우리나라 과학기술계 정부출연연구기관은 고령화 하에서 연구생산성을 향상시키기 위하여 다양한 정책을 추진하고 있는데, 그 중 임금피크제는 조직의 효율성 증진을 통해 연구생 산성을 높일 수 있는 제도로 기대할 수 있다. 그럼에도 불구하고 2015년 임금피크제 도입을 둘러싸고 발생했던 정부와 과학기술계 정부출연연구기관 연구자들 간 갈등의 원인은 무엇이었는가? 본 연구는 이러한 의문에서 출발하며, 정책옹호연합모형(ACF)을 활용하여 과학기술계 정부출연연구기관의 임금피크제 정책결정과정을 분석하였다. 연구결과를 요약하면 첫째, 정책환경으로서의 외부변수들은 대부분 찬성 측 옹호연합에 유리한 자원으로 작용하였다. 둘째, 과학기술계 정부출연연구기관을 관리 통제의 대상으로 바라보는 신념과 독립적 자율적 대상으로 보는 신념 간 차이는 갈등의 근본적인 원인이었다. 셋째, 임금피크제의 일괄적 도입, 정책중개자의 미비한 역할은 옹호연합 간의 갈등을 더욱 증폭시켰다. 이러한 연구결과는 첫째, 정책은 정책대상의 특성이 반영되도록 설계 적용되어야 한다는 점을 시사한다. 둘째, 정책중개자로서의 역할이 기대되는 정책참여자가 있는 경우, 이들의 역할에 따라 갈등이 증폭 또는 완화될 수 있으므로 올바른 정책중개자로서의 역할이 필요할 것이다. 셋째, 정부출연연구기관이 기타 공공기관에서 제외되어야 한다는 정부출연연구기관 관계자들의 주장을 경청할 필요가 있다.

Britain's public services, especially health service and secondary education are in disarray. The current British government adopted the public-private partnership(PPP) as a major device to bring about public sector reform. In principle, PPPs could be used to outsource all sorts of public services, helping to raise standards by extending choice and competition. Up to now, however, they have been focused mainly on a relatively limited range of ancillary services related to new buildings and their subsequent operation. The unions, especially the unions covering the public sector employees are antagonistic to the PPPs. The unions have been opposing privatizing or resecting of any part of the public services, as these apt to lead insecurity of employment and degradation of working conditions of their members. Most of the union leaders consider that PPPs are 'privatization by stealth'. Even in Britain, which has a long history of trade union movements, to persuade the unions to co-operate to the reform policy has been extremely difficult. To succeed in public sector reform, the government, be it Korean or British, needs strong leadership, consistency in policies between various departments, and persuasive ability to overcome the opposition from the vested-interest group.

본 연구는 효율적 인적자원관리의 실행과 유지에 있어서 '일과 삶 균형(WLB: Work-Life Balance)' 정책의 중요성을 이론적·실증적 접근방식으로 규명하고자 하였다. 특히 본 연구에서는 WLB 정책을 유연근무제, 친가족정책, 개인신상지원 프로그램 등 3가지 차원으로 구분하여 제시하였으며, 분석대상을 공공조직과 민간조직으로 구분하여 기존 연구와의 차별화를 도모하였다. 연구모형 개발과 가설검증을 위해 제3차 여성가족패널(KLoWF) 자료를 바탕으로 WLB 정책과 정책 부합성, 직무만족도, 이직의도 간의 관계를 분석하였으며, 설문조사를 통한 양적 분석의 한계를 보완하기 위하여 공공조직 및 민간조직 여성 근로자와의 심층 인터뷰를 통한 질적 분석을 병행하였다. 분석결과, WLB 정책과 조직 효과성 간의 관계에 있어 공공조직과 민간조직 간의 유의미한 차이가 있음을 확인할 수 있었으며 심층 인터뷰를 통해 이러한 결과가 공공조직과 민간조직의 상호 이질적인 조직 문화, 제도, 구조적 특성에 기인하고 각 영역 구성원들의 서로 다른 욕구 및 동기 유발 체계에 의한 것임을 발견할 수 있었다. 이러한 분석결과를 바탕으로 본 연구에서는 각각의 조직 특성에 맞는 수요자 친화형 WLB 정책 구축의 필요성을 제안하고, WLB 정책 시행 측면의 문제점 및 개선방안 등을 제시하였다.

