Cost Estimating for Public Facilities at Early Stage Using Functional Area Cost - Focusing on Army Barracks - (공공건축물 계획단계에서의 용도별 공사비 예측에 관한 연구 - 육군 병영생활관을 대상으로 -)

  • The purpose of this research is to develop a conceptual model that establishes a new approach for functional area cost estimating in the schematic design phase. A cost estimating model should consider not only the estimate accuracy, but also the flexibility to the design alternatives and user-oriented serviceability. Therefore, this research uses the method that classifies various facilities of a building according to its functions by analyzing historical data. After setting the functional area as cost parameter, a formula which can estimate functional area cost is derived from statistical analysis. Finally, to validate the proposed conceptual model, it is applied to historical data of a military barrack project. It enables customized space planning reflecting client's needs and compares the cost of various design alternatives as well as improves estimate accuracy.

  • A construction process involves many designers, engineers, contractors, consulting engineers and government officials. Thus, it is essential to promote collaboration among such participants through of effective document exchange. There have been efforts to Improve efficiency of document exchange through Web. Also XML/EDI is recommended by its method. So the purpose of the research was to establish the data model for document information management in document exchange for construction participants using web-based XML/EDI. This research proposed a method of modeling document information for systemic management of document information that exchanged by XML/EDI in central and explained concept of application document information that stored in database. This research classified construction document according to its information relation.

  • As buildings are changing variously from the side of use, efficiency and size, the construction qualities are more importantly recognized. Supervision system was enacted in the Residential Building Law in 1990 and responsibility supervision system in the Construction Engineering Management Law in 1994, respectively. However, recently revised supervision system in 2003 has some limitations: the present problems of appointing supervisor, disposing the supervisors, supervisor's works. Therefore, the aim of this study is to improve the present supervision system for mix-use residential building. By implementing the proposed revised supervision system, it will be able to expect quality improvement, confidence of the owner and the user, development of construction technology, and increase international competitiveness of supervision company.

  • Since the cases of time extension have continuously transpired in the public construction project, the potential of economical loss and claims is increasing because the concerned parties such as an owner or a contractor have not properly performed their own responsibility for time extension. One of the main reasons is that the present planning and scheduling do not support the method to apportion the proper responsibility to the right party. This problem has repeatedly led to time extension and made it difficult for the concerned parties to perform the responsibility for time extension. In order to overcome this problem, a framework of delay administration is required as the method to apportion the proper responsibility to the right party. To solve this problem, this paper aimed to develop the conceptual model and prototype system as the practical method to administrate delay causation. Furthermore, the verification result for the reliability and applicability throughout the case studies on real construction projects shows that the conceptual model and prototype system developed would help efficiently to administrate the delay causation.

Estimation Method of Waste Amount from Materials to Develop Generation Rates of Construction Waste in New Apartment Construction Sites: Focused on Bill of Quantities for Architectural Works (신축아파트 현장의 건설폐기물 발생원단위 개발을 위한 자재별 폐기물 수량 예측 방법: 건축공사 내역서의 투입 물량을 중심으로)

  • The amount of new apartment construction has been trending upward in 3~4% each year since 11% increase in 2002. Currently, in public apartment construction sites under separate delivery system for construction waste processing, the significant difference between estimated quantity for contract and actual amount frequently causes severe controversy among project participants. Many factors such as poor environmental management, inadequate contractual amount are assumed to influence the above problem, and the requirement to revise existing generation rates, the key criteria applied in estimating the quantities of waste, is increasing. Most of generation rates were established in early 2000's, and have difficulty in reflecting the changes from new materials and technologies accordingly. Therefore, this study aims to clarify the types of construction waste for each trade and the forecast method as preliminary work in order to develop more accurate generation rates for construction waste in new construction. To achieve this purpose, the architectural bills of quantities in ten apartment projects executed during 2010~2013 were collected, and the possible waste types and reasonable material loss ratio for each item from temporary works to owner-supplying material area were defined and compared through the workshops and interviews with the experts and on-site environmental managers. The results of this study will contribute to establishing the categories of construction waste for construction trades and proper generation rates by the indirect estimation method in new apartment construction in the follow-up study.

