The Public Data Portal(data.go.kr) is a gateway for searching and using public data in South Korea. In 2021, the Ministry of Public Administration and Security established individual portal maintenance plans. Individual portals refer to portals built by public institutions in Korea other than the public data portal. According to the maintenance plan, the Korea Intelligence Information Society, the operator of the public data portal, needs to establish operating and data integration plans to link the public data portal and individual portals. In this study, we investigated the current operating status and data integration methods of the public data portal in South Korea, the United States, the United Kingdom, and France, and proposed that the adoption of a top-down approach is efficient when integrating data. In addition, we divided the specific procedures that should be pursued when integrating data into five stages: determination of data integration standard methods, analysis of metadata status, expansion of operating infrastructure, confirmation of data import, and launch of services.

Recently, as the range of users utilizing open data has expanded from experts to students, and general citizens, the role of open data portals has changed. In the past, portals have neglected to increase data utilization through citizen participation by focusing on the role of simple data repository, but now they tend to focus on understanding, collaboration and sharing values so that users can actively use data. To meet these social trends, open data portals need to seek ways to improve user-centered services that can encourage citizen participation. The purpose of this study is to identify the main functions for citizen participation in open data portals, to analyze the current status of open data portal user services and to suggest ways to improve them. Through the literature research, we investigated the functions provided by portal services for citizen participation, deduced the types of user services, and analyzed open data portal user services. Furthermore, we suggested user-centered public data portal services improvement plans for citizen participation.

This study examines the current state of library related data opened through public data portals, and analyzes how much data is being utilized according to the type of releasing organization, and open level. In addition, we analyzed the subject cluster of data and the centrality of data by performing PathFinder Network analysis using keywords assigned to data by dividing the releasing subject into local government and national/public institutions. Based on this, the subject area of library - related data disclosed by local governments and national/public organizations is understood. And identify the main open body that should be opened first by linking with data utilization analysis result and then suggest implications for future improvement in connection with library big data business.

According to the public open data policy, the government established the demanders-oriented and customized open data plan and allowed people to use plenty of public data free. There are, however, few geospatial information systems to maximize its usability. For the purpose to make the effective geospatial information services, this study examined how data was linked between the public data portal and open platform first. And then this proposed the interface server model to support the data link between these systems technically.

Since 2013, Korean government announced 'government 3.0' to promote public data open policy. As a result, related websites were constructed by the government. Using these websites and public data open cases, we introduced and analyzed current domestic public open data status and case analysis in Korea Republic. For websites, websites such as 'seoul open data plaza' were selected. For related cases, websites such as 'http://www.zillow.com' and 'http://blog.safecast.org' were selected. For domestic cases, a casebook which produced by Korea 'National Information Society Agency' were used. Domestic cases referred to this article were based on this book.

This study aims to search for education-related datasets provided by public data portals and examine what data types are constructed through classification using topic modeling methods. Regarding the data of the public data portal, 3,072 cases of file data in the education field were collected based on the classification system. Text mining analysis was performed using the LDA-based topic modeling method with stopword processing and data pre-processing for each dataset. Program information and student-supporting notifications were usually provided in the pre-classified dataset for education from the data portal. On the other hand, the characteristics of educational programs and supporting information for the disabled, parents, the elderly, and children through the perspective of lifelong education were generally indicated in the dataset collected by searching for education. The results of data analysis through this study show that providing sufficient educational information through the public data portal would be better to help the students' data science-based decision-making and problem-solving skills.

The world is paying attention to the South Korean government's aggressive COVID-19 response, key of which is transparency and openness in sharing information. Opening up government information is essential to enhancing its social and economic value through increased awareness and accessibility. The purpose of this study is to investigate the current status of SNS operated by national open data portals in which government-collected and -disclosed data is available and to suggest improvements for the use of open data portals. To do this, the study compared 3 national open data portals, each from India, U.S.A, and Korea, by performing quantitative analysis, user feedback analysis, time-series analysis, and information type analysis. Based on the identified information types and user needs, the study suggests concrete ways to facilitate the use of open data portals.

본 연구에서는 자연재해 발생 시 신속하고 효율적인 재난 대응 의사결정을 지원하기 위하여 재난 재해 정보와 시설물 정보, 공간정보 등이 융합된 통합 인벤토리를 구축하고자 한다. 재난대응 의사결정 지원을 위하여 시설물의 중요도, 위험도, 피해액 산정에 필요한 원천 데이터를 공공데이터포털(data.go.kr)에서 제공하는 공공데이터를 활용하였다. 공공데이터포털의 데이터셋은 파일데이터와 오픈 API, 표준데이터와 국가중점데이터를 제공하고 있다. 파일데이터는 22,306건, 오픈 API는 2,505건, 표준데이터는 58건의 정보를 제공하고 있으며, 국민, 기업 등 수요 중심으로 개방의 효과성과 시급성 등이 높은 41개 분야의 국가중점데이터를 제공하고 있다. 또한 공공데이터를 활용하여 개발된 국내외 다양한 사례와 가공데이터를 공공데이터 활용사례를 통하여 공유하고 있다. 인벤토리 구축을 위하여 국가중점데이터와 데이터카테고리의 국토관리, 재난안전, 산업고용, 공공행정 등 다양한 공공데이터를 검토하여, SOC 시설물과 건축물의 정보를 수집하여 시설물의 중요도와 위험도, 피해액 평가 등 필요 목적에 맞게 최적화 하여 구축하였다. 또한 구축된 다양한 정보와 시설물 평가 모듈간의 원활한 데이터 수급을 위한 연계 모듈과 관리 모듈을 개발하여 구축된 데이터 정보를 표준화하여 유지 관리 할 수 있도록 인벤토리를 구축하였다. 이러한 재난대응 의사결정 지원 통합 인벤토리는 재난대응 의사결정을 신속하고도 효율적으로 가능하게 함으로써 방재업무 지원 및 대국민 서비스를 가능하게 할 것으로 판단된다.

Development of the big data industry, the cases of providing data utilization services on digital platforms are increasing. In this regard, research in data-related fields is being conducted to apply the FAIR principle that can be applied to the assessment of (meta)data quality, service, and function to data quality evaluation. Especially, the European Open Data Portal applies an assessment model based on FAIR principles. Based on this, a data maturity assessment is conducted and the results are disclosed in reports every year. However, public data portals do not conduct data maturity evaluations based on metadata. In this paper, we propose and evaluate a new model for data maturity evaluation on a big data platform built for multiple domestic public data portals and data transactions, FAIR principles used for data maturity evaluation in Europe's open data portals. The proposed maturity evaluation model is a model that evaluates the quality of public data portal datasets.

As open data(public data) began to be recognized as a source of national economic development, many countries began to build public data portals and provide open data to the private sector. In accordance with this trend, open source communities have begun to develop open data platform such as CKAN and enable to share dataset among open data platforms by applying metadata standard technology. However, many governments and local governments are still making it difficult to share data between data portals because they build their own platforms. In this paper, we propose a DCAT-based metadata transformation tool to solve these problems, and show how to transform a dataset into DCAT.