The library manager's communication ability can influence organizational management because the types and ways of organizational management is carried out can be determined by the manager's communication ability. In that, this study intends to examine the influence of the library manager's communication ability on job performance and role-conflict of the library staff. To do so, on top of the conceptual framework of communication and the library as an organization, this study builds theoretical underpinnings on the library manager's communication ability, job performance and role-conflict of the library staff. Using a questionnaire survey method, this study surveys 127 library staff from 8 public libraries in Seoul, statistically analyzes the response through the SPSS20 statistical package, and examines the relationship between and among the variables. Based on the analysis, a discussion on the influence of the library manager's communication ability on job performance and role-conflict of the library staff follows.

새만금사업, 신행정수도(행정중심복합도시, 세종시), 한반도 대운하사업(4대강 살리기사업) 등과 같은 대형국책사업은 대통령 선거공약으로 제시되었다. 그러한 대형국책사업이 국가의 이익을 위해 꼭 필요한 것으로 제시되었다 하더라도, 그 결과는 좋은 의도와는 다르게 나타날 수도 있다. 대통령 선거후 환경정책기본법과 환경영향평가법에 따라 대형국책사업에 대한 사전환경성검토(전략환경평가)와 환경영향평가가 이뤄졌지만, 예상하지 못했던 정치적, 사회경제적, 환경적 갈등이 발생하였다. 이러한 개발 및 환경 갈등의 원인은 여러 측면에서 찾을 수 있겠지만, 사회경제적 항목을 중심으로 하는 사회영향평가의 미흡을 그 원인으로 제시하는 연구가 많다. 대규모 국책사업을 둘러싼 개발 및 환경 갈등을 해소하기 위해, 우리나라와 외국의 사회영향평가의 현황과 연구 동향을 고찰하고, 국책사업의 주요 쟁점의 분석을 통하여 사회영향평가의 중요성과 필요성을 강조하였다. 그리고 사회영향평가의 도입, 강화, 지침 마련에 대해 다음과 같이 제안하였다. 첫째, 현재의 사전환경성검토(전략환경평가)시에 사회적 통합, 경제적 측면(B/C분석, 비용, 고용 등), 법제적 측면, 한반도 통일이나 국가균형발전 등과 같은 사회경제적 항목을 평가항목에 추가함으로써 사회영향평가를 도입하고; 둘째, 환경영향평가 시에 공공시설, 교육, 교통, 문화재, 경제적 타당성, 고용, 토지이용을 현재의 사회경제평가항목에 추가시켜 사회영향평가를 보다 강화시키고; 셋째, 한국의 환경적, 정치적, 경제적, 사회적, 문화적 상황을 반영하여(사회영향평가의 원리와 지침(가칭))을 마련하도록 한다.

핵 가족화, 고령화가 가속화되고 도시 독거노인 및 독신인구가 급증합에 따라, 외로움과 소외감을 극복하고 또 다른 형태의 가족적 유대감을 얻기 위하여 반려동물, 반려인들이 날로 증가하고 있다. 반려동물 문화는 급격히 발전하고 있는데 반해, 이를 지탱할 수 있는 사회나 문화적 의식과 공공 기반시설의 질적수준은 초기 단계수준이다. 반려견 소유자와 일반인들 사이에 갈등이 발생하여 관련 제도나 법에 대해 논란이 되고 있다. 갈등과 논란을 해소하며 반려동물 문화 발전에 기여하고자 본 연구는 도시 내 반려인 전용 주거 시설의 개념과 역할, 공동 주거 시설로서의 사회적 필요성을 고찰하고, 새로운 공동 집합 주거 공간의 방향을 제안한다.

