As artificial intelligence (AI) technology is recognized as a key technology that will determine future national competitiveness, competition for AI technology and industry promotion policies in major countries is intensifying. This study aims to present implications for domestic policy making by analyzing the policies of major countries on the start-up of AI companies, which are the basis of the AI industry ecosystem. The top four countries and the EU for the number of new investment attraction companies in the 2023 AI Index announced by the HAI Research Institute at Stanford University in the United States were selected, The United States enacted the National AI Initiative Act (NAIIA) in 2021. Through this law, The US Government is promoting continued leadership in the United States in AI R&D, developing reliable AI systems in the public and private sectors, building an AI system ecosystem across society, and strengthening DB management and access to AI policies conducted by all federal agencies. In the 14th Five-Year (2021-2025) Plan and 2035 Long-term Goals held in 2021, China has specified AI as the first of the seven strategic high-tech technologies, and is developing policies aimed at becoming the No. 1 AI global powerhouse by 2030. The UK is investing in innovative R&D companies through the 'Future Fund Breakthrough' in 2021, and is expanding related investments by preparing national strategies to leap forward as AI leaders, such as the implementation plan of the national AI strategy in 2022. Israel is supporting technology investment in start-up companies centered on the Innovation Agency, and the Innovation Agency is leading mid- to long-term investments of 2 to 15 years and regulatory reforms for new technologies. The EU is strengthening its digital innovation hub network and creating the InvestEU (European Strategic Investment Fund) and AI investment fund to support the use of AI by SMEs. This study aims to contribute to analyzing the policies of major foreign countries in making AI company start-up policies and providing a basis for Korea's strategy search. The limitations of the study are the limitations of the countries to be analyzed and the failure to attempt comparative analysis of the policy environments of the countries under the same conditions.

The Korean government is aiming to strengthen industrial and national competitiveness through the promotion of cooperation between universities, public research institutes and industry and vitalization of technology transfer. In 2013 and 2014, the Ministry of Trade, Industry and Energy and Ministry of Science, ICT and Future Planning have announced policies to support SMEs by public research organizations. In addition, in 2015, the 'Korean Fraunhofer support system', which pay government subsidies according to the amounts of private R&D funds was adopted. However, there are some concern about the government's policies. There is yet disclosed how these policies affect technology transfer because industrial R&D funding has not been activated in Korea unlike German. Therefore this paper analyzes effects of relationship between universities, public research institutes and external organizations on performance of technology transfer based on the Triple Helix Model. Empirical results show that the relationship with the government has a significant impact on the resource security and the relationship with the industry has a significant effect on the diffusion of the performance. In addition, a public research institute was selected and case analysis was conducted to suggest policy implications for improving the technology transfer performance of universities and public research institutes.

소셜 네트워크 서비스(SNS: Social Network Service)는 사용자들 간의 정보공유 및 관계형성을 위한 Web 2.0 기반 기술로써, 관계를 통해 형성된 사용자들 간의 상호작용을 지원하는 서비스이다. SNS 기술은 개인들 간의 관계 뿐 아니라 공공부문의 서비스의 제공자인 정부부처 및 공공서비스 제공기관들과 사회구성원들 간의 관계형성을 위한 기술로써 각광받고 있다. 최근에는 모바일 기술의 발전에 힘입어 트위터, 페이스북과 같은 SNS 이용자가 빠르게 증가하고 있으며 그 활용범위 또한 개인 사용자들 간의 정보공유에서 기업과 고객, 공공과 국민의 관계까지 확장하고 있다. 본 논문에서는 SNS가 공공부문의 서비스 제공을 위한 수단으로 활용한 사례를 통해 요구되는 기술을 제안한다.

최근 일본에서는 ESCO사업에 PFI법을 새로이 적용하고 있다. 성과배분제, 성과보증제에 이어 이 제도를 적용할 경우, 국가 및 공공기관을 대상으로 하는 ESCO사업의 확대 및 자금조달이 한층 유리해질 전망이다. 지난 99년 제정된 PFI(Private Finance Initiative)법(민간자금 등의 활용에 의한 공공시설 등의 정비 등의 촉진에 관한 법률)에 근거한 사업은 ''공공시설 등''에 있어서 건설, 유지관리 운영 등을 민간의 자금, 경영능력 및 기술적 능력을 활용하는 사업방법으로 사업 전체의 리스크관리가 효율적으로 행해지는 것과 설게$\cdot$시공$\cdot$유지관리$\cdot$운영의 전부 또는 일부를 일체적으로 취급하는 것에 의해 사업비용의 절감이 기대되며 질 높은 서비스의 제공이 가능한 제도이다. 이것과 매우 유사한 개념을 가지고 있는 것이 성과보증제에 의한 ESCO사업이다. 민간사업자인 ESCO사업자가 자금을 조달하고 에너지절약 개수공사에 따른 설계$\cdot$시공$\cdot$, 운전$\cdot$유지관리, 계측$\cdot$검증, 에너지절감 보증 등의 서비스를 제공하며, 광열수도비 및 운전$\cdot$유지관리비의 절감분으로 모든 투자와 ESCO사업자의 경비를 지불한다. 또 에너지절감 및 공공의 이익보증을 포함한 퍼포먼스계약이라고 하는 형태를 취하는 것으로 공공 이익의 최대화를 도모함과 동시에 금융기관의 투자 리스크에 관한 우려를 회피할 수도 있다. 또 PFI법 특유의 법제상, 재정상의 조치와 재정상 및 금융상의 지원이라는 배려에 있다. 예를 들면, 국고채무부담행위의 설정, 행정재산 사용료의 무상화 또는 감면, 프로젝트 파이낸싱 등에 의한 자금조달을 고려할 경우에 있어서 담보권의 설정 등에 관한 제도를 합리적으로 정비하는 것이 가능하게 된다. 그 내용의 대강을 살펴본다.

