This study is to suggest the current security education programs and improvement of industrial security curriculums in Korea. We live in a world of insecurity; the world is changing at an ever accelerating pace. Life, society, economics, international relations, and security risk are becoming more and more complex. The nature of work, travel, recreation, and communication is radically changing. We live in a world where, seemingly with each passing year, the past is less and less's guide to the future. Security is involved in on one way or another in virtually every decision we make and every activity we undertake. The global environment has never been more volatile, and societal expectations for industrial security and increasing if anything. The complexities of globalization, public expectation, regulatory requirements, transnational issues, jurisdictional risks, crime, terrorism, advances in information technology, cyber attacks, and pandemics have created a security risk environment that has never been more challenging. We had to educate industrial security professional to cope with new security risk. But, how relevant is a college education to the security professional? A college degree will not guarantee a job or advancement opportunities. But, with a college and professional training, a person has improved chances for obtaining a favored position. Commonly, Security education and experience are top considerations to find a job so far, also training is important. Today, Security is good source to gain competitive advantage in global business. The future of security education is prospect when one considers the growth evident in the field. Modern people are very security-conscious today, so now we had to set up close relevant industrial security programs to cope with new security risk being offered in colleges or several security professional educational courses.
This study is to examine relations between the number of occurrence of big five critical crimes that consist of homicide, robbery, rape, theft, violence and the number of the security companies and the security guards, and between the number of the security companies, the security guards and the number of arrests from the big five critical crimes. To achieve this objective, this research selects a subject of study, the number of the security companies and security guards, and the number of occurrences of the big five critical crimes and arrests of the big five crimes from 1990 to 2005. The selected data are then analyzed according to the variables using SPSS 12.0. Each hypothesis is verified with the level of significance ${\alpha}$=.05 using the statistical techniques such as Correlation Analysis, Regression Analysis, etc. The following is the result of the study: First, the number of occurrences of the big five critical crimes affects the number of the security companies at a significant level. Second, the number of the security companies affects the number of arrests of the big five crime at a significant level.
The purpose of this research is to achieve qualitative growth for private security industry as a sector of service industry to attract clients and promote the growth of the private security industry by analyzing the factors which influence the customer's service satisfaction in using the private security services. A regression analysis was conducted to determine the factors which influences the satisfaction of private security service to ultimately achieve the research purpose. In the regression analysis, the difference between corporate clients and individual clients were analyzed for the sake of providing better security services and marketing applications. As a result, the factors that influences the satisfaction of the categorized groups were very clearly signified. Both individual and corporate clients showed increase in satisfaction rate when the fear of crime decreased. This result implies that the private security firms must possess segmented strategies as well as strategies to lower the fear factors of clients. There were no differences in all satisfaction-influencing factors when the fear reduction variable was exempted among both corporate and individual clients in usage satisfaction. This result shows that clients demand varies according to the client and the security firms must react to these demands by the clients. Although private security industry possess very clear publicity, it is a profit generating industry sector therefore, like other service industry, the private security services must implement strategies to keep up with the paradigm. If the satisfaction determinants from the research results are grafted into strategies such relationship marketing and target market selection, higher service satisfaction can be achieved from the clients.
The suggestions that follow are about the plan for the cooperation between private security and local government and the enhancement of its service for facing the change of public peace environment. Fist, by a local government collecting funds, the business for revitalization of local economics should be done to enhance local economic independence. Second, the autonomous right of a local government should be reinforced and the center for taking complete charge of local security should be established in the self-governing body. Third, the private security should be connected with the local characteristics, the role of which enlarged as well. For this developing the model of security service for the local area and working together between private security and police should be achieved. Fourth, it is necessary for a local government to entrust the private security with its public security service. For this it should be achieved to set up the range of local security service and inform local residents of the advantage of security service entrusted to private security. Finally, in connection with the new system of local police, it is necessary to have clear grasp of the work related to the private security among local police services and private security business and local police should take partial charge of the public peace service. Through the cooperation between private security and local government, the role of private security will be enlarged and its business revitalized as well.
The area of security service has been maintaining the high growth curve annually by improving security consciousness from increase of the income and the progress of public services's level by the accomplishment in the info-communication field, recently the demand for unmanned security system is extended form commercial purposes into public offices and individual's houses. In addition to, the possible distance of offering services is scheduled to magnify. At the period when security company's influence has been becoming significant, the injustice transaction is the serious factor which obstructs the development of security companies. Therefore, it is urgent thing to devise counterplans to extirpate injustice transactions. There are the legalistic approaches of the breakthroughs against injustice transactions. One thing is settling the standard of the judgment and the other is renovating the provision of injustice transactions. Utilizing the principles of the fair competitions and importing self-obedience programs within the range of trade actions which is permitted by law, acted as the system approach. Moreover, there are such three things which can achieve mutual balances as establishing the range of the permitted action toward business corporations, applying spontaneously the fair competition principles and introducing the system of standard agreements. Gong further, this can establish order of security service areas and control them. Besides, it is possible for every organizations to make and operate the system appropriately by importing the self-observance system.
