Big data technology has been rising as a leading technology in the healthcare paradigm. As a world-class big data nation including National Health Insurance data, Korea has been focused on health policies and sustainability through database forecasting and policy establishment. So the need for education of big data by public officials in healthcare sector is increasing. However, there has not yet been National Competency Standards(NCS) or education modules, in this study, healthcare big data education module and content have been developed for the public servants with confidence.

소상공인 창업자들이 자금조달의 대부분을 은행 대출에 의존하고 있는 가운데 소규모 자금 조달을 필요로 하는 이들을 위해 핀테크 기반의 새로운 금융서비스를 통해 소상공인 창업자의 금융 공급을 확산할 필요가 있다. 이러한 환경 변화 패러다임에서 본 연구는 빅데이터와 핀테크 솔루션의 활용이 소상공인의 매출과 금융지원에 미치는 영향을 살펴보기 위해 실제로 공공과 민간의 상권빅데이터자료를 수집하여 분석을 수행하였다. 이를 통해 소상공인에 대한 금융혜택 증대를 위한 사업장의 매출증대 등 소상공인 창업자의 사업성 평가에 필요한 주요변수들을 상권빅데이터를 실증적으로 분석하여 효과성을 검증하는 것이 본 연구의 목적이다. 특히 자금의 대부분을 정책자금을 통해 조달하는 소상공인들이 일반 은행에서도 중소기업 대출의 하나로 비중 있게 이루어질 수 있도록 기존에 활용되지 못한 빅데이터 변수들을 탐색하여 소상공인의 경쟁력 향상을 위한 효율적인 금융지원이 가능함을 확인하고자 하였다. 본 연구에서는 소상공인 창업자의 대출 등 금융지원 확대를 위한 사업성 평가에 상권빅데이터의 활용 가능성이 있는지를 중심으로 문헌적 연구방법 연구와 실증적 분석을 병행하였다. 본 연구는 핀테크와 빅데이터의 활용이 향후 소상공인 자금 조달의 발전 방향이 어떻게 되어야하는지를 모색해야하며, 소상공인을 포함하는 중소기업 신용평가방식의 발전 방향을 구체적으로 모색되어야 할 시점임을 의미하고 있다.

The fundamental basis of AI technology is learningable data. Recently, the types and amounts of data collected and produced by the government or private companies are increasing exponentially, however, verified data that can be used for actual machine learning has not yet led to it. This study discusses the conditions that data actually can be used for machine learning should meet, and identifies factors that degrade data quality through case studies. To this end, two representative cases of developing a prediction model using public big data was selected, and data for actual problem solving was collected from the public data portal. Through this, there is a difference from the results of applying valid data screening criteria and post-processing. The ultimate purpose of this study is to argue the importance of data quality management that must be most fundamentally preceded before the development of machine learning technology, which is the core of artificial intelligence, and accumulating valid data.

정보 공유를 통해 국민들은 의료 기관 및 치료방법 등을 합리적으로 선택하려고 노력하고 있다. 의료 기관의 컴퓨터와 연결 기계의 사용으로 의료 관련 데이터는 규모가 급격히 늘어났다. 이에 따라 정부 3.0에 맞춰 공개되는 의료 데이터가 확대됨에 따라 의료 빅데이터를 통해 여러 정보들을 만들어내 의료 분야에 도움이 될 것이라는 기대가 커져가고 있다. 이 연구에서는 의료 빅데이터를 어떻게 활용하여 의료 기관, 국민, 정부, 보험사 등 여러 기관에게 제공할 수 있는 지에 대해 설명한다. 현재 빅 데이터를 사용해 연령 별 잘 걸리는 질병이나 질병 별 성비를 나타내는 것 등 단순 사실을 알아내는 정도가 아니라 실질적으로 다양한 목적으로 사용될 수 있는 정보를 만들어낼 수 있는 시스템을 구축하였다는 점에서 이 연구는 강점을 갖는다.

