있으나, 정부의 신규 서비스에 대한 과도한 요금규제, IPTV와 경쟁하는 케이블방송사(SO) 계열의 콘텐츠 사업자(CP)들의 방송채널 공급거절 및 지상파 방송사의 과도한 재전송 대가, 전국 권역사업자인 IPTV에 대한 권역별 가입자점유율 규제, IPTV의 차별성으로 내세웠던 T-Commerce 및 양방향 광고에 대한 규제는 앞으로 개선해 내가야할 과제이다. 이에 본고는 IPTV의 시장성과를 조망하고, 시장의 지속성장을 위해 필요한 제도개선 방향을 살펴보았다.

A Study on the Effect of the Perception of Water Reuse on Water Reuse Practice Intention (물 재이용에 대한 인식이 물 재이용 실천의도에 미치는 영향)

  • This study verified the effect of the perception of water reuse on water reuse practice intention. The study results showed that the perception of water reuse practice necessity, the effect of water recycling toilet(p<.01), compulsory installation of water recycling product in public institution, expansion of compulsory installation of water recycling product, the law of water reuse promotion and support(p<.05). Also, monthly household income, occupation and monthly water rate significantly affected the between-group differences of water reuse practice intention. This study provided implications for operating water reuse policy by analyzing the effect of the perception of water reuse on water reuse practice intention to enhance water reuse practice.

International Comparison of Fare Policy in Urban Metro (도시철도 운임정책 국제비교)

  • Recently, as various metro lines have been constructed and connected to other lines the rate of utilization has also been increased. However, the existing fare policy which the government does still stick to causes not only inappropriate action to the demand pattern but aggravation of the profit of the operation company. This study reviewed rail fare policy of major countries such as Japan and U.K etc. to improve the rationality of fare policy in Korea. In order to systematical analysis of fare policy, such viewpoints as of fare decision method, the card fare discounting system, the structure of fare, and the government subsidy policy were reviewed. Based on the results from the review, various problems and improvement plans were drawn. Through this study, appropriate fare systems to urban railway users could be given to improve the chronic deficit problem of urban railway operators.

A Study on The Parking Management System for Urban Residents in Designated Parking Space Environment (주차 지정된 공용 환경에서 도심 생활자의 주차 관리시스템 연구)

  • In this study, when another vehicle is parked in a designated space where a personal vehicle can park and a defined personal use time, an ultrasonic object recognition sensor is used to determine vehicle entry, and a camera sensor recognizes a license plate. If the vehicle is not recognized by the individual vehicle owner, the "private parking lot operation block" of the application server receives the individual phone number based on the National Police Agency's Vehicle Number Information Inquiry Open API. Afterwards, when parking is processed, the non-right holder receives the approval of the parking right holder, parks for the recognized time, and deposits the parking fee into the public account of the city hall. Through this study, it was possible to find an operation processing method that can most effectively manage parking in the city center in a private parking space recognized by the city hall.