The purpose of this paper is to introduce the industrial security policies in Germany and to look for the implication for the development of korean industrial security. Due to highly developed economy and industrial technology, Germany has become the main stage for the industrial espionage for a long time. In Germany industrial espionage is classified into two categories; Economy-espionage and Competition-espionage. While economy-espionage is related to the Espionage of foreign intelligence agencies, Competition-espionage means the act of espionage, that is implemented by the private sector. When it comes to economy-espionage, prevention of economy-espionage is the duty of the State, because it threat the national interest. Otherwise, the private sector has to take the responsibility of prevention of competition-espionage. It goes without saying that, the state has to investigate the crime, when espionage happens. But Prevention is more important than investigation in this regard. For the realization of Public-Private-Partnership, the private sector should be the genuine counterpart of the Public through the sharing responsibility of industrial-espionage prevention. Another talking point this paper suggest, is the national ethic in connection with economy-espionage. The State could be not only a actor of espionage prevention, but also a perpetrator. The economy-espionage for the purpose of national interest would not be justified, unless it has nothing to do with national security.

Standard Zircaloy-4 sheets, charged with 230-250ppm hydrogen by the gas-charging method and homogenized at $400^{\circ}C$ for 72hrs in a vacuum, were corroded in pure water and aqueous LiOH solutions using static autoclaves at $350^{\circ}C$. Their corrosion behaviors were characterized by measuring their weight gains with the corrosion time and observing their microstructures using an optical microscope and a scanning electron microscope. The elemental depth profiles for hydrogen and lithium were measured using a secondary ion mass spectrometry(S1MS) to confirm their distributions at the oxidelmetal interface. The normal Zircaloy-4 specimens corroded abruptly and heavily at the concentration of Li ions more than 30ppm in the aqueous solution. This is due to accelerations by the rapid oxidation of many Zr- hydrides formed by the large amount of absorbed hydrogen, resulting from the increased substitution of $Li^{+}$ ions with $Zr^{4+}$-sites in the oxide as the Li ion concentration increased. The specimens that had been charged with amounts of hydrogen greater than its solubility corroded early with a more rapid acceleration than normal specimens, regardless of the corrosion solutions. At longer corrosion times. however, normal specimens showed a rather accelerated corrosion rate compared to the hydrogen-charged specimens. These slower corrosion rates of the hydrogen-charged specimens at the longer corrosion times would be due to the pre-existent Zr-hydride in the matrix, which causes the hydrogen pick- up into the specimen to be depressed, when the oxide with an appropriate thickness formed.

The information security industry, which was limited in physical security and network security formerly, is evolving into convergence security of public and facility security industry. The field of interest has also been changed into security of smart phone and intelligence image recently, from firewall or Anti-virus. The convergence security is originally about access control of facility, but recently its demand has been increased mostly by public institutions and major companies. The scope of the industry also varies from finance, education, distribution, national defense, medical care to automobile industry. The market of convergence security has been expanded and new various products and services of security of intelligent vehicle, 'U' healthcare, finance, smart grid and key industries are also developed. It is required to create and enhance of new curriculum and cultivate human resources for the development of knowledge information security industry. Raising standard of education and security consciousness of the nation is also necessary to strengthen the global competitiveness.
During the recent years, cyber attacks have been increasing both in the private sector and the government. Those include the DDOS cases in 2009, the Blue House cyber attack, bank hackings etc. Cyber threats are becoming increasingly serious. However, there is no basic law related to cyber security at present, and regulations related to cyber security are scattered in various domestic laws. This can lead to confusion in the application of the law and difficult to grasp the regulations related to cyber security. In order to overcome this situation, the bill on the prevention and countermeasures against cyber crisis was initiated in 2006, but it has been abrogated. Since then, it has been repeatedly proposed, but it has been abrogated repeatedly due to the overlapping of existing laws and concerns about infringement of personal information. The most recent initiative was the National Cyber Security Act, which was initiated by the government in January 2017. The act focuses on resolving the absence of a basic law related to cyber security, strengthening its responsiveness in the event of a cyber security crisis, and fostering security strength. Therefore, this study seeks to contribute to the establishment of National Cyber Security legislation as a basic law of cyber security by examining the necessity of National Cyber Security legislation through comparative legal analysis with existing domestic laws related to cyber security and suggesting policy implications.
The purpose of this study is to examine the role of safety sheriffs and their necessity in order to improve the activation of safety sheriff's professionalism. Seven security sheriffs were finally selected to discuss their activities and discuss ways to improve their effectiveness. We conducted semi - structured interviews and conducted in - depth interviews with limited data and inadequate prior research. The results of this study are as follows. First, the government should get the help of citizens, citizens and residents. If the state wishes to reduce the number of safety accidents and bring positive results to the public, it should not rely solely on the utilization of institutions. Second, in order to be a safe sheriff with a positive response from the local residents, the activities of the sheriff's sheriff are not only aimed at preventing risks in the environmental domain and reducing the number of accidents, Publicity should be provided to the landlord, tenant, and residents to inform them that the activity is preventive of accident prevention. Third, under the current law, it is necessary to disclose public facilities such as roads, airports, and harbors to the private sector in order to make it possible to monitor school facilities and youth training facilities. Fourth, the safety sheriff is expected to put forward the expectations and positive results of prevention through the beginning of the inspection activities, and the role of the Korean people in becoming psychological stable and efforts to be born as safety experts are required. Finally, it is necessary to establish a concrete manual, strategic safety inspection plan.