Big Data is strictly positioning one of method to deal with problems faced with mankind, not an icon of revolution in future anymore. Application of Big Data and protection of personal information have contradictoriness. When we weight more to usage of Big Data, someone's privacy is necessarily invaded. otherwise, we care more about keeping safe of individual information, only low-level of research using Big Data can be used to accomplish public purpose. In this study, we propose a method to anonymize Big Data collected in order to investigate the problems of personal information infringement and utilize Big Data and protect personal. This will solve the problem of personal information infringement as well as utilizing Big Data.

정보통신 기술은 아날로그 산업에서 디지털 산업을 거쳐 현재는 스마트 산업으로 이어지는 수단으로 활용되어 왔다. 특히 산업 사회생활에서 문서로 직접 주고받던 환경에서 메일, 전자문서 교환 등으로 바뀌면서 편리성과 비용절감을 통해 산업 사회생활 발전에 기여하고 있다. 최근 빅데이터 기술은 대용량 정보를 분석하여 기상예측, 신약개발, 유전자 분석 등의 다양한 분야에 활용되고 있다. 그러나 대용량 정보 안에는 개인 식별을 할 수 있는 정보가 포함되어 있어, 빅데이터 기술을 바로 적용하기에는 개인정보보호법이 정하는 개인정보보호 이용에 관한 법률에 대한 준비가 미흡한 실정이다. 예를 들어 공공기관의 데이터를 활용하여 날씨 예측, 재난 방재 서비스 등을 통해 국민의 삶을 제고함과 동시에 경제적으로 많은 이익을 가져올 수 있다. 그러나 개인정보를 타인이 악의적으로 이용할 수 있어 개인에게 경제적, 정신적 피해를 줄 수 있다. 또한 개인정보의 노출은 과거와 달리 삭제되거나 잊혀지지 않고 영구적으로 재사용이 가능하기 때문에 이를 사전에 막을 수 있는 방법이 필요하다. 이에 본고는 빅데이터 등장에 따른 시장구조 변화 및 경제적 파급효과를 분석하고, 법리적 분석을 바탕으로 빅데이터 기술이 올바르게 시장에 정착할 수 있은 법(규제)방안을 제시하고자 한다.

Recently many countries have established open government data platforms to disclose government or government controlled entities-owned data that can be freely used, reused and redistributed by anyone. Open government data can help you to make better decisions in your own life, or enable you to be more active in society. Open data is also making government more effective and transparent, which ultimately also reduces costs. This paper explains the open data concepts and circumstances in Korea, and also suggests detailed invigorating strategies such as data quality policy, data unification and standardization policy, open data service platform, and integrated support plan of big data and open government data.

This study analyzed the previous studies and utilization cases on library big data, and based on this, analyzed the collection/circulation data of the library big data platform and tried to derive meaningful analysis results. And five analysis indicators were selected: the increase rate of collections by annual, the composition of collections by subject, the composition of unborrowed collections by subject, the rate of borrowed collections, and use factor by subject. The analysis data is 6,722,603 cases of collection/circulation data from 33 public libraries in Busan. The main analysis results are as follows. First, it was found that the gap in the number of circulation was larger than the number of collection in the 33 public libraries. Second, the annual increase rate of collections also showed a clear decline. Third, each library showed a similar pattern in the composition of both the collections and the unborrowed collections by subject. Fourth, it was found that users' circulation were very different by subject and library. Fifth, in most libraries, the rate of circulation of collections and use factor in the natural science field were the highest.

대중의 관심인 공공이슈를 파악하기 위하여 다양한 종류의 빅데이터를 분석하는 연구가 진행되고 있다. 그러나 기존의 연구에서는 키워드의 노출 횟수만 파악하여 결과로 반영한다. 본 논문은 포털 사이트로부터 얻은 언론사별 뉴스 빅데이터를 이용하여 키워드별 노출 빈도수, 댓글 수 및 추천 수를 반영한 분석 방법을 제안하였다. 공공이슈를 추출하여 얻어낸 키워드들을 워드클라우드, Sankey다이어그램과 같은 형태로 시각화하여 사용자에게 제공한다. 제안된 방법을 사용하면 대중의 반응을 반영한 분석 결과를 확인 할 수 있다.
