  • Recently advanced nations utilize evaluation system about LCC, and KOREA begin to introduce the system to reduce construction expense. And Introducing "Technical proposal type bid" that is new government construction order mode made needs for valuation of price to evaluate facilities LCC. These days LCC is evaluated by BTL and turnkey project in KOREA, but it is suffering from difficulty in evaluation. because evaluation element and standard are indefinite. In addition LCC evaluation of public construction business except BTL and turnkey is not consisting. Therefore, in this research we present LCC evaluation Index for systematic and objective evaluation.

Implications of a Case Analysis of a Public Park Project at a Former Military Facility Site (군사시설 이전부지 공원화 사례분석을 통한 시사점 도출)

  • Because of their nature as public facilities, demands that former military facilities be utilized for the public welfare are increasing, thereby leading to an increase in cases in which these military facilities are reestablished as parks. Cases in which former military bases were reestablished as public parks were analyzed; as a result, several implications were derived. First, the objectives of public park projects should be examined from the perspective of the concept of urban regeneration and regional revitalization. Moreover, it is necessary that profits are yielded and that regional identity and history are reproduced through reusing existing facilities as much as possible rather than entirely remodeling former military sites. As parks become larger in size, bases should be reorganized into complexes rather than single facilities or programs. It is also necessary that parks be established in stages considering the enormous expenses required for building public parks. Consequently, because the special characteristics of military facilities can lead to insufficient on-site investigation in the process of establishing parks, thereby incurring a vast amount of costs for design adjustment and contamination disposal, this should be considered in advance. A method of delegating the development rights to partial sites to private businesses and supplementing the costs of park establishment and maintenance with development benefits should be examined. In addition, given that there are various interests and stakes in former military bases, a method of operating a public-private cooperative decision-making organization during project execution should be considered. Finally, policies related to urban parks need to be improved in order to raise funds, expand profitable businesses, facilitate social services and sponsorship, and encourage the participation of trusts and non-profit organizations in park operation and management.

  • Access to public facilities such as substations, dams and railway facilities is strictly controlled, and unmanned surveillance equipment has been introduced and operated recently due to the development of IT technology and the government's cost reduction policy. However, if an unmanned surveillance system is broken, surveillance space, information leakage caused by intruders, and damage to facilities may occur. Also, it is necessary to check periodical visit by the manager in order to check the surveillance facilities, which causes additional management costs. In order to solve this problem, we designed a system to check the operation status of the unmanned monitoring facility in real time, attempt to recover automatically when a problem occurs, and notify the administrator of the problem. The designed system consists of an NVR that receives and judges information such as image, sound, and lighting condition, and a control device that detects and restores the state of the unmanned monitoring facility. The system proposed in this paper is expected to contribute to the improvement of the economic efficiency due to the minimization of surveillance space due to the failure of the unmanned monitoring facility and the reduction of the inspection cost.

A Study on the Improvement of Water Quality according to the Pollution Management Plan of Seomjin River Water System (섬진강수계의 오염원 관리방안에 따른 수질 개선에 관한 연구)

  • This study formed a scenario to improve a water quality by expecting and analyzing a water quality of Jeollabuk-do Seomjingang water system, so calculated a result. As a result, it was analyzed that a water quality is improved at 15.32 % of the maximum BOD, 7.17 % of T-N, and 62.86 % of T-P according to domestic and livestock cut amount by reinforcing discharge water of sewage disposal plant and improving pollutant management plans. It was analyzed that supplementing various cut plans such as establishment of efficient cut plans, plans to decrease pollution loading amount, plans to increase sewage disposal efficiently, pollutant decrease through an expansion of sewage disposal area, and energy recovery from animal dung of Total Pollutant Load Management System, and developing a study on more efficient improvement plans of water quality by considering natural increase and economic development are efficient in an improvement in a water quality.

Resident's Assessment of Automated Vacuum Waste Collection System in New Public Housing Estates (신규 공공주택단지의 생활폐기물 자동집하시설 이용에 관한 거주자 평가 분석)

  • This research is to explore resident's assessment of the Automated Vacuum Waste Collection System (AVWCS), which is devised to attain sustainability of residential environment. A number of AVWCS has been installed in Gyeonggi Province, so 283 households in 11 new public housing estates of 5 cities participated in a self-administered questionnaire survey. The data collected from 133 respondents in for-sale housing estates and 150 participants in rental housing estates, and the primary findings were as follows: a vast majority of both owners and renters had neither been aware of nor used the system before moving to their current housing estate. Also, most of the respondents learned how to use the AVWCS from on-site housing management staff, and the learning among renters was greatly delayed. Renters were in stronger favor of the system than owners, and their satisfaction was greater than the counterpart. Although few items were unsatisfactory, many emphasized that AVWCS should be augmented with user-centered, environmentally friendly features, and also they viewed that the system would substantially contribute to sustainable urban environment.

