미래창조과학부는 공공기술 기반 기술창업을 가속화 하기 위해 2016년부터 '연구소기업'의 설립을 촉진하고 이에 대한 지원을 강화하고 있다. 이에 본 연구는 공공기술 기반 기술창업 활성화의 문제를 진단하고 이에 대한 글로벌 관점의 성공기술창업플랫폼을 제안하는 것이 목적이다. 본 연구는 공공기술 기반 기술창업의 성과 창출궤적으로 제시되고 있는 공공기술-제조- -BtoB-글로벌의 라인 중 글로벌 관점에서 공공기술 기술창업기업의 성과창출을 도모할 수 있는 방안에 대해 전문가 인터뷰조사와 사례조사등을 통해 연구를 수행하였다. 연구결과, 공공기술기반 기술창업인 연구소기업등은 질적인 성과 즉 성공적 회수사례를 창출하기 위해서는 현재의 양적인 성과에서 벗어나 창업초기 신규창출형 연구소기업에 대한 민간벤처투자가 활성화되고, 혁신적인 사례창출을 다수하기 위해서는 글로벌 성과창출이 요구됨을 도출하였다. 특히 본 연구는 이에 대해 공공기술 기술창업의 문제를 배태한 성공창업 솔루션 플랫폼으로"Inbound" 글로벌플랫폼을 제안하고 있다.

Ministry of Science, ICT and Future Planning have boosted up launching more 'GRI(Government Research Institute) Spin-off High-tech startup' to accelerate the technology commercialization of GRI technologies via the alternative of high-tech startup since 2101. This paper is proposing to found the global platform of accommodating more successful high-tech startup with diagnosing the current policy platform of launching GRI high-tech startup. This paper deliver the outcomes of case study including FGI research over developing the ideas of the experts for the policy line-up of starting from GRI technologies-Hardware Manufacture-BtoB-Global. The research result suggests that the focus of policy should falls not on the quantitative goals, but on more disruptive successful case through utilizing uprising private equity investment in the early stage of business. One of the best policy brought by this research is 'Inbound Globalization Strategy of bringing global early stage investors in Korea for incubation and investment rather than sending out our startup to global without validation by global investor.

The technology transfers from public institutions have positioned themselves as knowledge conduits for stimulating firms' capabilities under 'catching-up' economy paradigm. While this view is still relevant, the policy for public technology needs to be extended to a more marketoriented way. This study explores how public technology affects the financial performance of demanding companies by comparing the revenues and profits of 'technology commercialised group (TC)' and 'in-house research group (InR)'. The estimation results by hierarchy regression suggest that the size and the patents of TC firms have a more influential impact than InR group, although the ratio of maintaining research staff was reported an inverse relation. The contribution to the operating profit seems to be indifferent between the groups. The positive impact of public technology over the firm's performance is highly related to the technology commercialisation capability, signalling that the aim of technology transfer needs to gear toward the enhancement of commercialising capabilities rather than the promotion of technology transactions.

Commercialization of public technology is the transfer of government-led scientific and technological innovation and R&D results to the private sector, and is recognized as a key achievement driving economic growth. Therefore, in order to activate technology transfer, various machine learning methods are being studied to identify success factors or to match public technology with high commercialization potential and demanding companies. However, public technology commercialization data is in the form of a table and has a problem that machine learning performance is not high because it is in an imbalanced state with a large difference in success-failure ratio. In this paper, we present a method of utilizing CTGAN to resolve imbalances in public technology data in tabular form. In addition, to verify the effectiveness of the proposed method, a comparative experiment with SMOTE, a statistical approach, was performed using actual public technology commercialization data. In many experimental cases, it was confirmed that CTGAN reliably predicts public technology commercialization success cases.

본 논문에서는 공공기관이 자체적으로 보유하고 있는 특허기술의 이전 및 사업화를 활성화하기 위하여 개발된 선별평가모델에 대한 타당성을 검토하고 공공기관이 보유하고 있는 1,166개의 특허기술을 공공기관과 평가전문기관이 각각 평가하여, 공공기관의 자체평가결과와 전문평가기관의 선별평가결과를 비교함으로써 공공기관의 자체평가능력을 제고하기 위한 방안을 수립한다. 선별평가점수와 자체평가점수의 차이를 분석한 결과 상용화가능성 항목은 차이의 평균(0.092)은 작으나 차이의 표준편차가 커서 공공기관과 평가기관의 견해 차이가 큰 것으로 분석되었다.