The economy has deteriorated worldwide due to COVID-19, and the domestic economy has also been hit hard. Accordingly, the government implemented unprecedented financial support policies related to COVID-19 to solve the financial difficulties experienced by SMEs. In addition, as the spread of COVID-19 continued, the government implemented guidelines and measures along with recommendations for non-face-to-face contact. Organizations in the public and private sectors have introduced non-face-to-face work methods. Considering this situation, this study investigated the impact of COVID-19-related financial support policies on technological innovation of SMEs. External support is important for corporate innovation, but internal capabilities are also important. Therefore, the effect of entrepreneurship on product innovation was identified. In addition, as the non-face-to-face work method was activated, the effect of smart work was identified by comparing companies that introduced smart work and companies that did not. As a result of the analysis, entrepreneurship showed a positive (+) effect regardless of the introduction of smart work. Financial support policies related to COVID-19 were found to show mixed results according to the type of support.

e러닝 업계의 숙원이던 e러닝산업발전법이 우여곡절 끝에 국회 본회의를 통과함에 따라 e러닝 산업활성화를 위한 제도적 기틀이마련됐다. 이 법은 공공기관의 e러닝 활용과 중소기업의 e러닝을 통한 교육훈련 지원, 각종 조세지원 등 정부가 e러닝 활성화를 위해 다양한 지원을 할 수 있는 근거조항을 담고 있다. 따라서 e러닝 산업발전의 토대를 다지는 동시에 온라인 교육의 백년대계를 세우는 중심 축으로 자리매김하게 될 전망이다.

The author explored the survival and prosperity strategies for Korean public libraries in the age of information technology. She reviewed that public libraries can perform these strategies or not. On the basis of the review, she identified 5 problems of public libraries : shortage of libraries and collections, staff inefficiency, inadequate services, inefficient design of library facilities. And then she proposed solutions to improve the present state of public libraries in Korea ; campaigning for constructing libraries, increasing the materials budget, turning nonprofessional work to professional work of staff, and constructing libraries for safety and preservation.

Emotional labor is now emphasized as a very important concept not only for private companies but also for public servants who perform public affairs in public institutions, but relatively theoretical research is lacking. The purpose of this study is to examine the negative effects of the surface acting on emotional labor and to examine the moderating effect of social support to reduce it. As for the social support, we distinguished between POS support and supervisor support. Furthermore, we found that any support among POS and supervisor support has a large effect on the relationship between surface acting and emotional exhaustion. In order to verify this research model and hypothesis, we conducted 250 employees who perform civil affairs in public institutions. The results of this study are summarized as follows. First, it was found that surface acting had a very significant effect on emotional exhaustion. The increase in emotional exhaustion due to the incongruity between inner emotions and display emotions appeared to be the same as the results of research on existing private companies. Second, both POS and supervisor support significantly reduce the relationship between surface acting and emotional exhaustion. Third, the moderating effect of POS and supervisor support showed that the control effect of superiors' support was stronger, so that the surface act reduced the influence of emotional exhaustion more strongly. The results of this study refer to the importance of emotional labor education for civil servants performing civil affairs. In addition, it suggests that various programs should be provided to relieve emotional exhaustion and stress of civil service officials. In addition, it suggests a more aggressive organizational support design for high-level POS.

The purpose of this study is to review the business records management and archival system in Korea. Each private enterprise has several reasons to maintain its own records, archives and historical materials. Those are to meet the legal requirements and the social needs. They are for supporting the business activities and protecting the benefits of corporate. It's needed to establish an integrated knowledge, information, records, and communication center, employing the archivists and records managers who have an ethical sense of duty and the knowledge about business records to improve the current system at own storage facilities.

"The Law of purchasing policy for market support of small and medium business" was legislated to support small and medium industry by expanding purchase and revised consistently for the activation. And then the government made the public construction direct purchase compulsory about design items designated by president on small and medium business based on this law. However, secureing quality, tardiness and field material staff's heavy duty were arisen from approximately 120 direct market purchase items. The legislative intent of law is in accord with Win-Win growth between major company and small and medium business. However material staff who works in the field based on this law has difficulties with material securing quality, JIT(Just In Time), cost push. This study reclassified procurement items of "the direct market purchase system" reasonably and then suggested performance criteria for evaluation. The suggested result will contribute to vatalize the direct market purchase system.