  • The purpose of this research is to develop a conceptual model that establishes a new approach for functional area cost estimating in the schematic design phase. A cost estimating model should consider not only the estimate accuracy, but also the flexibility to the design alternatives and user-oriented serviceability. Therefore, this research uses the method that classifies various facilities of a building according to its functions by analyzing historical data. After setting the functional area as cost parameter, a formula which can estimate functional area cost is derived from statistical analysis. Finally, to validate the proposed conceptual model, it is applied to historical data of a military barrack project. It enables customized space planning reflecting client's needs and compares the cost of various design alternatives as well as improves estimate accuracy.

  • IT technologies applied in the urban places are being promoted in each area. Especially infrastructure is performed in the central role of technical support in urban area. However, u-City infrastructure has lack of integrated way and concentrated on only feasible technology which cause frequent substitution and the nested technology in urban area. Therefore this study sheds light on infrastructure through a overall considerations of urban compositional elements and interactions, and apply technology in the process of the industrial era, the domestic supply of urban infrastructure and the cycle comparison-analysis deal with the domestic implications when applied. The results of the study, first, the u-City infrastructure should be supplied by public. Second, u-City infrastructure is in need of the agile character, and standardization of the subtleties is needed. Third, a new system of integrated-macroscopic perspective should be established by changes that influenced by convergences of IT technologies and infrastructures. Fourth, u-City infrastructures planning should consider interactions of services, devices and systems.

Business Architecture Design of a Highway Asset Management System (도로자산관리시스템의 업무아키텍처 설계)

  • As the social infrastructure becomes deteriorated, its maintenance cost has been increased rapidly. There are growing needs to manage facilities systematically to reduce this kind of maintenance budget, and furthermore to avoid safety accidents in Korea. Asset management is widely used in New Zealand, the United States, Great Britain to manage their social facilities. In these countries, standardized information model and its system are developed and in service for asset management. There are several researches on asset management of social infrastructure in Korea, and the KTAM-40 work procedure is one of the main results for these researches. In this paper, the IIMM of New Zealand and the KTAM-40 of Korea, were surveyed to develop a business architecture of the highway asset management system. A new business architecture for the highway asset management system is proposed based on the KTAM-40 work procedure: First, the organization and its role for the highway asset management are defined. Second, business functions of the highway asset management are classified. Third, the highway asset management functions and the flow of information are defined. In the last section, differences between the newly designed architecture and the other systems' architecture is reviewed.

  • 항공기반시설(공항, 기상 서비스, 항로 항행시설)에 대한 보안사고 대응을 위한 보안체계는 수립단계에서부터 착수하여 분석이 진행됨에 따라 세부적인 평가가 수행되어야하며, 시설변경이 발생하는 경우 변경된 시설에 대하여 재평가를 하여야 한다. 또한 항공기 운용과정에서 발생 가능한 각종 사고에 대한 사전 예방 및 정비를 위해서도 체계적인 보안성 평가가 필수적이다. 보안성 평가에는 계획(Plan), 활동(Do), 그리고 평가(Check), 조치(Action)업무가 네트워크 구조로 통합되어 적용되며, 과거의 사용 또는 경험에 따라 세분화된 보안성 평가 요구조건을 구분하여 적용한다. 특히 항공기반시설에 대한 보안성 입증과 안전한 운항을 보장하기 위하여 실시간 지원체계와 국가 차원에서 이를 관리하여야 한다. 이는 공공의 안전을 확보하기 위한 것으로서, 민간항공업체는 해당 법규, 표준서 및 지침 등에 따라 최소한의 보안성을 입증하여야 한다. 따라서 본 논문에서는 항공기반시설에 대한 보안사고 대응을 위한 보안체계를 위해 설정된 보안의 목표를 충족하고 있는지를 확인 평가하고, 분석 등을 고려하여 종합적인 보안성 평가기법을 적용할 수 있도록 하는 보안체계 네트워크 모델에 대해 제시하고자 한다.

An Empirical Study on the Effect of public Construction Industry by Expansion of New Budget System (계속비 사업 확대로 인한 공공건설사업 파급효과 분석)

  • Domestic construction industry accounts about 15% of Gross Domestic Product(GDP) and Korean government spends approximately 50 trillion won per year for public infrastructure projects. Effective management of public construction projects would result in cost saving and enhance financial stability of the government. In doing so, the government promoted a new budgeting system, Continual Budget Method(CBM) as a part of public project performance enhancement program published in 1999. This research mainly attempted to investigate and analyze the impact of new budgeting in term of cost and schedule performance. Based on the analysis result of n2 projects. The new budgeting system could save project cost by 9.83y. Due to the saving of indirect costs from reduction. Although limited government budget cannot allow all the projects to be excuted with the new budgeting system, the new budgeting system should be more-widely utilized in the public sector because of its proven benefits from this research.