A Rating Method for the Estimation of the Additional Overhead Expenses incurred by Schedule Extension in Public Construction Projects (공공건설공사의 공기연장에 따른 추가간접비 산출을 위한 요율방식 제안)

  • In domestic public construction, disputes are increasing due to differences among stakeholders regarding contract price adjustment. In particular, the actual cost-plus fee for overhead costs due to the schedule extension cannot be agreed upon at the administrative phase, and most of them seek judicial judgment. Thus, this study aims to propose a 'sufficiently satisfactory' alternative to reach an agreement before disputes in order to minimize disputes related to the calculation of additional overhead costs. To this end, this study proposes three alternatives based on the rate method. Firstly, when calculating additional overhead costs, it is not calculated as an actual cost-plus-fee method, but as a rate compared to direct labor costs among net direct costs. Secondly, the calculated indirect labor costs are compensated for up to the legal maximum of legal limit costs such as general management costs, profits and so on. Thirdly, it reflects overhead costs increased or decreased due to change orders. Risks were analyzed by collecting expert opinions on the proposed methods and applying actual cases. Finally, as a result of investigating the level of consensus for each stakeholder, it was confirmed that all stakeholders could agree regardless of the size of the company. The result of this study is expected to as a useful tool among stakeholders in the construction fields that can be able to easily agreed upon.

  • This research has been Initiated to provide an effective management tool for budget control of the public projects using EVMS. Barriers to implementing the tool for the domestic public projects are identified : no PMB (Performance Measurement Baseline) for budget control, management by BOQ(bill of quantity), no systematic planning and control. To eliminate these barriers, an integrated cost and schedule management process model using EVMS is proposed. This model is composed of six sub processes : organizing, scheduling, budget allocating, establishing PMB, managerial analysis, change incorporation.

  • Recently, the design-build delivery system is being generalized in domestic construction project. The design-build system is becoming an increasingly preferable alterative to design-bid-build delivering method. In design-build project, however, a large construction company and design firm make up consortium as a design-build contractor rather than single company performs design and construction work. In this case, usually the construction companies take a leading role but due to their lack of managerial know-how in the design-build system, they could miss the merits of this approach. Therefore, it is necessary to investigated throughly the function and information flows all over the design-build project. In this research suggests a process model and database in the whole phase of design-build project. This process model and database system will also support to Improve the consistency of functional process and minimize incoherent activities in each phase of design-build project.

  • Construction work has character which claim or dispute is frequently raised. This means that each construction project has it's own contract documents due to the difference of environment and time. Therefore to overcome the associated risks, domestic contract rules and acts should be reformed. Several well-recognized contract documents developed by FIDIC, AlA, CMAA and general conditions of the contract is investigated and analyzed. Based on the research outcomes the direction of reformation is suggested.

  • As the Fundamentals of Construction Business Act was revised in December 2004 and its implementing ordinances and enforcement regulations were adjusted in June 2005, the screening system of low price subcontracting has been an obligation to the public owners, having brought about arguments for and against since it enacted in 1983. The statutes for low price subcontracting have been reinforced from this year; for example, it underlines to submit to a project and builds an information network of subcontracting works. The system's original intention was that prevents shoddy and fraudulent constructions caused by low price subcontracting and precludes disturbances of fair trade by screening that whether it satisfies the conditions or not in advance. But, the criterion for the existing low price subcontracting has several issues having held up a true mirror to the real situation. It is arguable to discharge an important task with the primary purpose. This dissertation have researched the problem with a deposit of subcontract and the low price subcontracting basic rate are being used by the criteria for deciding whether it is a low price subcontracting or not, so showing the plan of reformation based on the findings, it wishes to contribute toward making the most of the system's essential intent.