민선지방자치제가 실시된 지 10년이 지난 지금 지방자치단체간 소모적인 경쟁보다는 생산적인 협력이 중요하다는 분위기가 고조되고 있으며, 행정구역 경계를 넘어선 지역개발 협력 모델이 구체적으로 논의되고 있다. 특히 도시가 점차 확장되면서 그 주변지역을 망라함에 따라 연담도시권은 생활권 경제권역을 공유하게 되어 각종 행정사무에 대한 상호 협력의 필요성이 증대되고 있으며, 교통, 공공시설, 수질, 대기 등의 문제들이 중요한 이슈로 부각되고 종종 지역간 갈등의 주원인으로 나타남에 따라 이러한 사안들을 협의할 수 있는 지역단체간 협력기구에 대한 중요성이 대두되고 있다. 금번 해외정책연수기간 중 방문한 SCAG(Southern California Association of Government) 와 ABAG(Association of Bay Area Governments) 는 미국의 광역도시계획기구 (Metropolitan Planning Organization: MPO) 중 하나로, 광역행정의 추진 및 정부간 갈등 조정, 협력 촉진의 역할을 수행하고 있어, 작금 우리의 행정현실에 대해서도 시사하는 바가 크다 하겠다.

인터넷은 트래픽의 유형과 내용에 대해 대체로 중립성을 지켜왔다. 이러한 인터넷의 망중립성은 콘텐츠 및 애플리케이션과 네트워크의 선순환적 발전을 유도하여 인터넷의 비약적 혁신과 성장을 가능하게 하였다. 그러나 최근 들어 스마트TV와 같은 새로운 서비스가 등장하여 데이터 트래픽이 급증함에 따라, 망에 대한 투자 주체로서 이에 따른 권리와 함께 망의 연결성 책임에 따른 망 관리가 필요한 통신사업자와 망의 공공성을 강조하는 콘텐츠/애플리케이션 사업자간에 갈등이 발생하고 있다. 본고에서는 이러한 갈등을 해결하기 위한 망중립성 정책 개념의 진화 체계와 각국의 망중립성 정책을 살펴보고, 스마트 TV 등장에 따른 망중립성 이슈가 무엇인지를 설명한다. 또한 글로벌 이슈화 되고 있는 망중립성 정책을 우리나라에서는 어떤 방향에서 보완해야 하며 그 목표는 무엇이 되어야 하는지에 대해 제언 한다.

The study explored the extent of the effect of content book trailer services among the specialized services of the library using the latest technology. The AIDMA&AISAS model was employed to measure the seven reactions of user behavior: Attention, Interest, Search, Desire, Memory, Action, and Share. A total of 287 responses were analyzed by conducting surveys with users who had experienced book trailer services at 13 public libraries located in Incheon. The study found that there were significant differences in user behavioral reactions in all of the content genre, including message, conflict, and character, and in particular, the character genre had the highest effects, followed by conflict and message genres. However, the post-hoc test indicated that there was no significant difference between the genres of conflict and character in terms of interest, search, and user satisfaction. The present study suggests theoretical implications by assessing and confirming the effects of book trailer services of the content genre on the reactions of user behavior compared with previous studies that measured the effects of the book trailer services of the form genre, and further practical implications for effective book trailer services.

In order to supply the residential land for the promotion of public welfare, it must take a land of city suburb. That land have the difference in thinking is large for the determination of land prices to a variety of development pressure and land use regulations. In the process of executing a public project, the difference of these ideas has become a cause of conflict. Therefore, through objective study for the determination of land prices, to reduce the difference of ideas is going to be a clue of conflict resolution. This study selected the case area that is typical public district of many conflict, and then fix a compensation unit price like fair price as dependent variable. The selected variables through previous studies and expert consultation was an independent variable. To analyze the impact factors of land prices in the hedonic price model. The results were analyzed by distinguishing the group on the basis of the zoning and using, whether or not the site of the building in part that there is influence variable, the aspects of accessibility and regulation in part degree of influence variable came out different results for each group. It is analyzed that it reasonable results. Add selected site assimilation of the building that have not been presented in previous studies as a variable and which was applied at a rate to a variable of road have improved in more expliction of the influence of variables.