공공기술을 활용한 스케일업(Scale-up)이 기업의 새로운 성장 전략으로 주목받고 있다. 스케일업의 사전적 의미는 '규모 확대'다. 기술, 제품, 서비스, 경영 등 기업의 외형과 내실이 크게 개선되거나 그에 상응하는 성과 창출의 뜻이 담겨있다. 기업가치 10억 달러($1 billion) 이상, 설립된 지 10년 이하로 통칭되는 유니콘(Unicorn) 기업의 등장이 스케일업에 대한 관심으로 옮겨 붙은 양상이다. 스케일업은 이러한 차원에서 고성장 기업을 통칭하는 말로 쓰인다. 국가별로 차이는 있지만 직원 수 10명 이상, 최근 3년간 매출이나 연평균 고용 성장률이 20% 이상인 기업을 스케일업으로 정의한다. 문제는 미국과 같은 선진기업 환경에서는 핵심 기술이나 신성장 동력 확보차원에서 다양한 기업인수합병(M&A)이 추진되거나 오픈 이노베이션(Open Innovation, 개방형 혁신) 방식의 기업간 기술협력이 활발히 일어나고 있지만 우리나라는 상대적으로 그러하지 못하다는데 있다. 결과적으로 국내 기업 환경과 사회적 분위기를 감안해 공공연구기관으로부터 기술을 이전받거나 연구개발특구진흥재단이 추진하는 연구소기업 제도를 활용한 스케일업의 중요성이 커지고 있다. 4차산업 시대를 맞아 기업간 합종연횡이 더욱 빈번하고 일어나고 기술간 융복합이 가속화되는 지금의 상황에 비춰볼 때 공공기술을 활용한 연구소기업들의 다양한 스케일업 사례는 우리에게 많은 시사점을 안겨준다. 기업성장을 위한 새로운 전략적 도구로 활용될 소지가 충분하다고 판단된다.

This paper aims to review the regulations in the field of science and technology administration, especially the legal regulations in the management of public technologies. For this purpose, after reviewing the legal system and contents of regulation, analyze and estimate the adequacy and validity of them. So that, in this paper it is layed emphasis on that whether the regulation system is proper in point of legalism or theory of regulation law, and the regulations are appropriate when comparing with that of foreign countries, and the improvement is necessary in operating regulation system itself.

이 연구는 우리나라 정부의 공공데이터 공개 제도에 따른 공공데이터 품질관리체계를 이해하고, 공공기관이 신뢰성 있는 데이터를 위해 품질 점검을 시행하면서도 효과적인 관리를 하기 위한 방안에 관한 것이다. 공공데이터법과 공공데이터 품질관리체계를 이해하고, 저품질 공공데이터의 오류와 발생원인에 대해 알아본다. 오류 데이터 분석을 통한 보안위협에 따른 위험 분류를 통해 효과적인 대응방안을 도출하는 것을 목표로 한다. 이를 위해 공공데이터를 데이터 품질 점검하여 도메인별 오류데이터를 살펴보고, 오류데이터 발생원인에 대한 분석을 통해 보안위협과 공공데이터를 사용하는 사용자 측면과 기관 측면의 보안 문제를 분류하였다. 분류된 오류 발생원인별 보안문제를 기준으로 데이터 품질관리를 통한 개선방향을 제시하고, 품질관리 오류 개선방향별 데이터보안 정책별 보안기술을 비교 정리하여, 데이터 보안기술을 통한 품질관리 오류 개선 연계 대응방안을 제안하였다.

소셜 네트워크 서비스(SNS: Social Network Service)는 사용자들 간의 정보공유 및 관계형성을 위한 Web 2.0 기반 기술로써, 관계를 통해 형성된 사용자들 간의 상호작용을 지원하는 서비스이다. SNS 기술은 개인들 간의 관계 뿐 아니라 공공부문의 서비스의 제공자인 정부부처 및 공공서비스 제공기관들과 사회구성원들 간의 관계형성을 위한 기술로써 각광받고 있다. 최근에는 모바일 기술의 발전에 힘입어 트위터, 페이스북과 같은 SNS 이용자가 빠르게 증가하고 있으며 그 활용범위 또한 개인 사용자들 간의 정보공유에서 기업과 고객, 공공과 국민의 관계까지 확장하고 있다. 본 논문에서는 SNS가 공공부문의 서비스 제공을 위한 수단으로 활용한 사례를 통해 요구되는 기술을 제안한다.
